this conflict is changing and if we are looking at a may 9 victorious from putin's at the president's position that putin must lose this war? and if so will be president tried to get zelensky what he says he needs? >> let me first say you are absolutely right, dana. the reports were saying in a change and military including a general ins charge responsible for the brutalities was on serious shows are going to be a continuation of what we've already seen on the ground in ukraine. that is what we are expecting but i will tell you, that what we are doing from the united states, from our militaries we are assessing, reviewing, every single day the request of the ukrainian military and ukrainian leadership justice maker national security adviser, our secretary and chairman of the joint chiefs had a two hour call with their counterparts to go through item by item exactly what the ukrainians were requesting, what they wanted. if we can't meet with they need their work with our allies and partners, as we did with the s300 and back filling of that was a patriot battery this week. we are going to continue to do that so we can equip them on the battlefield inc. continue the success we seem to date. text i imagine you had an interaction with the spokesperson from russia said they've suffered military losses. maybe you dealt with him when you're in the obama and restoration of the state department or as white house press secretary. i thought that was very interesting we have not heard them say that or admit that. what do you make of that? >> i agree, dana, we agree that was interesting overly did they acknowledge from the russian leadership any elements of weakness or any elements of defeat. while we need to continue to stay at it and getting ukrainians exactly what they need the military, they need rallying the world to do that as work continues and is also significant the ukrainians have essentially won the battle of kyiv for they protected their city that is because of their bravery, their courage it's also because the supply the military equipment everything we have expedited $1.7 billion worth from the united states and the commitment and dedication of the american people to this war. but yes, it was significant. we know that for a government that is known for their use of propaganda i've been a victim of that myself the acknowledgment of weakness here, the acknowledgment of losses as certain a reflection of the power encourage of the ukrainian people leaders. dana: perhaps i'm think they're trying get that reaching back into russia. but speaking of russia, they are at the table as part of the negotiations with the iranians working as a by demonstration works on reviving that deal. butts, president biden is called a vladimir putin a war criminal. russia was faint again billions, and this continue? and they continued to be the table for around negotiations? >> it dana, this is how we look at it you know this mere past experiences. diplomacy, foreign affairs is complicated. this is an example of that. we believe, and i think most of the global community believes that preventing iran from acquiring a nuclear weapon is in our national interest in global interest. the president's only going to agree to a deal if it is a good deal. we have been dealing with the experiment of president trump pulling out of the deal. what we have seen is a lack of visibility but iran is made great progress in being able to move toward acquiring a nuclear weapon. that is not in our interest rate russia's been an member of the p5 plus when they been implementing role that is what we're talking about what is been under discussion in these negotiations. we don't know that will come to an agreement though it is ongoing there still considering it. >> the parliament this morning it would need a written guarantee of congress that the u.s. will not exit the deal if it is revived. could the present agree to that with it even passes congress? >> well, i think it would get to a point where there is a deal that the president fails is in our national security will of course address and determine what needs to go through congress. but there are some final components that are being negotiated in the deal part we are not quite there yet. there is more than one. i'm not going to prejudge those or negotiate from here at this point. dana: there is bipartisan pushback against that idea but let's move to the economy the white house touting very low unemployment number 3.6% is quite remarkable. but larry summers a former treasury secretary said they're dangerously behind the curve at the fed at least and he writes that over the past 75 years, every time inflation has exceeded 4% unemployment has been below 5% the u.s. economy is gone into recession within two years. today, inflation is north of 6% and unemployment is south of 4%. bank this week was a first big wall street firms to come out and say we should prepare for a recession in 2023. is the white house preparing for a recession? >> we are going to constantly monitor our economic data. what are economic team feels the economy our economy is an incredibly strong on most measures but we created more jobs last year than any year in american history. the unemployment rate was 3.6% last time it was measured costs are too high and we need to take steps to address that. there present the taking from fixing the family glitch to make sure people of lower cost of healthcare to even extending the student loan pause. to make sure even as our economy is a continuing to recover we are reducing costs. were going to continue to address that but we fill our economy has a strong basis will continue to monitor it's very important for the government to do just that. dana: speaking of student loan september 11 a blaster you had said getting loan repayment back on track was a goal, let's listen here. >> we are still assessing the impact of the omicron variance it. a smooth transition back to repayment is a high priority for the administration. >> setting aside any question about moral hazard at the economy -- up with got a lot of jobs open, wages