see mccarthy try to bring a clean stopgap to the floor instead. mccarthy is warning it has to be done without ukraine funding for that to work. >> if we had a clean bill without ukraine on it, the about a different move, different process to put a clean bill on the house floor to force a vote that would shelter speaker mccarthy from having to ask democrats to pitch in. we are watching that being worked out to see if that could be a backup plan. you are having a couple congressman on today, dan crenshaw and morgan l on today, that's a question to ask of them about a discharge petition. that would be an interesting game to play to try to protect speaker mccarthy from any sort of vacancy vote. in late is that the strategy? no to everything so they have a reason to vacate? >> reporter: you have enough republicans that absolutely do not want to pass in congress what is called a stopgap bill because they say this is nancy pelosi's budget, we are just continuing it for one more month or two more weeks or 7 more days, they don't want to touch a that or vote on that so no matter what, sounds like we are going to shut down. the question is whether we shut down for a week, two weeks. are heading for a government shutdown. rachel: mccarthy saying he will continue taking ukraine spending out of the bill. a lot of movement on this. one hundred one republicans voted for more money for ukraine but 117 voted against that. you are seeing movement, this is the feeling of their constituents, getting pressure from constituents and the state of the economy is playing into it, whether it is inflation or what happened in maui where people are seeing the stark contrast between what congress is willing to do and spent for ukraine, a country far away and what they are willing to do for americans and this is a major major issue, ukraine funding, in the republican party, majority of the majority saying no more money to ukraine. joe: so much fear mongering, the dc bubble is a chatter
