>> great scott. tim scott is out. the south carolina senator abruptly suspending his presidential campaign. even surprising some of his own campaign staff. so who stands to benefit as the remaining gop candidates gear up for the fourth debate? we'll ask tim scott donor andy saban. and vivek ramaswamy more on what he makes of the smaller field. "your world" starts right now. welcome, i'm charles payne in for neil cavuto. first to david spunt in washington with the latest. david? >> good afternoon. tim scott is out. but not forever. insisting he may return to the ticket one day. he made the surprise announcements on this network last night. >> i love america more today than i did on may 22. when i go back to iowa, it will not be as a presidential candidate. i'm suspending my campaign. i think the voters have been really clear that they're telling me not now, tim. >> scott wanted to restore optimism to the white house. but this caught campaign staffers by surprise. a fund-raising e-mail asking for more money went out about 20 minutes or so before the interview. reuters reports two of scott's major donors will support nikki haley. scott now considering perhaps a role as vice president. watch. >> i'll say this. that the vice president has never been on my to-do list for this campaign. it's certainly not there now. but i look forward to keeping -- to working hard to make sure that in the future i can continue to win the respect and the admiration of voters even the ones that don't agree with me. >> the dnc putting out a statement there wasn't much to remember about tim scott's sad campaign that let millions of dollars on fire to not even make to it iowa. we thank him for suspending his campaign. this gop primary field is the most extreme in american history. scott did not say who he plans to endorse telling people to instead do their homework on different candidates. charles? >> charles: thanks, david. where are tim scott's donors placing their bets now? andy saban joins us now. it's reported that you've thrown your chips in with nikki haley. >> yes, i'm -- that's exactly what i'm doing. i was actually -- i got back from my board meeting at m.d. anderson. i had no idea. there were five reporters calling me, what do i think about tim scott? so i text him to see if it was true. i had no idea. i was tied up at the board meeting. so i was -- i was kind of surprised. i expected him, what we had been told, that he was going to stay in, see how he did in iowa and make his decision. but hearing today from his campaign manager and others, they had no idea either. what they did tell me is that they put all of the information in front of him before the weekend, where they are, everything that is happening and i guess he made this announcement telling nobody. so i'm on board with nikki haley. she's got a lot of good attributes. she was always my second choice. unbelievably good on foreign policy. her view on abortion is similar to mine. that's why i left trump. i was with desantis. and then i found tim scott, a real american patriot. now i'm going to support nikki haley. >> charles: andy, not long against, neil asked senator scott if he considered being vice president. here's what he had to say. >> i did not enter this race to come in second place. second place is the first loser. from my perspective, the only way to run for president is to do it 100% of the time. all we're focused on is making sure the next generation of the american story make mine pale in comparison. >> charles: andy, seems that that clip we had there, the energy, the vibrancy of a tim scott, is what electrified people. when he came out, his announcement was different. on the debates -- i'm a big foxing fan. i'm a big larry holmes fan. he threw jabs but didn't knock out with the other hand. now nikki haley is in the middle of it and mixes it up. was that missing from tim scott? would he need that if he were to be considered v.p.? >> yes, he learned a lot. the first debate killed him. it was his -- it was the first debate. but it was his first debate. he had no debate experience. that really put him behind the eight ball. but my own opinion is he would make a great vice president. i don't care what he says. i don't count him out yet. >> charles: nikki haley has been climbing in the polls. she gets in there, mixes it up. some initially thought after the first debate she was vying for the vice president spot. but now more and more folks do believe that she has her eyes on the prize. how strongly do you feel that she can make it? >> more strongly than ever. if you look at polls and put her against biden, she does better than anybody else that is running right now. >> martha: all right. andy -- >> her chances are great. she's got more to offer than desantis or trump. >> charles: thank you so much, andy. we appreciate you coming on. >> thanks for having me. have a great day. >> charles: you too. i want to bring in a 2024 presidential candidate vivek ramaswamy. vivek a big donor from tim scott moving his chips to nikki haley. what do you make of it? >> what i make of it is the donor class moves in the wind. every politics dances to the tune of their biggest donor. for me, it's me. that's what our base is hungry for. a patriot speaking the truth. our grass roots base stands for it. other candidates