school. you've heard me say it. my wife says, if we don't, if any country out-educates us, they are going to outcompete us. look at what china is doing and the rest of the world. they are investing. they are investing in things that relate to the ability people to go to work and stay at work. women who can't go back to work because they don't have anybody to take care of their children. so to give a tax cut to a working mom to be able to afford day care, is that a bad idea? i think it's a darn good idea. it will get people back to work. there's a lot of things in the legislation talking about it across the country. i think the american people overwhelmingly support it. but the idea that somehow this is somebody else's legislation. it's what i wrote. >> reporter: $2 trillion reconciliation bill, without be acceptable to you? >> president biden: as you know, it's not a smart thing to negotiate in public. we are in the process of continuing to talk to all the parties and see what we can get done. >> reporter: you thought there was progress in the negotiations. what is this progress? international news that was big yesterday. do you have a reaction? >> president biden: winning. >> reporter: can you guarantee that the u.s. will not reach the debt ceiling? that that will not happen? >> president biden: no, i can't. that is up to mitch mcconnell. >> reporter: so it's possible that the u.s. will not pay its debt. >> president biden: i can't believe that will be the end result. the consequence is so dire. i don't believe that. but can i guarantee it? if i could, i would. but i can't. thank you all very much. >> reporter: senator manchin says -- >> harris: the president of the united states. may be taking questions at that point was not what he anticipated. he wanted to focus on making republicans the villain. in terms of his fight to get the debt ceiling raised. is it fair to say. he runs the house, as kayleigh mcenany was saying. he focused on two senators inside the senate, the moderates manchin and sinema when it comes to his bigger agenda which is what reporters were focused on. peter doocy focused on this. here's what was going on. protesters have abandoned civility. activists -- moderate senators joe manchin and kyrsten sinema as president biden got to shove a massive tax-and-spend bill through congress. we've been watching that unfold. they followed senator sinema into the ladies room because she dared to take a stand against biden's costly agenda. let's take a watch. >> we need solutions, the build back better plan. we knocked on doors for you to get you elected. just how we got you elected, we can get you out of office. >> harris: fat area was locked and secured, by the way, that they managed to get into. you're watching "outnumbered." here today michael hosts emily compagno and kayleigh mcenany. dagen mcdowell. in the center virtual seat, rob smith, turning point usa contributor and host of "rob smith is problematic. we love them. speaker nancy pelosi pushing the deadline down to vote on the president's multitrillion dollar agenda to halloween after moderates and progressives failed to reach an agreement. incentive are engaging in a respectable debate, protesters followed cinema into the restroom where she teaches at arizona state university. >> i am heading out. >> is a real moment. >> we need to build back that are plan right now. >> we knocked on doors. solutions to the build back better plan. we knocked on doors for you to get you elected. just how we got you elected, we can get you out of office if you don't support what you promised us. >> human trafficking. >> harris: as much as senator sinema, that group of protesters on kayaks confronted senator manchin. ironically he agreed with his progressive -- with their progressive talking points. >> a lot of poverty. what are you going to do for the poor in west virginia? why do we see people following senator sinema into a restroom? why do we see the condemnation being reserved for people who disagree with you on policy rather than condemnation for people who behave inappropriately and downright dangerously. representative jaya paul, she is the one that said we won't let a few conservative democrats stand the way of transformational progress for millions of americans. that sounds like a dog whistle from which people will charge ahead and go behind boundaries and go behind secure buildings. we heard aoc say it's not part of a negotiation process. it's a serious negotiation. we also heard the president in addition to today saying it was part of the process, he said so was frustration. that's part of the process. what i'm hearing is a blessing of this kind of behavior condo a condemnation of top democratic leaders, their own members of te party who disagree and on top of that i am seeing a swampy president who said this is just how it's been for 50 years. like an impotent person and that's what he is. >> harris: we saw it during the rioting when the peaceful protesters were forced to deal with insurgents among them. give them room. one of the democratic mayor said give them room. it's the tolerance you say, the horrible behavior that can become dangerous. we'll move on. coming up, another christmas without family?
