Strong arming around this. Welcome, everybody. Im neil cavuto. This is your world. The push to get people vaccinated might be putting the White House on a legal slippery slope, but the hope seems to be among top White House officials that after all the legal wrangling, more americans will be vaccinated And the problems will miraculous go away. It wont be as much of a problem, this as we get news that one out of 500 americans have died of covid19 but the numbers are improving. Jacqui heinrich has more. Good afternoon, neil. The president met with ceos And Company President s representing more than 200 major businesses that are really pushing these Vaccine Requirements. Their argument being that Andate'>Vaccine MAndates are good for the economy with fewer people that are stick at home, unable to work And fewer people sick And dying. The president said the Labor Department is working on emergency rules that would require all employers with 100 or more workers to ensure that their employees are vaccinated And regularly tested, including new requirements for nearly all Healthcare Workers to get vaccinated. Listen. These Vaccination Requirements will cover 100 Million workers. 2 3s of all workers And builds on previous requirements that weve installed so far. The Vaccine Requirements work. The biden administration is encouraging local leaders to mAndate vaccine, its being met with pushed back in texas And arizona. Arizonas Attorney General says the white Houses Push is inappropriate pointing out that migrants that come across the Southern Border are not saying the same pressures to get vaccinated or losing their jobs. They said if youre a noncitizen, you have an option. If youre a citizen, you dont. The president himself does not have any power anywhere in the constitution. So the view at the White House is Andate'>Vaccine MAndates from businesses will have the largest impact in mitigating the spread of covid. Meanwhile, dr. Fauci said he would support a Andate'>Vaccine MAndate for air travel. The White House has not taken a position on that. They said theyre continuing to look for ways to provide consistency neil. Thanks, jacqui. For businesses, its not so much Andate'>Vaccine MAndates that are writling them these days but how it is that they want to hire tens of thousAnds, Amazon North of 100,000. Close to 12 Million when you add it up. Its juxtaposed against more than Nine Million americans out of work. So the obvious question would be, we have more jobs available than people looking for jobs that doesnt jive. Its worrying business. Lets go to Susan Li with more. Companies do continue to hire. They know that this is a hot jobs market. In this type of job environment, you have to pay up to get the workers in. As you mentioned, americas biggest online retailer, amazon, is looking to fill 125,000 new jobs. Theyre rating the starting pay to 18 an hour And free college for eligible workers. At sams club, hourly pay going to 15 an hour And up from 11. Thats higher than the Base Pal And the parent company, walmart, that just raised the minimum wage to 12 an hour, a war for talent as they go to the Holiday Shopping Period with retailers And shippers looking to add hundreds of thousAnds. Fidelity looking to fill 9,000 jobs by The End of the year. One of the tightest Labor Markets that weve seen with a record 10. 1 million Job Openings in july. 1. 5 million jobs more than people are looking for work. Caterpillar says they are having a tough time getting materials as a result, which is impacting their global supply chain. Despite companies paying more, thats still not enough to offset the fastest Consumer Price increases that weve seen in a decade with wages down nearly 2 when you adjust for inflation according to the Labor Department. Inflation did slow down a little bit in august, neil. Consumer prices rising less than anticipated. Still over 5 from a year ago, were at the lottest level in 13 years. Not much relief just yet. Neil not yet. Thanks, susan. So its a weird conundrum to have. You have so many jobs being offered And so few taking up employers on that. Whats going on here . Lets go to charles payne, the host of Making Money on fox business. We have aaron gibbs here. Charles, this doesnt jive. Who is blocking it . You know, neil, we have this unusual situation where people were able to work 15 months or longer from home or they didnt work, they were getting supplemental Unemployment Benefits from the federal government in addition to stimulus checks that had gone out, Child Care payments that have gone out before then, there was this big And-work'>Movement And Work life balance. People just sat back at home And started to contemplate, can i get the ideal job . What does that ensue . Some want to work remotely. Some want to work in a different industry. Some folks saying that they want to work for companies whose ideas, whose ethos represents the same as theirs. Were in a situation right now