>> ainsley: fox weather alert heat waves ramping up across america with sweltering heat warnings janice is tracking the temps. >> brian: school board banning cell phones and social media use during the school day. a board member who proposed the board member. while he says the entire country might follow their lead. >> steve: "fox & friends" starts right now and remember mornings are better with friends. ♪ so we begin with this, illegal immigrant who is accused of tying up and raping a 13-year-old girl at knife point in a new york city park is due in court today. >> ainsley: and we're learning new details about his arrest and how he came into our country. >> brian: and what these good samaritans did to bring him to justice. doug luzader joins us now. >> illegal immigrant accused of almost unthinkable crime in new york will be in court today facing this slew of charges. christian inga-landi is accused of threatening two 13-year-olds a girl and boy before tying them up and raping the girl. here is a look at the charges that he will face, rape, brian, kidnapping, sex abuse, menacing behavior, unlawful imprisonment, injuring a child and criminal possession of a weapon. is he a migrant from ecuador. caught by a group of community members. they held him for and then waited for police to arrive. the biden administration meantime is offering condolences to the family of a maryland woman, rachel morin, mother of five who police say was killed by a 23-year-old illegal immigrant. here's the white house statement. we extend our deepest condolences to the family and loved ones of rachel morin. we cannot comment on active law enforcement cases. fundamentally we believe that people should be held accountable to the fullest extent of the law if they are found to be guilty. former president trump meantime blamed biden. >> another biden migrant was arrested for the savage murder of an innocent american woman, rachel morin, 37-year-old. mother of five. nice woman. everybody loved her. if i was president, he would have never been able to come in. he would have never been able to come in. >> rachel's mother, meantime, struggled to understand how this happened. >> it's a senseless death. i mean, who would expect almost 2,000 miles from the southern border somebody coming from another country, coming into our small town and just randomly attacking someone and brutally murdering them? that's -- it's like we have opened our doors and you let a stranger into your house. >> the alleged perpetrator an el salvador native was arrested in oklahoma sitting at a bar. back to you guys. >> brian: this is amazing. there is too many murder stories to keep up with let's focus on the one you are holding. >> steve: the cover of the "new york post" this morning shows town hall, queen's bodega workers catch and tie up the migrants expected of the rape of a 13-year-old girl. this is extraordinary story. we showed you the video yesterday of the guy being carted off to the cop shop. but, as it turns out, after this story broke, where the little -- the 13-year-old boy and girl, couple of friends were essentially kidnapped in a park in queens, that guy is alleged to have tied them up with shoe laces and then he is alleged to have raped the girl. these videos of the encounter went viral after the new york city police department put out instagram things hey if you know this guy. as it turns out, somebody up in queens recognized him. said, you know what? he goes to this bodega all the time. they waited for him all of wednesday -- monday that is to say, and as it turns out, as soon as he came out, they grabbed him and you can hear in the background one of the people going hey, where is my 10,000, because there was a big $10,000 reward for him. >> 2022, a federal judge ordered the expulsion of this suspect. but that never happened. nypd did say that d.n.a. is being processed, the federal government took his fingerprints and his d.n.a. down at the border. and that evidence is now being processed to see if he is linked to any other crimes. when trump was in wisconsin yesterday at that rally, he talked about how he grew up near this park. he said i grew up about 20 blocks from this park. i used to take my bicycle over to the park. i would play baseball and other things in the park and come home. he says you can't do that anymore with our kids. what is happening in our country is so bad. when i'm reelected i will begin removing these criminals immediately. >> lawrence: for the short time i have been in new york. do you know how much of a dirt bag you have to be to get people in the city involved. typically people will see fights happening and they don't get involved. someone acting crazy on a subway. no one does anything. but they knew he was -- the guy took him down, the other one said we spotted him and got him. this just shows you how bad and pervasive the issue when it comes to illegals doing things within the community for feel take it into their matter and then call the cops afterwards. they did the work. then called the cops to pick him up. >> brian: 1:00 in the morning they waited for this guy. scene him in the bodega before. went and chased him and got him. cowering under the car. got him out, tied him up with belts and reportedly roughed him up a little bit. >> lawrence: he cried and they said that's the same thing that the young girl did when you were abusing her. >> brian: i hope they all get $10,000. all of them. >> ainsley: they recognized him because they had seen him before saw the mugshot and said we know this guy. >> brian: jeffrey flory, as soon as we saul him we pounced on him. waited all day monday for the sicko to come. eventually a&e arrived to buy something. interesting they called the cops and said we got this guy. >> ainsley: how brazen he is to stay in the neighborhood. >> brian: they tried to kick him out. he wouldn't leave. then you have the other situation where this guy tries to with rachel morin this