>> i have none. >> president biden will be among those watching as g.o.p. white house hopefuls duke it out and his campaign appears to be playing into the rnc chairwoman's reported warning to trump that his absence could give biden cover to opt out of a face-off with the eventual republican nominee. today declining to commit to general election debates. >> we have not had a conversation about that at all. i'm sure one day we will. but it's not today and i don't have any news on that. >> biden's campaign blanketing milwaukee with billboards. even a plane contrasting biden's policies to what they call the extreme maga agenda. also running a $25 million ad campaign. >> wages are going up around here. what president biden has accomplished is actually helping real people. >> the dnc issuing a rebuttal. >> tonight in n prime time americans will have an opportunity to see in action the most extreme, the most divisive, the most chaotic suite of presidential candidates in history and i don't know if it's going to be a debate but more like a circus. >> team biden is not addressing how it will handle republican criticism of the president's son or congressional investigations into the first family. >> mccarthy wakes up every day praying he still has 218 votes to be speaker of the house. we have really no time to focus on what mccarthy says day by day. >> even as house speaker kevin mccarthy warns an impeachment inquiry could begin as soon as next month. >> if they provide us the documents there wouldn't be a need for impeachment inquiry. >> today the president stepped out for shopping with hunter biden's son in tow. we learned hunter joined in on the family vacation but arrived separately on a commercial flight before the rest of the first family got here, bret. >> bret: jacqui, we are learning something about that travel. unusual for hunter to travel separately? >> bret: jennifer griffin live at the pentagon. thank you. some other headlines today. former trump attorney rudy giuliani went to atlanta to turn himself in today on the charges related to his alleged efforts to overturn the results of the 2020 election. giuliani and 17 others were indicted along with former president trump and are required to report for processing by friday. federal judge has denied a motion from former white house chief of staff mark meadows to delay his jail surrender and it is believed the former president will be in atlanta to do that tomorrow. attorneys sidney powell and five others were booked today. meantime, authorities in maui are strongly encouraging the relatives of missing people to give d.n.a. samples in efforts to identify human remains discovered in the ashes of this month's wildfires. up to 1100 names remain on the fbi's tentative list of people unaccounted for there. more than 106 million americans from the upper midwest to the gulf coast are under various heat alerts today. nearly 69 people under excessive heat warnings for minneapolis and chicago to new orleans and the florida panhandle. hot here in milwaukee, too. technology stocks led the way on wall street today. the dow gained 184. the s&p 500 finished ahead 48. the nasdaq jumped 215 today. >> i have never seen an administration use different form of government like this to withhold information since the nixon administration. if the biden administration continues to fight to withhold information, that could really clear all this up. did they take bribes? did they deal in the business? if they hold that up, we would have to move to an impeachment inquiry. >> bret: house speaker kevin mccarthy talking about possible impeachment inquiry. let's bring in fox news chief political analyst brit hume here in milwaukee. brit, you know, as that is going on, good evening. it is interesting to see that this president not only in the polls but in how he is perceived is pretty weak. >> brit: i think he is the weakest democratic party nominee that i can remember. not in the least because people can look at him and see he is feeble. they see he is too old. they think he is too old to be president. probably many did before. but because, you know, he had the afghanistan withdrawal, which i think knocked him down in the public's estimation. he has never been able to recover from that now, on top of that, you have all this other trouble and, of course, the dollar being inflated meant that all the good news that you would normally be able to say about jobs created, they really are jobs restored for not in terms of his public [inaudible] standing. is he in terrible shape which leads me to the thought that his nomination is dependent on one thing, the expectation that trump will be the republican nominee. >> bret: so obviously the former president is not here tonight. a lot of people tried to have a breakout moment on this stage. if one does, what do the democrats and the biden campaign do? >> i don't think there is any doubt that if we get a candidate get a clear breakout moment either here or some time in the near future and appears on its way to overtaking donald trump for the nomination or even come in close enough, the democrats will be frantically looking for somebody else to nominate because i think they think that joe biden can beat donald trump because he did before. i'm not sure they believe that he could beat almost anybody else. >> bret: so, you know, democrats are taking a pretty big interest here in milwaukee. a lot of democrats around. there's a billboard just down the street here about abortion. it says get real, jack, i'm bringing roe back. clearly abortion is a key issue here in wisconsin and a number of different states. >> bret: it is, bret. the republicans having tried for so long to do away with roe v. wade didn't appear to think through where they were all going to land if it actually happened. now, it has. they need a place to go that is not out of sync with the majority in the states and, of course, states are in different places about it. some restrictions, i think fly with the public, broadly speaking. two restrictions don't. they have got to figure out where to go with that they haven't done so yet. >> bret: last