could reach the united states, the real target of north korea missile tests probably was not the west coaster on u.s. but the alliance between u.s. and south korea. south korea seems to want a more normalized relationship with the north, while the north seems to say, you can befriends with us or the united states but not pick to both. talks between the three countries have stalled, leaving the world to wonder if north korea has any real interest of being anything other than an outsider on the world stage. here to help make sense of this house intelligence committee member jim hahn and the great state of connecticut, what do you make of north korea and their actions and capabilities? >> thank you, trey. we know from serving on intelligence committee that north korea is at the top of the list of frightening places. they are unlike the chinese and the russians. we worry they are not necessary rational decision makers, i mean one man, who cares about one thing, re. >> survival. as we have watched. united states pride pretty much everything with north korea, from being really tough to donald trump saying he had a loving relationship, but none seems to work. we need to keep up the pressure, make it clear that north korea can enter to community of nations, this is important. china is borders north korea, and angry as we get with china for a bunch of valid things, china is our partner. trey: it seemed that north korea was the most closed society. we don't team to have great intelligence on what is happening there and why, has it changed? >> it remains befuddling. it is totalitarian police state, in a way that you don't makes china and russia look chaotic. a lot of our signaled intelligence to know what is happening in the world is about watching people's internet usage. it could be watching what a russian soldier is putting on facebook, but north korea does not have a internet, they remain a frightening and something of a black box to the united states government. trey: congressman you mentioned, you are correct, presidents from both parties tried to solve the riddle of north korea. let me ask you a hypothetical. if you were president, and you may be one day, if you were president, is there an approach that we have not yet taken that might work? >> i don't think so, trey. we're dealing with a very unusual place. you look in the world there are not a lot of places like north korea. you had a family that has ruled country almost the way a mob boss rules the mafia for three generations. they have at times cozied up to the chinese, but this is -- the north korean kayious -- chaos is not a good thing for the chinese. now south korea is one of great industrial power on the planet with people who live quality of life that americans and europeans live. north korea has just been resist ant to change, you would like to say, gosh, what if the regime could change? >> first, trey, great to see you again. you know from your experience, when we served together, the capitol security is run, not by just the capitol police, but political appointees like the house sergeant at arms, those appointees. the senate sergeant at arms and architect of the capitol, they make up the capitol police board. that board makes all the security decisions. they made all of the security decisions leading up to and on january 6. we're asking, is simple, i want to know what communications exist between the pelosi appointed sergeant at arms was on the and any other law enforcement officials or military officials leading up to that day and on that day. i have been rebuffed by the speaker and her own appointees since january 6. trey: i served with a bunch of progressive, provocative colleagues when i was in the house. you were not provocative, you are one of the more reasonable members to the republican side, for you to ask for something, call me naive, i assume you must really need that information for some the reason, why are they not giving it to you? >> that is a question i cannot answer to why they are not. other than i can assume it is based on politics, or they don't want me or any republican or the american people for that matter to see the communications. and maybe we'll get answers to why the security posture was so bad. you shared select committee -- you chaired select committees, when you are chairman of benghazi select committee could you imagine the speaker at the time not seating democratic members apointed by speaker pelosi. that is the precedent she as set, that is why this is such a circuit. we need investigative opportunities through the committees, i'm not get this this select committee is getting voluntary cooperation from people no longer employed with government, but speaker pelosi will not turnover communication to oversight committee like ours of government employees. >> you raise a good point. when i was there on various committees, adam schiff was almost always on the democrat side. and i would struggle to name a more partisan member on the democrat side than adam schiff, neither john boehner or paul never thought about not allowing him to be ranking member, the notion she the not let republicans, that is the select committee,ure -- the house administration committee does not get a ton of attention, it