[laughter] [video playing] >> oh, my god, record this. record this. record this. record this. >> emily: not everyone seen in the videos was taking part in the looting. you can see some individuals running from the lululemon store. some came prepared and wore masks. police struggled to apprehend a few apprehenders and the same mob hit a nearby apple store. [screaming] >> it's happening. it's happening. free iphones. free iphones. >> emily: they ripped phones and tab tablets away. reporting 20 arrests and calling it a coordinated effort. nationwide shoplifting surge is forcing target to shut down nine stores across the country, most in places like new york and harlem. crime at stores have reached a level that threatens safety and business performance. harris, i note that every target store employees on average between 150 and 200 employees and in addition to other taet, cvs announced closing of 10% of all stores they employ 300,000 people. factor in 10%, that is 30,000 and account for one-third of retail prescriptions in this country. when i hear this, i think of all the people being put out of work and unable to obtain medication. >> harris: that is true. we talk about the food deserts in america. more and more pharmacies have grown to have grocery stores. it is not just pharmaceuticals that will go away for prescriptions. we created a new level of hunger in are 52est areas of the country. pockets of deep blue cities. this is heartbreaking and over something we can fix. our police officers are on the job. look at philadelphia with looting, they can do their job. when they get to the revolving door of soft on crime district attorneys, they will do their jobs and do them better. we can't create poorer and worse conditions for those who are economically weakest among us. that is not the american dream, that is driving the american dream backward, we are putting criminals on a pedestal. we can stop this, it will take reassignment in the da's offices, particularly in blue cities. >> emily: and kayleigh names them for what they are, criminals. the narrative is they are children that deserve kid gloves. the children have eroded prescription retail, food deserts and we have mayors, like brandon johnson chastising a reporter for likening them to crime. they are i believe cs, why not prosecute them as such. >> kayleigh: they are brazen criminals. you had a crazy person cackling in the background as police were trying to stop this. you played the footage on your show, harris. one woman seemed to be taking great joy in what was happening and said over and over again, everyone has got to eat. okay. these criminals were looting apple, they were looting lululemon, they were looting liquor stores and nike. what were they eating? iphone 15's? yoga pants? jordans? aoc says people choose whether to shoplift bread or go hungry. we have people making excuses for criminals and all you are doing in the state of philadelphia is making your city san francisco, where retail stores are leaving, gen-zers are leaving. >> emily: that is fallacy, described as poverty-led crime. this has nothing to do with poverty, this has to do with woke-led policies that result in these teenagers being able to run amuck and film it all and laugh for the dopamine rush thachl is destroying cities and putting people at risk. that night, a security guard was attacked, what is of po erty led approximate that? nothing. >> tammy: it creates more poverty because of jobs that are lost, stores closing down, less food, more desperation. it is obscene in the fact that it creates the dynamic that they say they are against. we've seen this on almost every issue in the country with democrats, but this becomes now existential threat and issue much this is not everyone in philadelphia but for people in chicago and pennsylvania, here in new york, the stores are called dwayne reid, two downtown, one on broad street and one on broadway, closing down. closing down. we've got dynamic where the democrats have been arguing for this, promoting it, but mostly about the food argument and poverty is the excuse. it is the alibi to allow individuals to feel like they are doing the right thing or it is reparations. we've heard that argument and thatun radios people's lives, as well. >> emily: sean, i hope you can elose nat the nexus between what tammy just said, the federal government's role in hyping and supporting local law enforcement, governors trying to reclaim states back from criminals running it. instead, this white house weighs in ands reparations will fix everything or decline to tamp down on hysteria and decline to support law enforcement and name it democratic-led policies that have led to erosion of democratic cities. >> sean: this is a local problem. these are liberal policies that brought this upon us. as lululemon, it is nike, all liberal stores that support liberal policies. they want to defend the police and you have voters who support the policies and consequence, you are going to have a food desert, can't buy clothes, medicine, everybody has fled. where are the parents? (soft music) >> harris: house republicans set to begin their impeachment inquiry into president biden this week. we are seeing the brand new finding in the biden family investigation. they are following the cash. house oversight committee chairman james comer is unveiling new biden bank record set from july and august of 2019. that wasn't that long ago. comer alleges hunter biden, the president's son, was raking in foreign money while his dad was running for president. chairman