out. lucas: democrats hoped to pass both bills together to satisfy progressive and moderate wings of the party but divorced when infrastructure passed. moderates are worried of price tag of special spending bill. senators joe manchin, kristen - kristen sinema will be the deciding vote. one of the president's top advisers sounded hopeful. >> senator manchin has been a partner. he's a lot more conservative and everybody sees that but he's been a willing partner to come to the table with constructive dialogue and we are confident in where we will go with bipartisan, build back better framework. lucas: unlikely that democrats going to get 13 votes from republicans like they did on the house friday night in the infrastructure bill passed over the massive social spending plan. mike. the neck with the needle that caused him to pass out. meanwhile the concert star traction is speaking out about the deadly event. garrett in houston. hello, garrett. reporter: hey, mike, police say that that incident with the security why is why narcotics division is involved in the investigation. it's really important to stress that at this points the just too early to say whether or not that played in the role in stampede that ultimately killed 8 people. we have heard from dozens of folks who were there at the concert who didn't have a needle stabbed into them or anything and said that they felt like they were going to die because just how hard it was to breathe with that huge crowd pressing forward towards the stage. the youngest of the victims were 14 and 16 years old and the others early to mid 0's. of the 13 people still in the hospital last night. 5 of them are under 18 as well. that kind of youth has made this tragedy all the more devastating. >> this is an artist that we know has a following amongst young people in particular young people with bright futures. those were the people that were at the event, had a good time and no one -- no parent, no friend, no siblings should see their loved one off to a concert by a world-renown artist and not be able to expect them to come home safely. >> travis scott who organized the festival was on stage when the mass casualty incident posted video to instagram last night saying he had no idea just how bad things were out in the crowd. >> sending out prayers to the ones that was lost last night. we are actually working right now to identify the families so that we can help assist them through the tough time. reporter: and video that folks shot during the concert showed scott stopping the show on several occasions to try and get people help when he saw that they needed it but one of the big questions is why didn't officials stop the show sooner since it was about 30 minutes after they declared that to be with you. mike: since you represent houston, my con colleenses, what you are you learning about the devastating stampede? >> please allow me to speak for, i think, the majority of americans when i say that we all have people who have died, their families, their friends are in our prayers. mr. emanuel, i'm saddened by what has happened. i have been a part of a stampede in a concert, i got caught in a stampede and it's very frightening. you literally can lose your life. my hope is that we will get a full investigation. i was present with the mayor and county judge and they are good people that want to find out it what happened and i join them in this quest and showing sympathy for the person who have lost lives. mike: thank you, sir. house democrats passed the bill, six of fellow progressives voted no. bowman and alexandria ocasio-cortez and rashida tlaib of michigan. were they wrong to vote no? >> i don't want you to think that i'm trying to assume any questions. i will say this, this is what compromising looks like. i have people that i encounter quite regularly who tell me that we need to compromise. well, compromise is give and take. compromise is having some people who don't see things the way i see them and i think that moving in the right direction, i think we will get this done. just remember this. the voting rights act of 1965 took six months to passed and that was after bloody sunday. that was after john lewis was on the bridge and beaten. the fair housing act, it took 2 years to pass and that was after the death of dr. more tin luther king. the affordable care act took nine months to pass and this bill has only been filed 41 days. it may take us a little longer than i would like but we will get it passed and it will do a lot of good. mike: so on the social spending a page, you have 13 republicans to vote with you guys on infrastructure. it seems unlikely that they would go along on this other spending package so it's likely the democrats will have to get the votes themselves. you're confident that you'll get it done? >> i'm confident, mr. emanuel that we will get it done and it won't be the first time that great legislation has been passed by one party. was in congress when we passed the affordable act. it benefits all of the persons in the country. i'm a united states congressman and working for everybody in the country. i believe it is going to benefit everybody in the country one way or another. mike: as we loo back at this week's election 2021. here are familiar analyzing what