Its been a couple days since troops left afghanistan. You continue to say the mission will continue and bring people home through diplomatic and other ways. Yesterday the White House didnt have an answer on whether any americans or refugees made it out. Is there an Answer Today . Again, this is an operation over seen by our State Department. They have a briefing today. If theres updates, theyll provide them. Were working through and what we knew would necessarily be operational after the departure are a couple of steps. One is how we get the airport operational again. Were working with the qataris and the turks and others, the civilian side of the airport had a lot of destruction to it and we need to make repairs and partnerships with them to get airplanes up and running. That will have a huge impact. The other piece is over land efforts. Some of this is there are steps as we have seen the last few weeks where individual American Citizens are able the depart without conveying that they have departed yet. So were tracking and staying in contact with all of the American Citizens were aware of on what our plans are, what the progress is and what the as we have updates on the timeline to depart. Is there a time frame where if there isnt an update from the State Department there might be a Course Correction . I asked if they had updated numbers. Nobody has got back to me. I understand the briefing is coming up. Is there a time frame where you will readjust . A Course Correction in one way . We cannot say for whatever reason how many people have been able to leave since u. S. Forces with drew and were not able to release that. Is there a plan to do something else so that that movement can happen . Today is September 1. We ended our presence in afghanistan on the 31st. What we said and remains the case were focused on operationally moving forward. Theres the diplomatic front. We have more than half the countries in the world that have agreed the expectation on the taliban is that people will move to depart the country. There was a u. N. Security council passed two days ago and now were working on airplanes, so that can depart or getting the airport operational and overland departures. At the same time, were in touch with every American Citizen about our commitment to get them out of the country. I dont know what a Court Correction would look like. 36 hours or two days after our last planes depart. Were hearing about journalists that were left behind. Fox confirmed that a number of journalists working for u. S. Agency for global media, federally funded agency, congress, including Radio Free Europe were left behind and now were hearing from senior State Department officials this there were constraints getting people through the gates at hkia, that the communication methods to contact people were available to so many that they were instantly stopped. The priority groups couldnt get through. Was that a contingency that was planned for . Jacqui, its important to remember, 120,000 people made it out of the airport. Out of the country. Our commitment to people who want to evacuate, want to leave, American Citizens, journalists, afghan partners that stood by our side enduring and remains. Theres been reporting on this. Let me give you a couple examples because now we can talk about this, ways we worked to get American Citizens out. The most used method was the Muster Point or what we call the Muster Point. The State Department would blast notifications to a variety of channels to American Citizen telling them to meet at a specific location that would bus people to the airport or on foot. We had multiple opportunities for each of these Muster Points, each with multiple transits to the airport. The majority of americans that go out were evacuated this way. We talked people oneonone walking into the airport with State Department officials on the phone the whole time, facilitating safe Passage Pagourtzis checkpoints. It was labor intensive but effective resolving problems on the ground in challenging environments. In limited cases, u. S. Security forces went beyond the wire. Sometimes by helicopter, to pick people up safely. We didnt not talk about them much at the time because they were dangerous missions. We didnt want to create the expectation to create a helicopter for everyone that wanted to leave afghanistan. I note those because its important to understand the steps and the roles that our u. S. Military on the ground took far beyond checking people off at a list at the gate to ensure to get American Citizens, afghan partners out and we will continue those efforts. Was the president in any way pushing a false narrative in that call with the afghan president . Its clear. Im not going to go into details of a private conversation what we saw the last few months is a collapse in leadership. That was happening even before ghanni left the country. The president has conveyed privately and publicly, you need to stand up and lead your country. Thats something that he said in July In Public form as well. Go ahead. Were just shy of 48 hours thanks for your math. Its running together. We learned more about the Nature Hoff the cooperation over the last 2 1 2 weeks between the taliban and the american forces on the ground. I want you to speak to whether since the last 48 hours theres been any continued form of interactions between the u. S. And the taliban . Obviously not much more in a diplomatic capacity. Again, this would be an effort over seen under the Secretary Of State and the State Department. It would be necessary to have some form of Communication And Coordination with the taliban to continue to evacuate people. They oversee afghanistan. Large swaths of the country. I will note we had prior conversations before the last couple weeks. So its obviously a different form at this point in time that will continue. Thats part of what the president asked the Secretary Of State and the State Department to pursue. Ron clain said i dont know if well recognize their government as legitimate. You talked about the leverage that the u. S. Holds