comer says hunter biden received $10,000 on july 6, 2016. they have bank records and specifics. it was a wire transfer which originated from beijing. one week later another wire transfer for $250,000 and chairman comer claims both transfers listed joe biden's residence as the beneficiary address. joe biden claimed his son never made money from china. here is what he said at the presidential debate in october of 2020. >> vice president biden, there have been questions about the work your son has done in china and for ukrainian energy company when you were president. was anything about the relationships inappropriate or unethical? ( ♪ ) >> kayleigh: just hours away from the second gop republican debate. seven will take the stage at the ronald reagan library in simi valley, california. they will battle it out over the economy, immigration and education. here is a look at how the candidates lineup tonight. center stage, you have ron desantis. right of him, biotech entrepreneur vivek ramaswamy. former un ambassador, nikki haley, to the left. those three are leading in the latest monmouth poll behind only former president donald trump, who maintains 40% plus lead, i think 42%. they are looking to capture that break-out moment when they take the stage tonight. i spoke with all three of the campaigns, all four to the right. start with governor ron desantis. his folks say in the press, we focus on the boxing matches and light-up moments, but american people focus on policy. i think there is a certain truth to that. you saw governor desantis take a mild posture. he won the debate. look at polling, he won the debate. however, vivek ramaswamy was up there with him. last time he was not attacked, tonight will he be attacked? >> harris: i think they will all attack each other a little bit. vivek ramaswamy was the most googled person anywhere that night right after the debate. people now, his debate team want to reintroduce him. people know he can rise after debate, they don't know that much about him. if you google, you are still curious. tonight he will show people who he is and make the arguments. i give the american people a lot of credit. they can watch the boxing match at the same time they can watch for policy. in fact, we probably need a fighter right now, have you seen the border in the last four hours? we covered last hour. that idea you got to be one thing, presidential versus this, you have to be both. what voters tell us, they are tuning in now. if now is the tune-in date, tonight really matters and going forward, you have to have a break-out moment and great policy. don't pick one lane, dance in both. >> kayleigh: absolutely, governor desantis team is planned to be attacked and they will fight back should that happen. review previous fights which involved vivek ramaswamy. go back to the first gop debate on fox. >> if you have a broken car, you don't turn over the keys to the people that broke it. >> now is not the time for on-the-job training, we don't need to bring in a rookie and people without experience. there you have it. >> under your watch, you have no foreign policy experience and it shows temperature shows. >> the last person in one of these debates who stood in the middle of the stage and said what is a skinny guy with an odd last night standing up here was barack obama and we're dealing with the same amateur. >> give me a hug, like you did to obama. >> vivek's campaign told me they were surprised he was attacked. he was the focal point. they said tonight, they wouldn't be surprised, their goal is to introduce him to the american people. a third of voters don't know vivek ramaswamy, he fights and can be optimistic. >> i thought he won the last debate. in the last debate, no one hit and donald trump went up in the polls. you have to come after donald trump. >> harris: you can't channel george bush and donald trump. you have to bring new ideas to the table on how to fix the problems. the candidate will win tonight. >> kayleigh: and interestingly, nikki haley had a break-out moment, no two ways about it. no one made gains on president trump, within the second place race, some people did make it. desantis second place in almost every poll. nikki haley point to wmur poll, shows nikki haley second. iowa, fox business poll has nikki haley in third, used to be where tim scott was. continue the momentum. >> this is her time. she did a good job. she has -- she delivered, last time i will underestimate her, her ability to go from governor to that snake pit and reign it in is experience. when we talk about age, the issue is you can be younger, be nikki haley, have a certain experience, not about talking points, certain points can be mimicked and you can sound familiar, like a different language to people watching. nikki haley is moving up because we know she knows about policy, she talked about policy, she's willing to call somebody out about having no experience and the value of that experience. being governor is not like being president, as ron desantis is finding, even campaigning is different. everyone knows this now, who will put it to work? nikki haley has experience, has been through it, was with trump when it was hot, not dismissing him. >> harris: interesting point, too, with trump when he was hot. he said, i don't know why she left, but she did. he said it recently. >> kayleigh: senator tim scott, his message, great, faith-filled, optimistic and expect him to be the adult in the room. he is going to draw policy distinctions tonight, abortion, he is most pro-life candidate with