Judge: Measure M Earth flag rule is not enforceable : compar

A judge found Arcata's Measure M that required the city of Arcata to fly the Earth flag on top of city owned flagpoles “directly conflicts with mandatory state law and is therefore not enforceable,” the ruling said.
