>> first of all it's not precipitous if you mean speedy look back at these numbers they begin to decline earlier in the year in his favorability rating dropped about eight points during february, march, april, may, june it dropped double digit drop in july, august and september and it's going to continue to go down it's really problematic for the white house and uc and independence there starting to look like republicans and they are democrats let's look at the pull itself overall job approval among democrats was 80% among independents, 32% among republicans 40%, a 49 and between democrats and independents, only a 28 between independents and republicans, covid 87 democrat, 13 republican, same on the economy 82, 32, 342 on foreign policy, 72, 29, taxes 77 approval among democrats, 30 among independents and five among republics, he's only getting 50% approval of his handling of the seven border, 18 among dependency 2% among republicans, the independents a lot more like republicans and that spells big difficulties for the democrats in 2022. paul: how do you explain that movement among independents, the one theory in the case is the problem the president biden, he promised to govern from the middle, he promised to be not as polarizing as donald trump and instead as we saw the infrastructure bill where he signed with the progressives and postponing a vote on the bill he govern from the left is and that your view part of the explanation? >> i think there was a big public backlash that the irs is going to collect data for just about every single americans obviously encumber everybody filing taxes but the irs does not have access to regular bank savings and transactions so the democrats realized the policy was unpopular and they decided they would try to lift the cap that it will cover fewer americans but as you suggested the result of the policy is probably going to include just as many people in a most everybody spends $10000 in the year to any active checking account and that means they are going to be able to see how your bank balance in the listed transactions reported to the irs. paul: what is the argument against this work for? who is opposing it and why? >> there are all kinds of arguments against it in the biggest one is an extraordinary invasion of privacy of the average american. the bigger problem it will not accomplish its stated purpose they claim they want to do this because they want wealthy tax cheats and all this unrealized money coming is the irs but if you look the reality the more affluent people are the more likely they have an accountant who keeps them on the right side of the law and that's one of the reasons the irs litigates these cases they lose because there is not a ton of money there but the reality is most of the improper payments out there are done by average americans for lower income americans wanted the biggest sources within the earned income tax credit, this is a policy that is in fact going to hit squarely on average folks and in modest amount as a common. paul: elaborate on the political calculation, let's face it the irs is not the most popular arm of government and democrats seem to be leaning into this, this isn't the first time they also propose $80 billion in their spending bills to hire an army of new irs auditors and those will be unleashed on all kinds of taxpayers, not just the super rich, do democrats just feel they have no choice that they have to unleash the irs to fill a hole in their budget? >> it is a political calculation, a whole is an understatement. , it's a distraction from the reality everybody in washington understands this, the president is proposing $3.5 trillion in spending let's just go with his original number plus the emperor structure bill all of it going north of $6 trillion plus for new entitlements which everyone understands would become permanent, that is going to have to be paid for long-term, the president has argued that it's going to be paid for only by the wealthiest, that is impossible as joe manchin has been pointed out the past week we had social security and medicare already running out of money, why do we need more entitlements, the implication, eventually the middle-class will be expected to pay for the new programs and they will have to do so the way they do in europe with the value added tax or with a carbon tax which will be collected not by the irs out of payroll taxes. i think the administration has not been honest with the american people and they're trying to deflect interest in people's attention to the irs and the idea that they're only going after the wealthiest this dispute makes it clear that the middle-class is involved big time. paul: earlier this year we had the nonprofit website republican this postclassical nation we don't know where they got it they said they don't know who delivered it to them at the tax information of america's wealthiest and you have the irs and the obama administration denied tax-exempt or delaying it for conservative nonprofits at the irs has access to the bank accounts is it fair to fear that some of that disclosure could happen to a lot more people? saying let's transition to solar and wind and reduce the biden administration doing everything that it can to reduce drilling and oil production in the united states how is that affecting things. >> that's a major part as dan was saying one of the reasons europe is struggling at the moment because over the years they shut down coal and nuclear meeting they shut down all the things that could give them backup at the moment when renewables failed or stuck in a pinch what we see in the united states after the fracking revolution became a major new energy force on the world and providing backup and some of the situations but now the biden administration has decided it will shut down all of the young department of interior and drilling falling and pipeline blockades across the country, oil and gas in the united states pulling back on investment because they see an uncertain political future and as a result you have the united states turning to opec begging him to produce more energy instead of flexing our own natural resources to be a way of