pence, with vivek, saw him go after vivek on taiwan and i believe china and israel. you are going to hear a more vocal tim scott tonight. >> emily: which would do him so much good. key is to show his shine and shine brighter than the nay sayers that put him in a tiny box and focused on whether or not he has a girlfriend and who she is. the strength of his faith and policies, strength of his quiet ness, that needs to emerge tonight, that is what he needs to hammer. he can do so if he gets gumptian, that has been lost as reserved. every candidate need to emerge and combat what they were put into after the last debate. vivek ramaswamy, many applauded him for strength, many said it was like a yap ping puppy. show us why you earned this, president pence, show us why you succeeded as vice president and you are strong and not playing in the dirt. i think the live audience plays into the salacious tv mud slinging that lends a distasteful tenor to the debate. i wish there wasn't a live audience, i want to hear policy without clicks. i don't want to hear what is most popular. we wouldn't play that chris christie barb if it had not garnered attention, it was beneath all of it. >> kayleigh: governor desantis landed punches, those punches matter, people notice them. great point. tune in to fox business for debate coverage. guess who will be there? this is protestant church. this is a national church that wanted to feel free to speak on national issues. no problem, the church should speak on national issues, especially if it is scripturally based. but on their website talking about standing in solidarity with the poor, you have ventured outside of scripture and seems you are looking to have a political voice. i agree with them, america confronts original racism and slavery, we believe there is no place for that in god's kingdom, they are right on that point. >> harris: amen. >> sean: politics and ideology is for them. i'm a church goer. if you go to a latin catholic mass, there are young people, people are drawn to tradition. they don't want the feel-good daily politics. there is truth in religion and faith and the bible and if you go back to that and go to one of the tradition masses, young kids are crying. it is beautiful, that is where they want to go. this liberal stuff bringing politics into faith is a big mistake and it will drive more people out. >> harris: interesting you set it up with those who speak latin, what has the fbi been doing? >> kayleigh: exactly, i love the juxtaposition you made, latin sermons, that is what youth are drawn to. that is what irs is being drawn to, to target you as an extremist. what makes me sad is the signs that say no, why not say yes to looking after widows and orphans and keep one's self from being polluted by the world, the rest of the scripture. to your point, kayleigh, national cathedral should go back to scripture. >> harris: and progress we've made. i don't want to erase. if you can't judge where you have been to where you are, how do you go on successfully? >> harris: when you have that much power on capitol hill, you are watched. this fox news alert. new jersey senior senator bob menendez and his wife nadine just pleaded not guilty in a new york city federal courtroom on charges of bribery and conspiracy. bob menendez faced corruption charges before, got off on those because of a hung jury and he thinks he can do it again. he gave a news conference and said he is innocent . he thought he could explain away gold bars and half million dollars stuffed around his house. interesting week for bob and his wife. we think he will come up to that bank of microphones, very seldom does he not speak. he didn't say much this morning when he went in. we will watch it live. he did not announce his reelection on monday, maybe he will do it today. we're on it. you are watching "outnumbered," i'm harris faulkner here with co-host kayleigh mcenany and emily compagno. joining us fox news contributor tammy bruce and host of bottom line is fox business sean duffy. i understand they have a little debate tonight. a bribery scheme lasted for years and involved payments that i mentioned and gold bars, rolling gangster style. hundreds of thousands in cash and more. nearly 30 senate democrats now want menendez to step aside. so emily, take it away, we'll cover this. >> emily: keep in mind, these allegations argue everything he did was on behalf of the authoritarian government of egypt and charged alongside his wife and other associates and includes him alleging trying to intervene and derail a criminal investigation into those associates. the charges are not just about your standard bribery we expect from the swamp. this is massively serious and high-stakes investigation and charges cannot be overstated. i know menendez continues to deny involvement, he has explanation for everything issue including the half million in cash and the gold bars. personal savings. he has an explanation for everything and refuses to step down. he has been removed as foreign relations. >> harris: per rules, he had to step aside. >> emily: right. we will update you. turning to this, chaos in the city of brotherly love. last night a mob of looters descended on philadelphia, creating havoc as they ransacked stores and overwhelmed police. >> oh, my gosh. [laughter] [video playing] >> oh, my god, record this. record this. record this. record this. >> emily: not everyone seen in the videos was taking part in the looting. you can see some individuals running from the lululemon store. some came prepared and