are not able to embrace it. it's an unapologetic leader coming from the outside. that's what our base is hungry for and i oaks -- i expect to be the nominee. >> charles: in the first debate, you were the super nova. you're all that everybody talked about. it's clear that those in the establishment went after you. i don't know what has happened, but the last time out, you were just as strong. do you feel like you lost some traction somehow? >> well, look, it's very clear that the establishment had an anna -- response to me. a businessman has no place this deep in the race. i was flattered. they sent out multiple mailers, people's mailboxes spewing falsehoods about me. now those negative ads, that they do it. it works. politics is broken. i'm not going anywhere. to the contrary. people now have an opportunity to really keep an open mind and see it's going to take somebody from the next generation to reach the new generation of americans. national pride is missing especially against young americans. we're bringing young americans in like droves like the republican party never has in its history. i'm confident we'll be successful especially in the early states, iowa and new hampshire. able to beat expectations. we're sitting where i want to be. i'm confident that we have the momentum ahead of us to be the nominee and more importantly to win this election in a landslide. >> martha: so nikki haley picks up another major establishment donor. you and have gone at it, no gloves, no rules. where does this animosity between you two come from? >> you'd have to ask her for the animosity. she's been coming for me the entire race. she represents and older generation of republicans. she talks about we need a new generation of leadership. i agree with her. she's on the wrong side of that generational divide. taking us back to the dick cheney era, pointless wars that wasted 7 trillion of wars, thousands of lives sacrificed, people my age. that's a mistake. anybody that has made money off of though wars, people joining the establishment, joining military contractors monday tieing their time in government. i don't care if the biden family or a republican version of that, what is what i see in nikki haley. it's wrong. i'm calling that out. the establishment doesn't appreciate that very much. i think we deserve something that is not just a puppet of the special interests but somebody that is independent coming in from the outside speaking the truth in an unvarnished way and answering what it means to be an american for the next generation. i'm the one to to that. >> charles: vivek, there's always these sort of elaborate systems on who will make the debate stage. how confident you'll be in this fourth debate? >> we have already qualified. bill there and be similarly unrestrained as i was in the last debate as well. that's what our base is hungry for. yes, i've qualified, i'll be there. i don't think we'll disappoint people by hiding behind some shell. i'll be open. that's what people are hungry for. >> charles: mentioned iowa and new hampshire. there's scuttlebutt about putting -- going for broke in those two. maybe even shutting down some of your ohio offices. i read that or saw that somewhere. is this what you're going to aim for? is it sort of -- i wouldn't say make or break but for lack of a better term, something similar to that? >> i think that we need -- we have low expectations going in to iowa and new hampshire based on the fact that other candidates have spent tons of money there. we haven't yet. that's changes now. i've made significant added personal investments. that will continue through. i'm actually basically living out of iowa and partially out of new hampshire as well for the next two months reaching the grass roots, where they are. in person is so much better, charles. even tv screens as good as they may be, don't really let people get to know the person. i'm showing up in person more than any other candidate. we will shatter expectations in both states. that will give me the momentum we need to go all the way. people didn't know who i was six months ago. now i'm one of the four candidates left standing. we'll see this through. the other thing, people have never participated in the iowa caucus. young people are joining in. we're going to be a big surprise. >> charles: over the weekend, moodies fired a shot across the bough of washington d.c. again, our credit rating is in jeopardy. it really centers on this mindless spending like the bond yields and the bond auctions. while some of that stuff makes people's eyes glaze over, it's record high interest rates on credit cards and automobiles don't. delinquencies don't make people's eyes glaze over. is your party doing an effective enough job? it's one thing to say bidenomics. i get frustrated when i hear you say bidenomics as if that explains what is happening. are you trying to connect the dots on what free money has done to this country? >> i am. yes. absolutely, charles. i'm a ceo. i come from the outside. forget the slogans. prices are going up. interest rates and mortgages are going up but wages are flat. that's why people are upset and fielding the pain. how do we do this? increase the supply of everything. increase the simply of energy. deregulate the sector to drill and frack. increase the