perhaps any information from th fbi that executed a search warrant on his home. we are looking at a broad view of where he may be. >> we know his parents went to the reserve to pick up the car he left it there for a night or two in case he was still in the park and wanted to come back ou using the vehicle. there was also a note left on the car we don't know what the note said. he is an experienced hiker but as we pointed out that it's ver difficult terrain. i would assume there are venomous snakes out there. he hasn't been seen for eight days now he's been living in this park. interesting that you mention this. it took fbi and law enforcement years before they found him he was a survivalist that went int the woods in georgia. we aren't sure if he went in with any supplies. does he have food or camping equipment to keep them alive? alternative to detention or transported to an ice facility. if there placed an alternative detention, there's a process required, a legal document, a document they would have as a part of that process, border patrol agents create biometric and fingerprints, photos, fund numbers, and address in the united states in also run a background check as a part of the process. those who do not report like anyone in our country without legal status are subject to removal by ice. i give you that to understand the different steps in the process. obviously there are flights, we need to have enough lights to transport individuals to haiti or to other countries and there are a range of flights as you know that are going too different parts of the world depending. those are and process. if there individuals, as we go throug these processes i outlined a fe minutes ago, individuals who cannot be expelled under title 40 to, a range of reasons why they may not be able to be, those individuals are placed into removal proceedings right that's where the process would take place where they apply for a variety of programs. while they're in that process the required to provide biometric and biographic information and data. that sow the process works. what's important for people to know and understand that this i how our immigration and border requirements apply to everyone, whether they're coming from haiti or any country in south o central america. >> is that there are people fro other places, but you have africans, who are coming to tha border as well pride what happens with them as they are looking for asylum, are they in the same category with the haitians that are at the border? >> think the point i'm making and we have to move on to get more people is that anyone who is coming from anywhere, if there is temporary protected status for their country as there are for haitians that arrived before july, they can apply through that program. if they're coming from other countries where were we don't have that status, then they are expelled according to title 42. if they can't be expelled with title 40 to, they are placed an expedite all removal or alternative to detention no matter what country they are coming from. >> going back to the phone call this morning with the french president, did president biden apologized? >> he the call as i stated earlier was a friendly call, an there was agreement that we wanted to move forward in our relationship. >> the translations at open consultations made it possible to avoid the situation. you feel like this would've benefited from an open consultation. so similar, but not entirely th same. did he apologized to his french friend? he acknowledged there could've been greater consultation. this call was focused on the important work we have to do with the french ahead. >> was the president using this as a learning point perhaps? who does he believe or should h have been more aware of the potential fallout from this? has he had any conversations with the national security advisor about how this breakdow happened? >> we always look to assess how we can make improvements to how we do consultations and he holds himself responsible and certainly though he has a responsibility to talk to his team always about how we can best manage our diplomatic relationships. that's what he does and any scenario. >> on the price tag, is the president still committed to $3.5 trillion price tag, or doe he believe now that more flexibility on that number is warranted? >> even before today or before this week, the president has always been open to negotiation and discussions and new that he was not going to be able to magically wave a magic wand and pass a proposal. part of the objective today as he's meeting with a range of members or a range of viewpoint which we welcome is to see wher people are in work to see how w can get this across the finish line moving forward. what he is encouraged by is the fact that there is actually i know we spoke on areas of disagreement, but there's a lot of agreement on lowering costs for american families, and making sure we're investing now and adjusting the climate crisis , making the tax system more fair. there's a lot of agreement on that and we're now at the point where we need to figure out wha the fact that forward is. the president will play a role in uniting people around the next steps. >> event that said there would be a statement in october, is that in france or is that on th sidelines of the g 20 are the council? could get there are some he make of how those border patrol agents seem to be interacting with these migrants and where is he on dealing with these wide range of immigration issues that continue to challenge us? >> on the subject of the video footage in the photos, the president was horrified by that as we all were. he of course received a briefin update from his national security team on the efforts by the secretary of homeland security to launch an investigation and one that he would like to see concluded rapidly. as it relates to our efforts to implement our immigration laws, and border requirements, the president is quite hopeful as h conveyed on his first day and office when he introduced an immigration bill that we can take steps to put and place a more humane, a more orderly system, especially after a very broken one over the last severa years that has better asylum processing, that has a better system in a range of programs individuals can apply to. the president also believes and knows as we all do, we're in th middle of a global pandemic and we need to continue to administer title 40 to, which expels individuals who come to the border. so he is horrified by the photo in the footage, he is also committed to implementing and abiding by our laws. >> so you're understanding of what transpired in the oval office when we were all in ther yesterday trying to