The borders are wide open. I have never seen a border so vulnerable in my entire career. Thousands of being released every day into the United States, many with Covid. 350,000 got away. Thats not a closed border. When they redeployed asset to Rio Grande Valley to cover tHis latest piece of crisis, they left 224 miles of border unguarded. Thats not a secure border. 224 miles of no Border Patrol . Criminal cartel is having a field day. Theyre trafficking women, fentanyl coming across. If youre a terrorist, you got 200 miles of open border. You see those haitians going back and forth from mexico to get food and water, come back to the United States and get in their tents or whatever they built there. Thats not a closed border. When trump put in title 42, when he started the remain in mexico program, No One was released. Very few were released unless they had a humanitarian issue. In the last month they received 56 total. Now tHis group of migrants that is just flooding in there to Del Rio, causing the democratic mayor of that city to say that the situation is out of kron troll. Hes criticizing the Biden Administration for not helping. Hes basically sending up a flare, saying i need a Life Line. The only Life Line hes getting is from The State Of Texas. Hes trying to close down the Border Crossing. You cant close down the dam that the people are walking across. What is the current situation . Take a look at the show of force hes got. Hes about to hold tHis Press Conference. THis is the spot His troopers were able to plug up all of the illegal crossings on saturday. We had thousands of people streaming in. Take a look at tHis video at Del Rio airport. What youre looking at is a u. S. Coast Guard Aircraft being loaded up with illegal immigrants. A Border Patrol bus pulled up. It was families, kids, single males. They were put on a plane, destination unknown, though people at the airport told us they are being taken to other Border Patrol processing centers. Take a look at the situation at The Bridge as of tHis morning. Still thousands under there. Im told it is now just below 9,000. Mostly haitian migrants living under that bridge. Lets show you why it got so big. THis video is from saturday. We were out on a Boat Right behind us on the Rio Grande. THis is what we saw hundreds of migrants. Walking across, entering the United States. Take a look at tHis last piece of video. The reason that was plugged up is because hundreds of troopers were sent here. It wasnt Border Patrol. They literally used their cruisers to form a physical wall. Then the crossings stopped. Thats when the situation at The Bridge was finally able to start getting at least a little bit under control where there wasnt a constant stream of people. The rest of the media has shown up. Governor abbott talking with the Stake Holders. Looks like tHis Press Conference will take off momentarily. You can expect Governor Abbott to have frustration with the government. He said it was His troopers that had to do the job of the federal government. What happened here is a result of what he said is the federal governments inaction. First let me say that we are joined by a lot of very important people who have been working relentlessly to try to address the challenges that we are facing on the border. I want to mention some of their names. The Chief Administrator for the county is County Judge owens. The mayor for Del Rio, whos been on the front lines, having to make a lot of tough decisions, but trying to protect His community from being overrun by everybody whos been coming across the border is Mayor Lozano. You have sheriff martinez, the chief Law Enforcement officer for tHis county. For Mayor Lozano and sheriff martinez, i was in close contact with them during the entirety of tHis past weekend as we begin organizing a more robust response to whats been happening along the border. We also have with us brendan judd, president of the Border Patrol council, who will be saying a little bit more later. As well as the director of the Texas Department of public safety steve mcgraw, who will also be making comments, as well as the general in charge of the Texas National Guard is here. Importantly, we have members of the Texas House of representatives with us including the speaker of the house. The reason why members of the house, as well as the senate, as well as the entire legislature are so important is a Core Component of the strategy for texas to be able to respond to tHis disaster on the border is funding that was appropriated by the Texas Legislature that i signed into law last week. Altogether, the state has provided 3 Billion for the state to be able to address tHis challenge. Let me start by making a point about the challenge that were dealing with. We need to understand that if you go back a year ago, President Biden campaigned on having Open Borders at the United States. Im sure most people when they heard President Biden, either when he was a Candidate Or President , talk about Open Borders. They had no idea it would lead to the type of chaos that weve witnessed just behind me for day after day after day. Contrary to what Kamala Harris talked about, trying to solve tHis problem in the northern triangle. What the world is witnessing now is open Border Policy that is being utilized by the Biden Administration. It attracts people from across the globe, including people coming from more than 150 different countries. When you have an administration that is not enforcing the law in tHis country, when you have an administration that abandoned any presence of securing the border and securing our sovereignty, you see the on rush of people like what we saw walking across tHis dam that is right behind me. Because the Biden Administration is doing nothing to secure our border. Because the Biden Administration has been promoting and allowing open Border Policy. It has been