went down. >> i think that the results show the limits of trying to run a fully 100% super moderated campaign that does not excite speak to or energize the progressive base. >> it's just stupid wokeness. it's just really suppressive effect all across the country. some of the people need to go to the detox center or something. mike: woke detox, your thoughts congressman? congressman: we all have opinions and they ought to be respected. that's the greatness of this country. freedom of speech. i happened to believe that this wokeness as it is called has a lot to do with things that have happened to me personally and things that i've seen happened in my part of my history. there are things that we have to interrupt and we cannot allow sleepness to prevent us from dealing with the issues associated with what we call woke, being aware of the social ills. but while there's a sleep culture, there is a culture that also wants to take people away from that place and get us all in the same page and let's make america the great country, the constitution and the declaration of independ. ence. mike: my condolences. thank you very much. >> thank you, mr. emanuel. thank you. mike: i'm joined by california congresswoman member of house transportation and infrastructure committee michelle steel, congresswoman, welcome. congresswoman: thank you very much for inviting me today. mike: democrats got one major bill across, infrastructure with at least some bipartisan support. now they have to figure out how to pass a partisan massive socialist spending package, do they get that done? congresswoman: you know what, i hope not because this $1.2 trillion, this one you'll have to increase taxes and you'll have to really raise taxes and looking at revenues and spending because this is going to go to $256 billion that go to debt. i have my grandson and granddaughter on the way and i don't want my kids and my grandkids to pay for it because this is not what we are doing, congressional budget is saying so we have to look at the budget side, the revenue side and you know what how much you're paying for the gas, california and san francisco we pay 8.49 per gallon. this is not just -- >> mike: wow. >> we really have to look at the revenue and stop creating taxes and stop increasing taxes. revenue is not there. mike: 13 republicans voted for the infrastructure package. do you they they were wrong? congresswoman: i think they are wrong because they are not looking at this infrastructure. only 20% goes to traditional infrastructure and you know what, if you put all of the increases, right now how much is inflation in taxes, we are already paying taxes and i think we have to stop this and i hope we are going to be united and we are not voting for socialist spending bills because that's going to put another $80 billion for irs and you're going after every account, bank account that you have. we really have to stop at certain point, means that we should not pass socialist spending bill. mike: to the supply chain, toy manufacturers are reporting 6 to 8-week delay to many products due to chip shortages and 71% of voters have noticed product out of stock in the past month. how would your bipartisan proposal help address this problem? congresswoman: supplied chain task force because we really have to move to ship. they can unload and they can just leave. right now about 140 ship, cargo ships are out there and they are not delivering for christmas gifts. they're not delivering supplies so we really have to stop this. i use this bill to move effectively and at the same time is liberal policy that, you know, that stopped all of the track coming in. 17,000 truckers coming in on all the ports and half of them cannot come in because of liberal policy we call truckers cannot come into california. so we really have to stop this liberal policy. we just saw that common sense leaders just voted and elected in virginia means that all the lawmakers have to think about what's best for our united states citizens, not for themselves try to give up. mike: there's also the issue of inflation from september 2020 to september 2021 car and truck rental prices are up nearly 43%, gas is up 1.30 on average, sounds like a whole lot more in the san francisco bay area. hotel is up nearly 20%, pork, seek and rib more than 14%, whole milk up 2% and eggs up 12.6%. what are you hearing from constituents about inflation concerns and what can be done? congresswoman: people are so much concerned about it. this is going to be the most expensive thanksgiving in history in the united states -- in the united states of america. we really have to think about that. you know what, let's just stop this awful, awful spending and we should really think about the revenue size and new spending accordingly. inflation -- it shouldn't happen. your salary doesn't go up more than, what, maybe only 2% growth. inflation is 6.5%, you are paying 4.5% more than what you used to pay so we really have to stop and people are complaining about that when they go to the market. >> small american brands ranging from oreos to triden all costing more. is any any way for lawmakers to bend the inflation curve? >> you know what, they are spending way too much. if inflation is going to go up, that's why we try to stop on