>> we have no evidence to show that they drew down the strategic reserves in conjunction with this. the reason probably has something to do with their own perception of security, they probably did not want to put themselves at more risk. >> the strategic reserves administration said it would occur close to the lunar new year following in february. vladimir putin met with the chinese president president, pr, in beijing, for the winter olympics. the russian invasion of the ukraine was just 20 days away. and as russian troops gather at the border come of the white house threatened sanctions against financial institutions, the joe biden administration pushing back saying that russia could help them avoid those sanctions. >> they may want them for cheap oil and gas, but let's not pretend it's anything else 2 days later it began. sanctions went into place, by marge come of the u.s. had added sanctions on oil imports come of the european union reach an agreement saying that they would block most oil by the end of 2022. including millions of barrels to combat high prices. meanwhile china was buying and stockpiling oil. >> china started adding to the oil reserves as other countries were decreasing theirs. how big of a concern is that on capitol hill? >> it would be tremendous if we weren't producing what we are today. basically it is sending shockwaves to our allies and we want to be energy secure ourselves and we want to help them. >> they are mandated to have daily met imports and reserves, nearly half of european countries fell below the 90 day target. >> you know, this is really ground zero for supply disruptions of the last couple of years, strategic reserves are critical and will continue to be critical moving forward as they continue to try to wean themselves off of the oil and natural gas. >> they actually sold some reserves to china, and another group purchase nearly 1 million barrels. they are a subsidiary of the chinese oil trading business. >> china loves a bargain. if they can save a barrel, they are probably going to do that. >> china did not disclose how much flows in or out of the strategic reserves, but analysts talk about imports from cheap sellers and trade data says they could be sitting on a massive pile of oil. >> welcome a with china it depends upon imported energy. so having energy in reserve when you are very dependent is extremely important. >> they estimate that the crude oil inventory comprising commercial and strategic petroleum reserves could be more than 1.1 billion barrels. >> we know that russia and china are working together and that china has very few qualms about purchasing russian oil and putting their own energy security first and foremost. >> they increased in the first half of 2023 to more than 2 million barrels per day. china is iran's top customer. the oil is often relabeled as originating from certain countries to avoid sanctions. >> does it defect in trent directly impact the global market?
