fox team coverage. brit hume joins us from milwaukee. first griff jenkins has more on the border crisis and why it's keeping voters up at night. hello to you and good morning. >> good morning. border state voters are sounding the alarm. what crosses the border doesn't stay at the border. look no further than randall's island with congresswoman malliotakis. soccer fields replaced with migrant tents. one brownsville, texas voter struggles to explain how bad it is to relatives that live in the interior. >> it is hard for people -- i have family in pennsylvania -- for family to understand. they don't see it day-to-day. they hear about it here and there through no fault of their own but to see it everywhere you walk. the people on the streets, the trash that has been left behind. >> fox news latest polls show registered voters say immigration and the voter as the second most important issue behind the economy and give president biden low marks on his handling of that with more than 60% disapproving. here is what some iowa voters told us. >> first thing is the border to me. >> border. >> it's a big deal. it has been out of control for a long time here. biden administration does nothing to correct it. >> the border. the border is a big problem. >> and iowa's republican governor kim reynolds made a trip to the texas border seeing firsthand what texas governor abbott and committing iowa resources to support his operation lone star. it will be interesting to see what the candidates have to say on the debate stage about the border. most, if not all, i believe, have visited themselves. bill. >> bill: no doubt. nice to see you in washington, griff jenkins. >> dana: joining us for more crowd favorite political analyst brit hume. a couple of the candidates what they've said about the border while they've been campaigning. >> we will go back to title 42 but most importantly, we will stop catch and release and we'll start catch and deport. >> on day one we will declare the border to be a national emergency. we will marshall all available resources including the u.s. military to stop the invasion cold. >> we cannot have an insecure wide open unsafe border. if you don't control your back door, it's not your house. >> dana: what do you think about this as an issue going into the debate tomorrow night? >> i think it is a big issue among republicans who are dissatisfied with what they see as non-enforcement of our immigration laws on this border. and the thing i think about it is a political issue, for this group of candidates gathered here tomorrow night, it's a little hard to distinguish yourself from the others. everybody is for tough enforcement of the border. ron desantis is talking about shooting illegal immigrants on-site. that might stand out a little bit. they're all in the same place. i don't know how you mark yourself as different from the rest of the field. >> bill: interesting on that issue. we talk about ukraine last hour. see what differences they have. you have been in wisconsin for several days. want to show our viewers it's a battleground, right? here is hillary clinton and donald trump in 2006. look how close this is. 3 million votes cast and you have 20,000 that separate trump from hillary clinton. remember, she didn't go to wisconsin. he won the state and ten electoral votes. in 2020 we found this is razor tight yet again. joe biden by less than a point. picked up the win by about 23,000 votes over donald trump. this is a battleground now. a lot like we talked about florida and ohio before. ronna mcdaniel was talking about that last hour as well. >> it's a purple state. they have a democrat governor, democrat senator, republican senator. we had key ticket splitter in the mid-terms here. i think the midwest you cannot win the white house elector ali without a state in the midwest. wisconsin is going to be a pivotal state to winning back the white house for republicans. >> bill: britt, you'll be here this summer and next summer. what are people saying there? >> the definition of a swing state when there are a lot of other states could qualify for that. wisconsin having gone, you know, red in 16 and then blue in 2020 and now margins and so on is a perfect example of what you talk about when you talk about a swing state. the campaigning here will be heavy. hillary clinton paid a real price for not coming here in 2016. one wonders, by the way, whether donald trump will pay a price for not coming here for this debate. it's possible. >> dana: i was going to ask you about the fact he won't be there and you have eight candidates on the stage. in your experience, britt, can a candidate at this point. is tomorrow night a chance for them to make a first impression? >> it is but in a field of eight it is tough to do. we were just talking about immigration. that's an issue where they all have similar positions. hard to stand out. this might be a good moment for vivek ramaswamy. he is the flashiest talker i've seen in either party for some time. i guess he would get some competition for that honor from pete buttigieg who is a pretty fancy talker. ramaswamy is something. we have the latest video of him bare chested hitting the monstrous top spin forehands while playing tennis. his team put that out. i don't think in politics i don't think i've seen anything like that. a lot of politicians playing sports don't want people to see them because it looks like they are slacking off. he was pounding that ball. >> dana: rfk junior liked it. >> bill: on a clay court, too. i want to show you two things here. first chris tsunami tsunami, new hampshire governor, republican not running. talked about it this way. >> you have to explain where you are with your policy and background. it is not issue and policy based and not attack mode, either. they have to show the charm, likeability. likeability is so important in a race like this. >> bill: chris christie is saying he has the only one at the national level with the debates. on the issues, one last point. right now the economy ranks 38% clear and away the number one priority among voters as we stand right now third