With four people dying after being trapped in their flooded basements. Tornadoes reported in pennsylvania and New Jersey where homes were reduced to rubble. Were talking about at least 16 people that have been killed as a result of the historic flooding and torrential rains from yesterday including nine people in New York. Two people, a mother and her son, died in this apartment when Flood Waters came rushes in to the basement apartment. Four feet of water came in there. They had five minutes to get out. Unfortunately they could not. The father and the other son were able to get out. They were not. 2yearold boy died in a similar basement apartment. The governor of New York, Kathy Hochul was here. They were caught off guard by this Record Level of rain. Listen. We did not know that between 8 50 and 9 50 p. M. Last night that the heavens would open up and bring Record Levels of rainfall to New York. The forecasters and the national Weather Service is perplexed by that statement. They were forecasting excessive rainfall for days. The city says they were not ready for 3 inches per hour, which is what we saw. A historic amount. Never seen here. 610 inches of Rain In The City inundating the subways. 17 subway cars were trapped in the water, Train Stations flooded. Multiple cars, dozens of vehicles on highways and local streets. Abandoned as people escaped. In New Jersey, we had similar flooding. There wasnt a essexsive a national Flood Emergency declared in new York City and in New Jersey. The first time the city had ever received a Flood Emergency warning quite like that. In New Jersey, we saw similar flooding and tornadoes. Malika hill, a tornado buzzsawed through there. Multiple homes. Luckily nobody died in that. Water rescues. 100 Water Rescues have taken place in places like westchester county, New York and in an around. We know Water Rescues taking part in pennsylvania, in bridgeport where people were on the roofs of their homes trying to get rescued from the rising water. Back in new York City, were talking about the cleanup. Just to give you an idea of this historic level of rainfall. In Central Park, 1. 35 inches of rain fell in one hour. That shattered the record. And the morning here in queens just beginning for the families. Of the nine that died, eight lived in Basement Dwellings like this one. Emily bryan, these images are horrifying and they touch on the tip of the iceberg of the scale of this disaster. These are deadly consequences. You mentioned New Jersey. Its my understanding that despite many heroic rescues, even the elizabeth Fire Department Headquarters was inundated with eight feet of water that destroyed Fire Equipment and apparatus. What are you hearing in terms of Rescue Efforts being hindered by the floods . Obviously the widespread Flooding Situation is still a danger today. Just because the rain has stopped and its a beautiful day, thats because the rivers and the creeks are still cresting in to this afternoon which means that threat of flooding still exists. Obviously you need to find these people. Im sure Theres Wellness checks that are done in these communities. You spoke about the home in elizabeth. Nearby, four people died in an Apartment Building between the ages of 33 and Mid 70s from that flooding. So you know, the numbers have been changing every hour. Unfortunately we expect the Death Toll to increase. Hopefully not. Given the fact that authorities seem to be surprised by this historic rainfall, truly historic, well probably start seeing more and more of this aftermath. We saw the father, by the way, show up. Can you imagine . A family of four, he was here. The rain came in. The owner of the building came out. The father got out with his son. He says the Wife And Child stayed behind. They were trying to get their belongings. In that instant, it was too late. The father obviously inconsolable here. It just happened so quickly. The governor and the mayor are trying to fix the Drainage Systems because this shouldnt be happening. Emily what a tragedy. Ive seen Flash Flooding before. Youre right. It comes out of nowhere in an instant. You noted the family had a few minutes to get out. Unfortunately the mother and the child did not. You mentioned Central Park. The national Weather Service saying wednesday alone, Central Park was 7. 3 inches of rain breaking the record. Newark receiving 8. 4 inches of rainfall breaking the 2. 2 inch record. These are records being broken going back to 1927 and 1959 respectively. So youre saying there was no indication that it would be this cataclysmic, this kind of recordbreaking level of flooding that authorities saw on the horizon . I will say this. We have to push back on that. I spoke to janice dean. She said look, the forecast for this was incredible. The forecasters for multiple days had put out the forecast that we expected flooding and excessive rainfall. Theres push back from forecasters and meteorologists against the Governor And Bill de blasio that said they were caught off guard. You speak to janice and other meteorologists, this forecast was good. This is the remnants of ida and they knew it would make it up here. The city is not equipped to handle more than two inches of rain per hour. They got over