What were chronicaling here is a president saying that im here and so is the federal government. He will be speaking shortly about the kind of aid hes talking about. Lets get the read from Alex Hogan in manville, New Jersey. Alex . Hi, neil. Its such a painful day for people in this community that are starting to pick up the pieces after losing everything that they own. As you mentioned, the president was here today in manville, New Jersey. He met with state and local officials touring this area and needing many of these residents. He talked with people, stopping by to give them hugs and spoke with a woman and talked about what it was like for her when she came home. Probably 2 30, 3 00, the houses on fire. Thank god you didnt come back. Yeah. We were not near the house. Nobody was able to come back yet because the waters were so high. Were extremely grateful that we were able to all of us in the community, we were able to not be here when this happened. Governor Phil Murphy says he wants federal aid for six more counties on top of the six that were already approved. The White House said that was biden is open to apply ago Disaster Declaration to more counties. President biden is in queens, New York where hes looking at damage there. He will meet with Governor Hochul and mayor De Blasio and Chuck Schumer. 27 people died here in New Jersey. Most of them swept away in their cars and drowning in the vehicles because of the flood waters. Here in manville, the Water Levels reached the second story of many of these homes and residents had to go to the top florida to be rescued by place that saved them by boat. Many streets look similar. Theres cars, one after another that are totalled. Every Sidewalk Looks like this. Every inch of the ground is covered with personal belongings. People continue to load things out of their home. Its difficult, devastating day for them. Losing everything that they have. On top of this, the national Weather Service is saying that most of New Jersey could see 12 inches of rain on wednesday. That could cause potential flooding to an overly saturated ground. Neil . Neil thanks, alex. Were learning a little bit more about the Emergency Funds that the president is requesting. This urgent Spending Request calls for 14 Billion in aid to respond to natural disasters that occurred before Hurricane Ida as well as 6. 4 Billion to pay for the on going relocation of Tens Of Thousands of afghans that partnered with the United States during the war in afghanistan. You can bet with reports of up to 10 Billion in extra funding requests to help those post Hurricane Ida, these will be eyeopening sums. Karl rove is here with us. Best sellauthor and former chief of staff. Very few will stop or turn down a president who is asking for Emergency Funds after a disaster. More than half of this money is prior to that disaster what do you make of it . Well, either bad planning or an attempt to take advantage of a crisis by getting money for other things. I think we need to look carefully at the details of the request for monieses that are not connected with this emergency. If they were legitimate expenditures for previous emergencies, the question arises why didnt the president and why didnt his director at Fema Alert the public and indicate that the cupboard was bear and ask for the money thing. Neil the Afghanistan Coverage is still out of the mix. Were out of there but were not. 6 Billion asked for and youre quite familiar and whether the State Department is blocking americans getting out, sticking to forms, paperwork and all of that or has nothing to do with it. Its a bumpy process. I imagine that its going to get bumpier what do you think . The administration has gone to the press in a cynical way and said were not going to talk about afghanistan. We think the voters will forget this and were going to focus on human infrastructure, free community college, free this, free that. We think voters will reward us at the polls in the 2020 midterms. Incredibly cynical. They cannot avoid talking about afghanistan. The afghanistan will continue to be part of our national i was looking at a list of the members in the new government. The Acting Prime Minister is the Head Hoff the taliban leadership council, this is the group that sanctioned alquaida being in afghanistan being a Safe Haven for alquaida and attacking the United States. The Deputy Prime Minister is abdul barada, who is the taliban cofounder. He was the pakistanis consider him a terrorist. The Prime Minister is designated a terrorist by the united nations. The Defense Minister is the son of the founder of the taliban who is now deceased. The son is tied up in this. Do we think these people are going to say okay, were going to open for american tourism and what can we do to establish a consul in the United States to have diplomatic relations . Oh, we have economic opportunities here. We want western partners to come in. No, theyre going to focus on revenge killings and more stories of a Police Woman being shot in front of her family in a capitol by the taliban. Theyre not going to stop talking about it and ought to end the talk about this being the