Continuing to deploy thousands of american troops, we will maintain the fight against afghanistan and other countries, we just dont need to fight a Ground War to do it. Paul lets bring in retired army general petraus served as commander in Coalition Services in afghanistan and director of central intelligence agency. General, great to see you again. Thanks for coming in. So now that we are out, the u. S. Troops are out, how do we get those americans and afghan allies who are still there out . Well, we are going to have some kind of relationship with the new rulers of afghanistan. Obviously the taliban. They have still not completely formed their government but its taking shape. We know the leader will be some of the key ministers, we have a diplomatic presence in qatar which is the location in which the negotiations with the taliban were carried out. A lot of countries have removed embassy from kabul and establishing a Shadow Embassy again in doha, qatar. Thats where that will take place and there will be a number of initiatives in the un security council, one already led by the u. S. , france and the uk and then theres even a group of 100 countries that have all come together to have a diplomatic initiative as well. Each of them warning, encouraging whatever, the taliban about the nature of the governance that they will exercise and i think reflecting and awareness and theres considerable leverage that can be exercised over the taliban because the country is essentially broke. All of its reserves around the world are frozen. The World Bank and imf have put on Hold Programs that they were going to use to support the afghan government. Keep in mind, it used to be that the u. S. Predominantly but also, japan and uk and others provided 75 of the afghan government budget. So i think thats what will go forward. By the way, not just to get the remaining u. S. Citizens out who want to leave, its also to get the individuals to whom we have a moral obligation, the Immigrant Visas, interpreters that spent 2 years in the ground, minimum to qualify for that and we still dont know how many of them actually were brought out during the evacuation. The number the Department Of Defense gave was quite, quite modest, its very shockingly low, frankly. But i suspect that in these other categories, we will find out that they were both Sib Applicants and their families. Remember that before the Air Lift was actually launched, the estimate was that there were more than 15,000 of these special Immigrant Visas holder, 2 or 3 Family Members each. Thats a number undoubtedly still left in afghanistan and individuals to whom we really do have a moral obligation because their lives were put at risk by their service along our men and women on the ground. Paul yeah, the other question, Big Question going forward in afghanistan is how do we do how do we prevent it from becoming a Terrorist Sanctuary Again and general milley was asked this week, do we have to rely on the taliban as allies to go against isisk but if we do that, the taliban have close ties to alqaeda and are we then helping alqaeda at least indirectly by cooperating with the taliban . That creates a real dilemma for us, does it not . There are enormous complexities here and we should recognize that in the process of the taliban offensive to kabul which ultimately, of course, saw the collapse of the Afghan Security Forces when they realized nobody was coming to the rescue for them as their Air Force became increasingly inoperable because of the withdrawal of the 17 or 18,000 contractors that kept it flying, as that process took place, they were breaking people out of jail, all of the detention facilities. A lot of fighters were in those but also so were islamic state fighters and so the estimate now publicly is at about 2,000 islamic state fighters are in the country. Of course, it was the islamic state group, the affiliate in the afghanistan, pakistan region that carried out that horrific Suicide Bombing at the Entrycontrol Point to Kabul Painter that killed 13 of our Men And Women In Uniform and nearly 200 innocent afghan civilians. Thats certainly one very significant Terrorist Group thats so barbaric that you will recall back when it was formed in iraq and syria, it broke with alqaeda because of its barbarity but you know as well correctly that alqaeda does have this presence in afghanistan and in pakistan. We have really stayed in afghanistan primarily to ensure that they could in the reestablish the kind of sanctuary on Afghan Soil that they had under taliban rule and 9 11 attacks were planned there. Indeed, they tried to do that as did islamic state most significantly in 2019 when our forces together with afghan forces very much degraded, disrupted and largely defeated that attempt as well. So these wont be very significant missions for our Intelligence Community and for our military. You can understand im sure the enormous intense focus that the administration will have on this to ensure that we do validate the proposition that we can offshore from bases in the Gulf States or occasional carrier parked southwest of park sustain that we can keep an eye on Islamistic Groups and when necessary Keep Pressure on them so that we can, indeed, disrupt, degrade and destroy their efforts to build sanctuaries from which they can launch and inspire and orchestrate serious extremist attacks. Paul we have about 45 seconds, how realistic over the Horizon Strategy . Im told that we had to give up the cia post, for example. We