>> let's not dumb this down for the american public here. what we're talking about is how much the top line investments are, which are all paid for. so it cost zero. no matter what the cost or size of the top line investments are, we have ways to pay for it. >> martha: it's like magic, cardinals. magic. i love this. it will cost americans nothing. that 5.5 trillion, they say 3.5 but it is really 5.5 trillion when you take out the budget gimmicks. that money has to come from somewhere. where it comes from is the american economy. i love it also. she went on to say that those that make less than $400,000 a year will not pay for it. baloney! they have a tax in there on people who smoke cigarettes. that wasn't just limited to people that make more than $400,000 a year. they're going to tax small businesses that are -- they file on the individual tax rates rather than the corporate tax rate. if that small business makes $400,000 a year, they're going to tax it higher. who will pay important that? the small business owner and employees that will get less compensation than they otherwise would get. who pays the corporate tax rate? there's several different people that pay for it. the principal part of it is going to be the workers of the corporations who will get smaller pay increases and smaller benefit packages. it would be the suppliers of the companies that will see the profit margins squeezed, the customers of the companies that will pay higher prices. last time i looked, if you buy something from an american company, it doesn't require you to make more than $400,000 a year to be so affected by nose kind of changes. >> martha: she also suggested that if those companies that pay zero taxes, they're the people we're going after. they're going to be paying this. you know, by last calculation and sandra smith will join us in just a moment here, too, if you taxed to the max the companies that fall into that category that pay zero, you're nowhere near $5.5 trillion. >> nowhere near. why does a company not pay taxes? it's because we have written a tax law that says that if you don't make money or if you have tax credits you can use to shelter income, you can reduce your tax bill. if they don't want those companies -- if you lose money, you still have to pay taxes as if you had a profit, change that law. don't be going around raising the rates. if there's a flaw in the law, fix the flaw. if the idea is that we want a lot of money, what they're trying to do, which is raise the tax rates on inheritances, raise it on profits, raise it on capital gains and investment, that's what they're doing. they're not fix ago problem in the law. they don't pay tax because the law says you have not made money and made a profit that requires you to pay tax. >> martha: i'm going to sandra. i want to squeeze in one more question. she went up to mcconnell. she said the debt ceiling would pay for the trump tax cut. she said, you know, we're asking leader mcconnell to cover what he approved, what he pushed for in terms of legislation with the trump tax cuts. she said that was not paid for. what they did. now we have to pay for it. >> the tax cut was in 2017. we have raised the debt ceiling several times. if her logic that is accurate, that is ridiculous. we're paying for the situation that we find ourselves in today and which we spent a lot of money in february of this year on covid, a lot of money in december on covid a lot of money in march of last year on covid with huge bipartisan majorities. so where they have a plan to spend more money. the democrats can do this by using reconciliation. it's ridiculous for them to claim that the republicans are responsible for their inability and unwillingness to use a tool that they have available to them to pass the debt ceiling increase. >> martha: they don't want to use up the reconciliation? is that the problem? >> no. they have a limit on how many times they can use it. they want more opportunities to pass more spending. >> martha: on the big gorilla. thanks very much. thanks, carl. >> you bet. >> martha: joining me now, sandra smith co-anchor of "america reports." it's magic that we got sandra here in 2 1/2 minutes. you were listening to that news conference and listening to carl and i as you talk about, this it's interesting that president biden will have a meeting with progressives this afternoon. he's really been wedged by this group. they've put him in a difficult position. over the weekend, he said we'll do what you want. we'll treat them as one bill. the infrastructure deal and the the human infrastructure deal. it's interesting he's meeting with them virtually. he was at the hill the other day going to the caucus. for some reason, he's going to keep his distance from the progressives. >> some of the progressives have thrown out there in order to reduce the size of the bill to shorten the life span, we heard from some of the programs that was in the bill. perhaps there's some appetite for that. i don't know. we have larry kudlow on in the 1:00 hour, martha. i asked him where we might see some give, especially when it comes to what joe manchin is looking for. he said manchin's whole take is they can make this bill less expensive with means testing. larry kudlow thinks that that is a favorable route where they can get support for that. i am really struck by listening to jen psaki in the briefing room just a foe moments ago. she took the questions from peter doocy live. being given the opportunity to either double down on this is paid for, this is free messaging that the white house is putting out there or to circle back and say, no, actually, means we'll have to borrow or raise taxes to pay for it. we figured out a way to pay for it. but to continue with this message to the american voter that this is somehow free or this is somehow paid for -- >> martha: you're going to get healthcare, education, college education, 12 weeks time off from work free. it's not going to cost a dime. >> sandra: that's what the american people have to watch here, decide iffer with a capitalistic society or one of socialism. that is really what is at stake here. responsibility versus entitlement. >> martha: means testing is out anymore, this is a more socialist viewpoint like you see in the u.k. or france where they don't want to designate for certain people with need to say, you know, you have need and we want to be a safety net for you. we don't want anyone -- there's no difference. so everyone will get it, even if you make $800,000 a