Can you explain how the process works and its been explained to us that he went and just went reviewed the procedures and that he told them that he should be on any Conference Call with the president , that Thats Part of the procedures is. That part of it . Im confused. I cant speak to the revelations coming out in the book. I think you saw a statement by the Chairmans Office specifically addressing this issue. What i can tell you is that it is not uncommon at all for the department to continue to review security protocols, particularly when it comes to our strategic deterrence capabilities that we constantly take a look at the protocols and the procedures to make sure that theyre still relevant. These protocols have been in place for a long time. A couple of decades. So its not uncommon. Its also completely appropriate im not speaking to the validity of things in the book. Its completely appropriate for the chairman of the joint chiefs of staff to the secretary and the president to want to see those protocols reviewed on whatever frequent basis that he wants to do that. So again, i cant speak to the validity. But i see nothing in what i have read that would cause any concern. What is the Chairmans Role in terms of the nuclear launch, if there were one by the president . The chairman is the key Military Adviser to the president , to the commanderinchief. And in a sequence of events whereby a commanderinchief would be making that decision, that most grave of decisions, the chairman would be intimately involved in that process and providing Advice And Counsel to the secretary and to the president. Obviously the president makes the final decision. You know, by statute, by law, he is the prime Military Adviser to the president. This would be a Military Decision of profound proportions here and importance. So he would be absolutely involved in that Process Soup to nuts. Was there anything said to the chinese counterpart from what you understand . All ive seen is the same reporting that youve seen. I cant speak to the specifics of the conversation. A conversation that took place before this administration took office. But i would add, if i may, again, that it is not only common, its expected that chairman of the joint chiefs of staff would continue to have Counterpart Conversations. Hes basically the chief of defense for the united states. We dont call him that. He has chief of Defense Counter parts around the world. Having worked for a chairman myself for quite a bit, i can tell you frequent communication with two countries like Russia And China is not atypical at all. Those communications are routine, theyre staffed, coordinated and theyre transparent as transparent as they can be. Would it also be routine in these Counterpart Conversations if the united states was planning to strike one of those locations for the chairman to inform his counterpart . Im not going to get into the confirming or speaking to details would it would that be a common part of these conversations if the united states was planning to strike a location, would the chairman call his counterpart to alert them . Would speaking to that hypothetical, what i would say is parts of the value a part of the value of having these communications, particularly with countries like Russia And China with which we are experiencing tension is to try to reduce the risk of miscalculation and conflict, to take down tensions to make clear what our national security interests are on you pick the issue. Thats the Communication Channel between our chairman and a chief of defense is a really key vehicle for transmitting and communicating those kinds of messages. Has Secretary Austin based on the stories out of this book, has he instructed General Milley to change any of the ways that hes operating . Has he asked him to inform him more about the conversations that hes having . Is there any practical change on this current absolutely not, no. Not in the least. Full Trust And Confidence in Chairman Milley and the job that hes doing. Laura . Thanks. So just following upton previous question. As you said, by law, statue, the chairman is not in the Chain Of Command. So if these allegations are true, that General Milley said that he would give a headsup to the chinese if we were going to strike them, would that not be undermining civilian controls of the military . Im not going to speak to unconfirmed reports from a book that we havent looked at and read yet. Certainly not to a conversation that took place before the administration took office. Im just im not going there, laura. I cant understand why youre not denying that that happened. Thats a pretty serious allegation. Im not speaking to it at all, laura. Its not that im not denying it. Im going to refuse to speak to specific anecdotes that are in this book. Im in no position to do that. I dont think it would be helpful for me to speculate one way or the other about the voracity of these anecdotes. What i can tell you is any chairman a chairman across multiple administrations have direct Channel Communications with their Counter Parts in other countries. Its particularly important to have those communications with a Nation State with which there are real and significant tensions to try to reduce those, clear things up, reduce the risk of miscalculation and i think you saw in the statement that the Chairmans Office put out earlier today, that that is exactly what was behind the context here for this particular call, which took place at a difficult time in our nations history. Just on that points, Secretary Miller told Fox News that he did not authorize The Call. Another one of these Deputy Chiefs of staff said that in fact it was the policy at the time that there was no senior government engagements with coina. True . I couldnt answer that. Those were those were before that was a time before we were in office. I cant speak to what the policies were for international communications. But again, you saw it in the chairmans statement. Why he was having these conversations and you also saw in his statement that those communications were staffed and coordinated. I would point you back to what the chairman said. Thank you, john. So you said its routine for the chairman to speak to Counter Parts in china and russia. In this context, the statement talked about strategic stabilities. Includes issues related to nuclear capabilities. You said you worked for the chairman. Can you help us understand when these type of positions at this level happen, does the Chairman Brief the president or get the green light before a conversation . Does he brief the president . And then does he get the green light from the secretary of defense or brief him after the conversation . It depends. Thats not a great answer but its a true answer. We expect a chairman of the joint chiefs of staff to coordinate and communicate with his Counter Parts. Some of those conversations are about very specific issues that have very, very high level interest. And there might even be a request made by the chairman to make a call. Sometimes the secretary could ask him to do that or even representatives on the national Security Council would say, we think it would be helpful if you reached out to your counterpart and relayed the following message. Sometimes the chairman will, you know, will be the one to come up with the idea that hey, i need to get on the Phone Or Admiral so and so and have a talk about this. Typically regardless of the impetus for that kind of a call, its