accused of killing four students and wounding several other people at the michigan high school this week are now facing serious charges, criminal charges themselves. a law enforcement has been unable to locate the couple, authorities launched a manhunt this afternoon. but late this afternoon, the attorney said they are returning to the area for arraignment. correspondent steve harrigan has details tonight from oxford michigan. good evening. >> good evening, bret, the parents are facing charges of involuntary manslaughter and there is real uncertainty about what they are up to you according to local law enforcement they have fled the scene and being pursued by the fbi and u.s. marshals. if the attorney says they simply feared for their own safety and left but the attorney said they will be coming back. the sheriff blame the failure to keep tabs on the parents on poor communications with the prosecutor's office. >> we didn't learn of the charges until we were called by the news media this morning. we would have liked to maybe have done some other things last night. >> some disturbing details learned about the 15-year-old suspected shooter, the first alarm came one day before the shooting that's when the teacher noticed him searching for ammunition online during class. the second alarm much bigger, the day of the shooting when the teacher found a drawing the 15-year-old had made a drawing that showed someone being shot with a semiautomatic handgun and the troubling caption read "the thoughts won't stop. help me." the meeting was called to come of the parent of the suspected shooter and school administration officials, the decision was made at the meetinw the sophomore to return to class. two hours later, he came out of the bathroom without his backpack with the handgun and he began methodically firing, shooting 11 people at point-blank range killing four of them. during the meeting, nobody asked did he have a weapon and his parents did not volunteer anything about the gun they had bought him for christmas. if the mother when the news of the school shooting became public texted her son ethan, don't do it. several points the prosecutor expressed frustration if this was a tragedy, it could have been prevented. >> the fact of this case are so egregious. reading the document and looking at it, reading the words "help me" with a gun, blood everywhere, it doesn't just have impacted me as as a prosecutor and mother. the notion that the parent could read those words and also know that their son had access to a deadly weapon that they gave him his unconscionable and i think it's criminal. it is criminal. speak of the prosecutor said the investigation will continue and she hasn't ruled out charging school officials with criminal negligence. bret. >> bret: steve harrigan, live in michigan, thank you. president biden says he's putting together a set of comprehensive and if she begins to make it difficult for russia to move against ukraine. the top u.s. military officers in the meantime say the country has a lot of concern over russian troop activity near the ukrainian border. are those two countries one step closer to all-out war and what would the u.s. do about it if so? you're a department correspondent benjamin hall. >> russian troops are gathering at the ukrainian border. putting the number at 115,000. the u.s. is warning europe to brace for an invasion. the general saying today that there's enough out there now to cause a lot of concern. on the diplomatic front, yesterday's meeting between secretary and the foreign minister let them know. >> we had a very direct and candid nonpolitical exchange of views, it was serious. >> president biden insists he's putting in place everything he can to discourage the russians. >> most comprehensive and meaningful sets of initiatives to make it very, very difficult for mr. putin. it's because there's one thing he hasn't done, reimpose sanctions of the pipeline. sanctions president trump put in place. >> i don't know how it's in the national security interest of the united states to allow putin to complete his pipeline and russia making europe dependent on russian oil and gas. >> the pipeline would strangle ukraine cutting off billions of dollars in revenue. they said that's pushing for a vote to reintroduce sanctions before they pass the national fence authorization act. it's emerged at least ten senior democrats including majority leader chuck schumer and connecticut richard blumenthal have accepted the maximum campaign contributions from a north stream lobbyist who is being paid aids and a half million dollars for the pipeline ukrainians are preparing for war and they said today the most likely time for a russian invasion would be the end of january. of many other people in the u.s. fear it could come a lot sooner than that. bret. >> bret: benjamin hall, state department, thank you. >> the united states and our allies and partners are deeply concerned by evidence that russia has made plans for moves against ukraine despite uncertainty about intentions and timing, we must and will prepare for all contingencies while working to see that russia reverses course. >> bret: secretary of state there about the russia massing of troops