>> reporter: an unprecedented and coordinated attack against israel is taking place, groups of palestinian militants crossed the border on motorcycles and pickup trucks, they went straight to small border communities where they reportedly committed massacres, they went to a music festival where they opened fire on attendees. while all this was taking place, 2200 rockets were fired into israel. the rocket fire continues at this moment, we've seen interceptions as is relapse missile defense system works to protect not only those southern communities but cities like jerusalem and tel aviv. hamas says they have kidnapped 35 israelis and are controlling israeli villages and towns, a significant develop intense something that has not been seen here in decades. i want to show you what it was like at this evacuation point a few minutes ago as the israelites worked to find wounded soldiers and civilians who are engaged in a ground battle. take a look. >> constant flow of civilians loaded along the gaza border, people are using their personal cars to drop off loved ones hit by gunfire or wounded by shrapnel. this is a constant seen along the gaza border. the military bringing their injured troops here, civilian soldiers being evacuated from the front here. there's active fighting continuing in the distance, machine gun fire as is rarely police believe dozens of militants are inside israel. there are drones buzzing overhead, attack helicopters in the sky, war has erupted from israel to gaza. the israeli military is striking the gaza strip conducting air strikes and artillery on the border and reported tank fire. we expect this to develop with more israeli troops headed to the border, the priority is ensuring that this area is secure. they believe there are still palestinian militants, paramedics are doing everything they can to save these soldiers. one soldier from elite unit died in front of us, this is a difficult battle and it continues at this hour. pete: this seems different from other times. in southern israel they are used to rocket attacks and tunneling underneath to get into those rural communities. but this seems like the barrage of overwhelming artillery alongside and infiltration. how much of that came from the gaza strip, and they were activated for more activation from leaders of hamas. this seemed to be more sophisticated than attacks we have seen in the past. >> reporter: absolutely. there was a massive level of coordination to launch this many rockets at the same time. they had one goal in mind, they did that on the drive down here. we saw black plumes of smoke rising from the horizon. multiple impacts in the distance. you can hear explosions, they were able to do this with that many palestinians. reports indicate hundreds of militants crossed into israel and take territory in civilian areas is unprecedented. in 2014, more than 4,000 rockets were fired into southern, central and northern israel at that time. 2200 rockets have been fired at israeli population centers. a few hours, nearly half of what was fired during that war in 2014. rachel: was there any anticipation this would happen or what did this take israel by surprise? >> reporter: there has been tension along the gaza border and the west bank. two weeks ago we were with israeli troops as they conducted a nighttime operation against hamas and islamic jihad and those troops came under heavy fire in a gun battle for hours. this was just one scene of many where they have been trying to get the situation in the west bank under control while keeping it quiet. what has occurred this morning has taken israelis and top officials by surprise. this comes the weekend of the anniversary of the yom kippur war and israelis wrapping up a series of jewish holidays and there was no heightened state of alert, no instructions to civilians on the border. the fact that palestinians were able to enter israel and fire that many rockets, move their militants into place indicates there was some level of intelligence failure from the israel lease that an attack at this level this broad has occurred. pete: are these attacks outside the gaza strip, are there rockets that are firing at the present moment? it took place with overwhelming force, 1:00 pm after noon in israel, what's the current state? >> the current state is a very active ground battle. two minutes after you see israeli troops coming in jeeps and civilian cars, putting their soldiers on stretchers and ambulances that are ultimately going to local hospitals. the situation in the air has calm down and that's quite normal. when you have this many rockets they need time to reload. groups like hamas and islamic jump jihad are preparing for the next barrage coming in the past these things have gone on for days, weeks, and months. the major concern for israeli officials and the military is there will be more infiltrators into southern israel. there are air raid sirens going on in the distance, maybe some rocket fire here. a graphic scene but he is lucky, a palestinian militant taken by the israelis along the border. will: we will stay with you throw out the morning for ongoing developments. we talked moment to go about highly guarded area, the gaza strip in southern israel so you know more than i do about the history of this conflict but seems unprecedented for this infiltration of human actors to come out of gaza into southern israel on motorcycles, paragliding into southern israel. will: images like that, that's a highly guarded border wall in southern israel, multiple layers of it. i've been there, to try to get to those communities, always in the back of the mind but if we are looking at images of palestinian terrorists, that means the barrage was so significant, 2,000 rockets, iron dome totally overwhelmed, civilian, hamas targets civilian populations. it is a holiday. a lot of israeli defense forces, it takes time to mobilize, these cities have their own internal defense but if it happened that quickly with is that many terrorists coming across the border