And nato and their sense of enragement is palpable. We have significant failure taking place, failure of global proportion and placed our allies in the position of questioning americas resolve. Questioning our Nations Integrity and frankly they put us in a situation where they are questioning whether we are a reliable partner. Our reputation as a nation has been put at risk as result of the failed evacuation here. Our job is to get to the bottom of this failure as a committee, the failure that left the world a more dangerous place, for the United States, for allies, for those who depend on us. It is also armed our enemies like never before and emboldened our strategic adversaries. There must be accountability. Secretary blinken, my office and other congressional offices have heard rumors regarding Potential Cabinet Resignations over the situation in afghanistan, i want to ask you, have you submitted your resignation regarding this issue. I have not. The lack of accountability here, lack of accountability in this administration is shocking to me. Id like to turn to another question regarding intelligence we relied upon. In internal report give to the State Department on august 16th, there is warning of a breach at the Kabul Airport, i quote, a breach cannot be fully prevented at current force. Did you see that report . The date again, senator . August 16th, a report given to Embassy Kabul saying breach of the airport cannot be fully prevented at current Force Levels. I cant tell you if i saw that specific report, the president had on standby 6000 forces to deploy into afghanistan in the airport in case the airport was in jeopardy and that is exactly what we do. Well, this the Force Level being insufficient, i think was significant reason for concern, something that in a plan of action, i think should have been accounted for earlier. In going to the plan, i would like to cover for a few minutes. Noncombatant Evacuation Order would be a plan on how we evacuate american civilians from a foreign country should a dangerous situation arise. That is correct. Prior to turning over baghram air base. Critical element for any evacuation is Airport In Kabul. 40 miles from kabul the population is mostly in kabul, airport would be the Airport In Kabul. Civilian airport in neighborhood more difficult to protect than airport with two runways and ability to land and lift off significant air lift capacity. I am frankly quite shocked our Nato Plan would have had no inclusion of the air base, it did not include baghram . I wonder how the Evacuation Plan was updated, mr. Secretary, as things began to change on the ground, what was the process . Through the course of the spring and summer, the element no one anticipated as we discussed on numerous occasions was rapid collapse of the afghan government in course of 11 days. Having said that, we had plans in place to do the two critical things we did. We were able to evacuate the embarrass, personnel, destroy sensitive materials, get people to the airport in 48 hours. In many cases, much less than that. Second, as i mention issue the president ordered Standby Force in place to make sure hakia, Airport In Kabul was secure and we had a secure facility, in the course of 72 airs. That said, i really urge you you to have the State Department surge more people to this process. To help the remaining americans out of afghanistan, to help others, legal, Erm Nant residents and others. I have a list of constituent cases in office and i will give to you and your staff, if i can get your commitment you will get back to us on this effort . Yes. We have twoyearold american Citizen And Weve been working with you on that and we have cases about 15 legal permanent residents and a number of close afghan partners and at this point in the system, the State Department and dhs is overwhelmed, were just getting back form responses without any feedback as to the state of the case. So i really urge you to keep at that. I must say, i shouldnt be surprised but as the senator said, the level of hypocrisy in this room in congress is staggering. We should have more hearings on what happened in afghanistan. Starting with decision to divert huge amount of u. S. Troops and resources to iraq. One of the biggest stra strategic blunders. Iran has been the biggest beneficiary of that decision. And fastforward now to the Trump Administration. I did not oppose the decision of the Trump Administration to open up negotiations for the taliban. Everybody in this room, i suspect recognized no Military Solution to this conflict. There had to be a political solution. I supported opening up that process. Mr. Secretary, isnt It A Fact the Trump Administration asked the pakistani government to release three top taliban commanders as part of that process . Correct. One of them is the person who is now number two, right . That is correct. The Person Everybody Sawyer you saw in the photo Necessary Kabul and another commander released. They began discussions in doha. They did not include the afghan government, correct . Correct. They ordered afghan government to release 5000 taliban fighters, right . Correct. Many fighters involved in the attack on kabul today, right . Is yes. Okay. Now lets see what the negotiation was. Here is the negotiation, i supported the beginning of it. United states will leave by day certain, may of this year, right . Correct. You Cant Attack american forces, but you can attack afghan forces with impunity, right . Right. We pick a date, we say to the taliban, you can attack afghan forces. Now lets negotiate the future of afghanistan. Isnt that the way it was set up . Essentially, yes. There is say nothing afghanistan, foreigners have the watches, we have the time. So the Trump Administration, through negotiations, set it up perfectly for the taliban. Green light to attack the afghan forces, no discussion. Isnt it true that the former president criticized President Biden for not pulling out forces earlier . I believe that is accurate. I think he said, stick to our may Time Table. So president trump, stick to Time Table and by the way, handing you negotiation where ive said were getting out and i said go have them attack the afghan forces and now talk about the future. That is the hand youve