Human Rights commissioner concerned with new Cobourg bylaw

In a letter sent late last week to Cobourg Mayor Lucas Cleveland, Ontario Human Rights chief commissioner Patricia DeGuire takes the town to task for a recently adopted bylaw that could impact the opening of Transition House’s new homeless shelter on Division Street.