The State Of Texas thats had to step up and address tHis Challenge And Work with the local mayors, the local County Judge and the local sheriff to accomplish several things. One of our primary goals was to assist local officials in making sure that their communities are going to be safe. But in addition to that, texas is taking unprecedented steps. You can see by all of the Texas Department of public safety cars, as well as the national guard vehicles that surround us here but go for miles on either side of where we are. They have created a Steel Barrier preventing people from being able to cross the border. One day there were countless people coming across the border. That very same day the Texas Department of public safety put up all of these vehicles and suddenly, in an instant, people stopped crossing the border in tHis location. That strategy is working. In addition to that strategy, theres something else that were doing thats been unprecedented. The state of texas, we are arresting and jailing anybody who comes across the border illegally and trespasses on private property or on public land. So its not the biden Administration Catch and release policy. It is the catch and arrest. If they are thinking about crossing tHis river in texas, you may wind up with handcuffs on your hands going straight to jail as opposed to being released to the general population. The mayor here and the sheriff here, the County Judge here, theyve been on the front lines and theyve been overwhelmed with what has taken place. Its essential that texas continues its efforts. One thing that i have learned in briefings. That is now that we have sealed tHis particular area of the border, we see the migrants now trying to penetrate other areas of the border. As a result, our strategies are shifting, also. We will continue moving Law Enforcement and national guard officials to whatever location. People may be crossing the border, and use the same strategy to try to reduce the influx of tHis unprecedented the number of people coming across the border. I am now going to turn over the mic to the director of the Texas Department of public safety. Why dont you come on up . Governor, Thank You and the State Legislature for your leadership. You have made it very clear to us to the national guard that texas doesnt need Anybodys Permission to protect texas. As a result, you insisted we be proactive in terms of assisting our Border Patrol agents, in terms of securing tHis area which is certainly a public safety threat, but also a Homeland Security threat. Theres nothing more threatening to public safety in texas and Homeland Security Weve experienced influxes before in texas. Certainly 2014, 2015. Going back to 1986 was the highest number of illegal immigrants back in 1986. That was 746,000. Today we reached an all time high in texas. Thats 1. 1 Million apprehended. Not including what you see here. The numbers havent been counted yet. Federal fiscal year. Keep in mind every time that happens, Border Patrol is overwhelmed. Certainly union representatives can talk about that. When that happens, that becomes less secure because The Cartel exploits those gaps. Thats cocaine, methamphetamines, human trafficking. You have a drug problem, you have a mexican texas international border problem. We will continue as long as it is needed, working with all our partners. All the elected officials care deeply and are passionate about protecting texas. Governor, Thank You. Thank you very much. The men and women charged with duty in the United States to secure our border are the Border Patrol officers. These Border Patrol officers are overwhelmed with the amount of work they are required to do. And theyre suffering the consequences of an administration that is not providing them either the personnel or the resources they need. To speak more about it we have brendan judd, president of the border council. I would like to thank the Men And Women In Uniform our military personnel, our dps officer, our sheriffs. These people put on uniforms because they care. They care about these migrants. They care about the decisions in the United States. They put that uniform on every day to protect live, to protect the way we have in the United States, to protect our citizens. They deserve an awful lot of thanks. We have to give gratitude to Governor Abbott for sending dhs here. We saw something that we knew was going to happen. When those people in buses south of meadeville, texas. When they sound out they were going to be sent back to haiti, they took the bus over and fled. If it wasnt for the Men And Women In Uniform, we do not know what would happen right here under The Bridge. As word starts to spread that they potentially could be sent back to haiti. If we dont ask the question, why are we here . What caused tHis . We wont fix tHis problem. The simple answer is catch and release. As long as we invite people to violate our laws. As long as we reward them for entering the country illegally and then releasing them into the United States with a defacto immigration status, where they can get Work Permits, where they can send their children to school, where they have every right of a United States citizen, theyre going to continue to come. Weve seen that time and time again. We have to have the proper discussion. If we have that discussion, we can fix tHis problem. But until we fix tHis problem, were going to continue to see things like tHis. Were going to continue to put pressure on texas resources. Were going to continue to Rob Peter to pay paul. Were going to shift Border Patrol resources from already areas that are trouble, like tucson. Were going to send them here. Were going to shift resources from laredo, check points. Were going to see Law Enforcement operations to criminal cartel. The administration knew tHis was coming. On june 17th, they were warned. On june 17th, they were