dont have allies in the country. How realistic is it to think we can actually accomplish that effectively . Well, director of the cia was straightforward, its much more challenging, considerably much more challenging and publicly known because theres been pictures of it. Eagle base which is a very good facility not far from kabul airfield was basically destroyed before we evacuated it. So a lot of different capabilities, a lot of sources, a lot of methods are no longer are available but we have a lot of other that we can bring to bare but it may be very costly. Again, just to fly a drone to and from afghanistan, youre going to use up 60 roughly of its flying time just getting to and from afghanistan rather than engage in the unblinking eye over an area that is of intense interest to us. So it will be much more challenging. I think our Military And Cia leadership have been forthright in acknowledging that and determining how they are going to go about it to mitigate the risk of such terrorists reestablishing sanctuaries in afghanistan. Paul general david petraeus, appreciate it. Still ahead, President Biden declaring the u. S. Withdrawal from afghanistan a success as the White House tries to turn the page on the withdrawal. Our panel weighs in on what the withdrawal and defensive tell us about the president and how he will govern for the next 3 and a half years. For people who are a little intense about hydration. Paul the defiant President Biden tuesday defending his withdrawal from afghanistan and declaring the evacuation an extraordinary success despite the 13 service members killed and the americans and afghan allies left behind. So what does the botched exit and his defense of it tell us about the president , his administration and what to expect in the next 3 and a half years . Lets ask our panel, Wall Street Journal Columnist And Deputy Editorial Page Editor Dan Henninger and column nice kim Strassel And Homan jenkins. Dan, what do you make of the president s lets Declare Victory and go home and change the Subject Strategy . Daniel well, paul, let me put it this way, i dont think either democratic President Bill clinton or Barack Obama would have delivered that speech and certainly not in the way that Joe Biden did. They would have done it with a lot more nuance. They would not have tried to turn an american defeat into a victory as he did suggesting that mr. Biden is really quite politically Tone Deaf, manifestly Tone Deaf and everyone knows that and can see it. Most of all our allies and enemies around the country. Theyre all making political judgments of their own now about Joe Bidens ability to see his own interest and describe them clearly. If he got this so wrong involving his own country, the united states, theyre thinking, what is he going to do when a crucial issue evolves involving their interest in japan, south korea, the philippines and theyre assessing whether the president can make accurate judgments of the reality in front of him because he failed so clearly in this instance. Paul homan maybe elaborate on that, what have you learned anything thats new from Joe Biden in the whole episode and the way hes handled it and maybe he really believes what he said in the speech . Well, i think he believes that afghanistan was a failed mission and we should have gotten out a long time ago. He made that clear, you know, a decade and a half ago. I think what we really learned is probably hes not really on top of his game at 71 which most of us wouldnt be. His his whole defense was incoherent, why blame the trump administration, why be surprised that the afghan military if you have been telling us for a decade that it wasnt working and it was all a failure. He should have just given a sermon on on, you know, a failed experiment and Unintended Consequences and he said, im cutting my losses and thats all im doing here and im not going to proclaim victory because its in the a victory . Paul kim, what about the world. Including in g7 meetings and how he has handled this and ability to focus, is that the kind of message youre hearing more and more . Kimberley yeah, youre definitely hearing that around the world especially because of nato allies, this had been a 20year mission together. They begged the administration to rethink its plans and to help them evacuate, do things differently and they wouldnt listen and, you know, this has not just implications for national Security And Americas projection of strength as dan was mentioning, lets remember that this is a White House that says it wants to accomplish most of what it wants to do overseas in a diplomatic, multilateral way. Well, if you have offended your partners, it makes it that much harder for you to do that on any agenda, whether itd be climate change, whether itd be other Security Compacts or other diplomatic issues. They have really left a dark mark with people a lot of people that they want to claim are going to be americas best partners in these efforts going forward. Paul dan, one of the striking things to me is issue of accountability. Often at least when you get a debacle of this magnitude, people take responsibility. You get resignations, either in protest of the policy or you get some resignations after the fact. It looks like this administration there hadnt been any resignations so far and it looks like when you declare success, i guess, that helps people not resign. Does that strike you as an usual . Daniel it does strike me as unusual, paul, and i think one of the conditions