Nonvaccinated. Its 99. 9 those that have not been vaccinated that are responsible for these cases. Its a point that the president expects to pound again And again in about an hour. Welcome, everybody. Im neil cavuto, this is your world. First to Peter Doocy on what well hear out of the president And the argument that he will make to get tough now. Peter . Neil, the White House thinks that they have given 4 Million federal workers enough nudging to go And get vaccinated. So now if these federal workers dont get the shot, they could lose their jobs. Disciplinary action could include termination. Correct . Correct. Hopefully it doesnt come to that. Our role is to convey to federal employees, the safety, the effectiveness of the vaccines that are readily available. Next, a Sixpoint Plan from the president. Vaccine requirements for feds And businesses with 100plus workers. Boothers starting in 11 days And testing for students And teachers. Extending Andates'>Mask MAndates for Interstate Travel with double the fines for rule breakers. Some of these appoints are alarming to republicans like congressman Jeff Duncan that tweeted this. A Andate'>Vaccine MAndate veers into medical privacy And Infinks On Americans liberties. The decision is not up to potus or fauci. A forced vaccine should not be a condition for employment And this is nothing short of tyranny And cannot be tolerated. It has been more than two months since the president s Independence Day remarks that were intended to declare independence from the virus. But now here we are after Labor Day taking yet another crack at covid. Neil . Neil all right, peter. Thanks very much. Peter doocy on that. Bret baier with us, anchor of Special Report. Bret, this is a Big Leap here. You can understAnd the president s thinking here. I tried to be nice And urged people to get vaccinated. Were stuck at these numbers that wont move. Hes taking a bit of a leap, And obviously it will get a feisty reaction. How does this play out . I thinK So. As the numbers continue to rise with the Delta Variant, neil, i think the administration is stepping up And stepping in to this at some Points Controversy about mAndating vaccines on the federal Worker Level And also mAndating vaccines with businesses with 100 people or more or saying that they have to take a test every week. Its one or the other done through the labor department, through osha. We start going down that road. It opens a lot of doors. Youre right. I think theres going to be push back. Who is paying for it . Is the employee, the employer . Who how is this monitored . What is the fallout if you dont do it . A lot of questions to this that he will open the door to today. You think about it, bret, theres more And more companies that are demAnding their employees be vaccinated or have proof of that before returning to work. Even pushing back Inperson Return to work until that has happened. So its a Ground Swell of sort of private industry pushing in that direction but takes on another tone when its the government all but ordering it. 100 . There may be legal challenges to this for people that feel compelled to force that pushback. Tonight, neil, we have the secretary of education, cardona And the surgeon general, dr. Murthi taking questions from viewers around the country. One is getting back to school And the mAndates. But the follow up to the president s announcement will be interesting to see what the reaction is. Neil yeah, i look forward to that. I wanted to send in one of my own questions. I guess your people caught me. I can get you in. Neil thanks. I look forward to it. Bret baier, Special Report exploring it with two top administration officials how we go forward. Comes at a time when much of the Words Attention is focused of whats going on in afghanistan And a plane that finally left today. We were complimenting the taliban for making that happen. Lets go to Greg Palkot in london. Hi, neil. So many 200 evacuees And in some of the group americans. It was the first international Passenger Flight out of kabul. The taliban had been blocking chartered flights. Listen to the And-forth'>Back And Forth between Peter Doocy And the White House spokesperson, Jen Psaki Today seemingly pleased with the cooperation between the u. S. And the taliban. Take a listen. Youre saying the taliban is businesslike And professional. Their Interior Minister has an fbi wanted poster. Hes got a 10 Million bounty on his head. What is the business . We are here to celebrate the return of american citizens that wanted to leave afghanistan of legal permanent residence, of afghans that fought by our side to qatar in a qatari airlines flight. In order to get those people out, we had to work with some members of the taliban to press them And to work in a businesslike manner to get them out. Businesslike. The taliban could have been really showing what their business is all about on the streets of kabul this week. Foot soldiers seen wielding rubber straps against women. Many ran for their lives And ugly scenes of beatings evident in images of the bodies of journalists that were there covering