political and were looking at it through a political prism. Neil were also looking at it through a financial one. We talk about leverage and the billions that we control and freeze through our federal reserve and treasury. You know, the impetus to unfreeze it is you, taliban, have to continue helping on all of this. Very little indication in the past that money has been an incentive for them to do much of anything. What do you think . Look, i dont think so either. In fact, its a demonstration of weakness. We ought to say to them, that was the money that belonged to the legitimate government of afghanistan. You overthrew them by force. That money is gone. That is our greatest leverage. They have their own source of money. We have made them to the largest Weapons Supplier to Terrorist Groups in the world by leaving behind billions of equipments, small arms, artillery pieces, vehicles, hundreds of rounds of ammunition. They have their own sources of money. We shouldnt say hey, we got money and you can hold us hostage for whatever you want. We can be taken to the cleaners in negotiations and the new administration is more likely to be taken to the cleaners. We got money. Figure out how to give you money by providing Road Blocks to becoming a normal nation and acting with respect to the lives and values of your people. This is like telling them, you know, im bending over. Kick me is the way the administration appears to be dealing with a afghan government. Neil timing is everything. Could you ever have found them . We were days away from targeting afghanistan and the taliban there. They would be back in power with a vengeance two decades later . No. We gave it to them. For 20 years 2 3s of the people of afghanistan are under the age of 25. All they known is what they have seen in the last 25 years. A growing economic, people trying to become responsive, an opportunity for women, personal liberty that they have never seen before. And we ended our Combat Role six years ago. The last death was 18 months ago. We had 2, 500 people in the country and we were able to keep the taliban at bay by providing contractors to keep the Air Force in the air and if need be attacking the taliban from above. We gave that up and gave them a victory and theyre celebrating in the streets of afghanistan. The taliban is. Theyre talking about how they humiliated the United States of american. That will embolden our enemies and make attacks from the safety of afghanistan against us and our allies. Alquaida struck us on september 11th. The only reason they could is the taliban allowed them to use taliban as a refuge. In the negotiations of the previous administration, they never got the taliban to agree to condemn alquaida. Three times under the Department Of Defense has confirmed that the Taliban And Alquaida are Working Hand and hand. If we think anything will happen in afghanistan except it becomes a sanctuary for terrorists, attacks on us and our allies were kidding our service. Neil you think it was a mistake to negotiate with the taliban now and the prior administration . Yeah, absolutely. Think about it. The Deputy Prime Minister was in a pakistani prison. Even he was identified as a radical islamic terrorist. We were the guys that got the pakistanis to let him out of prison so he could lead the taliban negotiations. One of his first demands is, 5,000 taliban warriors need to be let out of afghan jails and returned. The taliban would give up 1,000 afghani hostages. Guess who a lot of those 5,000 Battle Hardened Taliban Warriors that were in afghan prisons ended up . They ended up in kabul that brought don the afghan government. So it was a mistake in my opinion to negotiate. The only good thing with the united States Government and the taliban is that the american withdrawal was supposed to be conditions based. One of them was that they should not attack capitals. When we got rid of bagram and cut our numbers down to 2,500 people, it was impossible to continue to make that a conditionsbased agreement with the taliban because they violated the conditions and there was no real response from our government. The Bug A Boo in this situation is how you go about that process. What role, if any, can the State Department play besides Processing Paperwork and that sort of thing that would expedite this process. If anything, such a task complicates it. Statements by the State Department and jen psaki, those were Travel Documents are being allowed to leave dont match the reality on the ground. Now the u. S. Is no longer in afghanistanrelated, they rely on the taliban. They dont want to give charter flights to land at Military Bases for obvious reasons. Theres three bases where the fbi customs and Border Patrol and ncis had agents overseeing the screening of 17,000 afghan evacuees. Getting their names registers, doing the biometrics, check irises, take a few facial photo and run that and the 20 years of databases that we have in the interagency. Im comfortable that these folks are being properly run through the fbi. Theyre being checked three times with their biometrics before they get to the u. S. . Thats right. We saw the Screening Process