Not the only crisis on the President S plate, also dealing with the aftermath of hurricane ida, remnants of that storm devastated parts of the northeast this week. Fox has you covered on all angles with reporters stationed across the country and around the globe. We begin with national Security Correspondent Jennifer Griffin, live at Ramstein Airbase in germany with more on her exclusive interview with General Milley. Jennifer . Jon, its midnight here at ramstein. I spent the day with General Milley, as he thanked the troops who built the massive Evacuation Processing Center on the runways here behind me and thanked and greeted afghans and translators including his own translator, a translator who worked for him 17 years ago, who he hadnt seen since then who caught one of the last flights out of kabul. You saw some of the Security Measures being taken today. Are you comfortable that enough vetting is being done here before these evacuees are brought to the u. S. . I am. I talked to the customs and border patrol. I talked to the fbi that was here, the dhs folks that were here, along with other agencies here, State Department, i know a lot of people have different roles. I talked to the security folks. What they are doing as people come in, they are getting their names registered, doing the biometrics, check their iriss, do fingerprints, take a full facial photo. They run that against the 20 years of databases that we have in the interagency. Run it against the fbi checks. If the individual, if the evacuee has some sort of derogatory Information Or Something suspect at all, it will pop up as red or yellow. They popped about 30,000 or so people through here, processed about 30,000 people through here, and theyve had i think they said a couple hundred or something like that that popped red. Once the individual comes out as red, something is up, then they go into an individual room, and they start interviewing with the fbi, cid, ncis, those sorts of folks, and then they work through whatever the issues were. In many of the cases, they end up getting cleared. In others we have to take further measures. But im very comfortable that, you know, these folks are being properly cleared through the fbi. They are being checked about three times before with their biometrics before they even get to the u. S. . Thats right, yeah. 70 of americans say they are in favor of withdrawal from the afghanistan, The End of the war, but 74 say they are not happy with how the withdrawal went. Could the withdrawal have been done better . Was it Military Planning that caused the people to not feel that the withdrawal was as it should have been . Well, i think a couple of things. One is the collapse of the Afghan Army happened at a much faster rate and very unexpected, by pretty much everybody. And then with that is the collapse of the afghan government. So that was definitely a surprise. But i will say that there was an awful lot of planning done. Drills, rehearsals, etc. , and what you saw unfold with this noncombatant Evacuation Operation was one of the contingency plans. The speed at which it was executed, the flow of the aircraft, you know, with planes taking off every 30 to 45 minutes or so. We had we brought in 7,000 or 6,000 u. S. Troops, and then there was about A Thousand or more or so afghan troops. The first day it was clearly chaotic. No question about it. You saw that on video, etc. Within about 24 hours, that settled down and there was a much more orderly process. The security was challening to say the least, and we saw the bombing. That would have happened no matter where it was. People talk about bagram. Wherever there is perimeter, if theres no outside force, afghan force securing, there wasnt, it will be u. S. Military securing. They were doing what they were asked to do, screening and processing people. There were a lot of lessons learned. We will do go through that in a systematic way. I know we are on on the joint staff. I know Central Command will. Im sure the other departmental agencies will. From the Military Planning standing point, i think the center command, frank mckenzie, those plans were done in detail. They were back briefed, rehearsed. They were done through all the Cabinet Members were present, the drills that were done hosted by the secretary at the pentagon. All coordinated. All briefed up all the way through all the senior officials. There was an extensive amount of planning in this. The whole idea of bagram, for example, and securing bagram and whether its Bagram Or [inaudible] that kind of thing. People should go back and look at the force we had, 2500 troops. Those are advisors, those werent infantry battalion. Those were advisors. In order to secure bagram, you need about a brigade, a battalion to secure the 72 towers at bagram, entrances, qrts, Outer Ring Perimeter Security to do patrols another battalion. Right off the bat, thats three battalions. North of kabul 60 kilometers or so, you will need a battalion to secure that quarter. Roughly speaking 5 to 6,000 additional troops on top of what it was to secure. We had a change of mission. The mission was very clear to take the force down to zero by The End of the summer and to provide military forces to protect the embassy as a Bridging Solution until a Contract Solution was in because the President S intent was to keep the embassy going and to secure the embassy, about 750 person, maybe a little less than A Thousand military mission. And that was basically [inaudible]. So you could not with