is not a provocative flame flowing committee, but you have important. >> why the capitol police board did not allow the capitol police chief to make final security decisions. it has been proven through the senate investigation through their committees of jurisdiction. the clearly show that there were instructions given by the sergeant at arms at the time to remove bike racks, that one example. it is absurd to think that top law enforcement tomorrow on house side, their communication is not germain to finding out what the problems were. trey: i know if you were chairman you would be just as fair in the majority, the difference and you will have seep subpoena power and right now you do not. >> thank you. trey: still ahead, being a police officer is a hard thank less job. even on the days you make it home alive, 2021 was one of the deadliest years ever for the deadliest years ever for police officers, let's have you checked singlecare? year in it country for police officers in nearly a century. you hear a lot about professor prosecutors who want to engage in what they call bond reform, so people can drive-thru christmas parades in wisconsin, and kill children. you hear a lot about progressive prosecutors who want new voting rights laws only to ignore very laws your elected officials pass. let me make sure i have this right. we need to make it easier to vote so people can be elected and pass laws only to have the laws ignored by other people you election i think i have it. you hear a lot about crimes prosecutors will not enforce. you hear a lot about closing prisons and be soft to crime policies advanced by the left. but not much about cops who are underpaid and under appreciated risk their lives, police officers in new york city now contend with typical dangers but now a chief prosecutor who wants to do almost anything in the world but actually prosecute crime. unless it is murder or public corruption, this brand-new prosecutor in new york city is not much interested in prosecuting it. he the dismiss the case or plead 2t down or -- it down oring is for something other than prison. if prosecutors won't to their job, how long do you think it would be before the cops decide it is not worth their lives for a misguided prosecutor this let the person go. if prosecutors won't to their jobs, why should the police. joining us president the new york police department detective association, paul digiacomo thank you for joining us, lay a side the lunacy of talking about against democratic -- while you have a prosecutor ignores the law, did no consult with law enforcement before he decided he was not going to prosecute certain crimes. >> not to my knowledge. he just put a memo out, i think he lost focus behind every crime it a victim. and these crimes affect the victims, not only on the day that crime is committee but for years, moving forward. trey: let me ask you a practical question. being a cop is a difficult job every day. you will be cross-examined by defense attorney it is a hard job. why in the world would police risk their lives or risk being sued to make arrests or investigate cases, that are never going to be prosecuted in. >> police are out there protecting the public. doing what they were hired to do. the police department throughout country are doing their jobs, politicians, and district attorneys are not doing theirs, traditionally, always. district attorneys and police department worked together. now you see a trend of that not happening it is very troublesome for the safety of the people of this country. trey: you know, paul, i was a prosecutor for almost two decades. i had a rule, when i was a state prosecutor, if you dismiss a case plead it down, you need to bring the police officer in and explain why you are doing it. it never entered my mind to issue a memo saying i'm doing to prosecute this long list of crimes, i find it stunning someone would want to be a prosecutor if they are not interested in prosecuting crime. >> there was are rules on the books he is obligated to prosecute, he is disregarding those lays and making up his own rules, which is not to fair to the law abiding citizens of the city, we said bail reform was not going to work two years ago it is not. this model is not going to work. and time will tell, that we're right again. trey: i think, i -- we don't have to wait on time, i can tell you right now when you ignore the cops, and you ignore the victims of crime and the people who will then be victimized because does not put people in jail, ien en to need for time -- don't need for time to pass, i can tell him right now it will be a disaster in new york city, i hate it for the victims and those who'll be victims and i hate it for the police, it is a tough job when you have a tough prosecutor, it is miserable when you have a prosecutor who has no interest in doing his job. >> new york city detectives are still out there doing their job at a very difficult time, when shootings are at an all-time high, and they are bringing closure and comfort by apprehending the individuals. but again, behind every crime, there that takes up money with a volunteer, an employees a contractor who works there, you have to get them vaccinated, court 5-4 found secretary of health