supply of housing. forget the land use restrictions that brings the cost of housing down and grows the economy. increase the supply of labor. stop paying people more money to stay at home. i've been a ceo. i can tell you, zero-based budgeting is the way to go. don't use last year's budgeting as the baseline and try to tweak it. start with zero as the baseline and ask what is actually necessary. nobody in either party is doing it, no single state in the country does it. it takes a businessman coming in from the outside -- charles, you understand economics. that's what it's going to take, basic change, fix the budgeting process, increase the supply of everything and we have this solved. >> charles: i don't think they care about economics. they try their best to put their ideology in the veneer of economics and sell it. you mentioned young people several times. it's amazing what we're seeing in modelling data. blacks, hispanics loving trump much to the chagrin of mainstream media. what do you think -- when it's all said and done, elected or not, your particular legacy will have on this party? you made some major inroads. >> thank you. we're going to bring the next generation in. guy to college campuses more than any other candidate in the history of the republican party, charles. people think that there's progressives and they hate this country and disagree with what you and i might say. wrong. they're lost. they're hungry for purpose and meaning. what the conservative movement has failed to do is give them a sense of direction. they don't want to hear about bashing biden. they want to know what it means to be american. a long time we've been running from something. now is our moment to run to something with we do that, we bring young people in droves. >> charles: i have to tell you, their arms are wide open. they want solutions, not whining. thanks, vivek. appreciate your time. >> thank you. >> charles: all right, folks. u.s. troops attacked but i rainian proxies more than 50 times. we responded three times. is that enough? >> yeah, charles, here we are five weeks in this war and still seeing the fighting going late in the night. we can hear the loud booms of the artillery. we got the warning and started seeing the iron dome working to intercept the rockets that had just been fired reportedly from gaza in to israel. this intensified fighting is having the biggest impact on the civilians that call northern gaza home. 2.3 million have fled their homes since the start of the war. the health ministry says more than 11,000 palestinians have been killed. one of the hardest hit areas is the shifa hospital which has been without power for days. the idf says they have tried to evacuate babies and attempted to deliver fuel but hamas wouldn't allow the help. today israel defense minister gallant had this to say when asked about the state of hamas. >> the hamas terrorist organization has lost control of gaza. terrorists are fleaing south. civilians are losing hamas bases and they have no confidence in their government. >> the idf just released new video. they say it shows one of the entrances to one of the many vast hamas tunnel systems out there. they have released some images of a newly discovered basement area below one of gaza city's hospitals that they believe could be an area where hostages were held. charles, we're keeping an eye on northern israel where we have seen a lot of back and forthwith hezbollah and idf forces. charles? >> charles: thanks. the u.s. carrying out a third retaliatory air strike against iran proxies. this time taking out solve fighters in syria. jennifer griffin has the latest. >> u.s. war planes targeted two locations in eastern syria on sunday. a training and weapons storage facility and a headquarters near syria. both used by iran's islamic revolutionary guard corps and proxy forces. six to seven proxy fighters were killed at the headquarters. the training facility was also a logistics and weapons storage facility based on the two hours of secondary explosions following the strikes, this is the third set of air strikes the u.s. has conducted in syria and the first time that they killed iranian proxies. the proxies began firing at u.s. bases after the strikes. >> our goal over time is to ensure that our forces are protected and that we respond if we get hit. that is what we have done. that is what we will continue to do. this should be measured over the course of time, not over the course of 24 hours. >> the defense department released the names of the five aviators with the 160th special operations aviation regiment. these seasoned forces were flying a blackhawk helicopter refuelling when it crashed in the mediterranean sea friday night. the loss meant these were the best of the best. charles? >> charles: thanks, jennifer. folks, u.s. forces in the middle east have been attacked by iran proxies more than 50 times this month. we respended three times. the big question is that enough? brigadier general rob spalding joins me now. general, it's hard to discern the size of the attacks and retaliation, how big those are. the numbers seem off to me. >> well, yeah. we're getting ready to have -- people need to pay attention. we're getting ready to have the meeting to call for peace in our team with xi and biden in san francisco. you're