been dealt. Let me talk to you about the future. And im glad you brought together the mibsterrial meeting with nato partners and surrounding countries. This will never work if surrounding countries do not participate. You have Pakistan And India at the table; correct . That is right. Free and Safe Passage for People Who want to leave, right . Access by international humanitarian organizations directly to the afghan people, not through taliban, right . Protection of girls, women and minorities. That is right. This is one obviously we have to keep a very close eye on. Fourth, you cant use the territory of afghanistan as a base for future Terrorist Attacks whether Al Qaida or anybody else, right . And a more inclusive government because right now we have government comprised of taliban, including two members of the akani network. One of who is wanted for questioning and for activities. So my question to you is that was really important first step, we want everybody on the same page. Our close partners and surrounding countries, right . Thats right. What do you have that buyin from all the partners around the table that we will act in unison . We have that buyin, not only from the meetings we had, we had buyin in the statements that many countries signed on to, in the un Security Council Resolution that we entered into and critically we have moving forward established ongoing group of countries and institutions going to work together to track this, to continue to make sure were speaking one voice and acting in unison. Got it. Now there are countries that may be outliers in this effort. Some have been referenced to include china, to include russia, pakistan and that is something were being vigilant about, as well. Well, i think time is up, i would just, i think a number of those Countries Issue at least pakistan, like india and the others have interest for preventing chaos and civil war in afghanistan. They do. And obviously we ask them to release prisoners they had locked up, taliban prisoners. So obviously we have to keep an eye on the isi, i get that. President biden and the Biden Administration have presided over the worst foreign Policy Catastrophe in a generation. Americans across the nation are horrified. In limited instances, where we were seeking to get a bus or a group of people through a checkpoint, we gave them manifests to the people at the checkpoint to demonstrate those people roughly how many names on the list . Doesnt matter because they doesnt . Hundreds or thousands . Happened in handful of situations it wasnt hundreds . Did you give them thousands of names . We did not. Hundreds . Not put a number on it . Why not, this was a hearing to discover, how many names and how many names have been targeted for Torture Or Murder . On august 27th, according to public reports, you distributed internal documentation highlighting numerous instances and intake centers of Sexual Abuse in which much older grown afghan males appeared with children, young children, claimed they were their brides, claimed they were their wives and the document said the State Department urgently requested guidance, your word, urgently, subsequently Departments Department of Homeland Security said it showed they were willing to give Little Girls to grown men to be subject to child wives. My question follows, did you receive that urgent guidance . How many children have been subject to Sexual Abuse . What have you done to rescue young children from illegal and abusive relationships after being brought to america by the State Department . Across the entire government, everyone involved in the evacuation effort, whether transit point, in one country we negotiated with, whether here in the United States, dullluth, philadelphia, military bases, have have all officers at extreme vigilance to look for and to deal with any cases or concerns that arise did you give urgent guidance . Ive gone to Fort Lee, as you have, to see the incredible work that is being done to help afghans who stood with us integrate into american life, been to the Expo Center to see the families traveling around the world, still traumatized, but looking forward to being free. I have a lot of emotions. Let me tell you what they are, sadness, anger, pride and relief. Sadness. Im saddened by the unnecessary deaths of the 3000 or so who were killed on 9 11, saddened by the deaths of 7000 u. S. Troops. Im saddened by the deaths of more than 8000 american contractors. I doubt there has been a war where more contractors died than troops, but this Global War On Terror is one such war. Im saddened the deaths of 400,000 innocent civilians, iraq, afghanistan and syria. Im saddened those who now have to live under taliban rule. Im particularly saddened for the families of the 13 troops who were killed. To lose a child in any circumstance is horrible, in war is horrible. In the last days of a war, in the last days of a war that has been declared over and winding down, i dont know how that wound could ever heal. For a parent. Yet those 13 died to save the lives of 120,000 People Who will have the chance to live in a freer and better society because of their heroism. Im angry, im angry at terrorist impulse. I was angry about it on 9 19 11001. Killing muslim, christian, jewish, no religion, indiscriminate urge to destroy, Blowup Demolition Vest at Kabul Airport and Kill Hundreds of your own country men and women for what, that angers me. Im angered after 20 years of american investment in afghan Security Force larger than the taliban, better equipped than the taliban, that Security Force just melted away. And failed. Im proud of their service. Im proud of the country and my virginians for what they are doing in welcomes afghans here. Outreach from virginians, from the vivietnamese community. We want to help. When i visited Fort Lee and dullluth to hear the afghans express appreciation and in the midst of Trauma And Anxiety about the next chapter, to be excited about the opportunity to live in place not under taliban rule and have opportunity for a better life for their children. That is the way they look at us. And proud of the military there who say ive been deployed five times this is the most important mission i will ever undertake. The Haft Thing and mr.