where people are still sitting on money, even though Unemployment Benefits ran out, people are sitting on money And have time the be very choosey in this job market. Martha neil im wondering about the virus And states And et cetera. A lot of people are saying im not comfortable yet. What do you make of that . Weve been looking at surveys. While there may be people lacking for something better, the top two that are still coming up for the reason why im not going back to work is family care, Child Care, elder care. Your Child Isnt going to school full time And you want to stay home for them And the second one is im afraid of getting sick, im afraid of going on public trans ports. So we know some of this peaked in september, this week a lot of schools have reopened. Fully reopened. Whether inclass, so thats an interesting test to see if those states will start seeing higher unemployment. Youre able to go to work because you dont stay home for your child. And as Vaccination Rates become higher, perhaps that leads to less fear. We havent seen that yet. Theres no correlation if you have higher Vaccination Rates that you have lower unemployment. Theres absolutely i would like to say Theres Nothing. But Thats Something that we have to attack. Getting people comfortable going back to work. Neil its a psychological thing. Maybe the prospect of what workers have to look forward to. Were going to be exploring this more, charles. The 3. 5 trillion Infrastructure Package is loaded with Tax Increases. Its being sold as increases on guys like you that can afford it. But not necessarily anyone else has to worry. People are beginning to worry about that. What about you . Of course theyre beginning to worry. Theres taxes an tobacco. That Impact Folkses definition of 400,000. Thats lurching to a couple, not a individual. 6 in a lot of people. You think you were getting in under that threshold And youre not. Theres a lot of anxiety about that. The vaccination thing, the top five states with Vaccination Rates had higher average unemployment than the bottom five vaccinated states. So you know, tough to make these correlations. Were just in a unique period. You talked about amazon. You And Susan Li talking about amazon. 18 an hour, 3,000 signing bonuses, a lot of Businesses Cant Wu Workers even if they were incline topped go to work. Neil looking at this how politicians deal with it, i guess it could be a nice problem to have, more jobs than people are taking up those jobs. But Goes On much longer, that could be a problem. Certainly. Businesses just wont be able to run profitably. May go out of business. They dont have enough workers. Obviously costs. Theyre having to pay more And more to entice somebody to come. Youre going to see that in inflation. Theres a lot of different points that we need to make. Attack it at so many different levels. Economic policies have a big impact as well. Makes people feel more competent as states reopen And more open And feels freer. So thats another thing that politicians should look at when it comes to the psychology of it all. All right. I want to thank you both very much. We did mention the 3. 5 trillion Spending Package that theyre kicking around in congress. The devil is in the details. Its not just the republicans that want more details. Now a growing number of democrats are concerned about the cost of this but the taxes in all of this. And theres very little Wiggle Room after this. Before you go there, or Fist Bump there. Or. Oh i cant wait to go there or reunite there, start here. Walgreens makes it easy to stay protected wherever you go. Schedule your free Flu Shot And covid19 vaccine today. As someone who resembles Someone Else. I appreciate that Liberty Mutual wherever you go. Knows everyones unique. Thats why they customize your Car Insurance, so you only pay for what you need. [ nautical Horn Blows ] i mean just because you look like Someone Else doesnt mean you eat off the floor, or yell at the vacuum, or need flea medication. Oh, yeah. Thats the spot. Only pay for what you need. Liberty, liberty, liberty, liberty as your business changes, the United States Postal Service is changing with it. With ecommerce that runs at the speed of now. Next And-twoday'>Day And Twoday shipping nationwide, And returns right from the doorstep. Its a whole New World out there. Lets not keep it waiting. Were getting worse that senateser Joe Manchin is expected to meet were the president later this afternoon And into the night. Already democratic Arizona Senator Krysten Sinema met with the president. Theyre concerned about the spiralling cost of the human Infrastructure Package. Theyre not not the only ones. Theres a rumble in the house as well. Again, among democrats that are concerned this could be getting out of hAnd. Chad pergram has more. Good afternoon, neil. House Speaker Nancy Pelosi says theyre scheduled to advance the massive bill. Today is the deadline for House Committees to