our side when we looking at the revenue and, you know, as long as they are passing this infrastructure -- infrastructure was only 20% out of $1.2 trillion. do you know how many zeros, we have to stop spending, that will make stop inflation but at this point the infrastructure bill just has -- and socialist spending bills i heard that it's coming up on november 15th when we go back and cannot believe it. all these programs start, guess what, it's not 1.75 socialist spending trillions dollars it's going to be over $4 trillion, that's going to add another national debt. we really have to stop this. >> a lot of concerns that once you authorize the possibilities. struck and killed by a stray bullet during gun battle saturday afternoon in a california highway. at least two cars were firing back and forth in a northbound lanes in heavy traffic on the i-80 freeway in oakland, california. that's when one of the bullets hit a third car in the southbound lane. the shot hit the toddler napping in his car seat. police are searching for any information that will lead to the gunman. the mayor of portland oregon is asking for additional $5 million to invest in law enforcement, big change of heart. this comes as the western city sees a shocking rise in murder and other violent crimes. christina coleman spoke with portland economies chief about what his department needs, hello, christina. christina: portland is dealing with a public safety crisis since the defund the police movement. the homicide rate is at all-time high. police staffing a record low and officer morale is done. look at the dire situation by the numbers. since last year, more than $26 million has been cut from portland's police budget, 84 sworn positions have been eliminated and at least 160 officers have left the department since last july citing low morale and burnout and portland pd authorized 916 officers but they only have 788 on staff and all of this is taking a major toll emotionally on the officers. >> morale is down. i don't think there's anybody here that would deny that it is really a tough time to be a police officer in the city of portland. christina: portland's mayor is urging city leaders to approve $5 million for the police department although the police chief says 11 million would be ideal to accommodate the city's public safety needs. right now the city is dealing with all-time high and deadly violence. so far this year, portland has had a record number of 72 homicides topping previous full year record of 66 back in 97, gun violence is up in portland since the defund the police movement. police sergeant kevin allen tells me they have fewer resources to deal with it. >> the -- we are seeing more guns being carried because we don't have a team of officers that are focusing on gun violence and trying to interdict gun violence before it happened. that was one of the things that we lost with the defunding that happened last year, is our gun violence reduction team that worked on that. i think people were more empowered to carry. christina: and again portland isn't the only city with a critical shortage in officers right now. police departments in minneapolis, seattle and austin are all dealing with the severe shortage too, mike. mike: important context. christina coleman, thanks very much. ♪ ♪ >> mike: federal appeals court has temporarily halted the biden's administration vaccine requirement for businesses with 100 and more workers. the president's vaccine mandates sets january 4th deadline for companies and threatens thousands of dollars in fines for defying businesses. alexandria hoff live in washington with details. hi, alex. >> the ruling comes out of fifth circuit court of appeals with the attorney general calling it a major win for the liberty of job creators but the biden administration does plan to fight back. >> this does give them probably some extra time, it depends on how the courts rule after this. most employers are grateful for that extra time because there's a lot that's involved in operationalizing this. >> so far at least 27 states have filed lawsuits challenging president biden's covid vaccine requirement and on friday kansas democratic governor laura kelly came out against the mandate in a statement she said this, quote, i don't believe this directive is the correct or the most effective solution for canvas, the biden administration is sure that this mandate will eventually be upheld citing past rulings in favor of the requirement. >> i'm quite confident that when this finally gets fully adjudicated not just a temporary order the validity of this requirement will be upheld. >> and if it is u.s. surgeon general provided this today. >> dr. murphy, if the law survives legal challenges, would the administration be extending the mandate to smaller employers with fewer than 100 employers -- employees? >> certainly nothing is off the table at this moment. >> nothing is off the table just yet. the biden administration has until tomorrow to formally respond to the to the ruling. mike: thank you very much. president biden's called compensation for migrants adding yet another incentive for them to head to our border. we will act former acting security secretary chad wolf next. ♪ ♪ ♪ ♪ ♪ ♪ ♪ mike: live look at southern border from the talented