People had to ride out the storm on the roof or attics, people hoping someone would come with a boat to rescue them. People there have lost everything in certain situations. Theyre having to wait in line for essentials like food And water, relying on the kindness of others. In the mornings, we had a Threemile Line waiting for us. Starting at 6 30 people are lining up. Were not open until 8 00, 8 30. The lines are long. Its hot. President biden will get a chance to see the damage that is very vast throughout the state from the sky. He will hop in a helicopter to get an Aerial Tour to places like grAnd isle. This is a City Or Town here in louisiana along the Gulf Coast that basically took a direct hit from Hurricane Ida. Were told from authorities there that there is not a single house that is stAnding right now that anybody can live in. That neighborhood just opened up today. Were told folks are coming back And assessing the damage. Its going to take some time for the people to get back on their feet. The only good news right now, The Sun is out. Power is starting to be restored. Here in the french quarter, people are walking around. We saw people holding drinks. Barses are getting back up And run. Were in Laplace Waiting for the president to join us for a walk. Theres homes in which theres Power Lines the power is on top of the home. Damaging the home. But clearly indicating theres no power. So this is one of the places hardest hit. So on the other hAnd as your reporter say, some places held up. The levees held. Theres good Story Lines in here. Neil you know, few predicted the damage that this storm would inflict. Seems like levees in the new Orleans Area held up. A lot of the expense And federal response went to after katrina made this a much, much less tragic type of storm than it could have been at least in louisiana. Absolutely. Now, of course, if youre in areas like thiebaud, you were hammered. We are we put in systems And built resilience, it worked. Now we need to build resilience not just for levees And flooding but also for the power system. I spoke to the president when he lAnded. We spoke about the Infrastructure Bill. If we bury the Power Line, they dont blow down in storms. Power is intact, life goes on. Its cheaper to do it that way. Cost more not to do it that way. Neil senator, you took heat from former President Trump And others when you joined 18 republican colleagues to vote in a bipartisan manner for that Infrastructure Package. You have not signed on as yet to the 3. 5 trillion human Infrastructure Package. Storms like these And the Damage Weve seen, going up to the northeast, seem to confirm your view that we need to do this. Absolutely. To be clear, ive already voted against the 3. 5 trillion. But we have to move beyond politics. We Cant Care about who gets credit. We have to take care of the american people. When george w. Bush made a commitment to build levees, 16 years later, we benefit. We have to bury the lines now. Not only protects louisiana in a hurricane but protects texas in the Ice Storms And the far west from forest fires, from sparks coming off of a Power Line in the middle of a dry hot forest. That is the way to build resiliency. Lets move beyond politics And get something done for the american people. Martha you know, yesterday when the northeast was experiencing all of this And the tragic deaths that ensued, 50 at least, Chuck Schumer said this is the reason why we need to be on top And deal with Climate Change, this is the reality what do you make of that . First, the Infrastructure Bill actually funds projects that were passed under the last congress, the republicanled Senate Congress which President Trump signed into law. Things that would lower Carbon Intensity in our economy. Again, authorized last congress, signed in to law by trump. Funded with this bill. So theoretically, if you voted for that bill, youre for this big. We began to lower the Carbon Intensity And at the same time preserving a modern economy with the chemicals And Fossil Fuels that we need. So schumer And i may agree because hes supported the bill, so do i. Its a good bill for many reasons. Resiliency And for funding those projects that the republican senate passed last year. Neil senator, you made quick reference to the fact that youre not a fan of the 3. 5 trillion spending measure. It has a long way to go. Your colleague, Joe Manchin has talked about the price tag, that it has to go a lot lower than that. Is it your sense that this will be cut down to size And still pass or that its kind of limping along . I hope it fails. This is the economic equivalent of our withdrawal from afghanistan. We have got Inflation Year over year And about to add 3. 5 trillion . Not for hard infrastructure like our bill would take a few years to build but with a multidecade payoff. Not everybody evacuated when they could have or should have. Things do appear to be coming back And theres hope more aid coming in to the city And the state. We were getting our supplies ready in dallas, houston. This area. So were building our own little mini cities in terms of gasoline, electricity, supply chain, all of that ourselves to try to get that going. I believe that is what the Community Needs. Democrats are using the storm to justify their push for the Infrastructure Bill And the 3. 