first hand. We learned anyone flagged for drugs or terror ties is sent to kosovo. Thousands have been screened three times before arrival. Most of the people we interviewed had some connection like yusef abdullah. Hes worked worked for the u. S. Fda. Hes far is already in the u. S. How did you get out . My father was in the Air Force. He was inside the Air Force. Thats why we can get in today. Many of those we met had been guards at the u. S. Embassy. They showed us documents. Some were among the 600 afghan Special Forces that helped guard the Kabul Airport in those final days including this interpreter Named Sheik Mohammed who we interviewed. I feel very happy. When i was in kabul and afghanistan, i was very afraid of being captured by the taliban. Right now im very happy. This Brother And Sister were students. One has a full ride to the university of kentucky, louisville. We have interview Memorial Day Students like this 21yearold who left her entire family to escape. I had to leave my family behind. I had no choice. They wanted to come, all of them. They couldnt make it. The taliban started Gun Fire and everything stopped. So they told me. Go. Save your life. Its all right. We will stay here. Weve also learned the cia alone helped the State Department and dod to evacuate more than 30,000 afghans that had helped the u. S. Over the years or known that were flagged by trusted services. You think were going to get these people out . Well, good afternoon, neil. As jennifer reported, a Lott Of Heart Wrenching and heroic stories there. Again, right now im an optimistic person. The taliban holds all the cards, neil. They own the territory, own the messaging. Theyre doing a great messaging operations campaign. And they hold in enemy hands our american citizens. Lets focus on the Tens Of Thousands of afghan citizens that have been by our side the last 20 years or so. Im reading a source. The taliban will turn you away if you tonight have your proper documentation or they will take it from you. They own all the cards here. We picked up and left. We have no leverage. Neil what do we do . To get a few people that do get out, it was like an administrative nightmare. Some were pointing fingers at the State Department. The State Department said they have nothing to do with it. If you have that kind of difficulty and you have A Hundred or so americans that want out, Tens Of Thousands of afghans that went out, doesnt look like its happening, general. Well, its if its happening, its i think its good that weve got our secretary of State And Secretary of defense in the region. That is good. But this administration needs to remainlationer focused on the challenges that we have here. The State Department needs to take a little bit of the strings off in terms of allowing the private and veteran organizations that weve been reading about assisting with some of the evacuation efforts. This is not just something that will go away in a few days or a couple weeks. This is pain stakingly through days, weeks and now months. We cant leave americans behind. We have taken advantage of all leverages we may have. Could be friends, allies or pseudopartners. We take advantage of all nongovernmental organizations that remain in afghanistan. We work the capitals there in the region that i hope the Secretary Of State is doing. But i would tell the american people that this is one more we better buckle up. I bet most people couldnt find afghanistan on a map. Its so with us. Back then, who knew . That was before the attacks, right . Then came the attacks. Then came searching for the victims of those attacks. Including a young son who couldnt believe that his father had got ten out of those towers and was safe and sound. But he wanted to go back and make sure everybody he worked with was too. He didnt make it. His son each and every anniversary joins us to remember. These guys here, you were able to hire but a lot of people you needed to hire but couldnt. Yes, with the pandemic made it difficult to hire people and get them in our operation. The Want Street Journal did some analysis of the states that ended the Unemployment Benefits early. They found there was no additional boost to hiring. Worried about that . A bit worried about it. Were confident in the chicago area. We break them in here get them ready for our Fall And Winter business. Were concerned about it. Its a frustration. The jobs numbers, we thought we would get 700,000. We go 200,000 plus. You had to do what to get people to stay here and work for you . Bonuses, hiring incentives. Lunch hes. Did it cut into your profit . Yes. We have to make sure the business is there to service it. This is a labor intensive business. If youve been through a move, these boxes dont pack themselves or couches wrap up in cellophane. They need workers. Millions are needed around the country. No offense to the folks that needed the benefit, but maybe this will be a spur to hire those folks. Neil very good point. Jobs soared the prior month. What do you think about that . Theres no question that some of the reluctant of workers to go back to work is because of the delta variant. No doubt about it. Thats one of the reasons we had a disappointing jobs report. The evidence is crystal clear that these states i disagree with the wall Street Journal analysis. I think its clear in talking to employers around the country that the additional benefits has made it difficult to get these workers back as you heard that business owner. There was a survey last week. Half of the companies said they cant get worker back. Eight million unemployed people. 