thing, the fact that the former president he has said that he not going to do any debates that's what he said in that truth social post. we don't know that to be a fact yet. ronna mcdaniel at the rnc is hoping that is not the case. but does that open the door for the democrats to suddenly -- >> -- yeah. i think that's an interesting observation that joe biden could come to the general election and say well, because donald trump didn't do debates in the primary i don't have to do them in the general? this is going to be a critical state in wisconsin to win the presidency. they are worried about inflation and crime and they want to hear solutions from our candidates on how are we going to make sure that we can make our paycheck go further? how are we going to pay for gas and groceries? why are we in such a bad situation if you are joe biden and how are you going to address our issues? >> bret: you deal with all of these campaigns, the former president's campaign, all these others, does the dynamic change because he's not here? >> sure. of course. i mean, president trump obviously is a great debater. i think it does change. but it also gives these other candidates a chance to interview themselves. i think a lot of people in the country don't know all of these candidates. so it's going to give them more time on the stage to introduce themselves and talk about their policies. >> bret: wisconsin is so narrow every time, that's why this is here. that's why the rnc is here in the summer. >> correct. in the summer. usually it's not this hot, bret. i'm a midwesterner, i'm from michigan. but wisconsin is key. you cannot win the white house electorally without going through a blue or purple state. we have a migration issue in our party. red voters are going to red states. 300,000 moved to florida last year to texas. which means we are leaving blue and purple states. the pat electorally to the white house runs through the midwest and wisconsin, i think, is going to be key to us winning the white house. >> bret: i find it interesting. i want to play a piece of this political ad, bank your vote. >> you could bank your vote by casting your ballot before election day either early, in person, or by mail. go to bank your vote.com to sign up and commit to voting early. >> that's how we are going it beat the democrats at their own game. >> bret: i mean, that's a big change for you all. >> it's not a big change for the rnc but it is something. >> bret: the party? >> the rnc is all about banking votes early. but we need to educate our voters. post pandemic, we had a lot of voters say i don't want to vote by mail. i'm scared. i don't trust it. so part of bank your vote is protect your vote but logically think about it. if you have a 45-day voting window period, the earlier we can get those high propensity voters in the last time i have to chase them. the less money i have to chase them and use those resources to chase independent and swing voters which are going to be key. this is critical to us winning but the analogy i use is if you have a football game, you don't start scoring in the fourth quarter. we have to be scoring in all four cower terse. that's why we have brought everybody into this conversation, all the presidential candidates. and we are going to continue to launch and push the bank your vote initiative. text banks to 80810. >> bret: i was talking to brit how democrats are around here and they have got billboards. their presence is here and going to play a soundbite from your democratic counterpart here. >> joe biden believes that our better days are ahead of us and not behind us. the republicans believe that our best days are behind us. they are all extreme, all of the apples in that bag are rotten. and we need to make sure that the american people understand that. >> bret: you look at the fox poll this dissatisfied with the direction of the country, i mean, independents 76% and that's up from 65% just a few months ago. >> if he is saying that america can't do better than what we are dealing with under joe biden, they are crazy. okay? can pence make republicans reconsider? can ramaswamy live up to the hype? that's what the "new york times" says. what does our panel say harold ford jr. co-host of "the five." byron york chief political correspondent of "the washington examiner" and kellyanne former counselor to president trump. all right, kellyanne, do they have it right what are they looking for. >> they are all going to train their fire on desantis because he has been number two to donald trump's distant first for quite a while. and, obviously, his campaign has struggled a little bit. he still has the money. he has a great record in florida. he is 44 years old. there is much he can do tonight to regain that traction and, bret, that excitement. i think tonight for ron desantis the issue is chemistry not math. math and science come later. that's how you win elections. right now he needs to establish that connective tissue. if they try to attack him he can say look you are attacking me because i'm standing between you and joe biden, the nomination of donald trump. pence's best argument is if you want trump-pence policies without trump there is one name that remains. but, he has been struggling, i think, to reclaim his bona fides among maga and for vivek ramaswamy he will have a good night because this is a good forum for him. is he a true outsider, successful businessman. but he has been fumbling a little bit this week and i know fox news has called him out on that. i think tonight the voters have it right. specifics and substance. and lead with solutions, not problems. we all know what the problems are. we want to hear the solutions. >> bret: byron, by the way can we put up the spin room again? that was that room, i referenced it before. it's the red carpet. all those people milling around afterwards, sean hannity will be live there and every candidate has committed to come to the post debate show with sean, so you want to tune in for that. your thoughts on tonight? >> well, desantis has certainly made it clear that he thinks he is going to be the target of a lot of