complete the tax of the bill but theyre not there yet. Democrats might need to cut the size of the bill. Moderate democrats are balking. If they trip the cost, they have to have the votes of the left if they can stuff immigration in to the spending bill. Its being decided by the senate parliamentarian. Youre presenting arguments of evidence to her. Shes requested more to this And provided more as well. We have a strong case. I hope she agrees. Senate parliamentarian Elizabeth Mcdonough decides what goes in And what goes out. Even Mitch Mcconnell admires the audacity of the democrats. Cant blame the other side for trying to use reconciliation as expansively as they want to. Thats always a temptation of the majority, using the recondition sillation process. If democrats persuade mcdonough, immigration is a money issue, it could be allowed in. Democrats need the votes. Sinema met with the president this morning. Manchin wants the bill to to slow. Neil yeah, about half the size. Meantime, theres the issue of how to pay for this. There too, the democrats are balking at some stunning Tax Increases that they fear would boomerang. The latest from Hillary Vaughn on capitol hill. Hi, hillary. Somehow democrats want big corporations to pick up the tab for this 3. 5 trillion social Spending Package. Business groups says that will mean lower wages, smaller raises And fewer job opportunities. A proposal to raise the rate to 26. 5 doesnt tell the whole story. Today republican And democratic lawmakers in the house sparred over who the Tax Hikes help And whether or not they hurt the middle class. While youre not for the working man And woman, for you to say this is about putting a bigger clamp on the ridge, this is not about that. This is about driving jobs overseas. You guys dont want to raise taxes on corporations, so you believe theyre the backbone of this country. According to analysis from the Tax Foundation at the And-means'>House Ways And Means proposal, say the combined corporate Income Tax Rate would be higher when you do the math And add up corporate Tax Rates. Countries in 21 states And dc would have a higher corporate Tax Rate than any country And the organization for economic cooperation And development. The highest state would be New Jersey where companies would face a combined corporate Tax Rate of nearly 35 . 35 corporate rate was a big concern for Chuck Schumer in 2012 when he tried to convince his colleagues to caught the rate down. Some on is left have suggested corporate Tax Forms could be a source for new revenue. Here i disagree. To preserve our international competitiveness, its imperative that we seek to reduce the corporate rate. This will boost growth And encourage more companies to reinvest in the united states. And neil, today some house republicans are pointing out that some of the points that schumer made there back in 2012 are similar to the arguments that republicans are making today. Neil . Neil yeah, schumer would say corporate taxes were higher then. Weve gotten down to 21 . We overdid it. The linguistics go back And forth. Thanks, hillary. You probably know how this lines up. Republicans by And large hate the whole thing. Democrats by And large want to see, well, taxes by an large. So the real block you have to win over are moderate democrats or independents. As a voting block, theyre very skeptical. Im talking about independent americans that right now are not showing a great deal of enthusiasm for this. I want to bring in lee carter. Its interesting to note about a third of general view of independent voters approved the job the president is doing. When it comes to things like the big spending initiative, that works into that skepticism. What is going on here . So what weve seen over the last two months is president Bidens Approval Rating has sharply declined. Its declining. His Disapproval Rating has increased. So more than half think biden is not doing a good job, especially with the economy. Thats a 10 shift in two months. Break down the numbers. Look at democrats. They still think hes doing a good job. Democrats say hes not. Really important piece there is the independent voters that are really not giving him the Benefit Hoff the doubt. Theyre saying theyre not feeled good about the economy or Foreign Policy, not feeling good about covid, which are all of things that he polled well when he took office And have not been good for him. So as you look at the popularity of the infrastructure plan, also really changed. When it was a 1. 2 trillion spending, we had a lot of support among independents. Right now less 50 of independents think this is the right thing for america to do right now. So its a real issue for democrats And for this administration to navigate. They need independent support as specially as we get closer to the midterm. Neil you know, the administration is saying the possibility of this getting passed at 3. 