How Il Capo Pizzeria stayed open despite breaking COVID-19 rules

Arizona health officials allowed a Scottsdale restaurant to remain open after it ignored an order to close for breaking COVID-19 safety guidelines.
The violations in November came as Arizona's COVID-19 cases surged and hospitalizations reached the highest levels since mid-August.
Il Capo Pizzeria, located at 7366 E. Shea Blvd. in Scottsdale, advertises itself as a family-owned restaurant that serves wood-fired pies and gelato. It was also the weekly gathering spot for a group of Trump supporters, who appeared to have been at the restaurant at the time of inspection.
Steve Elliot, a spokesperson for ADHS, wrote in an email that while the department learned early on that Il Capo remained open despite the order to close, enforcing the order would have required legal action.