the protests. Freedom of speech, free Media Part of the taliban lexicon. One final note. We had a chance to talk to the former u. S. Military Translator Weve been in touch with. The idea of returning to Kabul Airport And once again trying to get a flight out, let me give you a couple of quotes. Im really afraid. Ill have to take my life in my hAnds. The taliban will have to decide, kill me or let me go. Very And-death'>Life And Death thought in afghanistan right now. Neil thanks, greg. Following the developments. The former State Department Counter terrorism expert. Ambassador, as best i can And many are relieved to see this flight take place. The administration was commending the talibans businesslike hAndling of that. What did you think . Its a good start, neil. Theres too many americans left behind enemy lines. One american left behind is too many. Today is a good started. I have to say, we should not be praising the taliban as businesslike And professional. Theyre not businesslike And professional. Theyre terrorists. Sometimes you have to deal with them but that doesnt mean you have to praise them publicly. This administration has said nicer things about the taliban than about the afghan army. That tells you something is going badly wrong at 1600 pennsylvania. Neil why do you think they let this jet out . You think about it, our Secretary State was complaining about them prior to this, that they had not been cooperative And lo And behold this happens. Is it a signal that Theyll Respond to u. S. Pressure or even quasi stern remarks or is this a one off . I think we have to assume that the taliban is not doing this out of the goodness of their heart. Theyre doing this because theyre hoping to extract concessions. So i think one of the things that we need to hear from the White House is what was the price that we had to pay in order to induce the taliban to allow these people to escape. We need to be very clear, the Safe Return Of Americans home is nonnegotiable. Were not going to trade away diplomatic recognition or Sanctions Relief to get our people home. Were going to get them home period. Neil if you think what they think, if this is so important to you, why, mr. President , did you just exit the country And leave us hanging And assume that we were going to finish the job you said you were going to do . Thats the real problem. We never should have put ourselves in a position where american citizens could be used by the taliban as pawns or leverage to extract concessions from the united states. The White House should have followed through on president bidens promise when he said were not leaving until every american gets home. The minute we broke that promise, we gave the taliban enormous leverage And enormous power over us because they can hold our citizens in a hostagelike situation in hopes of extracting concessions from us. Neil thanks, nathan. Hes been helping us immensely figuring out the craziness in that country. Weve been looking back at afghanistan a lot of late back only 20 years to weed out the terrorists. Over that time, weve seen how much of an impact its had on all the lives lost, the Human Capitol lost that day but on capitalism itself. It would be about a week after the attacks before any of the markets could open. It was ugly. Some people said it would only get worse. We look back. The market is mildly to the upside. I stress mildly. An interesting tug of water will develop here. It could be a defining for the moments this week. Not the fact that theyre open. That is a testament to these guys And their courage And getting things back to normal. More to the point how we hAndle these Relief Or Rescue packages more for the Airline Industry right now And fears that others could also come hat And hAnd. As someone who resembles Someone Else. Neil yesterday we were confused getting mixed signals from the white And-nancy'>House And Nancy pelosi as to whether that 3. 5 trillion spending plan, the human Infrastructure Package would be fully paid for. The speaker indicated that maybe half of it would, maybe of of it. She couldnt say at the moment. What we do know, democrats working hard to come up with other ways to pay for it, not lessening the amount of spending but the amount of taxing to pay for that spending. Hillary vaughn has been looking into it. I guess they have come up with a lot of creative ways to get more money. Over two dozen creative ways, neil. We learned over two Dozen Tax hikes are being considered as possible payfors for this 3. 5 trillion reconciliation package. Mark warner sits on the senate finance committee. He said the final Price Tag may ultimately come down to how much money theyre able to find to pay for it. This is a very aggressive timeline. You know, youre talking about the whole way we way revenue in this country, give me a break. I think even if we get to that top line number, theres some many programs on the wish list, i dont see how you do that. The financial Committee Meeting Today to go over which proposal should make the cut. Republicans on the committee did not get the invite. Still some of the ideas being considered, raising the top Income Tax Rate to 39. 