over the taliban. Is that one of the points of leverage . Is that under consideration . Theres no rush to recognition. It will be very dependent on their behavior and if they deliver on the expectations of the global community. Quickly on abortion. Weve seen in a number of states, republicanled state, an efforts on Voting Rights to pass similar legislation throughout the country on Voting Rights what is the level of concern at the White House that the decision on texas specifically will lead to a similar wrath of laws across the country and what is the recourse for the White House at a federal level to help prevent this . The step can be taken is the codification of row. It would require congress to act on. I will note, this is not the first threat of row that weve seen across the country. Its an extreme threat. I would note, this is offering up to 10,000 to individuals who report someone who is going to get an abortion. That is what were talking about here. So and beyond that as ive outlined. So yes, its of great concern. Of course, its of great concern because this is not the first time that theres been efforts by some in the country to prevent a woman from having to right to choose. A quick follow up. Is there any concern at the White House that china could undermine the u. S. Leverage that it has with the taliban, particularly providing the access to the global marketplace . First, id say china doesnt have that capacity on their own. There are more than 100 countries. A u. N. Security Council Resolution abstained from but didnt vote against that calls on presses the taliban to allow for safe passage of people in the count through and those that want to leave afghanistan. So you know, china will have to think about what role they want to be seen in this moment as well. Let me ask you this. The president said were not done with isisk. Senator cain before the Taliban Takeover was talking about working toward a new superseding aumf. Is this something the White House is interested in working on so that isisk is mentioned in a authorization of use of force . We said were interested in working with Senator Kaine on that. That continues. Isisk attacked and killed 13 members of our armed forces. We have every right, serve defense, to continue to go after isisk and the president has made clear thats what he wants the military to do. So future strikes on isisk will be in made with selfdefense . These are authorities the military already has. Were open to and look forward to working with Senator Kaine and others in congress that are looking to update the 20yearold aumf. Two questions. Martha lets talk about the questions that are coming to Jen Psaki and to the Administration and to the pentagon right now, which really i think center around a couple of things. One is whether or not this handling of the exit was as the president called that mission an extraordinary success and the new story about the conversation that he had with president Ghanni Whether ghanni should portray what was happening in afghanistan a little differently than what were seeing on the ground . Lets talk about that Phone Call in july. Its never good when theres a transcript of a Phone Call in which the president of the United States is saying to a foreign leader, look, you need to change the perception, whether it is true or not. Thats not a good look. Certainly raises questions. You can see Jen Psaki was not going to talk about what was said in that Phone Call between two leaders that has been leaked. She didnt deny that the Phone Call was accurate. That part is troubling. The other part, perhaps not so much. Because its clear in their conversation that while the taliban is on the move and afghanistan, the afghan government is in some trouble, theyre talking as two people that still think this can be turned around. The president at one point is talking about the afghan Defense Secretary that he needs to be put in charge of the effort. So they seem to be acting as the president was saying publicly like he thought that they still had a chance and that they werent anticipating the taliban taking over nearly as quickly as they did. Martha i want to put the exact quote on the screen that you referred to. The president is quoted as having said i need not tell you the perception around the world and parts of afghanistan i believe is that things are not going well in terms of the fight against the taliban. Theres a need whether its true or not to project a different picture. That as you say, chris, is problematic for him. Some of the underlying facts raise some questions for the White House. That is that we had pulled back on Air Power that we had been using to support the afghan government. We also pulled our contractors out meaning in a lot of cases the equipment that they had was not functioning well. So we also knew that pakistan was supporting the taliban and they began in march through the country. Its not as if the president didnt know we pulled the rug out from Underneath Ghanni in many ways. I think its an important part of the equation in terms of what the president understood and knew about how difficult it was for the afghan forces at that point. Absolutely. Thats why there is such second guessing about the nature of the evacuation. In effect, it was take the military out first, then worry about the equipment, then worry about the civilians. The result of which is that tons and billions of dollars of equipment was turned over to the taliban. We have thousands of afghan civilians and 100 or so americans that are still left inside afghanistan. A lot of people would say you should have done exactly the opposite. Get the civilians out first, the equipment and then the military. This gets to the question and came up in the Pentagon Briefing where they were asked about bagram. Part of the reason that they had to pull out of bagram is they were down to 650 troops. They were told your primary responsibility is to protect the embassy. To protect the embassy with 650 troops, you cant protect this Sprawling Complex as bagram, so they decided to