5 trillion And also that it will generate enormous stimulus. The economy will boon. Republicans just the opposite. Someone is going to be very wrong on this. Maybe independents are expressing some of the healthy skepticism out there that been there, done that with these large Stimulus Measures And were worried. When you talk to independent voters, the thing that we hear is spending too much money is not going to help us in the longterm. Theyre really concerned about continued spending about covid, excessive spending. They dont think everything being put in the bull is necessary. A lot of people like the idea of the social benefits. Theyre pretty popular. When you put it in the collective, very concerned that 3. 5 trillion is too much money for us to be taking on especially when the economy is weak in the first place. Theres a thought that we need to have this spending And stimulus to move things nor ward. Independents are not buying it. Theyre concerned about Tax Levels what will happen to their own Pocket Books And the future. And i think what were seeing in addition to this, a lot of people, you can see the divide in Red States And blue states. People are moving in to Red States now as taxes are more And more hoff a concern. People feel inflation. 70 of americans are Feeling Impacts of inflation at the grocery stores, energy bills. Now paying more taxes . You know, youre also going to see companies are going to be taxed at higher rates so theyll be moving. Its interesting to see how this plays out in the coming months. Its not looking very good for the democrats even if they get it passed. Neil yeah. Theyre pushing the notion this is just on the wealthy, the cost of it, theyre going to pay it. As we find out, theres a Trickle Down that goes the other way. Lee carter, thanks very much. Heres some startling news And an alert for you. Pfizer is very happy to a next come next weeks, Booster Shots are available. Pfizer makes the Booster Shots. So put that aside. A lot of doctors close toast the medical community talking to the president are concerned hes pushing this too soon And too fast. You dont need it. Whats the rush . Whats the deal . After this. By that time, the Booster Shots will be out. So who gets them And when . And do we need them right now . After this. Its an important time to save. With priceline, you can get up to 60 off amazing hotels. And when you get a big deal. You feel like a big deal. Priceline. Every trip is a big deal. All right. Next week, youll be able to get a Booster Shot, a third shot, if youve had the traditional two shots from some of the more popular players in this whole arena to get you vaccinated. But growing debates as to whether this Pfizer Shot is necessary. Theres reports right now that moderna with a lot of its data is saying given the spikes in cases that weve seen, including those among the already vaccinated, such a Booster Shot might not be a bad idea. Moderna is coming up with a Booster Shot of its own. Pfizer will have the shot available for use on monday. So they might have a vested interest here, but dr. Kevin campbell is worried about something far greater than the Booster Shot debate. What is happening as these covid cases increase. President And ceo of cardiologist, kind enough to join us. Doctor, i want to show a map that illustrates your concern. This spread across the country, kentucky, arkansas, texas, alabama, georgia are over 90 if not totally fill. A lot of that is because of covid cases. So those were heart And other Issues Cant get to the icus. Thats your biggest worry, right . Absolutely. What were seeing here in florida, our icus are overwhelmed with covid patients that are not vaccinated. So i think that yes, considering a booster is very important. I think the biden administration would do a better job focusing on getting folks vaccinated in the first place. If we continue to have unvaccinated people, well see Icus Overrun with people that dont have to be there. Neil when you hear of someone in intensive care, its serious. So these cases in icus, are they in a dicey situation . Do they need to be there . Absolutely. I know that lots of Healthcare Systems across the country are actually taking care of very sick patients on the Floor Bed or a stepdown unit rather than an icu because theres beds not available. When you get to the icu, you need oneonone care. You usually have Organ System failing. Its a big deal. Most of it is respiratory with covid And other or again systems that fail along. Its a crisis. SAndra neil what im also worried about, doctor And this story earlier in the week of, you know a Heart Patient trying to get to the hospital, 37 hospitals reported there was no room in their icus. He later died. People said those are exception stories. Im worried that they might not be. I think youre right, neil. Unfortunately its becoming the norm. Were seeing a lot of patients put off Preventative Care when it comes to their heart. Were having to put off elective procedures