A nearby hotel. Earlier today the u. S. Embassy in afghanistan had told americans to leave the area. Now remember, theyve been told to get to the airport. Many of them are standing outside of the airport. That gate. Last night there were some 5,000 afghans crowded outside that same gate. It is the Abbey Gate. The pentagon says it is still unclear on how many people were hurt or worse. There are reports of multiple fatalities, though. Listen to one witness describe the horror as it unfolded. Im an afghan worked for the United States Marine corp. I was over here to go and get close to the airport and get on a plane and get out of here. There was an explosion that happened inside the crowd. A lot of people Got Hurt and i got a Baby Girl she was 5 years old and she died right in my hands. I dont know what exactly i think some of the americans Got Hurt, too. And so people are running around. Right now i have some casualties with me in my vehicle and im taking them to the hospital. What can you tell us . Good morning. Were following this Breaking News out of kabul, afghanistan. Two explosions reported just outside the airport. We were at this airport Sunday Morning as qatar helped to take afghan evacuees to doha. What we are learning about the explosions, two of them. One taking place near the Abbey Gate and one near the barron gate. Two of the main entrances to the airport in kabul where u. S. Forces helped to set a perimeter to help with the flow of evacuees onto the airfield. This was likely, according to reports, an attack conducted by isisk. A group that both british and american intelligence officials were warning about over the past several days. A group that could launch attacks in the region. A very small organization. The offshoot of the islamic state that started around 2014. And the Northern Province in afghanistan is where theyre based. They are operating across northern and eastern afghanistan. Again this explosion though Report Evidence outside of Abbey Gate reportedly killing a number of people and injuring dozens more. We dont want to get into the numbers now. A lot of information coming out from the ground but this airfield was the main place of evacuation and it really sets a big question right now what does the biden administration do with the thousands of u. S. Troops still there . And what do they do with the more than 1,000 americans who are on the ground not only stranded in kabul, but across the rest of the country . The second Explosion Location at the Barron Hotel was where many foreigners were staying, including americans. You might remember last friday when that First Public Operation was conducted by american forces, 169 people rescued from the Barron Hotel. Reports indicate thats the site of one of these explosions. There are likely foreigners involved in the injuries from these attacks and certainly concern to the u. S. Troops who are stuck right now not only in taliban territory but now at the scene of two major blasts. Harris a lot of information there and so much more coming in. Trey yingst. Right now were awaiting for some information, anything from the pentagon on the number of people who were hurt or killed and a clear number on the condition of u. S. Service members there. I want to bring in Griff Jenkins live from the State Department. Were waiting for the Pentagon Press Briefing and it has been postponed. We dont have a time certain. There has certainly been a lot of movement at the State Department, griff. Thats right, harris, good morning. The State Department stressing americans in afghanistan, some 1500 that may be stranded now to heed the latest bulletin, alert put out just in the last hour. Well put it up so you see it. It is very important at this hour. It says u. S. Citizens should avoid traveling to the airport and avoid Airport Gates at this time. U. S. Citizens at the Abbey Gate, east Gate Or North gate should leave immediately. That, of course, was the same guidance they were giving some 24 hours ago. But now it has changed. Just to give a little context for you, harris. Yesterday i have been tracking in realtime an afghan ally who is trying to get his wife and five children out. He is an siv applicant, approved and he was trying to make his way from that Barron Hotel trey was talking about 200 yards into the Abbey Gate. He did not make it. He tried to get as far as he could. He could not. He claims the taliban beat his wife. He was not able to access it. Now with these two attacks and this situation clearly there is a message being sent to those americans and afghan allies to not even try to make it out at this point. Now thats important, harris, because we learned from Secretary Blinken Yesterday that any Contingency Plan to get americans out beyond the August 31st deadline was dependent upon public commitments from the taliban now in control of kabul to insure their safe passage. That clearly is not capable at this point. Were waiting for more guidance from the State Department on what they may be telling americans who are stranded right now how they may look to take their next steps. It is clear it will not be coming to that airport and the State Department also not telling us what the status of evacuation flights are at this moment. Weve been monitoring the live picture and seen some flights lifting off. We dont know what they are or who is on them. We hope to get a briefing at some point here from the State Department later today. Harris. Harris real quickly before i know i have to let you go, griff, you want to be in place for whatever pops up at the State Department. Im curious how safe are these channels that they are communicating with americans on . Ive had military analysts and lawmakers tell me we dont have an encrypted zone to talk to people. There are a lot of assets on the Ground And China has potentially poured something into afghanistan and we dont know if its cash or equipment. We dont know what that would be. What we know their internet is up and running in taliban country. And so all of that is on servers that we dont control. I couldnt speak to the security of the encryption and the State Department has not said anything to that event. Something that is important having spent some time in War Zones such as this is we dont have the Human Intelligence outside of that airport to go and get americans nor to give us the intelligence in realtime. Were in a Fluid Inflection Point right now with the president committed to that withdrawal and clearly dependent upon a taliban government entirely in control of kabul. Theyre holding all the cards. At this Point Weve received no information that the taliban is either acknowledging nor doing anything to help us in this situation, which has left americans some 1500, quite helpless. Harris yeah, fighting those enemies that weve been fighting in addition to the taliban all these years, Al Qaeda, isis, Isis K, Griff