northeast testing sites being overrun and people waiting hours just to get the test. but that's a good step in the right direction i would say. but we need to provide assurances to the american people and governors and states that are dealing with omicron and will in the next few weeks as it makes its way through our country on how we'll handle that. it is everything from testing to the availability of vaccinations to the availability of ppe and making sure that the american people have the right information and rather than attacking want to make sure there is growing trust, not enormous pushback in my community and state of south carolina to allow families and businesses to make these decisions. the decisions should be made at the state, local and personal level. enormous pushback on the mandates and the attacking people who are vaccinated or not vaccinated. it goes both ways. attacking others during this time. covid is not solely in the united states. it is everywhere around the world. we really truly have to work together. it has been politicized. we continue to politicize it. that's i think made this getting through this thing even tougher. omicron is going to be more prevalent than ever. it sounds like it is less deadly >> harris: as far as we know. >> there is more breakthrough cases and we want to make sure people have the right information to make the best decision else for themselves. >> harris: you just mentioned something that is so important. it is everywhere, not just in the united states. i haven't heard the president or his team at the white house taking down the unvaccinated in countries where they don't have access to the vaccines. if you want an even playing field wouldn't they be according to the white house the enemies, if you will, with regard to covid? i do want to get to this from congressman andy biggs of the great state of arizona. we're on this topic. here is what he tweeted in terms of his response. this is sick. biden and americans would agree, too. the kind of mandates scaring people during christmas and new year's, bully them into this is not the way to go. we need to not attack the american people but provide that can bring for a lot of kids. washington examner op-ed reads this way. any state, city or school distlaikt is closing down schools and forcing children back into the catastrophe that is remote learning is ignoring 22 months of data. they are sacrificing children's education on behalf of the panicked segment of the population that is afraid to go outside without a mask on. no one is being protected by shutting down schools and mandating children be vaccinated, masked or constantly tested. what is your reaction to that? >> i can tell you i have seen it firsthand the struggles of virtual learning and how awful it has been for our family and how my children and other children have struggled. i've seen the struggles firsthand. we don't want to see the federal government do blanket lockdowns or anything to that nature. it should be up to parents how their kids go to school, not up to anybody else. i can tell you i have had a conversation with my kids during delta variant i sent them to schools in mask. one kid wearing a mask and one kid will take it off behind my back. when it gets to south carolina and have a prevalence of the variant you are going to school in masks because those offer greater protection than surgical or medical masks so they can be protected. i'm already having these conversations with my kids. i don't want to see them in virtual learning. i want to keep them healthy. we're talking about washing hands again and doing all the things we do and limiting big events and those sorts of things. we're making those decisions and able to as >> but the buck does stop here. the problem is any politician is not responsible for a viral pandemic which we are now seeing upticks again. would be problem my party has, we'll put this behind us, scientists, doctors, they don't know that. we know this is fluid and we need to work with that with the american people and be honest. being honest, inflation, this pandemic, democrat or republican is not the fault of the person in the white house. however, voters and americans will blame whoever is in the white house for that. that's understandable and historical and cyclical. >> harris: what could be a bad sign for democrats and president biden, the president hitting his all-time high for disapproval and an all-new npr poll. 55% of people who took this poll now disapprove of the job he is doing. 41% approve. the most alarming drop for the white house headed into the mid-term election season is biden's support among independents. 2/3 of independent voters disapprove of biden. erin, talk to me about independents and how they play a role and why it's politics curng, that number. >> you are right. that number is devastating for democrats. independence remain a key swing votes that republicans and democrats vie for in every election. we have seen historic retirement levels coming out of democrats knowing they are set to lose power in 2020. we've seen that start already. you saw a very close race in new jersey for governor. that really most political scientists didn't have on their radar. we have now seen that virginia will have a republican governor, lieutenant governor and attorney general. that's just the start of the red wave. democrats are running on a doom and gloom strategy telling people they'll die if they don't get in line with their ethos right now as opposed to republicans saying they are the party of yes and optimism. yes, you can get your children back in school. yes, we can raise paychecks, yes america can be strong on the global stage. independents are drawn to that messaging because it is optimistic not the doom and gloom devastation of democratic party. >> harris: i will move to this unless you have a quick rebutteal. >> i do. i don't feel it's that way as well. doom and gloom is the headline. more death, the virus is back, we have a new mutation. >> harris: there is a president in the white house who said that he was going to get rid of the virus. you have just said nobody should be saying that. we heard you loud and clear and you are right about that. at the same time they keep saying it that they will have all the answers. look at 2:30 eastern today he will have to have some answers. i thought he ought to be flanked by scientists. newly released numbers republicans out raised the democrats. the 10.7 million is its best november in a non-election year. the big money haul comes as democrats look at defending razor thin majorities in both the house and senate in 2022. a so-called retirement crisis is plaguing the party as well. as of this morning 23 house democrats aren't seeking reelection putting their already slim majority in serious jeopardy. maybe it is just a coincidence but in the last 48 hours since joe manchin said he wouldn't vote for president biden's build back better three democrat members have announced their retirement. joe concha said there are no coincidences. what is happening? >> i don't think they are coincidences but not the motivation for every retirement. one motivation is years ago do you remember congresswoman pat schroder, i asked her why she got out of congress. this was years ago, decades ago. she said because we used to go in and argue and then walk out and have a beer together. it is so divisive. republicans are retiring too. it is difficult for those who knew what it used to be like in the more divided and the vitriol and spiteful things said. regarding the fundraising in october democrats had the highest fundraising they've ever had over republicans in decades. republicans have been outspending and out campaigning funds july, august, september we see that trend and we see it historically in mid-term elections. republicans have more voters come out and have a better game when it comes to mid-terms and every 4 to 8 years we see retirements and switches in power whether it's a democrat or republican. >> harris: you are a gifted communicator. it was a mix of the locker room halftime. here are the reasons why we won't lose and a reminder that people quit. i want to point to two things. you have people softer on going after manchin today on the hill and three house members running for the exits in 48 hours. >> democrats are completely in disarray. they want to lambaste their own party when they have control of the white house, senate and house. democrats are throwing each other under the bus. what else are they trying to do? minority leader mitch mcconnell for the republicans has already said we'll take him for republicans. i have been saying this all along. just because of the political flex that you see from manchin right now it doesn't mean he is a republican. when republicans look across the aisle and say he is one of us? no, he doesn't want to be one of them, the democrats. talk to me about the reporting on him perhaps looking down the independent lane. >> he is probably not going to become a republican. he will probably go to the independent lane. >> harris: who does he caucus with? lieberman always caucused with. when you see independents they always have a side. democrat, is that what he will do? >> what does it mean anymore? if he didn't agree with the build back better bill does it matter who he caucuses with? he goes issue to issue in these situations and again his reasoning here was so pragmatic. we have inflation at a 40 year high. to flood the system with that it will make inflation