that we have to draw from this, all of the emphasis has been on President Biden and i dont think we can let off the hook the rest of the biden national Security Team which is to say this generation of democrat, national security democrats or at least the ones he appointed, jake sullivan, national security adviser, antony blinken, Lloyd Austin of defense is curious to me and i dont know where he is. Democratic national security people do, indeed, conform to Joe Bidens World View which is that they will use as kim just suggested diplomacy primarily without a credible backup of force to achieve their Foreign Policy Goals and this is the result. A world, political situation in complete disarray. Paul well, theyre all sticking to the same script and i guess theyre going to continue. All right, when we come back, calls for congress and the courts to get involved after the u. S. Intelligence community is unable to reach a conclusion about the origins of covid19. Intelligence community unable to reach conclusion about the origins of covid19 following a 90day Review ordered by President Biden, unclassified summary of the probe released last week was inconclusive with intelligence agencies divided over whether the virus came from a chinese Lab Leak or jumped from animals to humans naturally. Now some are calling for congress and the courts to get involved in an effort to find the truth and hold beijing accountable. We are back with Dan Henninger and homan jenkins, homan, what do you make of the report, were you surprised by the results . A little bit surprised by the preemptive surrender thing, you know, we cant find the truth without chinas cooperation, goal golly, we have to move on. The other Intelligence Suggestion that even china didnt know where covid came from and didnt want to pursue the question because it was afraid of the answer. That ought to worry all of the countries in the world that have these socalled Bsl Levels for Biosecurity Labs where things are going on that if the government doesnt know in china, then who does know what is going on in the labs. Paul you know, there are some people, critics of the administration and its review that suggest that actually this kind of report is exactly what the president wanted because the lack of a conclusion suggested that, well, we dont really have to confront beijing about this whereas if it has been a definitive finding of something from the wuhan Virology Lab they would have had to act, what do you think about that . Some insist and its important to find the truth and we couldnt afford to drop it. Thats really the troubling thing in the report. I think youre right. Probably for good reason that you dont want a wild card like that hanging over u. S. China relations in the next ten years while we try to sort this out. I think no administration would really want to put themselves in that situation and yet it is important for the world to find out what happened here especially if it came from a lab because as i said, there are a lot of these labs and they are doing experiment on their own and No One polices them. So we need to follow this up. Paul dan, the other angle here is the u. S. Contribution to the wuhan Virology Lab, thats the money that we financed it. That is that end of it is available for congress to investigate and you really dont need beijing cooperations for that but democrats dont seem real eager to go there in congress. Yeah, i guess not. And its something they really need to do. What we are talking about here is socalled gain of function research. Its an Idea Dating back several decades. The idea was that you pushed these viruses, manipulated them to see what they might be, what their dangers might be and started out as a positive idea but then scientists became very upset that you could not control these kinds of experiments which presumably were going on In Wuhan with funding from nih directly or indirectly and the big issue being raised, paul, what is the contribution of the scientific community to this problem in collaborating with china which we now see in its refusal to participate at any kind of investigation is a bad actor . And, you know, the business community, the national Security Community concluded years ago that china was a problem. The scientific community has been dragging its heels on this and i think hearings would force them to confront the reality that their partners, scientific partners in china are not reliable because they are controlled by the communist party. Paul holman, what are the avenues that we can continue to explore if we want to do as you suggest we should and i agree with you, get to the bottom of this . Is congress a useful avenue . Is the World Health Organization useful or is that a deadend too or should be some kind of consortium of countries putting pressure . Yeah, i think the u. S. Congress create a commission to fund and i dont think congress can do it and theres a lot of as. As dan mentioned Wuhan Institute was in the community, lots of records everywhere including in the u. S. Government and in private sector groups that have cooperated with it so we can find a lot about funding and experiments it did. Half A Million people travel in and out of china and did so weeks before wuhan outbreak. A lot came to the west with medical care and check their samples perhaps early samples to have wuhan virus to let us know it did emerge naturally than springing overnight from wuhan from a Lab Leak. Also if it came from bats, Northern Vietnam and laos