are up. they're able to figure out a way to get to 3.6% unemployment. what changed between then and now? >> well, this is a big department of education continues to excess. we continue to assess for a policy level. while the basics of the economy, all the data you mentioned and i've been talking about is very strong progress or know and acknowledge that costs are too high for families across the country bread that is something we need to redouble, continue to focus our efforts on. certainly, it is not everybody in the country of student loans, a lot of people do. it's a lot of time the department of education made the decision to continue to pause repayments and will continue to assess as we get closer to the next deadline in august. >> do you think if you hold student loan debt right now, that you will ever have to make a payment during the biden administration? >> i suspect that sometime you will. but again we are going to continue to assess every month, every few months on where things stand both looking of course at covid but also economic data and where we need to continue to help give the american people some breathing room. dana: speaking of covid. hope it is being used as one of the reasons to continue allowing student loan borrowers do not have to pay. but then when you go to the border in title 42 which is the pandemic era that president trump put in that said you can be expelled from the country to come from a covid area. so now the administration is saying that part is over so we can left that per the department of homeland security says you could see up to 18000 migrants a day. if you think back to last september when the haitian migrants were there that was about 15000 -- 18000 people. that was just one situation. the vulnerable democrats that lucas and tomlinson mention they are concerned they don't see a plan from the administration on this. do you think title two will actually get lifted? >> will first title 42 is not an immigration plan or an immigration authority. no one in the administration thanks that. it is an authority given to the cdc actually by congress to make a determination about whether to still stay in place. we agreed the immigration system is broken. it should be addressed we should do more to fix it. and democrats, moderates were over the phone the party, republicans of any flavor who want to work with us on that we would love to do that for that is why the president put forward a plan and immigration reform plan on his first day in office. i cannot make a prediction of where congress is going to vote for it but what is important right now is they are using this to hold a hostage of funding for covid. covid funding that we need in order to buy pills to help immunocompromised government to help those to ensure we can reboot our uninsured program. to make sure we have testing capacity. that is what they are doing great let's have debates, let's have discussions lots of people come down to the white house and talk about immigration. we all want to fix it. but we need this covid funding it's really a huge disappointment to us that congress has left for two weeks without passing this into law. >> i think it does also show they feel strongly about the border as well but that will continue speaking of covid about eight days the cdc is supposed to release information or make a decision on whether americans will continue to have to wear masks on airlines. does the president have a view? does he want to see americans be able to lift those masks off their faces as they try to travel and get back to some normalcy? >> well, the president is going to wait and see if the cdc recommends but as you said we do not have much to much more time to wait for that part we will more in the coming days. dana: i'm going to be paying attention to that but also this week and i were in two supreme court nominations myself i know they're very rewarding especially when they result in the way this one did. this was a significant accomplishment for president biden. ketanji brown jackson is now going to be a supreme court justice for take a listen to one of the segments of her speech that was very touching. >> in the poetic words i do so now while bringing the gift my ancestors gave. >> no i don't think we are doing everything we can. we've done a lot of the right things of our purpose is to hold off russia in ukraine. the question now when people not talk as you heard john kirby do their about ukraine winning this war outright. for a long time he thought was maybe the brave ukrainians can hold the russians off and the whole thing will end and some kind of a deal and and ukraine will have what's left of the country. now the thought is in many -- coming out of it many mouths and outright ukrainian victory. that will take a lot. it will unquestionably take more and weaponry and other assistance to come out of the west the united states has done a lot. it is by far the most powerful military in the alliance. they're going to win we need to do more with that said by the bis duration will be willing to do that or is the fear of a direct conflict with such will continue to hold back on certain kinds of large weaponry airplanes and so forth. >> you've spoken passionately have many here on fox news but the horrible images we are seeing as we find out the reality of what putin's forces were doing on the ground and killing the killing of those civilians including many children and the train station just the other day. now we are at this pivotal points, what do you think the democrats will try to do to push forward on this? because you have a situation where the president wants to be decisive it pretty want to be the leader of the free world but zelenskyy says i'm out here by myself i don't have enough help. >> first off, happy sunday happy palm sunday. i think brit has this about right. i think the white house has to consider the consequences of escalation here. i think we should be doing more let me say that upfront. i think a part of the doing more has to analyze this the two elements in baskets it should one is the atrocity. the