6 . Raising the corporate Tax Rate to 28 . Hiking taxes on Capital Gains. A new. 1 tax on every Stock Trade on wall street. Also a possible yearly tax on any gains that people would make from their investments, even if you werent selling your asset And holding on to it. Ramping up Irs Enforcement to catch tax cheaters. Pushing for a minimum tax to level the Playing Field for the international Tax Code And a new tax to incentivize corporations to limit how much their ceos make. Theres a lot of internal disagreement with democrats how big this final package will be. The 3. 5 trillion number is considered a ceiling including Jim Clyburn who said that there is Wiggle Room to move that number down but you have progressives like bernie sAnders, Congress Woman ocasiocortez that said no. They feel like theyre getting gipped. And Speaker Pelosi said she would be happy with half of it being paid for. The White House says they want it completely paid for. Senator Mark Warner said he wants it fully paid for as well. Neil . Neil what impressed And-you'>Me And You chasing down senator warner, hes taller than you And he was practically jogging And you kept up with him. If it was me, id say ill get to you another day. Great job, hillary. How did she do that . We have a good read of the markets. Kenny, half paid for, fully paid for, what do you think . Oh, i think its going to be a long haul. I think its going to be very difficult to pay for this 3. 5 trillion package at all. I think theyre going to have a difficult time trying to do that. And then some of these taxes that theyre talking about trying to institute, i think are going to be very tough to swallow for certainly manchin, kyrsten sinema. I dont think this will happen as fast. But if it appears as if theyre making Head Way And that these taxes potentially will start to go through, these exorbitant taxes, yes, it will affect the market. Then the market will stabilize And find its sweet spot. But if it if we have the sense that theyll succeed in imposing these taxes, everything takes a hit. Neil yeah, theyre bracing themselves, the market, the financial types, most of them looking at what democrats are coming up with, that the top rate will go back up to 39. 6 , corporate taxes will go up. We dont know how much. Some of this other stuff like taxes on assets And daily trades, Profit Gains And going after companies whose ceo is making more than the ratio of the less paid workers, all of that goes through, then you have another game entirely, right . Listen, who was it that was talking about taxing overfunded iras or 401 K S . All of these guys with money, that they want to taxing overfunding, right . That is going to be a nightmare if they go there. Trying to tax people on assets like our Capital Gains when you dont take the gain, right . I own my apple stock. Every year they want to tax me on it even though i havent realized the gain . That is another issue in terms of very difficult to pass. Huge issue. Neil And less than 400,000 are in that camp that are sitting on that stuff And now theyre going to be taxed every year. Thanks, kenny. Thank you. Neil all right. By the way, this spending, a lot of people say it will be inflationary And the more it comes going, it will keep Hiking Prices up. Were seeing it now And youve seen it at the grocery store. Is that what is responsible for a real surge in Meat Prices . The administration is going after those guys having nothing to do with all of the spending. All of that And looking back at the attacks that we cant forget. You know, 20 years ago this very day was a sunday. The last day before everything would hit the fan. Only two days later. But what was interesting about the attacks that did follow, the stories of the people that might have survived themselves but couldnt forget those who did not. Osama Bin Laden took out his number 2. So the folks who did all of this horror, killed your son, so many of your friends And coworkers, life can return to normal. What do you say . I think its normal the further removed you are from the events to want to go back And assume everything is normal And we dont have to worry about these things. Why are all of those prices rocketing . It has nothing to do with And-demAnd'>Supply And DemAnd or government spending. Something else is afoot after this. Neil Meat Prices rocketing because meat players are Price Fixing . Lets go to jeff flock. Hes looking into this all day in illinois where its not that simple. What are you finding out, jeff . Inside the dry Age Locker here at whittingham meats, four generations of beef purveyors. That is trip steaks there, a beef tenderloin. The administration says big beef, the biggest processers, jbs, cargill, tyson And national beef are responsible for colluding And profiteering. Do you agree . I disagree. I would blame it on the establishment. Establishment. What do you mean by the establishment . Our local politicians. You blame it on inflation. Definitely. Inflation. Covid had a lot to do with it And the recovery from covid has a lot