the conditions that existed, and the constraints and restraints of the mission, you couldnt secure bagram. And then the question is for what . Why would you secure bagram . The issue was of course the [inaudible]; right . We have 124,000 people out, so the flow, the volume was never an issue. In fact, you got more people out of there than you would have had out of bagram because they would have go from kabul, north 60 kilometers. The planning was extensive. Those were actually thought out options. There were various branches and sequels to all of these things. And the other thing was the permissive environment. We had a government. We had an army. When the Government And Army fell apart, then you are into a different contingency, that was called. We brought in the forces to do it how many troops would you have needed to retake bagram has some people have suggested . What would the taliban have taken that to mean . If we went in and retook bagram, if that were to happen, if that decision were ever made, we had contingencies to do that by the way. Those were briefed. But thats a significant troop commitment, number one. Youre looking at airborne corps, probably look at 10,000 or more additional forces. Then you will have to secure bagram, Declare Kabul and secure, that would be additional forces. And then you would initiate a war with taliban, thats what you can do. Would be fighting isis and the taliban and the casualties etc. I know a lot of people are talking about it. I wonder if the support would have been there if that decision had been made. I personally think the Military Conditions didnt warrant that. I think the Military Conditions warranted what we did when you saw the taliban sweeping across the various districts, why wasnt the decision taken to halt the withdrawal at that point, when it seemed like [inaudible] . Youre talking about the withdrawal of 2500 . Because thats what were talking about. Those 2500, you have to separate the 2500 from the infantry battalion, the 82nd Airborne units, those are different type units. That 2500 that drew down, those are advisors. Those arent the kind of guys that do those. Those are two different operations. One is withdrawal of forces which we were directed to withdraw under the conditions that existed in late spring, early summer, thats a retrograde of force. We had to close 11 camps. Had to transfer those camps to the afghan security forces, etc. Thats one option. One operation. The second operation is the neo. Thats triggered then by a series of deteriorating conditions that occur in late july, early august, and then the ambassador always triggered by the decision of ambassador. Ambassador wilson requested that a neo be conducted on 12 august. Is the u. S. Safer today since it has withdrawn from afghanistan . This is something i have thought a lot about. I personally think that my Military Estimate is that the conditions are likely to develop of a civil war. I dont know if the taliban is going to be able to consolidate power and establish governance, maybe, maybe not. But i think theres at least a very good probability of a broader civil war, and that will then in Turn Lead to conditions that could in Fact Lead to a reconstitution of Al Qaeda or a growth of isis or other myriad of terrorist groups. So i think the short answer to your question is we dont know yet, but the conditions are very likely in my opinion that and i have testified to this, and i have said it in public, that you could see a resurgence of terrorism coming out of that general region, within 12, 24, 46 months 36 months, and were going to monitor that. The challenge for us now, for the Military And Cia and intelligence services is we have got to execute what people have referred to as over the horizon counterterrorism activity. That will be more difficult than having bases on the ground. But it is possible to do it. Were going to have to maintain very very intense levels of indicators and warnings and Observation And Isr over that entire region. We will have to reestablish some Human Intelligence networks, etc. , and then as opportunities present themselves, we will have to continue to conduct Strike Operations if theres a threat to united states. Those are decisions to be made later, but right now we will be in a developmental stage of developing the intelligence picture. Do you see a situation where where u. S. Troops will have to return to afghanistan . I think that would be a very difficult policy choice. I wouldnt say yes or no to anything actually. I think those are it is too early to say anything like at this point. We need to continue to monitor the Intelligence Situation and continue to see if the Terrorist Organizations threatening the united states will develop or not. Why was it so hard to end this war after 20 years . Well, i think it has to do with Cost And Risk to the situation as you saw, a government and a Military Collapse at a very very short period of time. Those were all conditions that various estimates analyzed and looked at and i think that, you know, we started this withdrawal, if you will, ten years ago. We had 97,000 or 98,000 american soldiers and about another 30,000 foreign troops in afghanistan ten years ago. This has been a tenyear, not a tenmonth withdrawal. Over time, and over the successive administrations, we have drawn down the force. When President Trump signed the agreement in february of 20, we had roughly speaking i think it was 12 or 13,000 as i remember u. S. Forces, about 10,000 nato forces, 