wore masks. police struggled to apprehend a few apprehenders and the same mob hit a nearby apple store. [screaming] >> it's happening. it's happening. free iphones. free iphones. >> emily: they ripped phones and tab tablets away. reporting 20 arrests and calling it a coordinated effort. nationwide shoplifting surge is forcing target to shut down nine stores across the country, most in places like new york and harlem. crime at stores have reached a level that threatens safety and business performance. harris, i note that every target store employees on average between 150 and 200 employees and in addition to other taet, cvs announced closing of 10% of all stores they employ 300,000 people. factor in 10%, that is 30,000 and account for one-third of retail prescriptions in this country. when i hear this, i think of all the people being put out of work and unable to obtain medication. >> harris: that is true. we talk about the food deserts in america. more and more pharmacies have grown to have grocery stores. it is not just pharmaceuticals that will go away for prescriptions. we created a new level of hunger in are 52est areas of the country. pockets of deep blue cities. this is heartbreaking and over something we can fix. our police officers are on the job. look at philadelphia with looting, they can do their job. when they get to the revolving door of soft on crime district attorneys, they will do their jobs and do them better. we can't create poorer and worse conditions for those who are economically weakest among us. that is not the american dream, that is driving the american dream backward, we are putting criminals on a pedestal. we can stop this, it will take reassignment in the da's offices, particularly in blue cities. >> emily: and kayleigh names them for what they are, criminals. the narrative is they are children that deserve kid gloves. the children have eroded prescription retail, food deserts and we have mayors, like brandon johnson chastising a reporter for likening them to crime. they are i believe cs, why not prosecute them as such. >> kayleigh: they are brazen criminals. you had a crazy person cackling in the background as police were trying to stop this. you played the footage on your show, harris. one woman seemed to be taking great joy in what was happening and said over and over again, everyone has got to eat. okay. these criminals were looting apple, they were looting lululemon, they were looting liquor stores and nike. what were they eating? iphone 15's? yoga pants? jordans? aoc says people choose whether to shoplift bread or go hungry. we have people making excuses for criminals and all you are doing in the state of philadelphia is making your city san francisco, where retail stores are leaving, gen-zers are leaving. >> emily: that is fallacy, described as poverty-led crime. this has nothing to do with poverty, this has to do with woke-led policies that result in these teenagers being able to run amuck and film it all and laugh for the dopamine rush thachl is destroying cities and putting people at risk. that night, a security guard was attacked, what is of po erty led approximate that? nothing. >> tammy: it creates more poverty because of jobs that are lost, stores closing down, less food, more desperation. it is obscene in the fact that it creates the dynamic that they say they are against. we've seen this on almost every issue in the country with democrats, but this becomes now existential threat and issue much this is not everyone in philadelphia but for people in chicago and pennsylvania, here in new york, the stores are called dwayne reid, two downtown, one on broad street and one on broadway, closing down. closing down. we've got dynamic where the democrats have been arguing for this, promoting it, but mostly about the food argument and poverty is the excuse. it is the alibi to allow individuals to feel like they are doing the right thing or it is reparations. we've heard that argument and thatun radios people's lives, as well. >> emily: sean, i hope you can elose nat the nexus between what tammy just said, the federal government's role in hyping and supporting local law enforcement, governors trying to reclaim states back from criminals running it. instead, this white house weighs in ands reparations will fix everything or decline to tamp down on hysteria and decline to support law enforcement and name it democratic-led policies that have led to erosion of democratic cities. >> sean: this is a local problem. these are liberal policies that brought this upon us. as lululemon, it is nike, all liberal stores that support liberal policies. they want to defend the police and you have voters who support the policies and consequence, you are going to have a food desert, can't buy clothes, medicine, everybody has fled. where are the parents? (soft music) >> harris: house republicans set to begin their impeachment inquiry into president biden this week. we are seeing the brand new finding in the biden family investigation. they are following the cash. house oversight committee chairman james comer is unveiling new biden bank record set from july and august of 2019. that wasn't that long ago. comer alleges hunter biden, the president's son, was raking in foreign money while his dad was running for president. chairman comer says hunter biden received $10,000 on july 6, 2016. they have bank records and specifics. it was a wire transfer which originated from beijing. one week later another wire transfer for $250,000 and chairman comer claims both transfers listed joe