week of august. how do you reflect on that and what the governors have said there a moment ago? are they going to go at some of these forums, the social media forums and markets to try to get some of the stuff back? >> bill: paul mauro talking with us yesterday reacting to america's recent surge in retail theft. major retailers now detailing just how much it is affecting them. target says theft costs the company $4 hundred million in profits last year alone. the national retail federation says robberies were $1 hundred billion problem in 2021. charles payne host of making money on fox business at 2:00 eastern. check him out now with us. good morning to you, charles. you are a ceo running the companies trying to turn a profit. what to do? >> let me tell you how appropriate this topic is. at this very second the number one loser in the entire stock market is dick's sporting goods. reported earnings this morning. a line from the earnings, right? second quarter proveistability was shorter of expectations due to elevated inventory shrink. increasingly serious issue impacting many retailers. the first time the company has mentioned theft in over 20 years in an earnings report. here is the thing. wal-mart yesterday said we have other stores on the other end talking about the universal stores that have much, much higher shrink than we've seen historically. the common thread or consistency in that end of the bar bell is these stores the end to be located in cities where they are not prosecuting this type of crime. people are going in and know they can steal x amount of dollars. as long as i can steal that amount, nothing more, no one will get prosecuted. that creates not the best shopping experience. i thought the last line was an understatement. recent headlines foot locker spirals. stock spirals at inventory again increased theft related shrink. that stock is down 37% this year. due to elevated shrink. dollar general spending 100 million trying to spike up the stores. this is interesting. they will become a digital first retailer. how does it impact main street? you close down the job and become digital only. maybe hire security but still have the cities that won't allow you to prosecute or push back. another thing, five steeps of shrink. shoplifting, return fraud. vendor fraud and employee theft. some are also being enhanced because of this. when people see videos of people stealing. companies are talking about employees are stealing more. return theft is up. everyone wants a piece of the action. >> dana: let's put this on the board. $94 billion in theft from stores is what we're talking about. that makes the cost for everything else go up. but these are publicly traded companies, many you are talking about. what do the shareholders say? >> they're upset. today dick's is down 26%. foot locker down 37%. they are saying do something about it. do something about it. there is only so much. let's go back to wal-mart. he is saying clearly they would like to do something about it. if you are in a jurisdiction where it is not a crime, if it's a crime not being prosecuted what can wal-mart do? hire security guards and they break and arm and they get sued? >> bill: prosecutors locally and police and social media and kids getting in and out. >> it is not organized. you go in a store and you take it. no one is stopping you. it is not organized. most of these stuff the kids are wearing themselves. why would i sell something at a discount to go back and pay full price? if i get myself a whole outfit i will export it around the neighborhood. this the bottom line doesn't have to be organized. give it too much credit. it is not about the theft side of it, it is about allowing it the happy. this is crazy and nuts. it is communities will have less stores, fewer stores, fewer drug and department stores. do your jobs and i have to tell you, it is opening up a can of worms. so unnecessary. >> dana: blame corporate america? >> there is not at the moment. there possibly could be on this. it adds up to taxpayer money, doesn't it, bill? this newest roll-out of the plan will cost taxpayers $475 billion over a 10-year budget window according to the budget model. president biden putting out a campaign-style video talking about all the student debt forgiveness he has taken while announcing people can sign up for the saving on a valuable education plan or save plan. >> president biden: we have already approved over $116 billion in debt cancellation for 3.4 million americans no matter how many lawsuits, challenges or roadblocks the republican elected officials or special interests try to put in our way. >> because the u.s. supreme court shot down the larger $440 billion plan in one chunk, the president has been trying to find ways to add it up in pieces. this particular program requires that people paying student loans only pay 10% of their income after housing and food costs. the president lowered that percentage to 5%. anyone making less than $32,000 a year would pay 0. after 20 or 25 years of repayment after a 0 payment month the loan is forgiven. the mackinac center sued over part of the patchwork plan. >> the problem with this entire loan forgiveness scheme is that it is really unconstitutional. just a continueation to get student loan forgiveness through executive action. but just via a press release. >> it is only congress that can appropriate billions of dollars in taxpayer money, not the president with the stroke of a pen and especially not when we're now in a presidential election cycle. >> bill: we'll see how it goes. edward lawrence, north lawn. >> culture is -- it is a reflection of a moment in our time, right? what is your perspective? nikki haley, who will be on the debate stage tomorrow night made a point to say we aren't running against joe biden but kamala harris because of biden's age. how do you as democrats and your team plan to combat that? >> a couple of things. first of all a lot of the criticisms on the vice president are about style over substance. substance she has been amazing. she is prosecuting the discussion about roe v. wade, the first time