hear from the president in the prime minister. >> which aspect? get the british prime minister called on british reporters and then went american reporters tried to call on the american president, we were escorted out let's put process there are either transported to an ice facility are released with a legal document. that legal document includes fingerprints, photos, and address in the unite states, an a background check for that is the process that transpires, that's a part of our immigratio process regardless of where you're coming from. to get you using title 40 to to defend this administration's immigration pandemic or the trump administration approach to emigration was inhumane and immoral, that's what we need to put a new polic and place and we need congress to pass that policy. >> democratic control border speaking to my other colleagues in the other county county judges, absolutely. right now compounding the situation we have right now, absolutely, the haitians are causing great havoc. they are not incredibly the best , it's been a very difficult to work with, they bent a littl pushy compared to everybody als i got ourselves into the situation. biden has now alienated us and now were in a situation where you're asking about all these immigrants that are coming in, right now we're getting almost 4 -6 buses a day are soft sided facility here in webb county is about to open on friday. they're making it for about 500 people. they're already starting to tal about 1,000 people there they are already sending out i know our airports today are going to start getting flights out. we're sending out about 4-6 flights a day to haiti, but the point is that where is he? all we're asking for is helped. it's very disturbing. our city already is spending $1.5 million, they just passed it to go in and bust some of these immigrants out. why is this our responsibility? >> a big cost for local officials. >> judge, you mentioned a cost and we heard from local officials, but what about the overall economy. what about employees, people that do work back and forth across the border and people whose lives are changed, their inconvenience because of the situation we have there. >> i'm glad and people will acknowledge on all sides of this conversation that a lot of thos notices to appear or notices to reports are not honored. you got to wonder if people fee like they can integrate into up in this surge right here. what just catch and release loo like? look at the video we shot in de rio today. these are migrants being droppe off, busloads of them at a loca ngo and dell real. they get food, water, supplies, they put get put on buses to other cities in the u.s. or we've seen at the del rio airport flights of haitians going wherever they want. one of our cameramen had come a journalist have been playing ou seeing them all over their figh and it's in direct contrast to what the he had a message for the migrants, do not come, your journey will not succeed. it will be sent back. that is not the case. may be it is for another but my border patrol sources on the ground in del rio are telling m as it stands right now, they ar flat out releasing all family units and any women who are claiming they are pregnant. they want to get this camp cleared out as fast as possible. what they're doing is they have two options, they can let them go with a notice to report or a nta, notice to appear. notice to report means they are asking the migrants, please, when you show up to this ice office in the future within 60 days and reports. in ncaa is more strict, it says you must show up to this office on this exact date. my sources on the grounds that they are doing for predominatel ntr's right now. he tells me ncr's take about 20 minutes or so for border patrol agents to process while an nta intake upwards of an hour. the idea, the optics of this camp are horrible, it's third world light conditions down here . they wanted cleared out as fast as possible. you can look at our drone instills you the size of this camp, saturday morning it was about 15,000 inside it's now down to around 6,000. they're getting as many people out as they can, but the ministration song made it sound like all these people we're going to be sent back to haiti, don't come here because you're not going to get incoming you not going to get a chance to stay and that is not true. under this administration catch and release has been happening since the biden administration came into office. the national border patrol council says more than 600,000 illegal immigrants have been released into the country ever since the biden administration came into where this isn't something that just started right now in del rio. we have been at the border all year long and have shown the images in mcallen, texas a busload after busload after busload of migrants being dropped off at the bus station to be taken wherever they want. we've shown them on the airplanes getting to go whereve they want. the bottom line here is when yo talk to the migrants in the border patrol agents, when you're actually on the grounds talking with the people dealing with this, talking to the peopl showing up your, you will understand why they are coming. the word is out right now that they believe under this administration they have a chance to stay. many migrants have told me unde donald trump, they felt his policies were cruel, they didn' want their family separated, they didn't want to have to wai and mexico for their asylum cases to play out. they feel under this administration they have a better chance and you see these record hide numbers. two months in a row of more tha 200,000 people showing up at ou southern border. those numbers are not sustainable. when you have a small sector like this here in del rio, you saw how long it took for them t plug up these migrants coming across the border. the word was out the come right now. now they say their tracking other caravans 20,000 in columbia, others gathering across from mcallen part it's a problem the administration is going to have to address. they keep saying we're getting rid of people via periods of federal judges shot down of title 40 to last week saying th ministration can only use it fo two more weeks, so title 40 to might be going out the window i the near future. it depends on how the ministration response, but ever border agent we talked to on th grounds that if i'd titled 240 to were to go away this border crisis that we've been experiencing will absolutely explode. what despite title 40 to do? normally when you deport somebody you have to go into deportation proceedings if the see an immigration judge, they get their chance in court, unde title 40 to that's not the case because