seeing all of these attacks in the middle east. there's a connection between these two. the chinese are supporting iran. if we think this is going to tone down because of the meeting in san francisco, it's not. it's going to increase. unfortunately the way we responded is going after the proxies is not going to deter iran from decreasing attacks. >> charles: these proxies are pawns for iran. they're disposable. how do we deter it? three attacks would not be enough it doesn't seem but seems we're really nervous. i haven't heard anyone confirm, you know, iran's involvement. everybody thinks it's happening. our government seems loathed to make that connection. >> it's like going after the pizza delivery guy for delivering pisas. you have to go against the owner of the company. that's the leadership of iran. i said it before, but more importantly, they're getting resources to enable their proxies through china. so you know, just like the russia-ukraine war, the russians are getting resources from china. so we're sending money to ukraine. at the same time, we're sending money to china who is then sending it to russia. we're feeding our own fire here. >> charles: you put out a great article, this is april 19, 2022. you talked about russia and china ramping up a new cold war. is this the hot elements of that new cold war? >> if you remember, we had the korean war, we had the vietnam war, of course. we had czechoslovakia during the world war. there's going to be what i would call proxy wars. russia's invasion of ukraine was the first of the second cold war. you know, hamas' invasion and the really terrible horrific things that they accomplished in israel is i believe the second. we're still waiting on the third shoe to drop. biden thinks he's going to get some concessions out of xi. i think like when japan was meeting here prior to pearl harbor, we're going to get the same results from china. >> charles: feels like those concessions are going to be things like pledges about climate change and things like that. the agenda -- the climate change agenda is superseding everything. it's fascinating to me. i can't believe how in they've gone with this ideology that has put everything else at risk. >> well, yeah. so by the way, we're going to shut down our energy production while the chinese are ramping up coal production and coal-fired plants. so basically we're strangling our economy to support the chinese economy is who is supporting the wars in the middle east and europe. it's bad strategy all the way around. >> charles: thanks, general. appreciate your time. >> thank you. >> charles: folks, president joe biden under pressure over his handling of all of this. how is the white house responding. and the government shutdown looming with less than a week away to go. what are lawmakers doing? >> charles: thanks, mark. meanwhile, an investigation is underway in d.c. after secret service agents protecting the president's granddaughter opened fire on a group of carjackers. kevin corke in washington right now with the latest. kevin? >> good afternoon. the tension over avert ago shutdown is one reason why moody's down graded the federal government. it's about the math. johnson faces skepticism from his own members. chip roy is disappointed with the bill. >> i think it's a very big mistake to walk into this saying you're going to create something that will pass for the significant democrat support and frankly a lot of opposition with your own conference. that's where this headed. republicans thinking about supporting this ought to know better. >> johnson ignore add question from fox whether or not he needed democrats the pass the bill. that's what undercut kevin mccarthy. hakeem jeffries says his members are concerned about having two more deadlines to fund the government over the winter. johnson scored a boost from chuck schumer. >> i'm pleased that speaker johnson seems to be moving in our direction by advancing a c.r. that does not ininclude the highly partisan cuts that democrats have warned against. i hope the speaker does not buckle to the loud voices to add partisan cuts as a price for keeping the government open. >> schumer says the plan is not perfect. mitch mcconnell endorsed johnson's bill. >> house republicans have produced a responsible measure that will keep the lights on, provide the time and space to finish that important work. >> the house rules committee is meeting right now. that could be a speed bump for johnson getting the bill to the floor tomorrow. roy says he will appose the rule on the floor and maybe in committee. charles, back to you. >> charles: this is hitting as the major airlines expect the busiest thanksgiving travel rush ever. what will flyers face? let's get the read from lee. you know, we head to the airport and we hope for the best. how is it looking? >> well, depends if congress gets their heads out of their you know whats and does the right thing and passes something. otherwise, it's going to be a nightmare. this is supposed to be the busiest five day travel season since prepandemic. so it's going to be interesting to see how it goes. i hope in the end, they do the right thing. you never know. if not, you're going to have to prepare for long waits and, you know, air traffic control shortages, which we already have, which