Breaking tonight, history in front of our eyes today for the first time in the history of this republic, the speaker of the house has been kicked out of his job. A civil war among House Republicans. The historymaking removal of a speaker, lawmakers taking to the floor this afternoon to either urge colleagues to remove speaker Kevin Mccarthy or retain him. The full house then voted to get rid of mccarthy, the final tally 216 to 2010. Eight republicans sided with 208 democrats and now there is chaos in Republican Leadership about what comes next. Lets find out. Senior Congressional Correspondent chad pergram is on capitol hill tonight. Its been on there all day following every movement and this is quite something. Good evening, chad. High drama in the house of representatives today, bret. You know, Kevin Mccarthy, i talked to him this morning. He indicated that he was confident that he would retain the speakership tonight. He said if he lost more than five republicans, he would be out. And as you say there were eight republican nays. Now, mccarthy indicated he would have the votes. He kept saying he is a survivor. Mccarthy also said that, you know, he didnt want to turn the floor over to democrats. He said that would be a problem if he went with democrats. And you had this coalition of republicans and democrats teamed together on the floor. The Democratic LeadersHakeem Jeffries, Catherine Clark the democratic whip, they indicated that they would not be supporting Kevin Mccarthy in any way, shape, or form. There is a number of democrats who actually spoke out against him today who dont view him as trustworthy and they teamed with republicans today. As i always say, its about the math and the math did not work in Kevin Mccarthys favor today. Listen to my exchange with him just before he went into the House Chamber around 2 15 this afternoon before that historic vote. I just would not understand if there is a handful of republicans who join democrats who get to determine who is the speaker of the house is. What about these republicans who are opposed to you . I mean, what has gone on here . What do you think is their thinking . These are the same ones who opposed me before and so they are turning the floor over to the democrats. Bret, are this has always been the problem Kevin Mccarthy has had all congress long. There is a reason why it took him five days and 15 rounds of voting back in january to become the speaker of the house. What is next in the house of representatives is very unclear right now. By rule, what they are supposed to do is elect a speaker. They cant do anything else. The house is paralyzed, frozen. What they have done for the time being is that Patrick Mchenry, the republican from north carolina, is he now the speaker pro tem. But they cant do anything on the floor until they elect a speaker, bret. Bret so, chad, i mean, is it a stand still . Who is likely to rise to the top . Do we have that . You know, we dont even know that Kevin Mccarthy would run, necessarily. I tried that interview when i stopped him en route to the House Chamber. I said, if you lose today, would you stand for speaker . Here are the names that we have heard batted around. Steve scalise the Majority Leader, the republican from louisiana. Mike johnson, another republican from louisiana. Tom emmer who is the republican whip from minnesota. Maybe elise stefanik. Maybe Patrick Mchenry who i said is the speaker pro tem right now of the house of representatives. But, again, its about the math. Heres what it takes to elect a speaker. The house right now has 433 members. By rule, you must get a speaker if you have a majority of the entire house voting for a candidate by name. So the most votes dont win. That was the problem that Kevin Mccarthy kept having in january. He would get the most votes. He would outpace Hakeem Jeffries but he didnt get over that threshold the majority of the whole house. South carolina congresswoman nancy mace voted to remove the speaker today and kentucky congressman andy barr voted to keep him. Thank you for hustling over, both of you. First, Congresswoman Mace, you are one of the eight votes, andy big, tim buck, ken burchett, eli cane, bob good, nancy mace, matt rosendale. Why did you do it . Well, for me, this is not left vs. Right. This is not ideological. This and someone we can trust. Someone who will keep their word. Someone that the American People can really trust in this leadership position. Because we need leadership in this country more than ever today. Bret what message and i want to hear Congressman Barr what you think about this, but what message do you think it sends politically that republicans are kind of in this chaos moment and now searching for the next speaker . You know, you are opposing mccarthy or did based on different issues than matt gaetz and the others. But, explain that to viewers. Im very much an independent voice. And if you make promises to someone, then we ought to keep them. If you make a promise to the conference, you ought to keep it. Telling conservatives one thing. Telling moderates another, telling democrats a third thing, that doesnt work. We are all adults here. We are all about making deals and negotiating. And thats the way this place works. If your word cant be trusted, then how can we move forward . I do see this as an opportunity to unite the party around someone who will keep their word. Around someone who we can trust. I see it as an opportunity and i hope that it goes very quickly to bring everybody together and move forward. Bret congressman . Nancy is a friend that i agree with her that trust is important. Today was a sad day for the conservative movement. Today was a sad day for the Republican Party because everyday that goes on where we dont have a speaker is a day we dont have an impeachment inquiry. Its a day that goes by where we cant pass conservative Appropriations Bills. Its a day that passes that we arent advocating for Border Security. And in narrow majority, bret, tactics matter. And joining with democrats to defeat conservative bills is not advancing the conservative cause. Look. This has been a very successful year for republicans, until today. In the nine months that Speaker Mccarthy has been the speaker of the house. We passed an Energy Cost Reduction act. We have passed a bill to production energy. We have passed the toughest Security Bill in history. We passed a fiscal responsibility act that cuts spending by 2 trillion. Permitting reform. Welfare reform. On and on and on. And today a small handful minority of our fellow colleagues gave Control Doha Keep Jeffries and the most liberal members of the house. Bret im going to have you answer. Let me play Speaker Mccarthy from january 7th, when he talked about the promises ahead. Theres nothing more important than making it possible for American Families to live and enjoy the lives they deserve. That is why we commit to stop wasteful washington spending. To lower the price of groceries, gas, cars, housing and stop the Rising National debt. From now on, if a federal bureau accurate