are right on the border and you can test the blood early cases that would tell you this was natural and theres a lot of things that we can do but would be costly and a lot of money involved. Paul okay, thanks very much. Still ahead the White House works to change the subject as polls show Joe Biden botched Afghanistan Exit taking its toll. Aspirin made amazing paul as President Biden faces a wave of criticism over handling of u. S. Withdrawal from afghanistan, some new polling suggests that the Electorates Mood is souring and the president s Job Approval Rating hit new lows. The White House scrambling to change the subject with the president declaring victory this Week And Hope to go move on. So will that Strategy Work . Lets ask Wall Street Journal Columnist And Fox News Contributor Karl rove, served as Senior Adviser to president george w. Bush. Big month for the president in september, big part of his legislative agenda at stake. Lets take stock of political standing after a rough august. What do you make of fallen Approval Ratings and how much do they matter . Karl first of all, lets remember they started before the debacle in afghanistan. His numbers were pretty good, not great but pretty good at the beginning of august but they began to decline steadily and accelerated apparently after the fall of kabul and evacuation. And i dont think we have seen the bottom of it yet and the fact that it began in august, the covid, the economy, 5. 5 Trillion Job Numbers plan, these were starting to have an effect on the president. You could see the same thing, that has been going the wrong direction for a pretty good number of weeks. So my sense is this is going to get worse before it gets better and im not certain whats exactly going to turn it around. It does not look to me like the discussions over the american Jobs Plan are going to be particularly positive. More and more people are focused on the Price Tag and what it does and the democratic party further demonstrate that the president is a relatively weak chief executive. Paul what do you make of the president s afghanistan strategy politically which is give the big speech, Declare Victory, put it behind you, take no more questions, im not sure that he will ever talk about it against, to be honest. Every times he is asked about it, he walks away. Can he pull that off or is this going to continue to intrude in the months ahead . Karl in the 1950s british Prime Minister said events, events, my friend. Do we think we are not going to be suggested to more stories about horrific acts of violence committed by the taliban do we really think we are not going to see stories about people desperate to get out of afghanistan, do we think we are not going to see stories about the taliban refusing to allow women to be educated and go to work, no, we will cease those kind of stories and President Biden will simply look more disconnected if he tries to them. Look, it will take time before the Terrorist Threat grows and time for the groups to sort of, you know, make their plans, find their places, grab together the resources, but i dont think that anybody in the Intelligence Community believes that Theres Anything but a greater challenge coming from Terrorist Groups who are going to find Safe Haven in afghanistan and our colleague, chris wallace, if theres an attack launched on allies or american homeland from afghanistan, this is going to be a big, Big Problem for the biden administration. Paul i agree with you. Looks like you are on it and looks like you have answers and paying attention to the issue of afghans and americans left behind, certainly. Going into september, whats whats the whats the antidote for the president . Is it congressional success, passing your agenda even if you cant get all of it or pushing the Infrastructure Deal through even if the left doesnt like it . What do you suggest . Karl well, the bipartisan Infrastructure Bill, the bif, it can be a win for him but it aint going to be a pretty win. It can help him. Its not the end all be all and only gotten it because he has gotten republican support and its limited. I think more importantly the battle over raising the Debt Ceiling which is highly partisan and draw Peoples Attention to the fact that we have an enormous Problem Brewing with regard to the amount of money that our government owes to its debt holders. And then we are going to have the Battle Over The American Jobs Plan and that is thats going to be democrat on democrat and at the end of the day, highly unlikely that they will get anything they want to get. The oped by Joe Manchin this past week is a big Warning Signal to them and hes not the only democrat in a 5050 senate who is raising doubts about it. You have kristen Sin Emma and you also have other democrats raising significant concerns about elements of the bill. If youre john tester, theres a reason why you dont like increasing the capital Gains Tax and having a stepped up basis for things like farms and ranches. You know, if youre a small Business Owner who wants to pass their their business onto your kids and youre a passthrough entity, youre facing the same issues and we have a lot of democrats that got indigestion. Paul the Counter Pressure is if we dont pass, we are dead, we have to pass something, a lot more than karl if you do pass it, im dead. Whats more important, you or me and some will conclude its me. With a 5050 senate and a couple can sink big as part of the agenda. Paul thank you, karl, fascinating to watch. Paul