like catheterizations And pacemakers. Im afraid patients wont go to the e. R. Because theyre scared of covid. So were in Crisis Mode throughout the country. Neil do we need Booster Shots . Its controversial. Some people need them. Those that have heart disease, lung disease, diabetes, chronic diseases, yes. Theres data from israel that says immunity wanes And you should have a Booster Shot. The lancet published a paper that contradicts that with other trials. So i think the jury is out And we need to look at the data more carefully. Neil got it. Thanks, dr. Campbell. Thanks for having me, neil. Neil okay. Meantime here, you heard about the dustup in the Bob Woodward Book about general milly And secretly going around the president. Neil Not Insubordination but routine conversations. General milley responding to the Bob Woodward Book that he was trying to do an End Run around President Trump in the final weeks And months of his administration. Lets get the latest from jennifer griffin. Jennifer . Hi, neil. The two calls made by General Milley to his chinese counterpart were not secret. They were done with 15 people in the room including note takers in coordination with the civilian leaders of the military And briefed to the Secretary Of State And white House Chief of state at the time im told. I have great confidence in General Milley. The unnamed sources in the book said General Milley told his chinese counterpart that he would give him a headsup in the u. S. Planned to strike. The officials say this is taken out of context And needs to be understood to chinese leaders that the u. S. Was surprising a surprise attack, which they were not. A former Defense Official said it was done after Mark Esper said his civilian policy members do the same. U. S. Intelligence at the time suggested the chinese were jumpy about all of the nice Coming Out Of Washington surrounding the u. S. Election. U. S. Pacific commAnd sources Tell Fox then Defense Secretary Esper was so concerned about not speaking the chinese that he asked for a delay in sending a significant number of ships And War Planes to the region around the time of the election for a december exercise. Theres no thought of President Trump to launch a weapon. Senior officials were more concerned about a wag the Dog Type Situation when it came to iran. Neil . Neil thanks, jennifer griffin. To Andy-mccarthy'>Andy Mccarthy right now, former assistant u. S. Attorney. A routine conversation. It is just a routine conversation, where are we . Well, Theres Nothing routine about what was going on from october through january, obviously. But i do think, neil, that if its true that General Milley was acting under the auspices of the secretary of defense And the chief of staff, this story is much adieu about nothing And we have run as weve had in the past to be a little bit skeptical about bob woodwards reporting And his reporting methods. I doubt The Story will have much in the way of legs. Neil what would make across into treason . You know, where you are userping And doing an end around around the commAnderinchief. That came up in 1974, it was james schleshinger, that president nixon was losing control And those around him were concerned. There were no calls to my knowledge at the time to either then soviet Union Or Anyone that might wish its ill. Is there a difference there . Yeah, i think theres two levels of this situation that are concerning, neil. The first is most concerning to me, And im sure to most people is if Bedrock Principal in civilian control of our government including military so if you believe that General Milley had gone rogue And was without Clearing It with his And'>Chain Of CommAnd up to the White House, making his own Foreign Policy with china that would be a very serious And significant departure from the american system. Were past that now. The question is if he was acting with the knowledge of esper And the chief of staff, the question is did the president s Cabinet Part Company with the president , which isnttod happen. That is a less serious issue. Thats only because the civilian control of the military is an important issue. Obviously if the president has one policy And his subordinates, even the ones confirmed by the senate are undermining that policy, that is at the very least a firing offense. Neil does that include lets say General Milley was working at the behest of the defense civilian secretary, that in other words, its not coming from the military And-defense-secretary'>CommAnd Defense Secretary is military commAnd. I get that. But theres a difference there. Right. The secretary of defense is a civilian who has direct Line Cabinet Connection to the president. So, you know, we dont have to worry about the military going off And going rogue. The only question is the president controlling his administration. That is, the Attorney General, the secretary of defense, the secretary of the state. Are they following the