wants to spend it, they will come before us to defend it. Bret a lot of people had different issues with Speaker Mccarthy. Most of your caucus said he was a really good fundraiser. Really good campaigner. He fund raised for you in your last race. 100,000 in charleston. It was a tight race. And he did a good job by all accounts on that front. If you talk to republicans across the board. What do you say to Congressman Barr who says you were one who voted against 208 democrats and they want this to be chaos. Chaos is not what got us here first of all. Number one, i dont owe anyone In Washington anything. I owe the people of South Carolina, the people that i represent. Those are the people that i owe in anything and any fight that were having right now. And if anyone thinks that they need there are a lot of republicans that can fund raise. Its not just the former speaker. But, if they think that women cant win without their help, theyre wrong. Bret thats not what i was saying. I was saying he was praised for that who do you think can be a Consensus Candidate now . There are a number of people that can be a Consensus Candidate. I want someone who is going to keep their word to us and everyone they do deals with. This is about negotiating and it will be an opportunity for us to unite together. If we say we are going to have a budget and say we are going to have 12 separate Spending Bills and do it along the time frame we promised the American People. This is a day where republicans snatched victory snatched defeat out of the jaws of victory. We were making progress. What is so ironic about this motion to vacate is the very members who are advocating for regular order, have today stopped regular order. The very members who voted to vacate the speakership, are the very ones who thwarted regular order, single subject Appropriations Bills. These are the members who wont even vote for a rule, let alone a conservative appropriations bill. Theres a reason why we were forced into a situation where there is a vote on the crr. These same members wont vote for conservative Appropriations Bills one at a time. We cant get them to the floor. What i would say is say is why would these individuals, voting with democrats, against a conservative bill that cuts spending by 30 . Nondefense, Discretionary Spending by 30 and the toughest Border Security bill ever put in front of the house . Why are republicans voting against that . That is not conservative to me. We voted actually on the single subject bills. We voted four out of the house that sit on Chuck Schumers desk. We voted for four already that are over in the senate now. I would argue that thats not quite accurate there are many of us who have voted to help fund the border, homeland security, foreign and state operations. The v. A. , military and defense, et cetera. Not quite accurate. Bret when you hereby that matze gaetz and that effort didnt know what was coming next, in other words, it was the dog that caught the car now the crash. Opportunity to unite and come together and find someone who will lead us out of this and unite us and do all the things we said we were going to do on the timeline we said we were going to do them. There is a law in this country in 1947 that requires congress to have a budget. We didnt have a Budget Resolution this year it. Requires us to have 12 separate Spending Bills. I dont care if you are republican or democrat or who is in charge. That is the law. We havent done that in years. And its a disservice to the American People. Bret would you have advocated for shutting down the government. No. I dont want to shut down the government at all. Also when you have a continuing resolution manufactured crisis because we didnt do the Spending Bills and then we had to have this emergency drives do a c. R. This is what congress does every single year to skirt the law. The law says have a budget and have 12 separate Spending Bills. I totally agree with nancy and i agree with matt gaetz we dont want to have omnibus Spending Bills and dont want to have continuing resolutions. Speaker mccarthy doesnt that either. We have to stay unified to pass these individual Appropriations Bills. When you have a narrow majority, unity is our ally. Disunity is the enemy of the conservative cause and today is evident of the fact that we have now given our majority to Hakeem Jeffries because we have refused to stay unified. The way to avoid an omnibus. 9 way to avoid getting jammed. The way to avoid an open border is unity in the party, not eight Rogue Members joining with democrats. Bret last word, because that is how democrats are going to pitch it, that this essentially was a political Dumpster Fire and use that in the next election. How will you fight back against this characterization . Again, if we had leadership this would be a unifying moment. Bret each person is going to run their own race. I remember in 2008 when the market was crashing, i was a young mom with two kids and i couldnt afford health insurance. I could not afford cobra. I remember watching all the craziness and all the fights in wawttle and saying they are not held accountable and did dont have to balance the checkbook like i do. Year over year never held accountable for it. No transparency. I never thought i would be where i am today. Im speaking for voices in South Carolina all the croises across the country equally frustrated with washington not being accounted for anything or any decision or spending that they do. They have a new problem at the white house. Because we heard this afternoon that President Biden is expecting Speaker Mccarthy to stick to his word and bring up a vote on more money for ukraine. Well, Kevin Mccarthy is not the speaker anymore. So that is not going to happen any time soon. And, questions about this, the only chance that we had to ask questions, the only actual reaction that we have got, is basically they are directing to us President Bidens comments from over the weekend. After Speaker Mccarthy then Speaker Mccarthy helped broker a deal to keep the government open. Mr. In the, Speaker Mccarthys speakership now at risk. Should democrats vote to help him keep that job . I dont have a vote on that matter. Ill leave that to the leadership of the house and the senate. Mr. President , are you going to be able to trust Speaker Mccarthy when the next deal comes around . We just made one about ukraine. So we will find out. Peter that is disputed because mccarthy says that there was no deal and the white house is not offering clarity. Mccarthy was the first republican President Biden had to work with who controlled a branch of congress after two years of unified democratic control. And after mccarthy got the job, the president said Behind Closed Doors in january look at what the present leader of the Republican Party, a decent man, i think, mccarthy, look what he had to do. He had to make commitments that are just absolutely off the wall for a speaker of the house to make in terms of being able to become the leader. President biden wanted to restore norms in this town.
