>> good morning. you like drama today there will be plenty of on capitol hill. democrats are fighting with each other and could potentially sink the president's legislative agenda. progressive house members found to vote no on a bipartisan infrastructure deal that is unless the house also passes a much larger $3 trillion spending package. speaker pelosi told members to prepare for a vote on infrastructure today, we will see if that will hold. progressives are not happy, it is not the infrastructure bill, the bill back better package down the road, that wasn't the deal, progressives won't back down but even if the house approves the reconciliation bill, there are more obstacles in the senate. overnight we heard from democratic senator joe manchin help out a statement promising to vote no on the plan as is. he says what i made clear is spending trillions more on new and expanded government programs when we can't pay for the essential social programs like social security and medicare is the definition of fiscal insanity. for republicans they remain firmly against the spending package arguing it contains a long list of democratic priority items that reshape the role of government altogether. >> i just listed some of the plates they broke and they are about to break another huge plate with this new reconciliation bill i call the make america turn america into cuba bill. >> later on this morning the senate will meet to vote on a bill to keep the government open. washington is expected to avoid the shutdown and keep government funding through december but a fight over the debt ceiling shows no end insight with the treasury department saying the us will run out of money by october 18th to pay its bills if the debt limit is not raised, never a dull moment in this town. todd: with that backdrop some concerned how the party welfare in the midterms as president biden's spending agenda fails, dick durbin making his plea to moderate democratic colleagues who could stand in the way. >> a lot of respect to our colleagues who have a different view when it comes to reconciliation. what is it that is your final goal? we are one heartbeat from losing the majority in the united states senate. i've been in the senate long enough to see that happen. i urge you if you believe there is value and merits of the programs and reconciliation bill don't wait, do it now. >> it would be passed with wasteful spending with taxpayers. >> democrats want to put in place the most massive social engineering and welfare state in world history, they want to turn your lives inside out and upside down. they want to draw all concentration of power from you, your family, your faith, your county, your town. what are they going to do? >> well, i think what really stood out is what was apparent to us throughout this process in afghanistan and i'm a 24-year military veteran, served in the army. was that we know that this evacuation was conducted by the state department, the secretary of state and, yet, we didn't have the military experience gave advice but didn't stand their ground. so the entire withdrawal was a disaster. it was a debacle. there are americans left behind. there are afghanistan interpreters left behind. and, unfortunately, 13 u.s. service members gave their lives because they conducted an incompetent, inept operation of withdrawal. todd: does anyone come out looking good in this blame game. >> no one comes out looking good. our generals don't come out looking good because they should have pushed back against the state department and presidency. so they don't come out looking good. we lost bagram air base which we need in order to have counter-terrorism in that region. and now we don't have eyes on iran or china or russia. americans lost their lives. americans are still over there. so, on every level on humanitarian level on a military level, on a counter-terrorism level there was a tremendous failure. jillian: let's talk about this for a second dhs secretary alejandro mayorkas didn't expect a delta surge at the bhrd obviously talking about coronavirus. take a listen and we will get your reaction on the last end. >> what i didn't expect is the, um, tragic rise of the delta variant and the set back in the pandemic. we are confronted with a population of people that, um, as a general matter, um, have a rate of illness of approximately 20%. jillian: so i guess i just wonder if they had expected this surge in delta variant, would they have done anything differently?