would add to the nightmare. hoping for the best. you never know these days. >> charles: aren't those folks essential? i learned the difference. i'm shocked we have nonessential workers in government. wouldn't air traffic controllers have to go to work? >> air traffic controllers and tsa are essentials. the problem remains if the shut down goes for a long period of time as what happened three or four years ago, they start to call out sick because they're not getting paychecks. luckily they're going to get a paycheck right before the shut down. so they would stay for a period of time initially. so hopefully if it does happen, it won't be a long period of time. they're essential but that doesn't mean they won't call out sick if they're not getting paid. >> charles: i saw a report a record number of americans plan to travel to a foreign country. that's great for your business. is that really -- do you see it happen something this yellow thing, i'm shocked at how long it continues to go on. people keep finding money and the main thing they're doing is traveling and going to restaurants. >> yeah, i'll be traveling abroad. i've been traveling abroad and will be traveling abroad soon. i think we're starting to get a little better reputation around the world. you know, it's amazing that people just seem to have all of this money paying ridiculous prices for air fare, destination resorts. don't get me started on those. i don't see it stopping any time soon. as long as people are paying the prices, it will keep happening. i don't know if you've been to europe but prices are outrageous for some of the nice hotels and everything else, the tourists are going. it's not like they're staying home. >> charles: it's amazing. thanks, lee. appreciate your expertise on this. >> all right. >> charles: next, donald trump jr. back on the stand today. but this time for the defense as they try to chip away at the state's case. can it? >> you know, first of all, everyone is talking about superhero fatigue. i have been on with neil talking about this as well. there are a lot of marvel mo movies. "the flash" did not even perform. it is not robert downey jr. you do have brie larson. very well known. but you also have the actors strike, so you did not have a lot of the actors out there promoting the film. you could not have anyone blanketing the airways doing tv appearances, on the covers of magazines, so i think that was definitely a factor. >> in the year of taylor swift, beyonce, and barbie, this was supposed to be a slam-dunk. >> that's right. by the way, taylor swift smoothies is still raking it in, so it's not that people don't want to go to the movies, but i think kim made a great point. when you have streaming and you need to put out tv series, just content so that you can get subscribers, marvel has had to go to that next layer. dig deeper into the vault with characters that casual fans are necessarily as excited about. i worked at disney when we were acquiring "star wars," and the same thing kind of happens there. you're seeing that fatigue when those movies use to be any ev event, and when they happen multiple times a year, you just start to go i can watch that for free when it comes out on disney+. >> bob iger talked about this in the summer where he admitted that maybe they are making too many of these movies, some cannibalization, whatever you want, but also within that frame, there still should be the art of storytelling, so if you make a gazillion of them, it is harder and harder to make them intriguing. >> definitely true. i bring up the actors strike and writers strike because we are seeing a shift in the entire industry because were going to see people pulling back on streaming. bob iger did mention they are pulling back on some of that product because there is so much of it, and people don't know what to watch. the strikes were also about transparency. we don't know who was watching all this content, so i think it is about having these movies that are great movies that make people want to go to the movie theater and see them in the theater and have any fun kind of movie. that is why "rv" did so well. even "five nights at freddy's." going to a theater, or the taylor swift movie. obviously you just talked about that, going to the theater, singing and dancing in the aisles. it's about having any event. >> where are we going from here? >> the good news is that because of the actors strike, next year's film slate is pretty slim for marvel. it is deadpool. so it is not exactly the regular disney flavor you're expecting. but they just had their marvel retreats, and they were even considering going back to you the original avengers cast. to bring that flavor back now. personally, that is just a band-aid that's not going to fully flesh out where they need to go, but you mentioned storytelling. i think you need to get back to that storytelling because you watch season two, and things just don't really add up as a fan. you need that cohesive message. >> how about pitching a guy who has a business column on a show, comes in at 2:00, save the economy. talks about the economy. i want you to pitch that one for me, okay? >> i love that. at the end, it is called making money. i like the title. >> folks, you can catch them at 2:00 p.m. eastern. big week for inflation data.