as democrats race to finalize details of President Bidens spending plan, senator Joe Manchin is calling on his colleagues to slow down writing in the Wall Street Journal this week that amid rising concerns over inflation and debt, congress needs to take a strategic pause. The West Virginia Democrat saying he will not support a 3 and a half trillion Dollar Bill or anywhere near that level of additional spending. We are back with Dan Henninger and kim strassel. So that was big news, kim, you know, the senator didnt say he wouldnt vote for any Reconciliation Bill but he put down a pretty Big Macerrer here. Whats how much what do you make of it and how much does it complicate the democratic plans . Kimberley so i think the word to focus on here, paul, is pause because a lot of folks are focusing on the fact that he said i wont support 3. 5 Trillion. Hed said that before but what is new here is not only that he said that but he said, we need to step back and see what the overall trajectory of this pandemic is and we also need to understand whether or not inflation is transitory or not. Now, that matters because thats not something that you sort out in a couple of weeks. Thats something that will take months for us to figure out and that puts in peril this very deliberate strategy that House And Senate democrats have to jam through this Reconciliation Bill in a matter of under a month before anyone knows whats in it trying to pair it to this Infrastructure Bill and make everyone in the democratic Party Vote for both. That would seem to put this strategy entirely in doubt. Paul well, yeah, this is fascinating because Pelosis Deal with Nod Rate and liberal democrats has been we are going to pass both of these things in quick order. Now, this would suggest that the Reconciliation Bill has to be put off for weeks or months as you say and if thats the case, isnt the pressure going to be on her to pass this Infrastructure Bill soon . Of course, manchin supports that but a lot of the progressives dont. What does that mean, progressives are going to have to swallow hard and pass it . Kimberley yeah, she put down a date of september 27th, no later than that for a vote on the Infrastructure Bill. Now her whole plan all along was to rush through reconciliation, shes already told committees have the language by september 15th. If thats not going to happen, what you face, paul, is a huge blowup within the democratic party because a lot of the liberals and progressives are saying no way, no infrastructure without reconciliation and, you know, theres a possibility that none of this get passed. She may not have the votes. Paul dan, lets look at this from Manchins Point of view. Hes always looking to get the Running Room on either side, keep his options open but here hes they are still, open, he has a lot of flexibility, but what do you think hes thinking because hes risking here the big slew of the democratic coalition . Daniel well, i think Joe Manchin is identifying distinction, problem, dilemma inside the democratic party between socalled moderates, centrists, whatever you want to call them, a lot of members of congress running in atrisk districts out there and those that come from progressive districts. As he points out and the argument he made in the oped was compelling in every respect, not least the idea that if youre going to pass a 3. 5 Trillion bill with 4 new entitlements into it, shouldnt the appropriate committees deliberate and debate the details of what theyre doing . What a novel idea, congress actually think about something like this, which they dont do as you just said in your own words. Nancy pelosi wants a quick vote on this massive piece of legislation. I think Joe Manchin senses that his constituents and a lot of americans out there are being disconfident of the idea that 5 Trillion we already spent on the pandemic, congress is simply going to whoop through another possibly 4 to 5 Trillion including the Infrastructure Bill. Hes worried about the effects of this on the broader democratic party in the country. Paul can they pressure manchin, kim, to make this vote . Kimberley oh, they can certainly try and you should see whats being geared out. Ads are already going up, you have all of the outside activists groups that are flooding in to washington, you have members of the squad just berating him online. You know, and i guess theres a possibility that you could have senate leaders or Party Leaders threaten him in some way but the problem is that they dont have a lot of Running Room. I mean, you Cant Push Joe Manchin so far that he could dig in or, you know, some people talk about the fact that he could switch parties, i dont think thats very likely but one thing that you have to admire about Joe Manchin is he understands the dynamics here and when you is a 5050 senate and your party is right on the edge any one senator is king. He were to stick with his guns a lot of power to outline what he wants out of this situation. Paul all right, when we come back the battle over boosters heats up amid concern that the biden administration is putting politics over science in its push to authorize the shot. What else can go from your Cars Cup Holder to a Crystal Bowl and seem equally at home . I guess the most wellrounded Snack Isnt Round at all. Its more cashewshaped. Planters. A nut above. This week to scale back its plan to offer Booster Shots to the general public later this month with the White House suggesting that pfizer is on track for the rollout while