of cova 19 they get put on a bus taken across the bridg and dropped back off into mexico . once the word gets out the that title 40 to could go, border agents a expected surge on top of the surge on top of the surge , and things could get much worse in the near future so if the ministration is going to continue to use title 40 to as they're policy, they may not have that much longer. it's bipartisan, congress hasn' done anything on immigration in decades, but the situation as i stands right now is just a head scratch her that we just keep banging her head against the wall as a country and not changing anything. these poor border agents out here deserve better. they're completely overwhelmed. it's not fair to the migrants either because they're coming here expecting something and yo see the conditions here. recent weeks? >> shannon, every single haitia i've talked to in this camp all week long has told me they've been living in one country, chile. all of them have been living there great if you take a walk 100 yards away from us what you'll find on the grounds are ripped up ids, documents and discarded passports and ids almost all of them are from chile, people often ask why are they tearing them up, why are they getting rid of their trave paperwork before they come in? that because typically u.s. policy for asylum is asylum wil be rejected if the government knows that these migrants have settled in another country before coming to the united states, so a lot of these migrants told me they've been living in chile since 2014, 2016 , years. when i asked them why did you come now, they all say the same thing. we felt now is the right time, now is the opportunity to come. it's absolutely trooper at people keep asking on twitter, how are people walking from haiti to del rio, there is a huge ocean, they been in chile for a long time now, and they'v been waiting. they just for whatever reason decided now is the time they want to try to come to the united states. from what they have been tellin us and what from what we have seen, they know once they cross the river, they can set foot here in the u.s., if they've go a child or pregnant wife, if they're a family, they will get released with a piece of paper and if they want to, they can disappear into the shadows, and a lot of them do. >> bill, on these point with al these people that have been and places like brazil or chile, an with this other group in columbia. parts of claiming asylum is credible fear if you've been in brazil or chile, which are both modern countries for years, how do you come to the united state in suddenly claim credible fear? >> that's the thing, chile has one of the strongest economies in all of south america. they're are people claiming asylum in these groups to come over but a large majority of th people i've talked to for the past five months our economic migrants. when i asked them why they come they want a better job. they don't make enough money down their pride they want a better financial situation for their family. those are not grounds for asylum . do we want to help everybody? should everybody that wants a better job be lit into the country? that is something politicians will have to decide. they have very specific criteria . you don't have over a million people coming over the border that are going to meet all of that criteria. a large amount of the where we stand today? >> shannon, i think the democrats our in a difficult spot which is good for the american taxpayer. the challenge is trying to pass trillions of dollars of tax and spend on the heels of the afghanistan debacle in the border crisis is tougher a lot of moderate democrats. polling suggests that moderate democrat districts, but in democrat districts, the support for this tax bill is 35 percent support and 58 percent opposed. so if you're a moderate democrats in one of these districts in which the president 's numbers are continuing to collapse, and the reality is we have a system if you're up every two years it's different in the senate, they will look at their own future. it is a 59-41 majority. barack obama had huge popularit numbers, they passed their stimulus, they passed obama car and she walked them right off a cliff on cap in trade. no one in the senate could pass a. they're is no suggestion that senate is going to pass these billions of dollars and tax increases, but she's pushing democrats to vote for a. >> you mentioned the president' numbers collapsing, we saw that again with the gallup poll that came out. his approval rating is now at 4. his disapproval rating is at 53 percent. he is well under water accordin to gallup which is one of the most respected polling organizations. if the three and a half trillio dollar tax-and-spend project doesn't pass, progressives on the left have had to tear down the one point to trillion dolla bipartisan infrastructure program for its kevin mccarthy , we understand actively whipping votes against that now. if those two bills go down, wha happens to the biden agenda? >> john, if that happens, the agenda will be in a difficult spot. i think this will continue to play out for several months eve if they have an impasse over th next week there will be opportunities to resurrect resurrected and i think that that probably goes through multiple chapters, so i wouldn' be so ready to dance on the grave yet, but i think that the have a lot of challenges ahead of them. the reality is that margins are very narrow. when we passed tax relief we lost more then a dozen house republicans. they only have a margin of four and the house right now and obviously they have no margin i the senate. its incredibly narrow end of th present numbers continue to collapse, it will be harder to convince these democrats to say come with me on this plan to text trillions of dollars and tax increases and spend, if you add the covid spending plus infrastructure, plus this plan, $12 trillion. americans can't fathom how much $12 trillion is, but there is nearly 100 for that would be sending direct payments of $100,000 to every family in america and spending over just the last year between covid infrastructure and this bill. i think that it's going to take a lot of convincing to get some democrats to support this if th president's numbers continue to fall, it's going to be that muc order. >> a trillion here and a trillion there, eventually adds up with real money. with all those zeroes the fact that we talked about is there i a group that has now forced to strip out for the iron dome, th defensive program which actually , we saw in practice just a few months ago when some 4,000 or so missiles we're projected in their area. it such a fraction of spending and yet they were forced to ben