year, you'll get a $8,000 cut on your electric car. >> sandra: as americans, we're compassionate people. we help those that need. it's the able-bodied americans that we need to have working and functioning, contributing members of society. i think one area where we have seen this show up in the polls, where martha, it's showing up in the stock market. a sell-off, a lot of uncertainty over the gridlock not between republicans and democrats but within the democratic party itself, a lot of concern over the price of everything going up. we talked about it ad nauseam. inflation is a real problem for democrats. they enter 2022 and people feel the pain going to the grocery store, buying a new home and a new car, that is a real problem. we've seen it show up in the polls. applying this amount of spending and proving these type of spending bills will only make that problem worse. >> martha: a great point. >> sandra: it's a good retort to it will cost you zero. the prices are going up is because -- we spend $5 trillion on relief from covid. so you flush the market with all of this free money hand that's why people's prices are going up. it's already not cost you zero. it's costing you every time you go to the pump and everywhere else. mitch mcconnell is going to speak. we're going to that. leader mcconnell, as soon that gets underway. thanks very much. great to see you. >> sandra: thank you. >> martha: also, we want to talk about this. the outage of facebook. it's a big deal, instagram and what's app. breaking details on this story. everyones minutes are going down for social media this week. the latest on lieutenant miller in military prison now for standing up to his superiors over the chaotic exit over afghanistan. none of you laid down your rank? when you didn't do it, did anybody say we completely messed this up? potentially all of those people died in vain if we don't have leaders that say we didn't do this well in the end. demand accountability. >> scheller hasn't been formally charged by is being held in the brigg in camp lejeune hand could be charged with conduct unbecoming an officer, contempt toward officials, disobeying a senior office irand failure to obey an order or regulation. a group of republican members of congress has written to the u.s. marine corps commandant demanding that scheller be released from pretrial confinement and a nonprofit organization led by eddy gallagher, the former navy seal, charged in 2018 with war crimes and convicted in 2019 on one charge of posing with a corpse has raised more than $2 million to help scheller. who also, by the way, took to facebook to criticize u.s. political leadership saying among others things, president trump and his family know nothing about sacrifice and calling president obama weak. lieutenant colonel scheller was expected to have a hearing last thursday. it was postponed at the last minute. that hearing now due to take place tomorrow. martha? what have you been told? >> we're told it's a closed hearing. stewart's attorney have been asked to have an open hearing or aleast allow kathy and i to attend. a lot of people say why didn't he just resign? he wrote his resignation letter probably three or four weeks ago. >> first of the month. >> first of september. it was not accepted by the marine corps. we were told that he serves at the pleasure of the president and they'll let him know when he can go. so his legal team has worked all weekend to try and, you know, come to terms with the marine corps for a positive separation agreement. we are hoping tomorrow that that could possibly happen or they will charge him and decide whether or not they want a court martial. >> is he being held in solitary confinement? can you confirm that? if so, why? >> you know, i don't know why. they haven't submitted charges. i guess they think he's a danger to america. he's not a danger to america. he loves america, he loves the marine corps. you know why they put him in jail? to shut him up to keep him quiet. it's no coincidence there were congressional hearings in the senate and the house floor. they put him in jail on monday with hearings on tuesday and wednesday. it's not a coincidence. they're trying to silence him. >> martha: they are. go ahead, kathy. >> i want to remind you, this all happened right after the obamaing in kabul. he started with the 18 that received the most deaths. this was personal to him for many different reasons. he served 17 years as the tip of the stair in the sand leading money, taking out people that made the ieds. he risked his life for his service people, now risking his livelihood for them. i want to remind you of the 13 other families that will not get to see their children. i want to remind you the 7,000 service members that have lost their life over the 20 years and i want to remind you of the -- depending on the data, the suicides that have happened since this war begun. i also want to address the trump issue. my son, you don't know this, he made this video. he was dealing for 35 days with a lot of pressure from our government and from the military that you do not see. i think president trump would understand more than anyone else that sometimes on social media, you say things under pressure that maybe you really are sorry you ever said. he did post another video later retracting that. so we believe that he know whose is supporting him. >> we heard from his attorney literally yesterday that he talked to stewart. stewart is overwhelmed by the outpouring of support on pipe hitter foundation's website. he knows where that is coming from. so he -- >> his heart is not where it was then. >> his comments that he made, i'm telling you, don't reflect what is in his heart. >> martha: the political comments is what we just referred to. >> yes, yes. >> we've had people say how come he didn't comeback about president joe biden? you know what? he has never commented and said anything critical while he was in the marines for his acting commander-in-chief. that's why he didn't say anything. >> he was under a lot of stress at that time. >> martha: i hope you can see your son soon. >> yes. >> martha: and we'll -- i have to leave it there. we have to go to the senate floor live. thank you very much. we'll follow the hearing tomorrow and hope you come back and talk to us again. this captured attention of a lot of people. he spoke out against some actions that were taken in afghanistan that i think a lot of people agreed with him on. i thank you both for being here today. >> martha: sorry about that. we thank them both for being here with us. we'll talk to this again. we're going live on the senate floor, where we're talking about the debt limit. mitch mcconnell, the leader is about to speak as well we're told. this is the senator from new york, the leader of the senate, chuck schumer. >> leader mcconnell has cited let us vote to race the debt ceiling without a partisan filibuster. in fact, this was the thrust of my consent request last week, which would have received this republican-driven default crisis with an up or down vote. republicans could have gotten their chance to vote no and we could all have put an end to this needless impasse. given the easiest way out of the mess, the republicans still renews to take yes for an answer. now our country is on the brink of a crisis whose consequences will reverberate around the world. the bottom line is this chamber must pass legislation to avoid a default. accordingly, i will soon file cloture on the proposal that will extend the debt limit until december of 2022. we are not asking republicans to support it when it comes time for a vote. we only ask that they get out of the way as democrats pass it on our own, just as the majority party did in the early 2000s. it's really that simple. if republicans want to vote to stop payments from going to social security recipients or veterans, then be my guest. but i they ought to get out of the way and let the legislation pass the senate. the fact is that we don't have the luxury of waiting till october 18 to extend the debt ceiling. a near miss can have dramatic consequences. every day that we delay taking action, we increase the chances of doing damage to our system and economic recovery -- >> martha: the debate continues on the floor of the united states senate. we understand that leader mcconnell, the minority leader is also going to make some comments. we'll dip out for a moment and keep a close eye on it and let you know if there's news made on the floor of the senate. in the meantime, the afghan ambassador to the united states says that despite his promises to the women of her country when we left afghanistan, she said that president biden is not following through. is struggling to manage your type 2 diabetes knocking you out of your zone? i guess our colleagues think they can inflate their way out of inflation. that is going to be an extraordinarily painful experiment for the middle class families of our country. >> martha: very interesting. watching the back and forth here on the floor of the senate today as democrats try to convince republicans that they need to be on board to get the debt ceiling raised for spending. you hear from minority leader mcconnell as he says that this unified majority government is having trouble governing in his words. he also says this bill would hurt families and help china and pointed to the inflation that exists in the united states economy right now as an argument against this spending bill, which they're still working on. we know the president will talk to prossives this afternoon and meet with them as they try to find a dollar amount to agree on to move this legislation that they are very committed to forward. so we'll see where that goes. meantime, president biden and his administration have promised that even though we were leaving afghanistan, we would never give up the fight for afghan women and girls and their freedom and their education. even after we sent all of our troops home. >> we'll continue to speak out for the basic rights of the afghan people especially women and girls as we speak out for girls and women all around the globe. >> with regard to women and other afghans at risk going forward, we will use -- i will use every diplomatic, economic, political and assistance tool at my disposal. we'll do everything possible to uphold their basic rights. >> martha: so is that happen something what have they been doing? >> i don't think so. he said the u.s. cannot be the police of the world, to protect women in any other country. >> martha: so let's bring in former state department spokesman morgan ortegas. you spent a lot of time in the region at a lot of negotiations that were going on in the beginning to find a way forward with the taliban and the afghan government. as you watch that, you watch that interview, what goes through your mind? >> that was an incredibly tough interview to watch. i said jonathan swan did a great job. you're seeing the afghan ambassador until the taliban took over, she was the representative of the country. she's 35. she represents many women that are born under the taliban. they went to high school, went to college and had higher education and took positions representing their government. that is not a future that women and afghanistan can look forward to under a taliban rule. the taliban is saying that the measures in place now that women cannot go back to school or go into the workplace or temporarily until they get the security environment more in place, that was set in 1996 and obviously that was permanent until the u.s. invasion in 2001. so what we really have to -- what we have to look forward to here, martha, what can this administration do beyond rhetoric to protect the rights of women and young girls in afghanistan. the problem i think fundamentally, martha, is i don't think this administration understands the difference between military might, action, whatever it may be and rhetoric. they think supportive statements and tweets and saying we will fight for afghan women and holding up signs saying they'll fight for afghan women, they think that is the same as hard measures and tactics. we know it's just not. unfortunately these women have just been lost over these past few months. who knows what will reign for the future of young girls. >> i think act the fact that the american university in taliban -- i mean, yeah, that's what it is. the american university in afghanistan has been overrun. there's no college there anymore. it's been taken over by the taliban. there's no classes, no nothing. this is president biden speaking in february of 2020 on cbs. watch this. >> don't you bear some responsibility for the outcome if the taliban ends up in control -- >> no, i don't. do i bear responsibility? sear accessory responsibility. the responsibility i have is to protect america's national self-interests and not put our women and men in harm's way to try to solve every single problem in the world by use of force. >> what do you say to that, morgan?