told to construct a temporary outdoor processing site similar to what we have under The Bridge in mccallum texas. They ignored it. They ignored the warning. Then we started to see larger and larger groups coming underneath The Bridge and congregating to the point that were here now. Had we taken the proper steps, we wouldnt be discussing tHis right now today. But because we are, texas has been stretched. The Border Patrol has been stretched. Ice has been stretched. The national guard has been stretched. There are solutions to tHis problem. And what you see underneath The Bridge, that is not humane. The Biden Administrations promise that they would have a humane process. That is not humane. It is humane to properly enforce our laws. It is humane to not just give Lip Service to an issue but to actually follow it up with action. Thats what we havent seen. For that reason, i am grateful to general norris. We have Law Enforcement. We have the strategy, whether it be here in Del Rio or any other location on the texas border. If you are targeting texas to come to, we are going to show up in force to shut down the border. We are not going to allow the disaster we saw here in Del Rio to be replicated by additional caravans coming here from wherever theyre coming from. [ Inaudible Question ] Texas National Guard, as well as local Law Enforcement are very aware of different locations that migrants may be trying to cross. Some are leaving tHis region, going to other regions either in tHis County Or Neighboring counties. As a result, we are all moving resources to interdict those who may be trying to come in. We have heard information about the possibility of something like tHis happening in reynosa. The national guard and dps are working in collaboration with those on the u. S. Side to make sure that we are going to be able to put up the resistance that is needed so that those communities dont suffer the same consequences that Del Rio did. [ Inaudible Question ] County Judge told me that as of right now, there are about 8,600 migrants who remain at the border. As far as i and the state resources are concerned, there is no intention to depart tHis location until tHis location is fully restored to government control. [ Inaudible Question ] the flights going out that youre talking about are flights conducted by the Biden Administration. Candidly, theres been Nothing But Confusion and shifting different stories about where theyre flying them from and to, how many theyre flying. That is a constantly changing story that only the Biden Administration can venture to tell you. On that point about the flights, Biden Administration believes it can process all of these migrants. They have shown no capability of being able to process all of these migrants by The End of tHis week. We are inviting people to come into tHis country and break our laws. They are putting pressure on texas resources. What is happening here, he said, is not humane. To your point, those images under The Bridge there. 12,600 plus migrants under The Bridge outside Del Rio. That is the latest according to Border Patrol. These images continue to be stunning. It just exploded in a matter of days. One of the comments i found interesting was dps saying texas doesnt need permission to protect texas. Thats a shot at the federal government. Texas has wanted to build its own wall. Theyre putting fencing everywhere. Biden administration sued them over building the wall. When push came to shove on saturday, when tHis illegal crossing was at its climax and there were literally thousands of people walking where im standing, it wasnt Border Patrol or the federal government who plugged it up. It was Governor Abbott who called texas dps and said, we need to get troopers down there. They ended up surging hundreds of troopers. They made a massive long line of cars, literally walled It Off. Only then did those River Crossings stop. They were going on all day long. They were going from 9 a. M. To almost 5 p. M. It was nonstop. Were talking hundreds of people at a time. Never ending Line Streaming down from the Mexican City behind us. In my entire career, it was one of the crazeiest things i have ever seen. There was no resistance on either side of the border. Nothing with the mexicans and nothing here on the u. S. Side. They got here, washed themselves off, changed clothes and walked down tHis Dirt Road an camped under tHis bridge. It didnt look like the United States. It didnt look like an international border by any means. It was texas dps who said, enough is enough, were gonna plug it up. They are the ones providing security. For every person under tHis bridge, theres dps security. He said its hard sometimes to stand there and just see the number, the sheer number of migrants that continue to just pour over those borders. The resources, theyre drying up. What is the impact for the american population . Talk about safety. Talk about education. What is the impact of all of tHis migration into tHis country . First of all, i agree with john. John mentioned 1. 8 people encountered. Were going to be over 2 million. The impacts going to be in our schools. These people arent going anywhere. Classrooms will be overcrowded. How difficult would it be to put together such information . Not only is it not difficult. It exists. There are systems out there. They are very secure. They have been done with private and public sectors. The data is not owned by any business or industry. And fact is, there already is extensive information about whos gotten vaccinated. That Immunization Information Systems are in every state in the country. So tHis is not about doing something new thats going to make more information available to the government. THis is about taking something and making it more secure, more accurate, more private and giving you more control. I also think people should be able to opt out.