three. We all received a message on our phones, the Flood Emergency, which is the first ever sent out for new York City, Last Night to seek high ground immediately. I think the timing of this Bill Hemmer talked about this earlier the rain started around Rush Hour and continuing through the evening. Many people were caught off guard. Did they not heed the warnings . I dont know. There is a point of contention between the forecasters and the government officials that said that they werent prepared for this historic deluge. We got the Emergency Warnings on our phones all night long. I stayed up watching this until 3 00 a. M. When the rain subsided. I happen to know when a lot of these people in queens and brooklyn that had massive flooding in their basements, many of those are amounts in the basements where people were trapped. They had nobody there to help them out. No Emergency Crews were rescuing people stranded in queens. They had no where to go. All the cars were covered in water. What has been the Rescue And Recovery Efforts Today . Almost feels like were playing catchup when perhaps more could have been done in advance to prevent these deaths from occurring, especially in queens where you are. I think with the rescuers, we heard from the mayor in New Jersey that said it was a raging river when they tried to rescue people. The 70yearold man died in a car there. His family was rescued. Theres still two people missing there. I think we have to understand that just like when Power Crews Cant go out, winds over a tropical storm, these rescuers were going out to the raging rivers. The first time a warning last ever been issued for the city like this. People were trapped in the subways. Heroic men and women of the New York Fire Department rescued all of them. They were trapped. Were seeing the same story of devastation across new Jersey And Pennsylvania as well. For now, 11 people in New York and New Jersey died because of the storm. The fires threatening close to 35,000 structures and more than 4,400 firefighters from the state and my federal team are working to contain and suppress this raging wild fire. The Department Of Defense has trained and deploying additional firefighters to support efforts in california, this Disaster Declaration will help with evacuation, including sheltering and feeding for those that have been displaced. I want you to know that ive seen these firefighters up close. Ordinary courage is astounding. Theyre some of the bravest people ive ever known. Ive known a lot of them. My heart goes out to them. Abundant thanks for what they do. Now provide an update to help millions of americans down south recovering and rebuild from Hurricane Ida. Weve been monitoring this hurricane closely and the devastation that its caused. To date six deaths. About A Million homes are without power in Louisiana And Mississippi. While the catastrophic Flooding Wasnt as severe as Hurricane Katrina 16 years ago, ida was so powerful that it caused the Mississippi River to change direction, change the flow temporarily. The good news is that as a result of significant multibillion dollar federal Investment And System around metro New Orleans, it held. It was strong. It worked. Too many people and too many areas are still unprotected and saw Storm Surge and flooding that was devastating. Weve seen the reports of winds up to 170 miles per hour. Its not been confirmed yet by fema. 170 miles an hour. Costing unimaginable damage with debris and downed Power Lines making roads impassable and slowing Response Efforts to save folks and property. Now, people continue to shelter in place. Tomorrow ill be traveling to louisiana to meet with Governor Ed wands and the Parish President S and mayors. Governor edwards encouraged me to come and assured me my visit will not disrupt Recovery Efforts on the ground. My says single to everyone affected is were all in this together. Thats the message ive been making clear to the mayors, governors, Energy And Utility leaders in the region that my administration has been working closely with the past few days. Working with governors in the area, even before ida made landfalls, i made Emergency Declarations to help us respond quickly. Fema prepositioned more than 4. 3 million meals and more than Three Million liters of water before it hit. We deployed more than 250 generators and were working to get more in the area, especially the hospitals desperate need of them. The Department Of Health And Human Services deployed 250 beds, federal, medical shelter in New Orleans and five medical assistance teams available throughout the state. Since the hurricane hit, more than 6,000 members of the national guard have been activated in Louisiana And Mississippi, alabama and texas. Other states that support search and Rescue And Recovery efforts. For those that have lost their homes, states have been working with the American Red Cross to open almost 50 shelters across the Gulf Coast. We know theres much to be done in this response on our part. We need to get power restored. We need to get more food, Fuel And Water deployed. I get hourly updates on the progress from fema well into the night. Well be working around the clock until the critical needs of the region are fully