paragliding, incoming fire, it seems they were caught completely off guard. you carley: there's active ground fighting in the streets, the started at 6:00 in the morning when most israelis were asleep. the biden administration is trying to work on normalization of relations between saudi arabia and israel. one of the contingencies that has to take place is concessions need to be made to palestine. pete: hamas took control of the gaza strip but they've used it to build tunnels and purchase weapons and starve their people, with financing from iran which means, sitting down with benjamin not yahoo - benjamin netanyahu, it used to be land for peace, give land to islamists, they don't use it for peace. that is what net and yahoo - benjamin netanyahu said. >> you willing to give concessions to the palestinian specifically? >> the palestinians should be part of the process but i don't think they should have a veto over the process. the reason didn't have for a quarter-century any new peace treaties after we made peace, we didn't have a single new peace treaty because everybody said you have to satisfy whatever the demands of the palestinians are, have to conclude a peace treaty with the palestinians. there's only one problem with that, the palestinians don't want peace with us. all they want -- they don't want a state next to us. they went a state instead of israel. that won't get us anywhere. carley: he said they don't want peace with israel but a piece of israel which is a pointed remark. pete: that is what they are saying also. will: meanwhile on a note of a wall, president biden has done an about-face when it comes to the border wall at least in part. committing to funds that have already been committed, to midi -- rebuilding parts of the border wall, fascinating to consider after having sold off of the materials that would have gone into it, very coherent policy. president biden said this is why he had to readdress the border wall. >> be specific about what you did to reappropriate border funds especially when democrats controlled both chambers of congress. >> president biden: you mean the wall thing? >> my reaction is prime minister benjamin netanyahu's duties to protect the israeli people, he has to do what he has to do to protect the israeli people. i've been there a number of times, how close some of those villages are to the gaza strip. i expect it will take a while, we -- restore peace. unfortunately there will be more bloodshed. will: we will report on this story. domestic politics, 45 republicans voted to overhaul the rules after kevin mccarthy was ousted. the gop currently looking at a debate between steve scalise and jim jordan, there could be more names but let's talk about the decision to change the motion threshold to vacate. this is what gop callings unchained rules row, they are ashamed and embarrassed by what happened on the floor, we refuse to allow the 8 members to dictate every outcome including the selection of the house speaker. why, in your estimation, congressman, a big problem with that we had a single member that could bring a motion to vacate? what is the threshold you want? tell me how you want this reform to. >> the threshold i want is 50% plus 1 of the majority conference dictate before you can have a motion to vacate. they have to be in agreement. that means 100 members agree, at least over half of our members want a new speaker in the motion to vacate comes before. this one member motion to vacate his insanity. we knew it in january when it was agreed to, agreed in order to get past the contentious speaker race where we had 200 gop members wanting kevin mccarthy and some folks who did not but the rules always stated whoever the conference voted for is who everybody was going to vote for. those rules were thrown out on the speaker's race and because of that, we ended up with this one person motion to vacate. we've seen the results of that, it creates chaos. i don't think the american people want to taste it again. that's why we need another threshold. will: you describe it as insanity. it is insanity the gop conference signed up for. it was a deal that was made to strike a deal to make kevin mccarthy speaker. perhaps it did cause momentary chaos but shouldn't it be -- it is a strategy that we stop laid out this we can weekend perhaps there's some embarrassment for republicans but isn't it a strategy that could only be evaluated in retrospect? isn't it something as we see move forward who is the new speaker, what is accomplished by the new speaker and what may it take to come together, that is how we should judge this action, hard to know in the moment but only the fruits or the poison of the strategy. >> don't see anything in the strategy at any point, one individual can bring motion to vacate. they don't like something the speaker has done they can go against the will of the entire -- will: he needs the votes to go along with his motion to vacate or accomplish anything. >> he only needs three people to go along with it. doesn't need 8 so we have such a small majority, two, three, four, five, one in four, that is 5, that will then lose the majority, all the democrats will join with these five and we have chaos. that's not the way america is supposed to work, it's not supposed to be 4% outweighing 96%. that is why it is insanity. i don't care what the outcome is, i really don't. the whole thing is 4% should not weigh 96%. that's not the american way. i know that we agreed to this rule. a lot of spot it was insane when it was agreed to, we knew it would come to this point and it was all set up to fail. we knew it was going to happen. we already have seen it, we don't need to see it again. will: they will press me for time on this but bill gates -- congressman gates said they raised the motion to vacate threshold up, if there were certain compromises like a band on congressional stock trading, term limits to 12 years, ban on political donations from lobbyists. is that a framework you would be interested in raising the threshold to vacate?