along ukraine's border. talk about the defense farm here, joining me fox news sunday anchor chris wallace and national security correspondent jennifer griffin. although this forum seems to happen with events happening around the world, this one really urgent it seems talking to military leaders about what russia is doing. >> the senior defense officials i've spoken to do point to what's happening on the border with ukraine and there is a qualitative difference in the type of troops and the type of weaponry they are seeing from vladimir putin and the russian troops that are there. remember, this is the second time he's done this last spring he had about 100,000 troops on the border and he backed off. those i spoke to said it's not clear that vladimir putin had made the decision to cross the border into your crane in your seeing the flurry of activity and it happens with the backdrop, ronald reagan talked about peace through strength. of right now, the u.s. military and the white house is trying to get some degree of deterrence deter vladimir putin. but what leverage do they have at this point? >> bret: you mentioned at this time and with this place, with air force one behind us, referencing ronald reagan's combat. this is from march 1983 where he's talking about the soviet union. >> your discussions of the nuclear freeze proposals i urge you to be where the temptation of pride, the temptation of declaring yourselves above it all, labeling both sides equally at fault. to ignore the facts of history and the aggressive impulses of an evil empire it is simply call the arms race a giant misunderstanding, and thereby remove yourself from the struggle between right and wrong about good and evil. >> bret: talking about the evil empire they are, and when you look at what is said to come it's much more nuanced about dealing with russia and china. >> absolutely, i was there that day in orlando, florida, speaking to the evangelicals. he said russia was the focus of evil in the modern world and the evil empire. talk about drawing bright red lines between the u.s. and russia. i was thinking of exactly that line, peace through strength, because what made ronald reagan standing up to russia writable was the thought that he would do whatever it took to propel russia as i was listening to antony blinken there. he spoke with all the passion of somebody reading a telephone book. we are not going to go to war with russia, even if they invade ukraine, they're not a member of nato, article five does not apply in the attack of one or all. but you have to put that in the back of his mind to come and maybe it would happen and instead the e.u. and the u.s. are talking about the economic sanctions, political sanctions, putin made it clear back in 2014 when he invaded crimea, that's not going to stop them. >> bret: when you add to that, the unification, the efforts between china and russia together, almost standing up to the u.s. >> imagined the, bret, you had a deal between president xi and putin each would move on taiwan and ukraine simultaneously and what with the u.s. military do? to follow up what chris said, i think with the u.s. is trying to do and you heard general mark milley today tried to use mark milley as the one to say don't underestimate us, because we pull out of afghanistan, don't think we will use all options on the table. what they haven't done then what they need to do is that they need to move into what's known as the nuclear option in terms of sanctions. take them out of the swiss banking system, cut them off from financing in the secondary market. of sanction the oligarchs, putin's cronies. the question is with the message delivered by antony blinken? >> we've gotten mixed messages from biden himself and the white house. what we need is some real clarity. it if the chinese take taiwan, they will essentially control the economy of japan, south korea, partially australi, they will control about 50% of the world's gdp and 40% of the world's trade. that is something united states cannot live with. >> bret: year in the briefs and do you think it's getting closer? >> it's absolutely getting closer and the chinese are developing the capability to take taiwan militarily. i think they would prefer not to have to do that were taiwan will just could be truly but president xi has been clear. they are going to reunify which is forcibly taking taiwan. what's our response going to be a come of the japanese response going to be, we need the same clarity we heard from president reagan that the chinese communist party's an evil entity that's oppressing its own people and seeks to export the oppression around the world. it then america will make a stand. >> bret: as far as a timeline, does capitol hill -- >> they have the olympics coming out. i dubbed the olympics and called for a full boycott of the olympics, that will be a massive propaganda platform for them. we need to remind folks that putin invaded the ukraine just two months after the sochi olympics in 2014. that will be a big piece for the chinese. a president xi will get reelected in their chinese communist party next summer and between summer and when they knw president biden's out of office will be a very dangerous