met. Well meet them. Even as we tackle the core elements of the disaster response, were also deploying new tools to help speed this recovery. Things that have not been used very much in prior hurricane responses. Working with private companies that own and operate the Life Line Infrastructure like electricity and communications. We used the latest technology to accelerate restoration of Power And Cell phone service. Its beginning to get back up. A long way to go. For example, to minimize the amount of time it will take to get the power back to everyone, ive directed the federal Aviation Association to authorize the use of drones to assist Idas Damage to Energy Infrastructure while ensuring those flights do not disrupt search missions. Ive schedule the Department Of Energy to immediately make available any Satellite Imagery that they can help provide in assessing the extent of the damage. Drones and satellites can make the work faster by getting to the places that are most desperately in need. They can identify where the lines are down, map the damage, help get the Transmission Lines back up and running in all the parishes. The people, hardworking people due the dangerous work. More than 25,000 Linemen And Clearance crews from 32 states in the district of Columbia Racing to restore power. In alabama, two have died on the job. This is complicated and dangerous work. Were moving as fast as humanly possible to get it done. Its important to know that the region hit by ida is the key center of our Nations Oil Production and refining infrastructure. Thats why were not waiting to assess the full impact of the storm will have on Oil Production and refineries. Removing also quickly to increase the availability of gas and easing the pressure on Gas Prices around the country. Ive directed the secretary of energy, jennifer granholm, to use all of the tools at her disposal including using the strategic Petroleum Reserve to keep gas flowing to the pumps. In order to get critical supplies to the region to beat the pandemic, i directed the Department Of Transportation to renew an Energy Declaration to provide flexibility on how many hours a Truck Driver can drive. In addition, the environmental Protection Agency has approved Emergency Waivers for Louisiana And Mississippi that will expand the supply of gasoline that can be sold in those states and Increase Availability at such a critical time. These actions should help reduce the risk of Gas Shortages and price increases as a result of a hurricane. We also know a lot of people lost Cell Phone Service because their particular Carriers Tower went down or got damaged. A few days ago, i asked the fcc and my white House Team to work with the Cell Phone companies to allow customers to use roaming services. So that means that folks in the area should be able to get a signal no matter what carrier theyre on. If theres one carrier down, they can roam and use another carrier that theyre not part of. Theyre not signed up with. Just think of the sons and the daughters and moms and dad and loved ones trying to reach each other. A feeling of fear. Maybe something happened. Just because they cant the Cell Phone is not working. Think of the millions of people reaching out for help. This is important and critical. Now a lot of private companies are doing their part. Today im calling on Insurance Companies not to evade the responsibility to keep the priorities that they made to customers and the promises they made and to help some folks that are hurting. Heres the deal. Fema is providing critical Need Assistance to help the Hotel Bill that you racked up because you couldnt stay in the home during the hurricane. The Department Of Housing and urban affairs, hud, is offering assistance to families in impacted areas. Right now were Hearing Reports of some Insurance Companies may deny coverage for additional Living Assistance expenses unless the homeowner was under a mandatory Evacuation Order. So people pay their insurance premiums. Theyre supposed to get payments from their Insurance Companies for relocation costs. Insurance companies in the face of the strongest storms since 1850 say no, no. Were not going to pay you who we owe you because the fact is, parishes in louisiana like New Orleans issued a voluntary Evacuation Order at first. May not have even had enough time to make a mandatory one as the storm moved in so fast. Other parishes, the voluntary Evacuation Order suggested that residents could try to protect themselves by sheltering in place against the winds. We can all understand why folks felt safest leaving their homes and going elsewhere. Out of the path of the devastating storm. No one fled this Killer Storm because they were looking for a vacation. Or a Road Trip or able to stay in a hotel. They left their homes because they felt it was flee or risk death. Nothing voluntary about that. Im calling on the private Insurance Companies right now at this critical moment, dont hide behind the fine print. Do your job. Keep your commitments to your communities that you insured. Do the right thing. Pay your Policy Holders what you owe them to cover the cost of temporary housing in the midst of a natural disaster. Help those in need. Thats what we all need to do.