atrocity as they are. there's not doubt the a unity among certain nato alliance is strong and should be applauded. but it is not stopping the atrocities for the question is, is present bite also for european leaders and allies willing to go to say for instance a saudi arabian and say there's no neutrality on ukraine we have to think about how we help provide more energy product so we are not funding russia's efforts here in ukraine. and finally i think we in america think long and hard but i am a believer we should produce as many energy products as we possibly can. one of the legacies of 911 was we weaned ourselves off of dependence on oil products and across the globe. we have to be willing going forward in the intermediate and long-term to help western europe do the same thing. in the meantime brit is right. they ready to escalate think the ministration would be but are the american people ready to shoulder and accept the consequences which could be worse than what we are seeing right now but i could certainly see american casualties as well. i don't know the answer to that, dana. dana: julie, when you hear about the continued economic file americans are hurting from inflation the rising cost of energy. gas and groceries going up at a record pace. >> absolutely. this is something he felt both in the united states and also in europe we have an election underway in france right now, today the first rowdy french election which could be one of the first tests of how western citizens are going to respond to a lot of the economic pain they are feeling. which in some instances, not all but some is a actions the u.s. and western european companies have taken to try to hold russia to account. i think there is the real question, and ongoing question as we seek more images of atrocities coming out of ukraine perpetrated by the russians. how will western nations, western citizens and balance their outrage over that with their feeling of economic pain? how much economic pain are they willing to sustain in order to punish russia for what they are seeing? i think that is a balance that could change in the coming months certainly when europeans are watching great france in particular as i said but american politicians democrats most acutely in the coming months leading up to the midterm. >> we are watching right now you could not ask for a better lesson learned in advance how national security and energy policy go hand in hand. do you think president biden will get to a place will he will figure out a way to buck the progresses and allow us to drill more here at home? >> here is the problem, was repeatedly asked at a hearing this week what is our goal there? and he never state what i think is clearly our goal in ukraine. we want the ukrainians to win. to win, to defeat the russians. for the russians to withdraw from the country and that ought to be our goal. i think the administration has gotten better but they have had to be pushed every step of the way to get more aggressive sooner. they are stepping up their game but principally because bipartisan pressure from congress. on the administration to do more quicker. so, i think they are getting better. they still do not understand the goal. the goal is for ukraine to win. dana: with every day the atrocities just become more stark and chilling. david wrote this week that if the ukrainians are determined to repel the invaders the united states has a moral duty to do what it can to help them succeed. beyond that and what you you have just said how important is it for china to see putin lose here? >> you know, china has a choice. they can observe what is going on, and i'm sure they are and choose to be with a civilized world are they can go in the direction of the russians. i am hopeful the chinese will look at the challenges the russians have experienced trying to invade another country, internalize that and maybe make a decision they are better off to operate around the world within the framework of the civilized world who do not invade other countries. dana: national security is energy security were just talk about this with the panel. what can you do to try to push the biden administration to try to help us get back to more independence when it comes to our own energy? >> it's really ridiculous. the administration wants everybody else to produce more except us. they want us to be green so they are going after our allies in the middle east asking them to up production. look, we were energy independent as late as 2019. we can be energy independent again. the administration is to take the shackles off of domestic production but we can meet our own needs and we can export and help the europeans as they wean themselves away from russian oil and gas which i think clearly it now they realize is the best and safest path forward. putin's invasion has done a lot to unify native and get the attention of nato. it's also noteworthy that secretary general of nato pointed out we are going to beef up the troops along the eastern border of nato. the frontline countries. this has been a good lesson of the importance of nato. once again i think people have lost sight of that over the years. dana: let's go back into our country in the southern border where there's a lot of talk about title 42. this basically allowed the federal government to expel migrants that were trying to cross illegally to say no, you have to go back because of the pandemic. it's likely this is going to go away. at the end it made the department of hell and security suggesting we could see up to 18000 migrants run across per day per the border patrol is already completely overwhelmed. they even have this mounted police -- truckmounted border patrol that are being investigated for whipping migrants. do you know they are still on desk duty? they do not get to go out and do the job they need to do. so how do you see this impact of title 42 lifting? both from a policy perspective and of course there's politics as well. >> yes it is an outrageous decision to eliminate title 42. it will produce a gusher far beyond the open border we