relieving this pressure when moments like this happen. paul: it is fascinating to watch jake sullivan saying please arabic countries, please russia please produce more oil in a say in the u.s. please don't produce more oil it is a great this connect and then you have vladimir putin basically tontine europe saying we might be able to increase natural gas supplies but we will do it cautiously because we don't want to encourage too much overproduction. geo strategically this is a big boost for putin and oil-producing states unlike the u.s. >> it seems like the current administration in the united states wants to achieve a global climate consensus and their diplomacy with europe and china all of it is oriented towards helping to accelerate the entire world with carbon emissions and they seem to believe any spikes that we see in energy prices are going to be transitory and the american public at their backs and then there set avenue green economy but in the meantime yet more opportunistic players including vladimir putin ready to step into the breach and fill the global demand that were seen so the struggle will persist for years to come. paul: we also have the great big global climate coming up early next month is this going to be a reality check, the price strike and shortage of fossil fuels? in adequacy of wind power at least for now going to have any impact at all on the global designs? >> i don't think so the european union chief of climate policy says just this past week a troubled experience there senior now the higher energy should not deter europe from proceeding with the transition to renewables, yet they obviously have no clear path of how they can do that with backing up sufficient supplies of electricity. the uk is almost in danger of running out of electricity because of its dependent on renewables, i think it'll be business as usual at the conference in the population of those countries over there that are literally going to pay the price, higher energy prices and shortages of electricity. paul: may be soon coming to the united states, the attorney general merrick garland weighing in on the culture wars putting fbi and federal prosecutors in the middle of local school boards paul: viral videos of tense confrontation between parents and school boards across the country over mask mandates and critical race theory attorney general merrick garland released a memo directing the fbi and u.s. attorneys to meet with leaders to find ways to address the disturbing spike again school administrators, school board members, teachers and staff, the directive comes days after the national school board association wrote to president biden asking the fed to consider a threat at school boards to be equivalent of a form of domestic terrorism and suggesting parents be prosecuted under the patriot act we are back with dan henninger, kim strassel and paige writer will ask, kim why do you think merrick garland did this the school boards are not usually the realm of the justice department. >> i think the biden administration is getting a lot of pressure in terms of organizations like teachers unions that want to be free to do whatever they want in the classroom and all of those pressing for racial equity that want to see racial equity taught in school, that's where it's coming from but is absolutely ridiculous to the extent that the department of justice should ever be engaged in a free-speech issue to protect free speech not to suggest the federal government is going to go after people who are stressing that point of view. >> the justice department issued a statement pushing back against claims that this is any intrusion on free-speech saying only in the terminal behavior has no intention is that target any particular theology if you are apparent in the fbi is nosing around. you have to wonder that could have a chilling effect. >> is not just the fbi attorney general that exceed the national security division, this comes in the context of the school board association memo that can mention the patriot act there is a sense certainly an annex capable sense that parents are being targeted at something much larger than threats towards the school board or local crime issues but rather this is a terrorist attack, i will think they have trouble walking out back giving the context of cayman. paul: what is the proper role for federal versus state and local acts of violence or assault usually prosecuted at the local level, can you recall a federal role like this? >> disorderly conduct that school boards and parents not wearing masks at the school board meeting these are for local cops from the fbi does have a role there involved in things like school shooting, things involving interstate threat or things that they have the competency to address the local police don't have the competency we didn't see any examples that i've seen about level of threat that would warrant fbi. paul: akin to domestic terror is really something, there could be shootings, we don't want anybody disrupting school board meetings certainly not using violence but what we see at these meetings is an awful lot of interruption from parents who feel that they have not had a say, and a lot of the local school board governance, as you know school board governance tends to be dominated by the most intensely interested folks mainly the teachers union is it a mistake politically for the administration to go there? >> i think it is a mistake it's a fascinating political phenomenon we talked here about the teachers unions and these are mostly suburban parents and a lot has been precipitated by curriculum changes trying to inculcate critical race theory in the curriculums teachers are showing up saying what that is set going on, for years the teachers unions in the inner cities and the largest urban schools districts have pushed parents at a participation in the schools as a matter of policy they diminish the parent teachers association and the inner-city, as a result those schools have suffered the unions insist they want to run those on their own now they insist on transferring that model from the inner-city to suburban schools and the parents are showing up where