flight fox team as thousands more migrants make their way to the tex-mex border in a caravan walking north through mexico. steve harrigan live in del rio with the latest. hi, steve. steve: hey, mike, we are going to break away for a second and show you video. we actually see people coming right on shore right now behind us. we see parents carrying their children here. they are crossing over from the mexico side. that man has a child on his shoulders. behind him a mother carrying a baby. you can see really the crossings are in action now. the debate over payments has gone on now for several days. will the b administration be paying out to families who crossed over illegally from the u.s. and then were separated at the border under the trump administration. some immigration officials say that any payment is wrong. >> you don't pay someone who broke the laws. let's understand these migrants were separated because they broke the law. they entered the country illegally which is a crime. >> mike, we are going the walk up and give you a closer look at what we are seeing here to give you a taste of it. a lot of people that we have been talking to are from venezuela, some from cuba as well. the water is pretty high in the rio grande at this point. that's about waist deep and pretty strong current. we see people come over with life vests and some people with ropes but here we have someone on their own trying to keep the clothes dry and basically what we see happen here is they come to the shore and then they change in to dry clothes and they are often met by texas state officials, texas state patrol and they are processed in one day. a lot of them say they have relatives in different states who they will meet. we have seen a little of middlemen trying to accompany the people often for money and in the morning where the water is low it's $700 a pop, later on at this height it's $900 but these people seem to be at this point going it on their own and you can see with bags and with children it is -- it is a tough and sometimes treacherous half hour walk across this river, mike, back to you. mike: the current looks like it's moving. steve, i'm wondering talking with folks there at the border, the border officials who have been going through this crisis day after day, month after month and now we are in november, have you had a chance to talk to some of those border officials and what's morale like dealing with this ongoing crisis that may be getting worse? steve: i think the texas border officials here especially in the daytime are in a very tough position. their job is to protect the border and to keep people out. we see this woman who is actually struggling here against the current. she's calling out for help to a young man who is down in shorts and he's rushing to try to give her a hand. the bank here is pretty steep. the bank here is pretty steep so he's going to try and pull her up. so the border officials are in a tough position. they are often seeing people like this woman struggle and on a human level they want to help and on a professional level they have to do their job and they are in a difficult position especially when it comes to mothers and different case with young men and with people trespassing and with people coming over at night. it's a different case and the rates are stopping criminal enterprises and stopping people carrying drugs and trafficking people. so it's really two different battles. on the one hand you have a lot of families who are often struggling and on the other hand you have criminals that are bringing drugs to the u.s. mike: steve harrigan, very compelling visuals in del rio, texas as you see folksssing over the rio grande river, some for some of them a struggle to get across the river. steve, thank you for the compelling story and keep up the great work, my friend. >> thanks, mike. mike: more details on the ongoing crisis let's turn to our guest, acting homeland security secretary chad wolf. chad wolf, your reaction of what we are seeing at the southern border, is the problem getting even worse? >> well, it's clearly getting worse. you have to lack at the numbers month after month. you see the number of illegal apprehensions continue to soar and rise. it's a direct result of the policies of this administration. when they exempt family members and they exempt the minors from title 42, they close down their remain in mexico program and the asylum cooperative agreement and everything that was in place to keep this border under control and in an orderly process and they carry it all down it's direct result of the images that you're seeing today and the mass illegal migration that we see. it's because of policies that are set in place. when you tell individuals in groups that if you make it across the border, if you wait through the river and you make it to the border, you will be released into american community within days, maybe hours. guess what, you will continue to see historic numbers come across. and so the biden administration doesn't seem to care about the journey, the dangerous journey that they make through mexico or cross that river and the type of repercussions that occur to these folks. again, they just continue to welcome them into the country and i think that's the wrong