15 or 20,000 contractors or so. And over the course of the following year from February 20 to february 21, that force went down to 2500, 3,000ish u. S. Forces, some of them were contractors and there were a whole set of conditions that were part of the February 28th agreement. Some of those conditions were met. A lot of them were not. And then that then leads into the current situation, so its a very afghanistans always been a very difficult issue. I think there was some fundamental issues going way back, right . Going back to the 20 years as you reflect on it. There will be books and articles and all sorts of things written about this, but one of the fundamental issues i think clearly is corruption in the government, the legitimacy of the government, the government itself not having the legitimacy in the eyes of the people. You saw what happened at The End. The senior government elites, they all just literally bugged out. So that was a fundamental issue that stretches back 20 years. I think theres other fundamental issues. The army itself, the army and the Police Forces were mirror imaged in many ways, and we created and developed forces that looked like western forces. And i think one of the big lessons learned here is maybe those forces were not designed appropriately for the type mission. That was something that needs to be looked at. The intelligence, we have talked about. Theres a whole series theres probably 10 or 15 major strategic issues, the invasion of iraq and taking forces out of afghanistan and go to iraq and not expanding the military at the same time. The fact we didnt get Bin Laden right at the beginning of this thing. A whole series of strategic issues that stretch over the 20 years that ultimately lead to a point where were at right now. On a positive side, if there is a positive to any of this, right, is the people behind me, theres 124,000 people that got taken out by u. S. And Ally And Coalition airfield. Theres 15,000 behind us in the tents. Those people will live in freedom, with an opportunity for a better life because of american sacrifice. Those 13 that were killed didnt die in vain. They died so others will live free. I talked to unwith of the mothers one of the i talked to one of the mothers on one of the severe wounded marines. She flew back on one of our aircraft. She was all teary eyed. Her son was wounded severely. She said when she was on the aircraft, there was afghan mother with four other children, many of whom were here at the hospital, they were wounded too, and they connected, and it was at that point the marine mother says to me, she turned to me, and she says at that point it all became clear to me. War is a horrible terrible thing. I said this the other day. It is a vicious, brutal, unforgiving human even human endeavor. None of us it is good. None of us like it. The troops that have fought in this for 20 years they made a difference. They absolutely made a difference. They protected the united states from a Terrorist Attack for two decades. Their efforts were not in vain. The efforts over the last 20, 30 days to get these people out and bring them to safety and freedom. Were not done yet. Transitioning to a State Department mission. There are a variety of agencies that are working public private partnership happening right now with various groups. We will continue to try to get not only the rest of The American citizens but the others that are at risk. So this is a longterm effort. Its difficult. Its heartwrenching. It is gut wrenching an on All Of Us who served there for many many years, but it is not in vain. Thank you. I spoke to one Colonel Amy Gleeson who is in charge of the camp behind me, and she said that for her, helping the thousands of afghan evacuees here is helping her to process the last 20 years of war. Thats right, you drive all around New Jersey this Labor Day Weekend, and all the peoples personal belongings and furniture are out on the streets, and we are at a home here where the floodwaters from the river just came in and demolished the basement entirely, almost killing a mother and her two children. Take a look at this surveillance video. In it, you see a young man walking past the wall to leave the basement, when all Of A Sudden, the wall begins to collapse, and then the water starts rushing in, filling the entire basement in a matter of seconds. The young man in this video just made it out of the basement, but you can hear him screaming because he knows that his older brother and his mother are trapped inside. I spoke to the mother moments ago about this horrific video and experience. Listen. All Of A Sudden i heard a crack in the wall. I was in our back room. I turned to look, and i saw the door fly off the hinges from the water, and next thing i know, the water brought me up to the ceiling. And i was just stuck in the corner. Thank god by a boiler where i had about four inches to breathe, which i was thankful for, but i cant swim, so i was nervous. She cant swim, unbelievable. Her other 18yearold Son held on to a beam at the ceiling. He punched a hole through the dropped ceiling so he could breathe. He called his dad on his cell phone, he told his father he loved him and he was going to die. The father came rushing down and saved both the mother and the son. Its a miracle, and were forever thankful. This is only Gods Mercy and grace on us. None of this even matters. I dont even feel sad or bad, and like people say oh my god, only your house in this area it happened . I said why not us . I mean, really . Its changed our life. Its changed my life forever more. An unbelievable story of survival, but tragically at least 49 people lost their lives in this historic flooding in the northeast. That started that happened on wednesday. You know, its when you look at this video, jon, you start to think about the 11 people who lost their lives in new York City in Basement Apartments in basements just like that. It is incredible how quickly that water came in. Jon . Jon the power of it is just incredible. Bryan llenas live in New Jersey, thank you. President biden visiting stormravaged louisiana yesterday, as that state tries to recover from the effects of hurricane ida. One of the numbers that really sticks out 340 nearly 340,000 people have filed for individual assistance, with amount totalling up to 165 Million dollars. That number is likely to go even higher. 33,000 and counting have requested help through the blue Roof Program which essentially gives residents a temporary fix to their damaged roof. There are a lot of National Guard members here. 2500 from ten states. Theyve given nearly 2 Million Dollars or 2 Million meals out here and its going to take a long time until people can get back on their feet. Jon . Jon in the wake of ida, new York City mayor De Blasio announced new emergency Measures Yesterday that include weatherrelated Travel Bans and better Evacuation Efforts for those living in Basement Apartments. It comes as the mayor of the nations largest city who briefly ran for president is now reportedly considering a run for governor. Alex hogan has more on this. Alex . Parts of New York still face a serious amount of damage. City and state leaders acknowledging that the storm took them by surprise. In New York, 13 people died in the city. 11 of them were in basements of buildings, when the flooding submerged them under water inside their homes. Yesterday bill De Blasio announcing new emergency measures, like alerts, Travel Bans, and even evacuations during future storms. This is a very forceful measure. Its not just saying to people you have to get out of your apartment. Its going doortodoor, with our first responders and others to the agencies to get people out. Other elected officials in New York argue that the plan to protect New Yorkers during future storms should go even further. What i sought the mayor do is actual what i sought the what i suggest the mayor do is put a panel on the infrastructure thats needed in new York City, the Sewer System that needs to be upgraded as well as catch basins, etc. De blasio also hinting yesterday that he could run for governor when asked about it on morning joe, he said he will want to keep serving in one way or another. This is his second term as mayor. He will leave office in january, just before the Governors Race begins. It is yet to be seen how New Yorkers will feel about this matter, and polls this summer found only 37 of residents approve of his performance, whereas 47 say they dont. Jon . Jon alex hogan, thank you. President biden will be in New York on tuesday to survey the damage caused by ida. With reaction to the Citys Response to the storm, lets bring in New York republican congressman, member of the house Foreign Affairs and financial services committees, also running for governor of New York. So when you look at the 13 who died in new York City as a result of ida, what do you think about the citys preparations . Well, new York City was caught offguard. The leadership was caught offguard. There wasnt enough advanced warning. You have people living in certain settings where they shouldnt actually be living in some of these illegal apartments. Also, as was just pointed out, with the mayors own announcement is that the Evacuation Plans were inadequate, resulting in the loss of life. You also played the clip from congresswoman, and she is right. We have to look at our own infrastructure because what is most important obviously is the loss of life and how to prevent it. On top of that, we are seeing so many different videos and pictures of flooding where the government has some responsibility to make sure that doesnt take place going forward. There is a lot to do. One of the things that makes our military the greatest military in the world is the ability to learn lessons. We have to o do a better job with that as far as storms too. Jon when new York City was hit by super storm sandy, partially a hurricane, back in 2012, it received 10 Billion Dollars in federal funds to upgrade the city, to prevent this kind of thing from happening in the future, and apparently only about 4. 3 billion dollars of that 10 Billion have been spent. Why . Yeah, i represent a congressional district on the East End of long island. We have over A Billion Dollars Worth of sandy money that still hasnt been spent, just out on long island, with one project in particular that im thinking of, a point project. It is starting now, but as you point out, its been a long time. Theres so much involved in this process. We saw so many delays along the way, and when you see the storm hit, you want to be responsive, and the appropriation is made, the amount of Red Tape when youre trying to get different ageies on the same page, it might be Army Corps getting on the same page with department of interior, fish and wildlife. You have the different agencies, Public Comment periods, other levels of Government Sign on to these agreements, and it gets drawn out over the course of an extra few years. It is important to have good plans. We dont want to see money wasted. But for a lot of this, it just takes too long. Jon very quickly on bill De Blasios future, he has hinted he might want to run for governor of New York. We have noted that you are running for governor. Do you welcome the competition . The water is warm. I would love to be able to run and crush bill De Blasio in 2022. Sadly for me saying that bill De Blasio is highly unlikely to get past the democratic primary. When he was running for President S, they were doing polls in iowa where not a single sample was for him, just to show what media thinks of him across the spectrum, they have put up results showing he was at 0. 