From Bob Woodward called peril in which he lays out the panic behind the scenes as the protesters moved to the capitol in a near insurrection ensued. What do you make of this . Well, i dont know where to begin with this one, neil. Its so extraordinary. Normally when you have a president ial transition, you want a stable Chain Of Command. That involves ensuring the outgoing president passes the baton to the incoming president. Here what we have in the final days of the Trump Administration, senior military officials becoming concerned about the president s stability that they took it unto themselves to turn around the Chain Of Command. The president under the constitution is the commanderinchief. Theres provisions in the constitution that say what happened if a president becomes incapacitated or incapable of serving. Those provisions were invoked here. Instead, General Milley and others doing what they felt they needed to do in order to ensure that there was no Lastminute Attack or something awful like that. Neil you know, a lot has been raised about when this occurred, the environment in which it concerned, a president that felt that the election didnt make sense, it was rigged. He went on to continues to fight to this day over whether it was even legitimate. At the time, if were to take the book at face value, top commanders around him including cia director, fbi directors and others were concerned enough to say we ought to watch this. What are they watching for . I think theyre watching for any decision that in their judgment wasnt a decision, a Military Decision that would have been made in the best strategic interests of the United States but would have been done for example to keep the president in office or to extend his term. In other words, president ial orders that might not be done in our best military interests but done for a political interest. Thats what these generals are worried about and thats why there were these extraordinary conversations behind the scene. Neil tom, there was another issue that came up concerning Vice President Pence at the time that was under enormous pressure to nullify the January 6 certification of the electoral vote that would have clinched Joe Biden becoming the next president of the United States. He reached out according to the book to former Vice President Dan Quayle about whether he could to this, whether he had any power at all to stop this. Apparently quail saying no, you have no flexibility on this, known, zero. Forget it. Put it away. He said but you dont know the position im in. This is coming from pence. Well, i think its fascinating that the sitting Vice President turned to a former Vice President for not so much legal or constitutional advice but i think just for a gut check. I cant imagine Dan Quayles advice was valuable in as much as it was to give Pence Comfort that what he was doing was the right thing to do. Dan quayle was right. Vice President Pence did have extremely limited legal and constitutional authority to do what the president was asking him to do. Dan quayles advice was good. The fact that Vice President Pence needed to seek out Dan Quayle is extraordinary. Neil all right. I want to thank you for that, tom. The other part of this story that we started with, the concerns enough that General Milley had that the chinese should be reached out to because fears that they had and others here had that maybe an attack could be launched by the president. He not only once but twice assured the chinese before the January 6 demonstrations on Can Toll Hill and after them that they need not worry. They were worried, the second call after the sixth attacks. Gordon chang and what he makes of this. Knowing the chinese hierarchy and that General Milley reached out to his chinese Counter Part to assure them that look, things are crazy here but nothing violent will happen. Theres not going to be some military strike. The fact that he felt the need to do that not only once but twice. What do you make of this . I think what General Milley did is wrong on every level. Even if his assessment of trumps mental state were correct, what he did is dangerous. First of all, the chinese believe that the u. S. Is falling apart. So milleys comments behind his back would have reinforced that nation and made china nor arrogant, more dangerous. So i dont think that that was right. Also, i dont believe the chinese felt that trump would nuke them. We havent seen any unusual propaganda, we didnt see any unusual military movements on the part of the chinese or civil movements. So i think whatever the u. S. Intelligence community said to General Milley was absolutely wrong. Neil gordon, let me ask you about what the chinese thinking was after the Election Results. Im not sure that they thought Donald Trump would win reelection, whether they were pleased that he didnt because they had their acrimony back and forth. What was their thinking after the election . The chinese were ecstatic. We dont have to guess. There were comments from senior chinese officials and those comments from the academic at the university. He laid it out. He said that during previous administrations, both republicans and democrat, china was able to use Wall Street and henry kissinger. Those letters of influence were broken in the Trump Administration because the president wouldnt talk to Wall Street Or Kissinger and they were looking forward to biden being in the Oval Office because they could influence biden. Beijing was happy about this. Im not saying that they were right. That was their State Of Mind. Neil as far as you know, very good sources and connections there, this idea that they were worried that a manic Donald Trump as the book state, would do something like that, like Attack China or do something violently out of the norm, that doesnt add up to you . No. Theres no indications that they felt that way. We would have seen something. We would have heard something. Chinese propaganda would have changed. All sorts of things would have occurred if senior political leaders in beijing felt that trump would do something of the type that milley was concerned about. As i said, even if milley thought this, there were things that he could do in the pentagon to relieve chinese anxieties without calling them up. They have never heard of a general calling up essentially an enemy think about it. China is an adversary. Where was the evidence that Donald Trump was going to bomb there . The bomb presents none other than his worry. Going outside the Chain Of Command and calling china like that is really problematic. Heres what ive been told. There a group of biden administration people that if the republicans get congress are going to be on the hot seat. One of these is Gary Ginsler at the security and Exchanges Commission because theyre so left wing. Another is anthony fauci. He lied to congress. Most republicans believe it. Im not saying he did. General Milleys Concern was based on precedent at the time when like the nixon administration. He might do something at the time that they called crazy. That never happened. Same was in play here. What we know when all was said and done is Richard Nixon did resign. There was no incident. What we know is Donald Trump unhappy with the Election Results so he did leave office. In my questioning, i focused on that. The democratic questioners and the secretary were using a false choice. They say it was a great expansion and a war that the taliban would engage us on maybe another 20 years. Choice two was this kind of a rushed and chaotic withdrawal with the evacuation being such a disappointment. Thats not the choice. The choice was to keep bagram open, keep our Air Power there, provide close Air Support while we did an orderly transition. Thats the way it should have gone. I dont think that doesnt agree with that. They set up a false choice. The american people are too smart for that. They know this didnt have to be this way. There was eternal concern that he was getting manic, depressed, whatever you want to say and General Milley was so concerned that he was looking at ways to prevent a possible wag the Dog Moment on the part of Donald Trump to attack someone or to do something unsettling. What do you make of that . I dont know. Ive only heard the rumors about the book. I havent read it yet, neil. I assume its based on anonymous sources that you have to wonder about. My understanding is that it says that the chairman of the joint chiefs said and did some things that were inappropriate. Only the president has a power to make a decision whether or not we go to war. Anyway, i havent read the book yet and well see what it says. And that that was a concern here. At any point in post the election, senator, did you have any of these concerns yourself for Donald Trump . He was in fatiguable. Im not buying that that our national defense was in jeopardy. The president put our national defense in jeopardy is this one. Those questions really need to be asked about Joe Biden and his Mental Capacity right now. No, i never saw that from Donald Trump. I think in a few days after the election he had a hard time coming to grips with the results and obviously still doesnt believe he lost, but no, i dont believe he was ever in a state of incapacitation where the country was in danger.