read out. Its staffed and appropriately coordinated. The chairman of the Chairmans Office will offer a readout of it up the Chain Of Command so everybody understands it. Oftentimes as youve seen it yourself, the chairmans Public Affairs off will unleash a read out like what we do when the secretary makes calls. Theyre important communications. They dont pick up the phone to talk about sports. They talk to iron out issues. So its important that the interagency have a sense of how that went. That is very typical. So the chairman usually calls the White House prior to the conversation about certain topics. In a typical call, particularly with a nation like china, that would be fully coordinated conversation. There would be the sharing of information after the fact. The White House basically and President Trump back then, former President Trump, would actually know about the conversation before it taking place and would know what happened in the conversation. So for him to say if the allegations made in the book by woodward were true, then the chairman should be put open trial for treason. Oh, my goodness. These are not my words. I cant speak to processes before this administration took office. I just cant. As much as i know youd lake me to, i cant do that. What im telling you is typically that when the chairman or the secretary, they interact with their Counter Parts, its a function of the job. They have to do that. That these conversations are properly coordinated. Thats the way it goes. Is every single interaction written down and sent in a memo . Probably not. But ones that are that are of consequence and they almost all are, they are fully coordinated. I cant speak to processes previous to January 20th of this year. Is china prompting a strengthening and evolving of that relationship . I think without question, abraham, that the kinds of aggressive activities that were seeing out of china and the indopacific region is causing all of us, the international community, not just the united states to make sure that were focused on that behavior and making sure as i mentioned in my Opening Statement that were all not only committed by helping to further what we call free and open indopacific. This morning defense Minister Dutton said the situation in the indopacific was deteriorating. Do you agree with that . We share the concerns that the administer martha well keep a close eye on the Back And Forth with John Kirby at the pentagon. I want to get general jack keanes response, his reaction to what we heard so far on this. So general, thanks very much for being with us. I want to remind everybody the basics of this reporting that came out that prompted all of the questions that were hearing right now. In this Report Bob Woodward and bob costa reporting, only Act 30th Right before the election, General Milley made two Phone Calls to the chinese administer of defense. Now, the reason that prompted that according to this reporting and Jen Griffin has additional reporting, according to the reporting on this, The Call to the chinese foreign minister by General Milley was prompted because there were increasing tensions over military exercises in the south china sea. That the chinese were expressing that they were getting nervous and deepened by trumps belligerent rhetoric towards china. Then they say that General Milley got on the phone and pledged that he would alert them if there was an attack coming. Saying the american government is stable, everything is okay. Were not going to attack. Weve known each other. Im paraphrasing here. Ill call you ahead of time. Its not going to be a surprise. So your thoughts on that part of what they say happened here, general. Well, i think some of that is bizarre to say the least. I dont believe it. Heres the issue. Why is General Milley making a Phone Call . Hes making it because i assume they picked up intelligence and that the chinese were expressing some concern. So making a Phone Call, knowing were not doing by the way, i checked with Senior Trump officials who would have been privacy to any conversation concerning china during this time frame. Theres no way he would have been outside of that discussion. No discussion taken place whatsoever. So the chinese are reacting to some conclusions. I would imagine our knowledge of that is quite sensitive in terms of the intelligence itself. General milley is making a Phone Call to provide reassurances, which is his job. I mean, hes executing his responsibility and doing it in concert with his own advisers and sharing that with the interagency. I dont know if they briefed the president on this Phone Call or not. I have no idea about that. Not briefing them would also not be unusual. It had to do with the sense of urgency and what the issue was. But i take this at Milleys Statement at Face Value. Hes trying to provide Assurance And Secretary esper who had seen the same intelligence, this is prior to the first Phone Call, he wasnt around for the second, had the same concern. He asked his policy people to get involved and talking to their Counter Parts as well. I think these are responsible actions that are being taken, not the contrary. Based on what the pentagon is reporting and the feedback were getting from Jennifer Griffin and i trust her and her sources, by the way, they have been impeccable in the past and i take them at Face Value here, i dont see anything that is undermining the civilian control of the military. If you took the facts that are i think being sensationalized in this report, that would be an issue as you just regurgitated here. But that is not what the pentagon is reporting. Seems to be pretty much in sync with what were used to seeing. The other thing is, i mean, i dont know how many times we have to learn this lesson. It would be far better if people are serving in the government not to be talking to the media about things that are going on in the government, particularly such sensitive things as were dealing with here. Because they have a tendency to get completely out of context as were seeing here. The other thing is, im assuming that General Milley isnt coming forward himself because hes going to deal with this issue on September 28 with the senators. He probably doesnt want to userp their authority. Theyll have a lot questions on this and what took place in afghanistan. So i think were going to get all the facts on this. Id be surprised if its anything more than what were seeing right now. Leaders calling chinese leaders to provide them with a degree of assurance because of their concerns that they had been expressing likely to one another. Doesnt look like there was any major Military Deployment on the part of the chinese, which would have flagged a lot of people than our intelligence services. Our allies would have talk about it. Its possible in the conversation by the way, i dont think we should make it a habit to releasing transcripts. Just think about this. Lets use some Common Sense here. Milley is developing a relationship with an adversarial counterpart. If we start releasing transcripts of those conversations, thats going to blow up the relationship. I think when trump released the transcript, i believe he had the president of the Ukraines Permission to do that. Releasing transcripts, lets stop that if were going to maintain relationships with the people going forward. She reports that its not true that General Milley said that he would let them know in advance if there was anything coming their way.