5 trillion billion. Its loaded with environmental provisions. This bill will end years of gridlock. Make us more resilient to the kinds of devastating impacts from extreme weather were seeing many so many parts of the country. Bipartisan members of the Louisiana Delegation asked for more money to help cover the hurricane damage. Troy carter was driving with the president to make the pitch for Hurricane Relief And Tie Hurricane Aid to the other bills. You get caught up in the semantics of calling it hard or soft infrastructure. Its people. Its Making Louisiana And americans lives better. Conservatives want to help with Disaster Aid but may not like other things hooked to the big bills like the debt ceiling. It puts members in a bind if they vote no, they will be criticized for opposed urgent funding for hurricanes. Democrat Joe Manchin wrote an oped in the wall street journal. He wants more information on the 3. 5 trillion billion before he supports it. That is manchins calling card. If youre talking about which bill would address the kind of damage were seeing in louisiana And the northern states that were Hit Hard by ida, the bipartisan bill does that a lot more effectively. It has tens of billions for climaterelated provisions. Billions going to cities And states to update their infrastructure, specifically to be more resilient against these types of storms. The 3. 5 trillion Infrastructure Package is social programs. Things that have nothing to do with what were seeing. Yet you see the left using the Hurricane Ida damage to argue that Climate Change is urgent enough to passage of the bill. What is ironic, the same progressives that are putting pressure on lawmakers to pass this bill on the basis of Climate Change are also trying to pressure lawmakers withhold their vote on the bipartisan bill that would actually do something to solve the problems that were seeing on the tv right now if they dont get a bill that is really unrelated. So i think obviously this is just another pretext that is being used for the 3. 5 trillion bill And President Biden losing a lot of the political capitol right now because of afghanistan And other reasons that he might have used to sell the 3. 5 trillion bill. Manchin came out with his opposition, the chances for that getting passed at the levels set are getting lower And lower. Neil very little of that is Climate Change related anyway despite the big numbers. But that aside, im wondering as we wait to see the president tour louisiana, this is a big change from the story he has been having to deal with for the better part of a few weeks now And the collapse in afghanistan. How he hAndles this could go a long way to among nervous democrats to see if he stabilized things period. How important is this visit And his hAndling of these storms . I think its really important for President Biden to sort of project the kind of competency that put him in the White House. That is his calling card. That he was going to be the steady hAnd on the wheel, the adult in the room, what have you. Someone that was going to manage crises specifically the pAndemic, but all of them in general more competently than President Trump. What the Afghanistan Withdrawal did that could be lasting is pearce that perception. Now President Biden is not coming off as a very competent president. Someone that has a hAndle on things, this is sort of something that happened to President Bush when he mishAndled katrina so badly. Everything he did was viewed through the lens of failure. Thats the risk that biden has. Because of the Afghanistan Withdrawal, changing Peoples Perception of him as someone that can hAndle his big could bleed in to other issues. If hes not able to get the 3. 5 trillion bill over the Finish Line, if hes not able to oversee And effective response to Hurricane Ida, that could lower his Approval Ratings even further. They were starting to tank for reasons not all related to afghanistan, his hAndling of the pAndemic, the Honeymoon Period being over for him seven months in to his presidency. Not rushing to recognize the taliban. The pentagon says there might be the need for collaboration going forward. Nobody is trying to ink some sort of military Cooperation Agreement with the taliban. They wouldnt rule out there might be occasions when there might need to be. Some informational component there with the taliban going forward. Senate republicans want answers on why a majority of afghan sivs that helped the u. S. Were not evacuated. They want breakdown of who has made it in to the country. If you look at it, for 20 years now, the taliban has been able to sustain their existence. They get money through extortion And kidnapping, they get money from pakistan, russia, iran. They get the arms necessary to conduct this overrun of afghanistan itself before they actually got to kabul And we gave it up to them. The Drug Trade that most of them are involved in. If we wanted to hit the taliban, first thing we do, spray the poppy fields And take out the Drug Trade. In addition, look at the other nations who in fact have become State Sponsors of a u. S.