already have it. produce a gusher of additional people coming in. totally inconsistent by the way with them asking us for $10 billion for vaccines and therapeutics. what we said in the senate was not just a wee republicans, but five or six democrats as well, let us offer an amendment to guarantee that title 42 stays in place. we'll be happy to go ahead and pass the covid relief package which is by the way paid for by repurchasing some of the $2 trillion the democrats dumped on the economy last year which larry summers has pointed out as the principal reason we are having 40 or high inflation. dana: larry summers also point out we could be heading into recession of low unemployment we just were talking with jen psaki about that. in the middle of alice's wages up, employment down the administration has extended again student loan borrowers, they don't have to pay again. this was supposed to be because of the pandemic care you have bernie sanders, the extension is not in good for him he tweeted this, cancel student debt, all of it. that was public congresswoman ioc saying i don't think those folks understand the panic and disorder causes people to get so close to these deadlines just to extend doesn't have the effect people think it does we should cancel them. where do you think this is going sir? >> look i think in this country is important to remind people we ought to pay her debt spread we ought to pay our debts. with regard to extending the moratorium, quoting larry summers again he said exactly the wrong thing to do in the middle of the overheated economy producing this rampant inflation. this administration just cannot seem to get their act together on the economy. that is why the american people are so down on the president. the economy, the precipitous withdrawal from afghanistan, the domestic energy issue we have already been discussing, crime, problems in public education. this administration has really got its hands full. i think they are headed toward a pretty good at beating in the fall election. dana: would ask at the midterms next anyway gas and groceries this is on everybody's mind. what would be different for americans if republicans win back the majority in the house and senate this year? >> well, our agenda next year if we are fortunate enough to be in the majority will be focused exactly on what you and i been talking about, crime. education, beefing up the defense of our country's the president's request for the defense department and this year's request does not even keep up with inflation. we've got a war going on in ukraine but we have a got big power competition with the russians and the chinese. we need to meet the demands of the international situation. so all of those will be on our agenda part will not have the president for two more years. obviously will have to work with the administration to see what we can agree on. let me put it this way, biden ran as a moderate to find the majority leader in the senate and kevin mccarthy as a speaker of the house, we will make sure joe biden is a moderate. dana: pickett of joe biden was in transition for me. mark penn a democratic pollster we asked them this week what he thought about the president's poll numbers and why they are down but you have known the president for decades, listen to this and i'll get your response on the other side. >> he did have this image of being kind of a likable uncle joe, ice cream joe. kind of friendly. and i think he has lost that. dana: do you think he has lost it? >> well, i think is a policies have not worked. beginning with the precipitous and ill advised withdrawal from afghanistan which became kind of a metaphor for the incompetence that is been on full display during this administration. none of the policies they have pursued have worked out well. the $2 trillion they dumped on the economy last year against the advice of economists like larry summers, produced a forty-year wave of inflation. everybody is seeing that when their fill up their automobiles. when they go to the grocery store. their policies have produced virtually open border. the previous administration did a good job at the border. they reversed all of those policies we've been paying the price for that. we have a crime wave in the country. they continue to promote policies that are in my view pretty much soft on crime. dana: declared a state has a that i was referring to likability is penn said he lost likability. give a thought on that? >> yes. >> well, we will see pretty think we have got good choice of candidates in pennsylvania pretty think we have been in a good position to win that race regardless of who the nominee is. and i guess we will find out in the next few weeks how much this endorsement made a difference. dana: and finally sir, we are in spring at a time for hope and renewal as passover and easter will be observed next weekend. and the latest nbc poll, 71% of people said they feel like the countries on the wrong track. that has got to be made up that is a bipartisan agreement there that the countries on the wrong track. i am sure you are often asked this question, do you have hope for the country? obviously he knew what was going on over there. he had to break nothing else makes sense. and this is a story is potentially a big political scandal. it is obviously no matter what, a media scandal. the refusal of the media to follow up on the story when it would have made a real difference back in 2020 when it first broke is something that will mark the reputation of the media organizations who participated in suppressing that story forever i think. paul: julie obviously this is a story of the white house gets asked about it they are very disciplined to be able to say call the justice department, call under biden's lawyers what are you hearing about any exide eat there the story will continue through i'm not saying it's hurting the president but has real potential too. >> the fact there is an ongoing investigation remains at one and is an ongoing story. and to its uncertainties is going to be a situation where what hunter biden did was unethical?
