>> i'm not worried, he is going to do extremely well in iowa, i predict he wins iowa -- >> neil: do you think he has to win it? >> i think he needs to come in at least a very close to second if he doesn't win it. if trump wins iowa he most likely will win new hampshire and that's a problem. when you win the first two states historically no one has ever lost after what he most two states. >> neil: it doesn't always happen on the democratic side they often split that. in 2016, he won iowa ended up losing new hampshire. saying that, the donor and financial support has certainly picked up considerably for nikki haley, thought that ron desantis is low on money, guys like you make sure he won't be low on money but now there are concerns he wasted a lot of that money, he spent way too much on things and work at all helpful to improve his stake in the game and particularly in iowa, what do you say? >> people are going to say that because that's what polling is showing. on the ground it looks different from what the polls are showing. i think the money has been spent mostly in iowa in the early states which is what needs to happen because if you don't win those states it becomes difficult to go to south carolina with no winds. that's where people are spending the money in the polling isn't showing much changes. there's a lot of views out there that polling isn't accurate and hasn't been that accurate. we aren't seeing it on the ground the way the polling is. he's got over 30,000, 30,000 caucus ballots already -- people have signed a saying they're going to caucus for governor desantis. it's more than anybody else, certainly more than ted cruz had going into his win. >> i was a different kind of beast in that sense because of the way caucuses work. you're quite right, i could still happen. we have been surprised by the time caucuses come around. having said all that is there a sense that you in the field have to rapidly clear the pressure on the ramaswamy to crystallize, what do you think? >> it does need to clear. if trump were to lose iowa to governor desantis, i think other people need to take a hard look and say are we going to step out of this race and get down to two people so we can have a one-on-one. even if you say he's got to sit 6% nationally that means 40% of republicans don't want him and that's not a hard number -- biden's numbers are higher and we do what he's about to. -- >> neil: to be leading by 40 points, it's not too shabby. having said that is it your sense right now that the focus is going to be getting out and fully canvassing the state, the governor saying every single county and i wasn't going to visit, nikki haley isn't prioritizing it in the same way but she doesn't have to win the state it sounds like your guy does. >> he certainly needs to do well there, if he comes in way down from where governor desantis is i don't think that helps her either. they are putting a big effort to try to do well there and big donors are coming to try to help her out as well. vivek made a comment last night, you got these big donors from wall street and now you're going to have to do what wall street wants. that's not always a positive when you look out and go i got two or three billionaires that want me as a big positive. >> neil: don't you think if those two leaners had come to your guy you would've gladly said yeah? >> but he wouldn't change his positions and that's the difference. he's not going to do what they necessarily want him to do. >> neil: she hasn't changed positions since she got the syndicate to money or for that matter interested from j.d. dimon -- she hasn't changed, it's so recent. >> that's a good point to. i would say she is very much moderate and her positions which is why she won't do well in iowa and that's why she has better polling in new hampshire. overall for the republican party she's a moderate that to the party base is not going to support. it's going to be difficult for her. >> neil: thank you very much. now to the hill editor in chief, what do you think of this? the back and forth, this latest debate talking to two more in january. the tempo was picking up in the pressure on underperforming candidates to drop out is picking up, play that out for me. >> it's significant, that's why all this money is going into iowa. it's important for all the leading contenders including trump who as you mentioned did not win in iowa in 2016, ted cruz did to. it's important to raise money and spend a lot of it a little next month, maybe couple months. >> we make a big deal of donor support and i remember in prior cycles you and i talking, in the end, money is nice but doesn't buy victory. we can remember john connolly running in 1980, the mother milk of politics, so much money but he didn't go anywhere. one delegate when all was said and done, it's not a guarantee but it's helpful and in a state like iowa could help in a ground game and to make it more competitive for nikki haley, do you see that happening? >> it's very important but it's not essential, you don't need a cash advantage to win and we have seen that with a lot of self funders over the years whether it's ross perot or mike bloomberg didn't get to where they wanted to get and remember, hillary clinton spent more money than donald trump in 2016, we know who won that race. >> weird things that i notice but you're the expert's you don't have to go off like i do -- the strategy for vivek ramaswamy right now, he says he's not listening to advisors, he's going his own way but it looks self-destructive, what do you think? >> it would be the epic struggle of our time. i think china is a greater threat than the soviet union. when you look at the military capabilities of chinese have developed over the last two decades, they have stealth fighters, because they stole f-35 and f-22 technology. they have aircraft carriers, now almost four. the reason why? they stole technology from military contractors from the united states. they are developing advanced submarines. they are stealing our blueprint of military superpower dominance and using as it against us. >> neil: dan sullivan is joining us right now. what do you make of what he is laying out there, the possibility that the chinese could do the modern day version of a surprise attack but this time with a much more able and massive army, navy, you name it to make it happen? the current budget shrinks the army, shrinks the navy, and shrinks the marine corps, next year's budgets will have us below 3%. gdp, spending on defense we have only been below 3% spending on gdp four or five times in the last 70 years. we going in the wrong direction. china is undertaking the largest military buildup in history and we are cutting our forces, it's