and human services has the power to attach those strings. trey: i imagine there are people at home who do not like lawyers, they are trying to figure out why can one agency force employees to be vaccinated but another cannot. what is the answer for people trying to make sense of who can do what to whom and when. >> i think it all traces back to the federal money and fact there are -- strings attached. any facility that take medicare or medicaid they know there are strings attached, it comes with conditions when it comes from the federal government, they can say what the staffing level has to be, or cleanliness, got out of realm of the understanding. that federal government could say, we have an attachment to the vaccine, we saw and heard during arguments there was a level of misunderstanding or misinformation about some of what we know now about transmission. the fact that plenty of vaccinated people are able to get and transmit the virus, when the regulations came out in november that was not the understanding we have now with omicron. back to the strings attached with federal money. trey: every now and again it seems that some folks in media want to over read supreme court decisions, it strikes me this is the beginning of the cases, not the end. they go back to court, this was all about a junction and stage, not on the merits. >> right. that is a really big distinguishtion. big -- they stopped osha mandate from going forward, allowing healthcare mandate to go forward, but as the lower court rulings play out on the merit, courts are still digging into this and courting still dealing with mandate for federal contractors, it is possible that this is not the end of the conversation on the man dates. trey: it was a 5-4 decision on one, and 6-3 on the other. these are 9 of the smartest lawyers in the world, they can't agree. i wonder if that is just symptom. >> they are brilliant jurors, i have to tell you, when i was listing to arguments last friday, i was concerned about level of information that was not accurate coming from the bench, it suggests to me there was not a full informing of what is going on with the virus, we have dr. marty on fox, someone well respected, i said to him, when you hear the statements made, what does it make you think, he said, i feel they are getting their information from headlines, it could not have been in the briefing, it knock -- not accurate information based american soldiers vulnerable, and left american military into the hands of our enemies. that is a bad decade. he managed to pull all that off in about a month. the border is a disaster, covid continues to ravage the nation. and inflation is hitting historic highs. the supply chain is damaged. school are closed, but the prisons are open, history is tough on presidents in midterms, cleo will be hard on this biden poised to lose house and senate, he never had a mandate just a chance to lead a divided country, he squandered that. less than a year he talked about unity. this president is dividing the nation again. using race and voting, it is not hard to vote, in georgia, it is easy. it is so easy biden won in georgia. along with two democrat candidates for senate. which is why it is so very hard continued to -- hard to understand why he would want to den one of the few southern states he has a chance to win, is it too much to ask to show an i.d. to vote, we show i.d. for many things, including gaining access to other constitutional rights, he knows he is wrong, but he continues to repeat the lie you have to stand in the voting line without water, you can have all of water you want, you just can't get it from people who are trying to influence your vote while you are standing in line. now biden wants to change the senate rules so he could federalize elections, he said, voting rights are so important the rules of senate must be changed. what about the judges who preside over votes rights cases, they are important too, why that the not change the rules for judges. and fbi agents who enforce the laws, what is the use of having laws if they are not enforced, let's change the senate rules for u.s. attorneys and fbi directors took you need moneyen to enforce and prosecute voting law, let's change the reals for budget while we're at it. biden traveled south to talk about what he considers anti-democratic actions. it is actually a shorter trip to new york, which is where he should have gone, new york is home to a brand-new prosecutor, by e-mail or office memo has decided to change the law. he deciding which laws will be enforced and which will not be. about what could possibly be more anti-democratic then the opinion of one person overcoming the will of a legislative body, the media loves that word anti-democratic. they have no problem with the substitute his or her will for that of the people as expressed in a duly enacted law, that is a good place to start. so the next time president biden decides to travel to highlight his notion of are anti-democracy, they talk about packing the supreme court. they don't want you to show your i.d. to vote, i got on a flight this morning, i had to show my i.d. to get on the plane, but for the sacred right to vote. we don't have to have that, and your signatures don't