moderna may not be ready. We are back with our panel, Dan Henninger and Holman Jenkins and kim strassel. Holman, you follow the data, do you think its efficient to justify a third shot . You know, i dont think the government at this point needs to be trying to justify things. They should hand it over to patients and their doctors but we do know that one aspect of immunity, the Antibody Level in the bloodstream declines after 6 or 8 months and you can bring that back quickly with a Booster Shot. What we dont know whether that makes much of a difference in terms of outcomes and in terms of disease, hospitalization, deaths, where they used the pfizer vaccine, theres evidence that Booster Shot will help reduce. Even if you dont get them, you are still pretty strongly protected because of other aspect of Immune Response. Paul they think thats holding back the economic recovery. Thats part of their motivation . Of course, the politics. The fact that the booster is preponderanceular with the american people popular with the american people. I think itll be hard to deny this to the american people, whatever the signs shows. It should be handed over to individuals and their doctors. By now everybodys situation is different. If you have a weak immune health its probably a good idea. 100 Million american who is have had the vaccine and the virus and they have very robust Immune Response and the number is growing all of the time. You really need to figure out what your own particular situation is. Paul kim, are you surprised at all on the politics of this because the with the Administrations Decision because the administration is getting pressure from the left and the argument goes like this, the Rest Of The World isnt vaccinated, so we shouldnt get a third shot here. We should get the supply to the Rest Of The World first and before we go ahead with the u. S. Here. What do you make of that argument . Kimberley well, that is an interesting place where biden has departed with the left because hes normally following its tune but as holman alluded to what the White House knows its preponderanceular with the american people and it allows them to look proactive and allows them to say, hey, we are taking care of americans first that is my priority as president , we will do what we can to help the Rest Of The World but this is our number 1 objective. I think the bigger problem that they have is whether or not some of that might get derailed by the stories coming out suggesting that this was led more by politics than it was by the science despite the president s claim that he wasnt going to do that and whether or not that undermines trust in the Vaccine Process overall. Paul dan, nobody has followed the Food And Drug Administrations Approval Process and culture of caution as i would describe it more than you have over the decades. What whats do you make of this fact that a couple of Career Officials are resigning . I dont mind political actors taking responsibility. Daniel the fda over decades has required extraordinary mountains of data of Drug Makers before they approve for drugs. With the pandemic, the mindset is lowing the perfect to become the enemy of the good with something like Booster Shots we have data, yes, we have science but the science and the studies from israel, germany, the uk and the united states all differ in their results. But they do Show Trends and i think at this point in the pandemic as weve been suggesting here, its time to let the american people start making intelligent decisions about subjects of like whether they want to get a Booster Shot or not rather than having the u. S. Government, the fda wait until they have crossed every t and dotted every i to make a recommendation. Paul yeah, this is a case where i think the fda should move fast as it has on the vaccines. They get rid of that the culture of caution because of the need is so urgent. We have to take one more break. When we come back hits and misses of the week. Time now for it and missus of the week. Remember early july when Texas Democrat spent the state for republicans from passing a voting from . Guess what path this week, the voting reforms. This is my hit 50 texas republican for standing tall deciding to do something about the crazy roles democrat instituted during covid. Complaints of jim Crow And Racism and producing pushing over the Line Bill Putnam only expands access to the polls but restore some trust in the system. Paul a message to evan low, he passed a bill requiring the struggling Department Stores by gender neutral kids displays for no good reason. He earned an anecdote About A Girl asking about closing the boy section. We dont need a lot for this. California is turning on their political Class And Radio Provocateur Right to be there next governor. Paul rh. Dan. Im not sure whether this is a hit or a miss. China has just announced its going to ban videogames during the week for children under 18 at allotment only to play for three hours on the weekend. How exactly . Its not clear but this is communist china. This is a dilemma. One doesnt want to sport a policy in china so if you ask american parents, they might say i think this might be an idea i can get behind. Hit or miss . You decide. [laughter] paul it depends i guess on what your children are doing. Remember if you have your own hit or miss, tweet us at je are on fnc. Thats it for this weeks show. Thanks to my panel, thanks to All Of You for watching. I am paul gigot, hope to see you right here next week.