president s policy or are they off on their own. Neil we dont know. Finally we know this much. There was never any Military Strike against China Or Anyone else for that matter. We do know that Donald Trump not pleased with the Election Results And to this Day Questioning whether they were rigged, but he still left off January 20th so none of this transpired at all. What do you think . Right. Theres no inkling that President Trump was going to haul off And do anything crazy with respect to china. The other hAnd, if Secretary Esper was worried the chinese would get spooked And do something reckless on their own, as long as he was And undermining something specific that President Trump directed, i think he was within his authority to take measures to try to keep that situation simmered down. Neil should he have told, whether its treasonous or not, going around or not, the president that he was making a Phone Call to his chinese counterpart to assure them . Should milley have told . Yes. The line of communication should be esper And the president. As long as the question is did pardon me . Neil not milley And the president. No. I think milley is fine as long as neil all right. I interrupted you there And interrupted both of our chains of thought. I have a feeling theyre not ending the debate on this. Well follow closely. The backdrop for this is on going friction in asia with North Korea for the second time in about three days here. Launching more long range missiles. Were following North Korea closely. Theyve been very provocative for the second time in three days launching long Range Cruise missiles. Again, signs that they plan to continue doing so. David joins us, the former State Department Adviser for the obama administration. Good to have you back. What to you make of the timing of this . I had Leon Panetta here, president obamas Defense Secretary who was worried about bay of Pigs Type Reaction to what went down in afghanistan. This might be an example of that. What do you think . I think your audience should be wondering as you asked, why now And what is the biden administrations response. I think the why now could in part be because kim jongun sees vulnerability right now because they have faced Heavy Consternation of afghanistan. And we knew that South Korea was planning a Missile Taste And thats why North Korea did this now. Furthermore, there were joint Military Exercises with South Korea a couple weeks ago in august. That may also have irritated kim jongun And North Korea And caused him to do this. More broadly, i think North Korea still wants what they always wanted. They want Sanctions Relief And to remind the biden administration that theyre continuing to increase their Weapons Capability And until they get Sanctions Relief, theyre not going to stop developing weapons And their nuclear arsenal. The other question that everybody should wonder about, what is the biden administration going to do. The biden administration rolled out their policy on North Korea in april. It was supposed to be a policy that was in between the Trump Policy And the Obama Policy. The Obama Policy were not going to do anything until North Korea shows that they give up nuclear weapons. Trump said we want you to give up your weapons And well give Sanctions Relief. Biden wants to do Something Step by step. You give up something, well give up limited Sanctions Relief. Neil no matter what tact you take, try to do it with hugs or sort of a stick, North Korea still does what they do. Im wondering now in light of what happened in And-china'>Afghanistan And China getting a little bit more provocative And theyve had it with u. S. , you know, carriers in the south china sea, that china owned the south china see And threatening u. S. Vessels off of the waters. Its accelerating. I dont think im missing that. What is the president to do to convince people that afghanistan was a oneoff, if thats what his hinting at . Well, i think the president has to be careful not to overreact to what North Korea is doing. We want to show strength. We want to show a continuation of policy from all of the past president s who are not willing to agree to allow North Korea to have nuclear weapons. I think President Biden more may be than President Trump wants to work very closely with our allies, particularly the allies most impacted by this. South korea And japan, to have a unified front. We also have to work with china. China And russia have some more influence in North Korea. We have to get all of those countries to help us to find a plan. It can be the Step By Step Plan but we need to take steps towards North Korea starting to denuclearize, starting to show that theyre not going to develop more Missile Technology And could be limited Sanctions Relief to reward them for that. Neil we shall watch it closely. Thanks, david. In the meantime, back here in this country, the quest for Real Estate And a bubble some call it that just wont burst.
