TOKYO (Bloomberg): The mayor of Tokyo’s Shibuya district asked Halloween partygoers to avoid its streets this year, fearing the post-pandemic return of tourists may lead to chaotic mobs and crowd crushes like the fatal incident in Seoul last year.
