HOLLAND — Former mayor, city councilman and president of the Michigan West Coast Chamber of Commerce Louis Hallacy II is being remembered as a visionary and "community champion" who helped shape Holland into the city it is today.Hallacy, 90, died Thursday, Jan. 7.He was Holland's mayor from 1973 until 1979.