a huge challenge. >> they have done things in technology that we could never have been visions, they have the ability right now to knock out a lot of our satellites. some are suspicious about what they are doing on the moon commits a very secretive there. it can get you paranoid. others have been seizing on what he's been saying and saying its self-destruction. if they go after us and launch a surprise attack they know will not respond and it will be the same result that japan experienced. i'm not so sure that comparison is accurate, what do you think? >> here is the bigger issue that is the good news in terms of major strategic advantages over our adversaries, russia, china, we still have great strategic advantages, what are they? we still have an incredibly professional, lethal military. we have energy resources in a natural resources that xi jinping dreams of. we have incredible network of allies that are a huge source of american strength, we have a very dynamic economy and we have this -- a commitment to liberty and democracy. that might sound quaint but as you know, xi jinping and vladimir putin and the ayatollahs in iran, they fear their own people, that is a huge area we need to exploit over the years. if we strengthen these areas of comparative advantage, we can take them but we shouldn't be undermining them which is what we're doing in a lot of areas especially with regard to the military. >> there is a camp of people who worry about the chinese starting a war with us because the time -- the moment is right a lot of people go back and say they are in a world of economic hurt right now, a lot of their factories are slowing down, the real estate is a mess right now, it's crumbling. we take comfort in that and say they are too messed up to do anything like that, is that dangerous? >> it does, the other problem with the air strikes is that if you're killing a terrorist, how many more are you creating? even if they weren't part of hamas before. if you kill half their family, now that they have the reason to join hamas? >> well, let me try to break it into pieces. i start with the premise that if we screw this up with ukraine, it's a historic mistake. and history will look back, and whether they blame biden, the democrats, republicans, it doesn't really matter. it will mean putin will carry the day, weakening our alliance, giving president xi a green light. that's what i believe. i look at the intel. time is running out, number one. in the past, it's not been tied to other issues. as you said, let's not relitigate that. that's what the republicans have chosen to do. one other quick thing, neil, the president did put $14 billion of aid for the border. the border is a mess. it needs fixing. last week the negotiations had gotten to the point where the democrats had given on asylum and raising the standard would cut down the flow of a lot of people, and made taos some of the changes the republicans asked for on parole, to the point that it missed the news media on both fox and msnbc, 12 democratic senators said, hey, you're getting so much on border that we may not vote for the bill. so i think one of the indications, what i hear from my republican friends, we can't do a bill, where you got 50 democrats and 15 republicans. you've got to show democrats this is doing enough on border that you lose democratic votes. i'll accept that. let's go back to last week and maybe add a couple more things for our republican friends. you know, let's not do so much that we blow the whole deal. my last point -- and thanks for giving me this much time, but last point, some of the people screaming the loudest on the border will never vote for ukraine no matter what happens. >> neil: you think they're using this as an excuse. they say more americans are concerned about what's happening at the border than sadly what's going on in ukraine and israel. i don't know how true that is. many in your party share that view, that this is blowing up in your face. are you afraid of that? >> i would say this, i'm not sure that the leadership of the freedom caucus is who i'm gauging where all-americans are at. if we've got american soldiers in poland, the baltic nations, part of nato, next year in harm's way because russia won in ukraine, i wonder what folks will be thinking. let's get back to the border. it's a challenge. i'm willing to give more than most of the democrats. i think we'll probably have to have a deal that will lose democrats votes, somewhere in that six to 10, where it might end up, but the idea that we can punt this till next year, not if you're reading the intelligence that i read, not that if you believe that giving up on ukraine will not only give putin a green light, but undermine all of our alliances, and a green light to xi. i fundamentally believe that. it sounds self-serving. i live close to the capitol, but i can't think of anything since i've been in the senate that has longer-term, again, almost historic propositions than whether we cut and run on ukraine or give them the tools to at least get to a stronger position vis-a-vis russia. >> neil: some in your party are concerned at that president is letting israel do what it's doing, but not holding them accountable for what they say is a disproportionate reaction to the hamas attacks and their response. we can go back and forth on that to your point. i'm just wondering if the pressure on the president is just as much coming now from democrats. >> listen, we've got to break these into chunks. we've got the border issue. if we solve the border issue, i think we solve the ukraine and israel aid issue. i think they will both go through. i do think there are things -- i've been -- i will match my pro-israel record with anyone, but there are things that i think are in israel's own self-interest they ought to do to start trying to win back, for example, hearts and minds, not only in this country, but around the world. for example, they've cut off all the payments to the palestinian authority. the p.a. has a bad record. you've still got palestinian authority service services keeping the peace in the west bank. if they quit tomorrow, nothing would be worse for israel, because you'd suddenly have a second fund in this war. showing a little bit of -- i've had lots of israelis pushing their government to say they need to do this. netanyahu government, there are ways to sort through this. >> neil: senator, thank you for taking the time. senator mark warner. we'll be exploring this more with democrat presidential candidate and the home depot founder, who likes nikki haley. those are my special guests tomorrow. in the meantime here comes "the five." >> hello, everyone. i'm judge jeanine pirro, along with harol