to do with it. You think the processer is being unfairly targeted . Definitely. I dont know what theyre doing in their business. I worry about my business. With the shortage of And-issue'>Help And Issue of farmers And that, its all trickles down on everybody. I hear you. We give you an inside look at what a dry Age Locker looks like. I put up the quote from the administration. They say that the Meat Processers are generating record profits did your the pAndemic And comes at the expense of ranchers And farmers. I take it youre not making determine profit . Im not. No. So inflation, we talked about it. When Fox News asked folks what theyre most concerned about, most worried about, they dont say healthcare, crime, any of the things that they think. Theyre most concerned with the Pricing Price of And-everything'>Everything And Everything includes what is behind you. What is that . A sirloin for a Porter House Tbone steak. How high can they go . The prime has doubled the price since what it usually is. Where do we go from here . We dont know. If i knew, i wouldnt be talking to you. I would be in bora bora. You hear it from the horses mouth. Probably not the appropriate thing to say in a beef locker. Youd probably like a bite, neil. Neil they called the wrong Guy Outs on this story. A thin, fit guy. Please. I should be there. Youre in my version of heaven. Thanks, jeff, very much. So its a real deal, right . Something is going on with these prices. Not just meat And poultry. You heard it. Milk And on And on. This is not just the one area of things. Francis Newton Stacy what is going on . Do you suspect the president says that theres Price Fixing going on . I think theres a lot of Price Fixing across a lot of staples. What do you think . No, i dont think its Price Fixing. We put trillions And trillions of dollars into the economy for covid. We had a lot of growth coming off. These things all exist in ratios. If you have the Money Supply growing faster than commerce, now commerce is sort of flowing because of the delta variation, you have more monies attributed to the goods And services. Thats what were seeing. Now theres a debate about it being transitory. And theres a big debate whether or not to start tapering or raise rates or do something about it is because its all very mechanical. Theres a huge Lag Effect to any one of these things. So if you start tapering tomorrow And you dont really see the effects until three or six months down the road And whoops, you know, something occurred with the Delta Variant or Something Else occurred, thats where i think the fed is hesitant in erring on the cautious side. Neil good one with the federal reserve, whether they hike rakes. Meantime, we as consumers have to decide im not going to get the pricy tbone. I might move to Chicken Or Something else. Were not there yet because americans are still paying the higher prices. Ive argued that inflation stops when we stop doing that. Were nowhere near doing that. Thats so true. The thing is that the Stock Market is at all time highs or near. So people can afford And absorb these things as the prices are being pushed on to the consumer as our reporter found out, right . So what happens is when the Stock Market gets vulnerable or other things get vulnerable, John Benefits go away or jobs are vulnerable to the Delta Variant, you might see that problem. If theres no demAnd, what happens . They have to lower prices to try to keep demAnd alive. This is going to continue onward as we continue to put more money in circulation. The fed is buying 120 Billion of assets per month. Were talking about this 3. 5 trillion bill that might be going through reconciliation. If that occurs, this will continue to put pressure on pricing. However, these things are slowing. So you have to be really careful because of the Lag Effect not to slow them too quickly. If these things slow And covid takes hold again, you know, you might have a transitory session. Neil then all bets are off. Thanks, francis very much for that. As francis is wrapping up there, we were thinking 20 years ago we had more pressing And urgent matters on our mind. We were a couple days away from the attacks. Once it changed, it changed our perspective on everything. Whoever committed this heinous act today, if the gist was to cause tremendous physical damage And a tremendous loss of life, they have cut the financial capital of the world to the core. No indication yet how far for extensive the damage was or how people weve routinely had on this network And on my show over the past five years And many years before that are even alive. Thats why were building 5g right, thats why theres only one best network. Neil when you look back at what is now downtown New York, a bustling downtown New York by what used to be the World Trade Center, that didnt seem possible after it was devastated And destroyed. People leaving And promised they would never come back. Just to build the Freedom Tower took years. The argument And-forth'>Back And Forth whether that part would have renters, hotels, visitors. All of that has changed. Its a vibrant