10 Million jobs. How do we get them back in jobs . The extra Unemployment Benefits go away today. That will be a benefit to get people back on the job. Neil we had the exact situation the prior month when things were soaring. Its a Jump Ball that is doing this. What if its people just leery, period . Could be people resident about the vaccines and future employers demanding this stuff. Theyre just sitting tight, holding tight. How much of a lag could this have . Its not just Unemployment Benefits that have increased. A week or two ago, the president expanded food stamps. Were proviing people with 300 per Week Cash benefits, rental assistance. The whole panoply of these benefits have incentivized for people going back to work who is it not fair for . The people that have been working. They are getting less money than the people staying home on their couch. I dont see how its fair. I dont see how its good for the economy. The longer people stay unemployed because many people are unemployed now for 18 months, the worst it is for their families, for themselves and the small businesses. I think we have to get back to as much as possible Business As Usual and reward people for working, not reward people for not working. Neil were waiting for the president here. Hes in New York and promising more Aid And Emergency requests to include 16 Million in more funding. What do you make of that . Well, look, we know in cases that we have a national emergency or a natural disaster like this, we do come in and provide aid. What we ought to be doing, saying if we have to spend 16 Billion, then we should cut other Government Programs and make room for that. Thats what the government never does. Just keep borrowing. This will increase our national debt. For the future of our country and the future of our finances, its a very propmatic proposition. Neil one of the things the president has been pushing is this notion that im here, im with you, im going to stand by you. We have this 3. 5 Trillion human Infrastructure Package that will address this. If he stopped at the bipartisan package, he might have a good argument to make. Some of this other stuff, i dont know. Dont forget the big story from friday with Senator Joe Manchin saying in the wall Street Journal, i cant go for 3. 5 Trillion. We have to put a pause on it. Neil what could that mean . Could be 2. 99 trillion. In the end, he almost always votes where the democrats or setting up a smaller number. Well, you know, youre going to have to have him on your show to answer that question. I dont know whats going through his mind. I think all americans, democrats and republicans agree 4. 5 Trillion in spending will financially ruin us. For that amount of money, we could eliminate taxes for a year. Imagine how many the economy would grow if we told every business you dont have to pay taxes. It would be cheaper than this new spending. Comes out to 4. 5 Trillion, a little over 110 Million households, thats like 40,000 per household. Neil its going to be tough to get over the end zone. That could mean Tax Hikes to pay for this could be delayed as well. What do you think of that . The democrats have a big problem, neil. Numbers are not adding up. They have to go to something called the joint Tax Committee and the cbo to get the final numbers. Guess what . Theyre saying that your numbers dont Add Up. Youre way short on your revenues. Now democrats are looking at a whole panoply of new tax increases including you might be taxed on the number of miles you drive in your car. Yeah, thats a tough one to get through. This is a chance for the president to pivot from afghanistan, easier said than done. How do you think that is going . If i were president , i would want to Pivot Awhy from it. But here on the home front, things are not going well either. We have a Border Crisis that youve been reporting on regularly at Fox News. A problem of rising prices and inflation, the small Business Problem of not having workers available and then covid. Show me something is that is going right. The president will talk about that in his plans to financially help everyone in the Storms Path out after this. Take a look. I wish every american could walk down this alley with me to see and talk to the people who have been devastated. Just talk to them. None of them were shouting or complaining. Every one of them were thanking me as if it was somebody special. I mean this sincerely that i was here. Hoped that we would be able to do something. This is america where im standing right now. These are the people, anywhere around the world, the country, that build this country. Its about time we step up. I think what people are seeing across this country from the wild fires in