concentrate or Hamed Karzai in kabul. Martha that reveals what weve heard, which is that the military leadership at the pentagon felt they didnt have enough people to do both as you said. So the fact that they say well, we can give up bagram, theyre dealing with the number of people theyre given. So they had to make a choice. That was an Administration choice, not to give them enough people to secure the embassy, Secure Bagram and whatever else that they needed. Its clear from most of the reporting and i wonder if you agree that the pentagon had a different notion about how this should be handled than the president of the United States . You know, the pentagon is a big place but there were top people including and i have this authoritatively general Mark Milley in april before the president made the decision to pull out was saying we need to keep at least 2,500 troops in pakistan and we can do a lot of things. Provide Air Support to the afghan military, we can also have a Counter Intelligence Presence there. The president overruled him. Martha its clear the president made the decision to leave. Hes the commanderinchief. Politically they seem to be betting that in The End and we see the polls support that people wanted to leave afghanistan, that in The End, people will forget about this. How much of an issue are the people left behind, the journalists left behind, the afghan partners left behind and now what were told is a State Department diplomatic mission to get them out . How much attention do you think will be paid to this side of the story . I think it depends. You cant predict, but it depends on what happens. In other words, if americans are able to get out through the taliban and through the diplomatic channels with the State Department, i dont think it will be a big issue. If they try to get out and theyre not going to get out weve talked about hostages. If they get out and not allowed to get out, they become hostages and that becomes weve seen with iran back in 1979 and 1980, how they can bring down a president. Martha it can. Chris, before i let you go, i want to ask you quick questions about your new book. Boy, theres such a Book End Moment happening here in our country as we think back to that. You is that right with something from Leon Panetta when he first gets news of this threestory house in pakistan. You know, its striking to hear panetta say he thinks given what happened, were going to have to go back there. Yeah, it is. I think this is an important book particularly at this time for three quick reasons. One is as bad as what weve seen in these last few weeks has been, the fact is that we did accomplish our prime objective, which was to bring down osama Bin Laden and to severely degrade alquaida. Theres not been a major attack on the u. S. Homeland from afghanistan in these last 20 years. Two, as bad as all of the interaction among the Intel Agency and the military and the political people at the White House was this time, it was just as flawless did your 2010 when they got Bin Laden. The cooperation with the White House, the seals, the Military Community was extraordinary. Its a great story. We can confirm now, i get a text from the public Information Officer from the Forsyth County Sheriffs Department that yes, there was a second incident in winstonsalem this afternoon. This happened at the Harris Teeter supermarket which happens to be where the High Schoolers were taken to rendezvous with their parents. In the same Parking Lot after the shooting, which has been confirmed, that is when there was another disturbance. The Sheriffs Department said no Dish Shots were fired and nobody is injuries. Thats all we know. Were not sure the two things are even related. Afternoon, just shortly afternoon East Coast time, thats when according to local reports the School Resource Officer at Mount Tabor High School called dispatch saying someone was shot at the High School. That then led to a flood of Law Enforcement from the Sheriffs Department and Police Department as first responders. They surrounded the High School. Its on lockdown. Nearby schools all went on lockdown. According to the winstonsalem journal, according to eye witnesses, there was somebody that fired multiple shots at The School. That one person was injured, not kill, wounded. That was it. No other casualties or injuries. Nobody suspect yet taken into custody. There are woods nearby that school. Speculation is that perhaps the suspect fled on foot into the woods. Certainly a massive Drag Net and Man Hunt is now underway in the area looking for whoever pulled the trigger of the gun. We dont know whether the shooter would have been a student, whether it would have been somebody else. According to the reports, the student was not the shooter alleged was not inside The School, not roming the hallways with loaded guns. Everything took place outside The School. We dont know whether the person that was shot or injured was a student or parent. It happened around the Lunch Hour there at Mount Tabor High School. A lot of questions. The Sheriffs Department is supposed to be doing a Media Initial briefing any minute now. They have a Media Staging Area set up. As soon as we know something, well let you know. But should be done by local ordinances, not the state. What if one county has a problem and the other doesnt . I dont like the state mandates. Should be left to the local jurisdictions. Martha we talk about the immunity gained from having covid. It strikes me that the cdc talks about this never. They dont do studies on it that weve seen. Israel did a study and showed that people that had covid, the first round, had 13 times the protection of the vaccine against the Delta Variant. What do you think about that . I think of them talking about natural immunity for a long time. Its surprising. Youre exposed to the actual virus rather than a protein. Its not surprising it would be a strong immunity. The issue is its variable depending on the person and we cannot validate it beyond six months or so yet. So what i say natural immunity should be counted in.