0 . Also an interesting rare talent is that he can go speak to nypd at a funeral for law enforcement. They will turn their backs on him. He can go down the block to a Blm Rally and get shouted and thrown off of that stage next. It is a rare talent i havent seen others in elected office be able to achieve. Im saying that sarcastic. I dont think he would play well outside of new York City, but i think even inside of new York City, people are fed up with him and are thrilled that hes leaving as mayor. Jon quickly on afghanistan, we noted that youre an iraq war veteran. You heard General Milley, chairman of the Joint Chiefs Of Staff at the top of the program saying the collapse of the Afghan Army and the government came very quickly and it was a surprise. How do you answer that . What do you say to General Milley . First off, there was an intelligence estimate that was out that was clear the taliban was rapidly advancing. There was a warning sent to the secretary of state. That cables been one that a lot of The American publics been talking about as well. And the Mission Shouldnt have been ending in an arbitrary date of august 31st. The mission should be ending when every last american is out of the country and youre telling the taliban to deal with it. We have three levels that we operate in the military, strategic operational tactical levels. General milley operates at that strategic level at running the Department Of Defense with the secretary of defense, but above them, the orders come down from the commanderinchief. In this case, the mission they were given that resulted in the collapse of bagram, when it was, and the Acting Off of the arbitrary date, the deception with The American public, leaving americans stranded and of course 13 Blue Star families that became gold star families, we were just talking about lessons learned with storm response, theres a lot to learn here, but the worst part of this was how foreseeable, predictable, and avoidable so much of what went so wrong with this withdrawal was. Ambassador To Nato, he served as deputy national Security Advisor for Iraq And Afghanistan from 07 to 09, also a retired Lieutenant General. What do you think about that answer from the chairman of the joint chiefs there . I think that General Milley was most likely expressing what was labelled the most likely outcome in afghanistan. The way these intelligence estimates work is that it is not just one solid firm statement of this is what will happen. Rather they portray a series of scenarios. I think he was describing probably what most consider the most likely, turned out not to be, but there was probably there were probably other scenarios as well to include one that might have been labelled the most dangerous. And i think we probably saw something like the most dangerous scenario actually play out. Jon we heard him talk about the number of successful evacuations that took place in the waning days of the u. S. War effort there, but the afghan war ended in a chaotic and unprofessional way. There are dozens of Military Leaders who have asked for the chairman of the joint chiefs to resign as well as the defense secretary, former general, retired general, Lloyd Austin. It doesnt seem that there is the mood for that at the White House. They are saying oh, everything is fine. Should there be resignations . Should Heads Roll . Look, there are only two people involved in who stays and who goes at this level. One the president , both Secretary Austin and General Milley work at the pleasure of the president. Hes their only boss in this scenario. Then the other person who matters are those individual themselves. So theres the president and the person. And i dont think that Theres Anything that i can see from either Secretary Austin or General Milley that would demand their resignation. Im sure, knowing both of them well, knowing Lloyd Austin for 50 years, since we went to West Point together in 1971, neither of them is shy or hesitant in any way to express their candid views. My guess is that they did that Behind Closed Doors with the president , and the president made his decision. Jon axios reports that General Milley when he was chairman of the joint chiefs under President Trump was sort of slow walking the idea of withdrawing from afghanistan in defiance of President Trump. Now, again, this is axios reporting. If thats the case, why make it happen so quickly under President Biden . Look, were really second guessing something we dont know much about, and that is the deliberations that took place in the Situation Room in the West Wing in the White House and in the oval office, between among the principals involved. Im not really in a position to second guess that, except to say i know both of these individuals well, and theres nothing shy about either one of them. Jon retired Lieutenant General and former u. S.