in our lifetime where you have fundamental right being taken away from americans, dana and bill. everyone wants more rights, not less. she is at the forefront of that. i think people trying to say oh, it's not him, it's her and you have to be worried about her are missing a fundamental truth. when i ran president obama's campaign i looked closely at the republican selection of vp over the last 100 years and adds up to.4% in the national ticket. people really look at this race as biden versus trump not kamala versus whoever the v.p. is. i have think it's less important. the third point and we have talked about this before is reporters and voters are tougher on women candidates. when i worked for theresa may in the u.k. they savaged her in ways they wouldn't savage men and a little bit of the criticism of the v.p. as well. >> dana: v.p.s get a lot of criticism. can i ask you one thing on substance? many people would think on substance, on abortion you have a great point there. you can see the results that's happening. when it comes to immigration and the border is not happening. an assignment she was given by president biden. you even have democratic mayors and governors saying we're desperate for help and the white house isn't answering our call. >> on the third thing she has been given on manufacturing she has been a messenger for the american manufacturing boom that is key to all these swing voters. so i think, you know, to your point she has been given a tough hand but performing admirably and increasing her visibility and doing what i think she needs to do in preparation for 2024. >> bill: joe biden went to hawaii and i don't believe based on the reporting he took a single question. but he did try and relate to those there from a kitchen fire at his house 15 years ago. watch how this went. >> president biden: lightning struck at home on a lake by our home. almost lost my wife, my 67 corvette, and my cat. >> bill: you know, jim, i don't know how many times a politician comes to you and look for advice how they should relate to people. when politicians try to relate like that and it fails because it is not real it just flops. >> i'm not sure we'll agree on this one, bill. his empathy, his stories, his way he connects with voters are why he won the 2020 presidential election and why he will win against next time. he has empathy and connection with voters that press and d.c. pundits like me don't fully give him enough credit for. this kind of thing is the way your neighbor would talk to you and why people like him. >> bill: jim, this was with all due respect, it was a kitchen fire that was put out within 20 minutes and standing there in absolute devastation where the people around him, if they're alive, they have lost everything. >> look, i think it's how he connects with people and it is his way of connecting and telling a personal story. i have been with him on the ground where he does this and people connect with it. i just, you know, i don't think we agree here. >> dana: i have a last question on 2024. >> bill: like i say those images, it looks like the apocalypse there, the northwest shore of maui. >> dana: 2024, are you feeling that the democrats are in good position going into it? >> covid is not over but what should be over are these superimposed dogmatic, government-fueled mandates. rutgers university is a state university of new jersey. the state is behind this. you talk about mandates. 1100 universities don't have them anymore. 100 do. rutgers is one of the 100. listen to this. they aren't mandating a flu shot even though there is a huge flu season in australia now and a lot of kids are affected. 80% are kids. if they wanted to mandate anything -- i'm not saying they should. i would talk about the flu shot first. the covid vacs mandate doesn't make sense. the vaccine from two years ago has almost no effect anymore. why would you mandate that? here we go again with not accepting that somebody had an infection, got over it, got some immunity and i don't want them to have a vaccine. do you know how many letters i've had to write about that? let them go back to work. they had covid and got some immunity for a while. i'm pro-vaccines in a big way but this kind of messaging is the problem. when it comes to boosters, 16% of americans took the -- if they roll out a new one, which i'll talk about in the doctor's office and want to give to high-risk groups, the same old messaging didn't work before and it won't work now. we need consistency and no dogma. >> bill: i have heard this summer a few people got covid in my circle. not necessarily a lot of people. so it is still out there. i want to show you a map right now, okay? at least 25 states have universities or schools that will require their students to have the vaccination, marc, when they show up this week or next week. what do you tell your patients? you also have three kids and they've been in school as well. what advice are you giving all of them? >> first of all my kids have been vaccinated and i think most kids have been vaccinated. i don't -- definitely don't want kids not to go to a university. if the university asked me if you are concerned that covid is on the rise again. it is to some extent on the rise again. 13% increase in hospitalization else, not much increase in deaths. mostly an upper respiratory infection. if you are concerned haul out testing. if somebody is sick they should be tested and sent home and not be in classes. bill, when i was at college graduation last year i distinctly remember a woman who is on her way to medical school lamenting three years of no interaction with anyone sitting in her room doing everything remotely almost in tears to hear a mask mandate might be coming back. what is the public health harm of superimposed policies on that. i'm for masks and vaccines. >> bill: do you think we ever quit this? >> i don't think -- i think this is something we'll have to live with like we live with the flu and other respiratory viruses. i hope it comes up at the debate tomorrow night. the issue of not mandating. how do we speak to the american public?