fighting. i do think he has to do well because this conventional wisdom that he is in some sort of tail spin seems to have almost taken hold completely about his campaign. he needs to fight that. on the other hand, donald trump's theory for not being here is that these are a bunch of little people fighting each other for second place. and to the degree that they all go after each other, that's exactly what trump is looking for. and he will say and declare victory if they have spent two hours banging on each other, doing his work for them. >> bret: we don't often have a debate with a candidate with a torn achilles on the way to the debate stage. but, north dakota governor doug burgum tweeted out i played a lot of pick-up games in my day. this isn't the first time one has sent me to the er. i appreciate the well-wishes. he went to the er. he hobbled in here. and he is going to go tonight. maybe a sympathy vote. >> most people knew who he was before tonight. most people still doesn't know who he was he has a story coming into the debate. i thought what you said earlier this morning when you and martha introduced the room to the country that one of the things you're going to try to do is get these candidates off their proverbial off the ramp of the talking points ramp. i think that's where what everybody has said come in here. desantis is really the target here. he has got figure out how do you do less disney bashing, less punishing corporations for talking about their first amendment rights and more how are you going to solve the real problems confronting the country? i think he has the most to gain and to lose, i would agree. ramaswamy interesting also. he is an outsider but at the same time i think most republican voters are going to be listening closely to how do you solve problems, not just get us excited and finally i think nikki haley has a real opportunity tonight and tim scott does, too. i think they have got to figure out that moment. senator scott has got to figure out when that niceness, when the positive, when i can make america not only great again but make us get along again, when can you come with that, i think nikki haley will have a chance to show her foreign policy bona fides, you know better than me, foreign policy that's where you guys will see differing a bit. the country will get a feel for who can be a real leader. >> bret: what do you know that i don't know? just kidding. kellyanne, to that point, nikki haley, obviously the only woman up on that stage. and she is kind of in the mix here. and she has spoken out against some of these guys publicly already. >> sure. well, these elections are not about biology we beat the queen bee herself hillary clinton when a majority of voters were female. fortunately people don't vote according to gender around identity politics. she has something to say. the curious thing about nikki haley she never seems to tell anybody how she got the position of u.s. ambassador to the u.n.? who put her there. she never says donald trump's name. i think is did she were called out on that weren't you just fulfilling his policies? but she is courageous there. for she and tim scott to be so far behind trump in their home state of south carolina is maybe the next place you go focusing including if it gets on winner take all quickly on foreign policy and national security, harold was absolutely correct. some voters we talked to and that's my work, they are talking about national security and foreign policy. if there was one good reason to have joe biden as the president, it would have been he had been vice president for eight years. he had been in washington for 50 years. he can bring respect to the u.s. around the globe. instead, you have got putin who annexed a sovereign nation crimea when biden was vice president. you have him invading a sovereign nation when biden is president. is salivating at israel. have you china salivating at the rest of the world. and you have a vice president in kamala harris who is kind of embarrassed on the national stage again and again. it's a great opening for somebody to say putin is a bully who must be countered. what they want to do in ukraine they should explain. and who would they do the same or different from the american first foreign policy? where do they put daylight between them and president trump? and what would they do different as the current commander-in-chief because his withdrawal of afghanistan two years ago is a stain on this nation. >> bret: that contrast, you know, fighting president biden, running against president biden, byron, you know, how much they do that or the person who is leading the g.o.p. primary? >> this is the -- this is the opportunity to have face-to-face confrontations with the people you have to beat before you get a chance to beat joe biden. so i think it always -- everyone says well, you know, each candidate on the stage would be better than joe biden and we're all united by lots of stuff. but they end up fighting. one last thing about ramaswamy. he is really great talker. he has done a lot of cable tv. recent polls have shown 60-plus percent of americans say they don't know enough about him to have a favorable or unfavorable impression of him. this is a huge opportunity for him. and i think the degree to which he talks about revolution and he had a revolution party here in milwaukee last night, it scares some voters. you know, they don't like the idea of having a revolution. let's make things better but we don't want to blow everything up. >> bret: five and drummers went by us. >> sounds good whatever he has got going out there. the question is what will america want to do. it was interesting to see that one voter you had at the start kellyanne, you talk about president trump. that one voter said he wished president trump would be here. how is president trump perceived after this debate is something that is going to be important, too, to assess. >> bret: all right. more with the panel after the break. and a lookback again a couple debates ago. ♪ >> bret: can you name even one thing that the federal government does now that it should not do at all?