they have long participated in the activity of their schools and the school boards are telling the teachers to go home this is a serious significant confrontation it is not just cultural it's going to be at the quality of the schools in america going forward it is really worth watching. paul: what is this tell you about attorney general merrick garland may be in a political attorney general? >> it's been disappointing and surprising i think everybody was open-minded about him and he will continue what bill barr did to keep the justice department out of politics he is politicizing it turbocharged i'll eight is quite scary. >> still ahead a game changer have been here and it's an amazing drug. paul: when you say barta what you mean by that. >> is a group within hhs that funded operation warp speed they identify new therapies and they invest in them. paul: the problem if you happen to get covid you want to have a good therapy, you want to ask for monoclonal antibodies if you can the president had it, we hear a lot of stories about working, you can't get it necessarily because it's in short supply in the administration is a rationale for that reason this pill would fill the gap and lead to another potential life-saving therapy, could it be that the administration is afraid that if you allow this to be approved it will deter people from being vaccinated in their number one goal is vaccination. >> that's a very reasonable concern we have seen people out here saying i'm not quite get vaccinated because i have regeneron or some therapy that they put a lot of faith in, it is a very fine line, the country does not do nuance during covid we have to send a strong message that vaccinations are the best way to save lives but if people get sick here's an effective therapy we can be honest about the data and the frustrating thing, we have people dying where we know there's an effective pill and a simple five day course reduces way more than regeneron therapy or any other therapy that's ever been studied but we cannot give it to them we need to get our act together to get this out there. paul: what other alternatives you have if you get sick, is it you just hope you don't get a serious case or is there anything else other than the the committee and accusing the social media giant of putting profits before people particularly when it comes to the mental health of teenage girls, the testimony renewing calls from lawmakers on both sides of the aisle to regulate the company and what can congress do all were back with kim strassel. paul: that was a broadside but what really did we learn new from her testimony? >> i'm not sure that we learn all that much this research has shown the impact of facebook on teens for a while if you thought it was good for your teenager to spend hours and hours a day scrolling through instagram you may have learned something but i don't think most people thought that. similarly with the misinformation there has been media complaints about misinformation on facebook and the content that facebook should remove this certainly brings to the four arguments that have been happening but i don't know much new has been done here. paul: how persuasive was her case, the specifics on this it doesn't sound like it was much new but the internal documents that she brought out from facebook while she was there essentially stolen documents that show that facebook itself was well aware of the impact on teenagers. >> right facebook's defense, were doing this research because were interested, any company presents itself to the come under public with a different image, any company wants good publicity so facebook will present itself as a benevolent force and it's not an entirely benevolent force, the research may be more conflicted than say she adjusted, there is clearly a minority of people for people who facebook, and instagram are addictive and very bad for them especially young people but i don't think it is the case for everybody. paul: there is two sets of data that i look at one impact culturally on girls, boys and youngsters, that is one a cultural impact. and then an idea of misinformation and erosion of democracy which gets to polarization and comes close to my view to politician saying somebody else's speech is what i want to regulate, break down the two issues and what can be done. paul: i think that's an important distinction often they get completed. if were talking about the issue of young people in the cultural question in the use of social media and how that affects young girls with body images and et cetera. the answer is not government it is to empower parents to allow them to have more control, more oversight on how their children engage online and there should be pressure exerted by republicans in particular on these companies and i'm not just talking social media but apple and google to be more responsive to parents because they have largely resist to this and they like kids to be addicted to their stuff. free speech is entirely different that's where the threat of government comes up there's an orchestrated campaign on the left to pressure the media to self censor against conservatives or make the case for regulation as another opportunity for government to censor we need to have the discussion about free speech but the arguments that democrats are making the government can make this better there is no indication that the case on either of those two questions. paul: the francis haugen remedy she wanted agency to be set up that certain people would be able to make decisions about facebook algorithms and policies, elaborate on that would you. >> that the popular idea on think tanks and progressives a bureau like the ftc but to the algorithms of the tech companies, i cannot imagine a bigger disaster than having federal bureaucrats regulating speech, that is what facebook is much of the content were talking about is speech to what extent is it a reflection or changing our society. it is some of both but the government trying to reengineer the conversations that people have through social media i don't see how that is supposed to work and it sounds like a power grab for people who want to use
