in wisconsin, a sixth victim. and 8-year-old little boy died from his injuries. the community said progressive policies are responsible for releasing a violent offender on the streets. todd: sad to see that little boy's picture. >> reporter: 8-year-old jackson sparks died from his injuries after the vehicle attack sunday at the waukesha christmas parade. the 6 victims being mourned by a shots community after darrell brooks's red is you the barreled through the parade injuring at least 60 people. two police officers who tried to stop brooks said the act was intentional. waukesha judge kevin costello setting bail at $5 million calling it extraordinarily high for an extraordinarily big case. >> the nature of this offense is shocking. i've not seen anything like this in my long career. >> reporter: brooks face lower bail just days before the attack after being arrested for punching his girlfriend in the face, then running her over in a gas station parking lot. bond for that attack set at $1,000. local residents left stunned. >> no reason somebody should be that low with that serious a crime. >> something needs to change. >> i can't believe that was the situation but it was. >> reporter: residents blaming progressive milwaukee da john chisholm who said in 2007 he was aware radical bail reform could lead to increased homicides. at the time he said, an individual put into a treatment program to go out and kill somebody, you bet. guaranteed, it is guaranteed to happen. the sixth intentional homicide charge is expected in days following the child's death. several children strategic petroleum reserve but most of it going to china and india, how does that help us. here to discuss is scott hayes, united refining company chairman, 50 million barrels of oil from the strategic petroleum reserve expected to go to china, india, gas and oil, is that enough? is that going to help people who are feeling it at the pump? >> i don't think so. 50 million barrels is a symbolic gesture. that gets 2.5 to 3 days of domestic supply. he can set the biofuel mandate today at the pump immediately. he can set it at a reasonable level consistent with supply, demand, he could set it at a level within constraints the infrastructure can handle, people notice today they are dragging their feet, they can do that today. that would make a difference at the pump. carley: jennifer granholm yesterday, take a listen. >> how many barrels of oil does the us consume her day? >> i don't have that number in front of me. carley: she didn't know the answer. 20 million barrels of petroleum her day, it would be gone in about 2 and a half days so why are they touting this as a solution, big win when it is like putting a band-aid over a bullet hole? >> what my colleagues said it was a symbolic gesture. it means nothing. it means 0. let's talk about that. us decline producing 13 million barrels a day a year ago and now we are down to 11 million barrels a day. that is a difference of 2 million barrels a day and they are releasing 50,000. give me a break. jillian: why does never go down from 13.5 to 11 million? >> it has to do with where we are pumping our gasoline, our supplies from. one of the big items is we have a 2 million barrel pipeline coming in from alaska. we are only bringing in 400,000 barrels a day and out of 2 million, we are capable of shipping 2 million barrels a day if we fix the problem we have in alaska, canada has 100 years worth of oil. canada, the council general says to me, why are we buying it from russia, from vladimir putin and opec when we have it in north america. doesn't make sense to pay people $80 a barrel and take that - transferred to europe, transfer it to opec, transferred to russia. carley: the president delivered a speech about the rising cost of oil and gas touting the plan to release 50 million barrels and he said his climate policies shouldn't be blamed for higher prices. look what he said about jobs. watch this. >> president biden: our combined actions will not solve the problem of high gas prices overnight but will make a difference, my effort to combat climate change is not raising the price of gas. carley: he went on to say his policies would create jobs because he's talking about green energy jobs. you are concerned about line 5 shutting down which would mean you and everybody work with would lose your job. what is your reaction to his statement yesterday? >> he said it point where he has got to say something, symbolic or not. as we talk about we are losing as my colleague mentioned, we've lost 2 million barrels a day of refining capacity in this country. guess where it is going, india and china who do not refine it and produce it as cleanly as we do in the united states. it is an environmental health issue we should be concerned with, a national security issue, energy security issue. carley: it could because sting jobs and making our planet less green in the process which is a of citizenship, wanting to encourage people to become citizens fully. todd: a south texas republican congressional candidate who became a us citizen when she was 6 years old, joins me to discuss how bad an idea is this if not even deblasio is on board. >> it is a horrible idea. this is i just believe being an american citizen is a privilege, a blessing the only americans should be able to vote in this country. in mexico where i'm from you need a border id and trust be a citizen of mexico to vote. why would it be different here? local elections to me are more important because it impacts us directly. it is a horrible idea and send the wrong message and wants to encourage people to become american citizens. these people will not see the value of it if we allow them to vote. >> away for