window they may make a big move big move. it's me. it's me when you mention putin on the current situation with russia along the border with ukraine, it seems like it's getting more aggressive by the day. >> it is, it's alarming, bret. they have over 100,000 soldiers massed on ukraine's border. in bret at this point it's not a matter of if, but one. how far does putin go? >> they tell us that policy matters, the one that's coming out of federal government are having a bad effect on the economy. on the one hand, you've got all these people who are not going back to work because they are still getting transfer payments from the government whether that is the extended child tax credit, whether it is parental assistance, on the other hand you've got businesses for the last ten months of the administration has been been hit with a flood of taxes and actual taxes that democrats are offering. if they are pulling back. we will need some big changes to get the economy moving again. >> bret: harold? >> first of all, thanks for having me on and happy friday. at six new jobs have been created since joe biden has been president. you look at the 210,000 job number, kimberly would agree it's the largest labor participation that we've had in some time. maybe since covid has affected us. we would love a bigger number but i think if you look at how the market responded today, the trading market, there is a belief that the fed will maybe accelerate its tapering efforts -- tapering indices suggesting that the economy is stronger than we think and inflation is higher. the early part of the show, bret, where you are, the fact that we're up competing with china, text, human rights, those are the things i think that are in the back of the minds of so many americans and if i can say one last thing, if we want to do our part as everyday americans and ensure the economy remains open and schools remain open, those of us were healthy enough to get vaccinated and have no religious exceptions to the virus, we should get vaccinated. the best thing for china would be for us to stop working again, for us to close down the economy, to close down the schools and impair our ability to compete. >> bret: we are closing down some jobs, molly, because there are some people who do not want to take the vaccine and they are standing up to the mandates, one way or another. that's affecting some different areas of the economy. and take listen to this. >> we saw a group of republicans just tried to shut the government down because they do not think people should have to get vaccinated or get tested. that's bananas and crazy. what we are working to do right now is implement these mandates which are vaccinate or test, either option very reasonable for businesses around the country. >> we still have certain god-given constitutional rights. despite all our efforts and educating people to encourage them to get the vaccine, 20, 30% of americans are not going to do it. certainly not as it gets shoved down their throat. >> bret: you can see the pushback, molly. >> remembering that joe biden said that his case are being elected was that he would shutdown the virus. we have experienced more deaths from coronavirus under president biden up than under president trump and that's with president trump providing a vaccine. it's an unbelievable failure on the part of joe biden that he claims he had some great plan for solving everything and it turned out he didn't really have a plan and he keeps on just coming up with new measures that do not really work or new ways of forcing things that do not work. it makes people lose even more trust than they had in the federal policies that were ostensibly supposed to take care of this. the fact of the matter is the vaccine has been widely available to everybody who wants it for some period of time. there is resistance to doing it, but that does not explain why there's all these other policy failures that the biden administration's overseeing. they cannot blame the people for their own policy failures or their own inability to take the boot off the neck of the u.s. economy or otherwise keep this economy from coming back. but these job numbers weren't supposed to be that great as they were half a million jobs and to fail to meet that which is becoming a bit of a pattern is very bad timing for a democratic leadership. >> bret: you're seeing some democrats including joe manchin we talk about a lot, having a problem with some of the mandates and trying to deal with that legislatively working with republicans. of "winners and losers," starting with io, winter and then lose? >> my winner is the women's tennis association for its announcement that it is suspending tournaments in china and hong kong in response to censorship of feng shui, who made accusations against chinese communist officials. this is a bold thing to do. >> bret: your loser? >> oh, my loser. my loser is the justice who use the abortion case oral argument this week to score and her colleagues saying that they were acting out of political motivation and questioning the legitimacy of her own body, not a good look for a justice. they should stick to the legal points. >> bret: all right, harold, winner and loser?