approach when you're talking about illegal behavior and you're talking about enforcing the rule of law. mike: we are showing our audience live images of del rio, texas where it appears family are come ago shore right now being aided by a young man. chad, what can the biden administration do right now to correct the crisis at the border? chad: well, there's a whole host of things that they have within their power to do. that family that's coming across has been told by mexican cartel or smuggler or human trafficker that you basically have 80, 90% chance of staying into the united states to stay as a family whether you qualify for asylum or not. you get to remain in the united states. it's the failed catch and release policy that we saw 5 years ago under the obama administration. it's back today. and it's causing record and historic numbers. we gave them a playbook, mike, at the end of the administration, a variety of options to choose from to keep this process under control, to keep the numbers under control so that the border control can actually process them and can actually interview them, can actually understand who is coming across so that we don't let national security or public safety threats into the country. they can't do that today when you have too many people coming across, they can't even issue a notice to appear. so i would encourage them to go back and number of different initiatives that they can do to get the border under control today. mike: i want to play for you a clip of my colleague date punt and i will get you to react. >> you said last week that this report about migrant families at the border getting payments was garbage. >> no, i didn't say that. you said, everybody coming across the border is $450,000. here is the thing. the outrageous behavior in the last administration, you coming across the border, whether legal or illegally and you lost your child, you lost your child, he's gone, you deserve some kind of compensation no matter what the circumstance is. what that will be, i have no idea. i have no idea. >> pretty angry response from the president. chad, your thoughts? chad: every time the president, biden talks about the issue he gets the facts wrong. i don't think that's a surprise to anyone. none of the children have been forever lost as he indicates. the vast majority of americans who were returned to their home countries because, again, the individuals crossed the border illegally, they broke the law, in many cases they went before an immigration judge and they were ordered to move back to hair home country, almost all of them got a chance to bring child to their own country and we have to bring the parents back to the u.s. at taxpayer expense and leave them here on the u.s. on parole and have them stay here indefinitely and on top of that pay them $450,000 per individual. it's absurd. it's absurd that the biden administration should be challenging this in court instead of trying to enter into negotiations with them on a dollar amount. they broke the law. they should not get rewarded for that. it's going to encourage more illegal behavior on that border if this goes through and it's patently unfair. i think it's important to remember that individuals that choose to break the law every day in the united states when they get sent to prison or jail, they are separated from their child and their family. i don't know that the biden administration is talking about paying those individuals, u.s. citizens the same dollar amount that they are contemplating paying foreign nationals. this is the craziest notion that i think i could ever think of and the vast majority of americans can think of. >> we are showing our audience what appears to be a family at the border after crossing the rio grande river after digging through possessions i guess trying to find dry clothing to put on. when you talk about opening taxpayer checkbook for i leg -- illegal migrants, what do you do for the american children? >> the crisis that we have been under now 9, 10 months and the impact in the community and everywhere in the united states, it's not just el paso and mcallen and places in texas, but it's the illegal narcotics, it's the human trafficking and migrants going to places all across the country. i don't know that the biden administration is really talking about how do they help americans and american communities deal with the crisis that they self-inflicted on americans today. instead what they are talking about, instead of helping americans and instead of putting americans first in their policy thought they are trying to decide how do we reward foreign nationals for breaking the law. it's completely backwards. it should never occur. they should go into court and fight this and it's not defensible at the end of the day and, again, they need to step up to the plate, they need to stop talking to the aclu about how we pay individuals for breaking the law. most americans think that this is absurd and they need to -- they need to do the right thing. the economy and education and pushing back on defunding the police likely to be part of the republican 2022 midterm playbook? james: well, i would think so, i think that people have spoken clearly in a lot of jurisdictions including places like virginia that