california and the far rest, which im heading to in a couple days, all the way to down in louisiana in the gulf where i was a couple days ago to New Jersey and pennsylvania, the lesser Extent Delaware and New York, people are beginning to realize this is much, much bigger than anybody was willing to believe. The whole sellment of our population denying this thing called Climate Change. I mean it. Sometimes my mother used to say, of everything bad something good will come if you look hard enough for it. Were all seen even the climate skeptics are seeing that this really does matter. Its not just whether or not people who are just trying to get by in these homes and these alleys here. Working their butts off. Its people in hightowers along the shore that find that as this rain and all of this change takes place in the ground water, the buildings are beginning to tilt. This goes so far beyond what anybody is willing to speak to till now. We surveyed the damage here in queens. Earlier today we were in New Jersey, which also got badly hit. Walking in these neighborhoods, meeting with families and first responders, seeing how folks are doing after this Destruction And Pain and another devastating form is an eye opener. The people that stand on the other side of the fences that dont live there that were yelling that were talking about interfering with free enterprise, by doing something about Climate Change, they dont live there. They dont live. They dont understand. You know, last week right here in so many other communities, the waves crashed through the streets here testing the Aging Infrastructure and taking lives. More lives were taken here than down in louisiana. Say that again. They had over 20 inches of rain. They had 178 miles an hour winds, gusts. More lives were taken here than down in louisiana. You know, you all saw the harrowing him images. Just go along this valley. Talk to the people. Im sure the press has done that. My message to every one grappling with this devastation is were here. Were not going home until this gets done. I mean that. Were not leaving. Were going to continue to shout as long as it takes to get real problem here. Folks, we have to take some bold action now to tackle the accelerating effects of the climate. If we dont act now, im going to be heading as chuck knows, the senator knows, im going from here to glasgow in scotland for the all the nations of the world getting together to decide what were going to do about Climate Change. John kerry, the former Secretary Of State, is leading our effort. Were determined, we are determined that were going to deal with Climate Change and have zero emissions by 2050, by 2020 make sure that all of our electricity is zero emissions. Were going to do these things. We have to move, we have to move. We have to move the rest of the world. Its not just the United States of america. This summer along, communities with over 100 Million americans, 100 americans americans call home have been struck by extreme weather. One in every three americans a been victimized by severe weather. The hurricanes along the gulf, the east coast, up through this community. I saw the human and physical costs first hand as i said in louisiana. Governor you were called, Phil Murphy, so many of the leading governor murphy, so many leading with Urgency And Action have said enough, enough. Theres not a single request that im aware of, there may be something, that we havent sign off on. Heres the deal. The New York police department, the Sanitation Department and other first responders, theyre leading with incredible, incredible courage. Two linemen have been killed trying to make sure that we have power. Folks, its clear. Climate Change Pose as threat to our lives, to our commit and the threat is here. Because what we saw in New Orleans is that you have these things called independent living facilities. If you have a wheelchair on the Flood Floor and you have power and an elevateder. What do you do when the power goes out. We lost someone on my district. I was on the second floor. Didnt have access to oxygen or an elevateder. Quite frankly, there was no management on site. Nobody knew what was going on in this independent living facility. Its something that is tragic that shouldnt have happened. We need to start evaluating what we consider independent living and ensuring that when these things happen, you have loss of electricity. How do you protect the most vulnerable. Neil yeah. Think about it you know the Weather Forecast better. I think i heard rain and threats or more flooding. How do you prepare for that . Well, the biggest thing is the Heat Index, too. Youve seen that climb up. This past Week Weve had Heat Index over 106. That can again really affect our vulnerable populations. So you do need to be able to make sure that we have the ability to evacuate them Post Storm or make sure that we have generators that can be functional until 96 Hours Post Storm so people can survive it. Again, its something that comes in phases. You cant just flip a city and the entire city comes back on. Youll see in different parts of town, well have the electricity faster than others.