democrats to pump voter rolls and even if you can't vote in state and national elections this is putting a ton of democrats as you mentioned that the local policies are democrat in nature from here to eternity. >> local elections are just as important in south texas. i got involved in mayor elections and realize the difference between having the wrong mayor in the right person for the job. and how important these local elections are and this decision should only be made by american citizens and we must preserve the value of being an american citizen. it is a true blessing to be an american citizen and only americans should be also to vote in this country from the top to the bottom. todd: you hear so much outrage from the left about voter integrity laws, you being in texas, you are well familiar with these but where is the outrage over the fact that actual citizens of these cities many of whom are black and latino themselves will have their votes diluted by these kinds of actions? >> exactly. yesterday, i asked in south texas about this incident, everyone disagrees, they believe only american citizens should be able to vote even at the local level. not one person, 90% hispanic, the people i spoke with disagreed, only american citizens should be able to vote at the local level. this is something -- todd: you mentioned doing it the right way but look where we are in my society between this, where is the incentive for people to do it the right way, the incentive is the opposite way. do it the wrong way and there are no consequences. >> there is no consequences. unlike the democrat party i am focused on the legal process. the democrat party is focused on the illegal process. they don't want to fix this problem. i do. we do. the republican party is focused on the legal process. we want to encourage people to come here the legal way. don't have to go to this horrible journey putting your life at risk and having to pay criminal organizations at the southern border thousands of dollars. we want you to do it the right where you don't have to do this. todd: there is one thing i learned on my diner trips across the country specifically when i spoke to people who did it the right way they are the most upset by what they see happening on the borders and that is during the trump administration. imagine how those people feel during the biden administration the administration has been encouraging, first they tried to deny it was a high-class problem and now they say it will receive later this year. they better hope so because this is something every american common parlance in 2021, but they are historical. how vital is it to take a public stand like this and not back down in the face of the local mob when it comes to history? >> my boss is not a guy who backs down easily. this is an attempt to ruin things for other people. a lot of people love the journal's editorial. we have two, one quoting a contemporary at the time, and the other written in 1961 by the editorial page editor and a lot of people love it and politically correct police have come for it now because the language in the pilgrims reminiscence of that day. it is important to take little steps like this because it is not a joke. the end result is if there is something nice and traditional you are going to have a lot of people come and try to ruin it. carley: when something is bucket it doesn't do anything for oil prices. so, he says americans rest easy. americans say why don't you show me something that actually is going to do something about gas prices. and there is nothing. there is nothing in the plan. it's all window dressing and words, which is why people don't believe it. todd: not only has this administration done things over the last 10 months that have really set our country back, that's opinion. facts here now he sort of ignored all of his promises including the one that was oh middle class won't pay higher taxes. inflation could not be more of a beings to an the middle class if tried. is the white house -- do you have any confidence that anything that they are doing is going to bring down inflation. >> the problem is they keep saying they want to see prices go down but they are spending all their time and energy pushing policies that will bring prices back up. the spending, folks, cash in the goonomy when ing to make that problem worse. they are talking about $4 trillion more in spending. not 1.75. much closer to 4. they are not paying for it, of course, they are not being honest about it. people can see that biden has a credibility problem. i wrote about this fox news this morning. he has a credibility problem. that's you his biggest problem with the economy. he says things what's going to happen, nobody believes him. that's a recipe for higher inflation which you lose credibility. carley: absolutely. i noticed during a speech he said that unemployment rate was 1% when he took office. i think it was close to 6. >> 6.3. >> i don't know where he got that number. carley: was he president during the great depression? we were just talking about gas price. he, once again, said yesterday that the reason gas prices are so high right now is because opec isn't producing enough oil. and he makes no mention of the fact that under president trump we were energy independent. we didn't need to rely on other countries for our oil and gas. >> we were the swing producer. we set the price on world markets because we were producing so much. we backed off, it's so interesting the president has handed power to opec and russia. he claims to be someone who wants to fight climate change. wants to fight fossil fuels. he has given all the power to countries that are dependent on those fuels. carley: yeah. and