went for biden by 10 minutes in 2020. now saying they don't want their children taught to hate themselves and each other. they think parents ought to have a say and obviously economics is important everywhere and people notice gasoline prices everywhere. mike: john, it isn't critical race theory and plenty of parent dissatisfaction with the way children educated their children during the lockdown. your thoughts on some of these issues in midterms? >> i think glenn youngkin did exactly what a politician should do. terry mcauliffe had a bad statement and he capitalized and he spoke to parents who were very concerned about how they send their kids back to back and when they send them back, are they going to be safe and how do they get back to work if kids aren't back in school without adequate child care and democrats need to do something to address the concerns of parents but i also think if democrats had done more in congress to pass an infrastructure bill and the china competitiveness bill, it would have been easier for terry mcauliffe to campaign on the issues that he wanted to talk about. mike: interesting. some folks on another channel seemed to freak out, let's play out. >> trump flagrant racism and wrapped it in education and given it a life label. >> education which is code for white parents don't like the idea of teaching about race. >> this is about the facts that a good chunk of voters out there are okay with white supremacy. let's call a thing a thing. mike: james, was the virginia governor's race all about white supremacy and racism? >> no, this is a lot of nasty delusional commentary. you might have hoped that tuesday reality check would sink in with people in our industry. i guess not so much. what you're seeing is a lot of biden voters' parents saying enough. we want another direction and i would add to this that now on the table in dc i'm hoping that jonathan's old boss, joe manchin would be able to stop the big plan part of which in the reconciliation bill is a huge new federal role in primary and preschool education in child care, so for all the parents who are fed up with what the public education system is doing and teaching their kids, this is -- this is another big expansion coming in. i hope it can be stopped. mike: jonathan, is the far left in a bubble? is it possible richmond, virginia is a lot more moderate than the manhattan cocktail party scene? >> absolutely. but i think democrats should look to manhattan and eric adams to run as a democrat and more should be looking at him in manhattan than anywhere else. i don't think defund the police is a position that most democrats take. i think it was a rally in cry for some in the progressive community after the horrible murder of george floyd, but i do think that eric adams is taking the right approach. he's talking about adding more transparency, adding more mental health advocates and that's how democrats should be talking about it. i hope that a lot of democrats look to my hometown of new york city as to how to run a good campaign. mike: interesting, gentlemen, we are up against the clock. 30 seconds left. your thoughts on the social spending package, james, do you they get done? james: i would say i hope not. i think the last thing we need right now is more spending. it doesn't directly create inflation but indirectly does because what this spending binge in the last few years has been enabled by money printing at the federal reserve and that's got to stop. mike: jonathan, prediction? >> it gets but mid to late december so get ready to be covering this around christmas. $1.9 trillion. mike: you heard it here, folks. let's mark the tape. gentlemen, thanks very much. >> thanks, mike. mike: we will go back to steve harrigan at the rio grande river where migrants are currently crossing that next. mike: a few moments ago we showed you compelling real-life drama there in del rio, texas along the rio grande river and steve harrigan, our veteran correspondent is there in del rio, texas with the very latest. steve, what are you seeing now? steve: mike, we are watching people cross the shore about couple football fields away trying to determine if they are going to cross or not. a few minutes ago we did have dramatic video with you live on the air. a couple of family groups trying to cross this river and as most of the groups that we have seen, their hands are full. often they are carrying their own belongs and documents and often carrying children and in this case it was a father and a mother and one with a child on his shoulders and another woman carrying a small boy and a time like this when the current is up is a challenging thing. at one point one of the woman, looked like she was in bad shape for a little bit. with the current she called out for a man to help and a man who had changed his clothes. you can see to the right it's changing station on the u.s. people who have crossed through the water, took off the clothes and leave. they are met here at the border by u.s. officials. they are transported and processed and often out in the same day. it's really been family groups that we have been seeing here. often at night it's a different story. it's young men. sometimes they are arrested for trafficking and sometimes they are arrested for