guy tries to get across our border three times. once in el paso. twice in new mexico. the third time he gets in as a got away and then he starts killing. he kills in maryland. drinking beers in tulsa. we finally get him. guys, i agree with the former president. the worst is yet to come. they are all here 7.4 million all here. larynx lawrence only a matter of time that i hate to say this but before it hits your community. until and so you have two huge s that highlight the desks at the border and the end game of it and then you got the biden administration who is giving more amnesty out, saying that people don't understand what is actually happening at the border. watch. >> we can both secure the border and provide legal pathways to citizenship. we have to acknowledge that the patience and goodwill of the american people is being tested by their fears at the border. they don't understand a lot of it. these are the fears my predecessor is trying to play on. >> brian: what an insulting idiot. we don't understand people that are breaching the border? rather than looking at the parachutist in front of him he starts looking at one behind him. and then the italian prime minister goes over and drags him over, hey, mr. president, all the cameras are are there way. the white house says that there are people out there who are trying to make joe biden look bad and says that this video, which we have shown from you start to finish for the most part is fake, it's not, watch. >> i think there is so much misinformation, disinformation as we have been talking about, you talked about the video of the president wandering. and it's not true. right in the president wasn't wandering. he was talking to a parachuter that was right in front of him. and what you saw is the republican party really manipulating what was being said and what was being seen by the american people. it's also very insulting to the folks, the viewers who are watching it. so we believe we have to call that out. >> lawrence: she is insulting us alleging that we're not seeing what we see and then shifting the blame. you know, steve, you have talked about this before. about the spin. and we all know the white house press secretary, that's her job to spin for the white house. >> steve: to protect the president. >> lawrence: at least come up with something more original. say something like the president, you know, admirlsz the paratroopsers. it wasn't the right time but he did wander over there say something like the president couldn't dance at the juneteenth thing, so he just froze, but don't deny, what all of america is seeing. >> steve: that's why it's so damaging, when you look at the polling, it's all partisan, the entire thing is partisan when it comes to the mental and cognitive situation of the president. when you look at republicans, 92% of production are saying look. there is a problem there. independents is 72%. but then when you go to democrats, it's 29%. so the independents and republicans are seeing it. but the democrats feel, ainsley that, they have to protect the man. >> ainsley: how can it be fake? you have no clue where they came from. although the majority of them are law abiding citizens. that small factor that are on mopeds, causing problems for you, how hard is that? >> it's new for us. the city has taken in 200,000 migrants in the last two years. a lot of them here for the american degree. a small portion are here to commit crimes against our city, robberies, snatchers. shooting at cops. shooting at us in times square. assaulting us in times square. new difficult. we don't know how are. learning. every arrest we make we don't see a migrant. the biggest events we see it. crimes committed on mopeds fleeing on mopeds has increased about 200 percent in the last two years. it's tremendous with this. we have got deal with it. cops working hard. taken about 41,000 of these mopeds off the street. shut down some of these gang members. the cops got shot a couple weeks ago did a great job. new for the city, new for us. >> lawrence: chief, i walk a lot in the city. and you know the location where some of the migrants are being housed. and you see them outside. you see the young males right there. are you guys doing to break that up. get ahead of this because, also what worries me is the gangs as well. these international gangs that they are a part of. that, i mean, new york we already have our problems. adding this layer to it. >> we have to police some of these sites. we have to monitor what they're doing. again, we are talking about a small portion here. most want to work and partake in the american dream. we are talking about, again, once again, the pick pockets, preying on new york city. and they a affecting our number. learning as we go. we have the gang tda. we talked about them at length. they are the ones that shot our cops a couple weeks ago. shot at us at times square. so the detective bureau, our cops do a good job. >> lawrence: real quickly chief, i don't mean to interrupt. the mayor has been clear about this as well the prosecution. you arrest people. they can't just be back on the street are we doing a better job with the d.a. to make sure these people stay behind bars? >> look, we don't care who you are, when you have record enforcement city cops, crime is coming down but not as fast as you want, it begs the question by speaks to recidivism and offenders. stakeholders, everyone has to do their job not just the police department. the d.a.s, the judges. >> lawrence: earth that's right. >> the judges play a big role in. this the elected officials play a big role in. this we have to do better than we are. up against new laws that in 2020, so the combination is slowing us down. >> lawrence: chief, i love that you have been pushing back. doing it on social media as well. you are getting out in want from of us. thank you for joining the program. >> i appreciate it. thank you. >> lawrence: don't believe your eyes?