biden's residence as the beneficiary address. joe biden claimed his son never made money from china. here is what he said at the presidential debate in october of 2020. >> vice president biden, there have been questions about the work your son has done in china and for ukrainian energy company when you were president. was anything about the relationships inappropriate or unethical? >> harris: i think they will all attack each other a little bit. vivek ramaswamy was the most googled person anywhere that night right after the debate. people now, his debate team want to reintroduce him. people know he can rise after debate, they don't know that much about him. if you google, you are still curious. tonight he will show people who he is and make the arguments. i give the american people a lot of credit. they can watch the boxing match at the same time they can watch for policy. in fact, we probably need a fighter right now, have you seen the border in the last four hours? we covered last hour. that idea you got to be one thing, presidential versus this, you have to be both. what voters tell us, they are tuning in now. if now is the tune-in date, tonight really matters and going forward, you have to have a break-out moment and great policy. don't pick one lane, dance in both. >> kayleigh: absolutely, governor desantis team is planned to be attacked and they will fight back should that happen. review previous fights which involved vivek ramaswamy. go back to the first gop debate on fox. >> if you have a broken car, you don't turn over the keys to the people that broke it. >> now is not the time for on-the-job training, we don't need to bring in a rookie and people without experience. there you have it. >> under your watch, you have no foreign policy experience and it shows temperature shows. >> the last person in one of these debates who stood in the middle of the stage and said what is a skinny guy with an odd last night standing up here was barack obama and we're dealing with the same amateur. >> give me a hug, like you did to obama. >> vivek's campaign told me they were surprised he was attacked. he was the focal point. they said tonight, they wouldn't be surprised, their goal is to introduce him to the american people. a third of voters don't know vivek ramaswamy, he fights and can be optimistic. >> i thought he won the last debate. in the last debate, no one hit and donald trump went up in the polls. you have to come after donald trump. >> harris: you can't channel george bush and donald trump. you have to bring new ideas to the table on how to fix the problems. the candidate will win tonight. >> kayleigh: and interestingly, nikki haley had a break-out moment, no two ways about it. no one made gains on president trump, within the second place race, some people did make it. desantis second place in almost every poll. nikki haley point to wmur poll, shows nikki haley second. iowa, fox business poll has nikki haley in third, used to be where tim scott was. continue the momentum. >> this is her time. she did a good job. she has -- she delivered, last time i will underestimate her, her ability to go from governor to that snake pit and reign it in is experience. when we talk about age, the issue is you can be younger, be nikki haley, have a certain experience, not about talking points, certain points can be mimicked and you can sound familiar, like a different language to people watching. nikki haley is moving up because we know she knows about policy, she talked about policy, she's willing to call somebody out about having no experience and the value of that experience. being governor is not like being president, as ron desantis is finding, even campaigning is different. everyone knows this now, who will put it to work? nikki haley has experience, has been through it, was with trump when it was hot, not dismissing him. >> harris: interesting point, too, with trump when he was hot. he said, i don't know why she left, but she did. he said it recently. >> kayleigh: senator tim scott, his message, great, faith-filled, optimistic and expect him to be the adult in the room. he is going to draw policy distinctions tonight, abortion, he is most pro-life candidate with pence, with vivek, saw him go after vivek on taiwan and i believe china and israel. you are going to hear a more vocal tim scott tonight. >> emily: which would do him so much good. key is to show his shine and shine brighter than the nay sayers that put him in a tiny box and focused on whether or not he has a girlfriend and who she is. the strength of his faith and policies, strength of his quiet ness, that needs to emerge tonight, that is what he needs to hammer. he can do so if he gets gumptian, that has been lost as reserved. every candidate need to emerge and combat what they were put into after the last debate. vivek ramaswamy, many applauded him for strength, many said it was like a yap ping puppy. show us why you earned this, president pence, show us why you succeeded as vice president and you are strong and not playing in the dirt. i think the live audience plays into the salacious tv mud slinging that lends a distasteful tenor to the debate. i wish there wasn't a live audience, i want to hear policy without clicks. i don't want to hear what is most popular. we wouldn't play that chris christie barb if it had not garnered attention, it was beneath all of it. >> kayleigh: governor desantis landed punches, those punches matter, people notice them. great point. tune in to fox business for debate coverage. guess who will be there?