part of manhattan. Its no longer an after thought for those that visit the city. Right now these days, the reason why theyre coming to the city. Lydia knows why. Shes in new York City. Taking a look at a very different downtown New York. Lydia . Hi, neil. Thats exactly right. When we look back to lower manhattan before the attacks of september 11, 2001, this area really wasnt economically diverse. People largely came here just to work. Well, after the attacks And talks about rebuilding with Ground Zero area And lower manhattan, Developer Larry Silverstein said he wanted to create an area that brought businesses And residential properties. He had a reason to remember the lives lost And the sacrifices made here every day. Good morning. Martin Busch Jewelers have operated in manhattan for 67 years. The store was seven blocks from the World Trade Center during the terrorist attacks of september 11, 2001. My mother And my father were working that morning. They had a staff of four at this time. They had to evacuate following the towers falling. The devastating aftermath crippled the citys economy. 1,800 small businesses were dislocated, disrupted or destroyed. More than 83,000 City Jobs were lost. Something that i said to myself, probably very early on, we have a sacred obligation as New Yorkers to rebuild this place. Six weeks before the September 11th attacks, Developer Larry Silverstein signed a 3. 2 billion, 99year lease on the World Trade Center. After 911, Silverstein Invested Tens of billions to transform the onetime smoldering Disaster Zone into a place of sacred remembrance, complete with a And-museum'>Memorial And Museum to honor lives lost. Were stAnding on the national 911 memorial. Its called reflecting absence. The name And the architecture of the plaza suggested what is missing. The people are missing And the buildings that were once here. Gone but never forgotten. The area also revitalizes with residences, offices And restaurants. I hope that they see this as an opportunity to revive the exquisite nature of what brought this country together. Its for New Yorkers And americans to come together once again. Now, neil, 20 years later, you can see one World Trade Center stAnding behind me. Near it are the memorial And the museum off of this major Transit Hub bringing people to this area once again. Neil . Neil it is revitalized And then some. Its stunning. Lydia, thanks very much. There were those that died on 911. Countless others that died way after 911 including a young Travis Manion that was so affected by the attacks that he signed up to fight And he went to iraq. He never came back. His sister has never forgotten that or him. But shes done an amazing amount of good. Ryan manion calls right now. They call her a Gold Star sister. Very good to have you. Thanks so much for having me, neil. Neil tell us a little bit about your brother. My brother was incredible. He was a First Lieutenant in the Marine Corps who asked himself why he had to go to iraq. Like many of our men And women that serve, they felt a calling to defend And serve And protect this country. He represents this generation of men And women post 911 that have served And sacrificed. You know, i feel incredibly grateful that i had him In My Life And incredibly grateful for what he represents. Neil well, the enormous amount of good that youve done in his name And in his memory have me thinking. On The Day of the attacks themselves, what was he doing . What was he telling you . On The Day of on september 11, 2001, My Brother was a Mid Shipman at the united states naval academy. My dad was a reservist in the Marine Corps And i was a College Student who woke up And went to my English Class that morning. My English Professor said pull out a piece of paper And write down what is happening, your feelings. Ill never forget on that paper, i wrote that my deepest fears were that what was happening was going to lead us into war And what if something happened to My Brother or my dad who my dad being in the military, My Brother would be serving in the military And the last line of that paper i wrote i dont know how i would live with myself if something happened to them. Six years later, my worst fears were realizes when travis gave his life in iraq. Neil so many followed what your brother followed And answered to a different power. So selfless. Do you look back a that day And see what is going on in afghanistan And wonder would you, everything has gone full circle. Its hard right now to know that were days away from the 20th anniversary of 911 And see what is happening in afghanistan And for it to end so badly. Its not a good feeling. Veteran Gold Star families, they dont feel good about this. But i think its even more important now that we come together And we highlight And recognize these incredible men And women that No Matter What, No Matter What our leadership decides, No Matter What course of action they decide, these men And women raise their right happened And continue that mission. So important for us 20 years later to continue to honor that sacrifice but also to recognize And make