have to match and we'll have ballot harvesting. and the unmonitored ballot boxes that is good, they could help us cheat. the democrat party are the anti-democracy party. trey: voting rights are important, there are a lot of important issues, overtime, senator biden, and obama and harris, they all opposed changing the filibuster rule. didn't they? they all said it was a terrible idea. but now they change their mind. >> it is so bad. it is go -- we know when they said, they thought maybe republicans would do it, that would kill democracy and wildt won't be the same country again, until now. think about it. they have to change it, to make sure. they are frustrated because they can't do all these things by themselves, thank god there are some people that will show up, and say we believe in minority rights and bipartisanship. they will make sure chuck schumer does not get his way and joe biden did not get their way right now. trey: you know, senator that say reference, i think that joe manchin and kyrsten sinema. i remember this is how old i am, i remember when the media used to love mavericks, on the republican side. they loved republican senators they thought were mavericks and bucked party. but they don't have this same reaction to kyrsten sinema and joe manchin. >> john mccain was their hero, he would buck the party sometimes. if you are kyrsten sinema or joe manchin, they are so mean to them, because they are not allowing them to have their radical agenda done right now, we have a 50/50 senate, only thing that would break it, it the tie breaking vote by the vice president. and republicans could have done this, we didn't do it, because when trump was elected we controlled house and senate. and they democrat signed -- saying you can't get rid of it, it would be the end of democracy, every one of them, but one has said no, it is now the end of tim democracy if we don't get rid of filibuster, they are such hypocrites, i could not believe what hypocrites the democrats were, whatever narrative of what they wanted to get done, that is what they all say. trey: you are in charge of making sure it is not a 50/50 tie in november. you are optimistic that republicans will not kill each other in the primary process and there will be people capable of running. >> very much. i think been gone for over 50 years, what he did, wrote, stood for and said is not gone it lives, 5 years before dr. king was killed he delivered a speech. most speeches don't impact us for long, every now and 15 and then we hear one, and stays with us. rarely there is a speech that changes us, strong forms us, alters the path of a nation, dr. king did that when he shared his dream for the country. dreams are often borne from adversity, and heartache and pain, his dream was as well, perhaps most often quoted line is, i have a dream, that my 4 little children will one day live in a nation where they will be not judged by the color of their skin but by the content of their character, that was his dream on a summer day in 1963, we should ask ourselves why was that dream even necessary, why would a father of 4 children have to dream that his children would be judged on character, rather than race. why would a man need to dream of being able to vote or dream of his children holding hands with white children or dream of education and justice, why was the dream necessary? when we read the speech, we see why it was necessary, and read the rest of the speech we see the cruel circumstances. i had not been born when that speech was given, tim scott was not born. kamala harris and jeffrey, barack obama was two years old, i read or listen to that speech, i can not imagine living in a country where that speech was necessary. a country where what he depicted existed. it did. whether i was here for it or not. as we know dr. king was assassinated on a motel balcony in memphis, tennessee less than 5 years after he gave the speech, killed before he reached age of 40, he would be 93 had he not been felled by an assassin's bullet. i wonder what he would say about the country we have become. the process is undeniable but the pain lingers, pain, progress, and potential, is hard to' how to aportion those in our own lives, and in the life of our nation, just before dr. king was killed he said something else worth remembering, he said like anybody, i would like to live a long life. but i'm not concerned about that now, i just want to do god's will, i've seen the promised land, i may not get there with you, but i've sign it dr. king a dream cost him his life, if you have a dream that costs you our life, his dream seems worthy. a country where the character of your life means more than the color of your skin. a country where people can join hands and celebrate their freedom and their equality both in the eyes of the law and in the eyes of god, i wonder when dr. king would say if his 93-year-old feet could carry him to the lincoln memorial again, the first part of of his speech may be different because the country has changed but the treatment -- dream would remain the same. my country 'tis of thee . from every mountain side, let freedom ring. hopefully in our lifetime, we can change one part of that speech, hopefully it will not be enough for us to