sure that our next generation understAnds the incredible, incredible assets that we have with the men And women that serve our country. Neil ryan, beautifully put. A great tribute to your brother No Doubt is hearing all of this And loving this And loving you And what youve done in his memory. Ryan, thank you very much. Thank you. The board says they have the votes to do it. When will it take effect . Maybe in january. Parents get their first chance to tell the board what they think. This is a decision for each family. Right now i dont feel compelled at this point to get the vaccine for my daughter. I dont think that it should be informationed upon parents. The cdc recommends the vaccine for kids 12 And up And theyre required for athletes And after school programs. The benefit of the vaccine outweighs the risk And some believe only one dose, not two like an adult are necessary. The superintendent supports the idea of a vaccine now. What im most intent on is keeping our kids in school And also reassuring parents And keeping at this time safest environment possible. Vaccines are the way to do that. So in l. A. County, 48 of Kids Age 12 to 15 are already vaccinated. Some students see it as another requirement to attend school. I guess im used not used to but, you know, my whole childhood, theres been vaccines And stuff like that. Doesnt like bother me or anything. Im not afraid of it. No surprise the White House supports this mAndate. Its always going to be up to local School Districts And states And localities to make the determinations. We certainly think that mAndates And places And communities where they have put mAndates in place is a positive step. Neil, as you know, california considers itself a progressive trend center. Malibu And Beverly Hills are considering the same mAndate as well. Neil . Neil thank you, william. When we at fox find out what the vote is on that, well pass it along to you. All of this at the same time the president of the united states is going to sort of toughen up when it comes to vaccinations in this country And particularly try to budge those that have not gotten vaccinated in the federal work force. Utilizing the resources of osha to compel businesses to do the same. Doctor from johns hopkins university. What do you think of this approach . Its something thats needed. We are in a pAndemic of the unvaccinated And i think using the levers of the federal government including the center for And-medicaid'>Medicare And Medicaid services to get Vaccination Levels up is the only way we put this pAndemic behind us. It isnt a issue of workplace resiliency. Its the only way we see this pAndemic starting to be in the rearview mirror. We are in a pAndemic of the unvaccinated. Thats who is in the hospitals And that is dying And we have to put the blame squarely where it lies, on the unvaccinated. Neil the numbers are pretty glaring. They are what they are. 99. 9 of these cases are among those whove not been vaccinated. 99. 91 of the deaths are among those whove not been vaccinated. So if theyre not responding to those numbers, what do you think they will respond to . Daily thing they seem to want to respond to is when their employers require it as a condition of employment. Thats with the president is doing And thats what many employers have done. Its mindboggling. These vaccines are some of the most effective weve ever developed in terms of preventing serious disease, hospitalization And death. You dont need medical training to see how effective the vaccines have been. I worked in the hospital yesterday. Inundated with patients that are not vaccinated. Its not sustainable. People are putting their own Community Hospitals into crisis. This has to stop. Its not something we can really play games with anymore. This has gone on for way too long. Neil doctor, when you hear its my choice. Dont Ram It down my throat. What do you say . You dont have a right to a job. Your employer can decide what conditions of employment they have. Remember when you get infected, And you come to the Hospital Intake of a bed. You take a ventilator, you take up oxygen. Even though it is your choice, the fact is that choice is going to have repercussions because the hospital in your community is going to have her Take Care of you because we are not able to refuse. There are consequences to these actions. People forget that they are going to maybe need Health Care And theres going to be doctors And nurses that are going to have to Take Care of you. It doesnt just impact you. Neil very well said. Thank you very much. We go And-forth'>Back And Forth on this. To the doctors point, when the icu beds are filled, they are filled for those who might need Heart Operations or other treatments put off because of this And that is growing. Thats exponentially what has gotten out of control. Countries like bulgaria where they have a 20 Vaccination Rate in the highest Infection Rate in europe. Its undeniable. When youre not vaccinated, you are a bullseye. We will see how it goes And whether the president makes that case or others. That will do it here. Dana hello, everyone.