Jenkins, thank you very much. Congressman banks, so important for us to talk today as we await the pentagon. Your Top Line Thoughts what were learning about what happened at that gate at Kabul Airport. This is a tragic im heartbroken thinking about the many lives that have been impacted. Our Service Members, the lives of the afghans helping us over the last 20 years trying to get to the airport to potentially get out of a talibanrun situation. The country all of this was completely avoidable. Thats what makes me so angry watching these images and hearing about potentially the loss of american lives, of our Service Members, the situation going on there. So im both heartbroken and angry at the same time. By the way, you are hearing more and more about Isis K. It is not a new dynamic in afghanistan. Theyve been building up there for over three years waiting for a moment like this. Waiting for a president like Joe Biden to create a chaotic situation like what he has to strike and we saw whats happened over the last couple of hours. Well see a lot more of that to come in the days ahead. Harris congressman, the way you put that, im looking at my notes. For 20 years we have basically been fighting the militant partners, the taliban, Al Qaeda, Haqqani Network. Isis k is not new but it was created quickly outside The Gates of the airport. When we say we had control of that militarily. Is that your understanding that we didnt control as much as we thought we did or the taliban is not controlling . Were supposed to be talking with them, according to President Biden. Have they lost control of their country . As you already said i served in afghanistan 2014 and 2015. I went back as a member of congress in late 2018. And general scotty miller, who was the most recent general on the ground, was there at that time as well and briefed us on the threat of Isis K because harris, as President Trump defeated the Isis Caliphate in syria and iraq, Isis K started to drift toward kabul. I believe that they were just waiting for a moment. Waiting us out and waiting for a moment like this where they could strike and thats exactly what you are seeing. But what is important to always remember in this situation and why im so critical of this commanderinchief is because why it was so avoidable. If we would have kept a small footprint of Special Operations counter terrorism focused troops in afghanistan through all of this and if we would have kept the Bagram Airfield open rather than rely on the very inefficient kabul public airport. This situation could have unfolded more effectively and in a much much better way than it has. Well get back to the asking those questions later. In the meantime we have to get all these americans out of country and i dont have the confidence this administration is able to do that. Harris so congressman quickly because you can talk tactics with us now and with some specificity. Every american is wondering if we were there, what would we be doing . We are getting mixed messages on the ground. Were being told to get to the airport and now the airport is too dangerous to get to. You have people in other parts of the Country Cant get there. If we pull up stakes do we have to go back in with a bigger force . Are we technically entering back into the war . How do you see it . Harris, the secretary of state told us there are 6,000 more americans trying to get out of the country. Now were pulling up and out of the airport we told them to go to to get them out of the country. It tells us that we believe there are more but at least 6,000 americans are stuck behind enemy lines. So i dont know how we can leave, and leave them behind. We need to do everything possible to get them out of the country safely. This administration has Brofsh En over the last week theyre incapable of leading an operation to get that done. All of this could have been avoided to keep bagram open. Maybe we need to seize the Bagram Airfield and get americans out in a different place. We have to do something different than rely on this airport. Lets talk about that. I want to know what lay ahead. I know where weve been and you are right, we can investigate and do all of that after this is over. We have to get our people out now. At least 600 troops have left. You know if you have to leave by August 31st you are packing up today. You have to get everybody up including our troops. So the movement now isnt necessarily just on getting people out who are citizens and afghans who helped us. It is now getting out our troops. Now we know three marines have been hurt there are people that want to do harm. You know that land. How do we get out basically they have created a kill zone, one way in and one way out. Our people are sitting there. Strategically what do you do . You have to find a different ontion. You cant rely on the Kabul Airport. You have to have a Military Base of some sort. It has to be bagram, the airfield, the base there is more you can more easily defend it and get more. It has multiple Air Strips and you can get more aircraft in and out of it. Thats where you have to start. We are the united states of america and we have the most powerful military in the world, harris. We cannot afford to leave any american behind who is trying to get out of the country behind enemy lines. Harris please forgive me, i just have so many questions and im asking them because it moves us forward and congressman you are so patient to let me cut in and out. Look, are you telling me the next offensive this is an offensive now. We have to take another airport, one that is ours. Are we confident no one is squatting there . We Cant Renegotiator go back and figure out why we didnt open. if you need something that you have a Military Place you have to protect and get airplanes off the ground. Would you put Retaking Bagram in the cards . I would. I dont know if that airfield or a different one is whats necessary. I Cant Speak on behalf of these military generals and the pentagon. Harris, they have so poorly handled this over the last month that they put us in this situation. They are to blame for whats going on. Right now its not blame its how to get over 6,000 americans out of the country safely and immediately . And to do that it will take a lot more force there on the ground than what we have. We cant afford to pull up stakes and leave. We have to do everything we can to get every american out of the country safely and thats going to mean more american Military Power in the region to get that done. It is Joe Bidens fault and his pentagon, his Teams Fault for causing this situation. But that is a conversation for tomorrow. Today its about doing everything we can to get every american out safely. Harris on the committees that you serve and lead, what can you tell us about what we know could be next on the ground with our people in peril at this point . On the armed Services Committee weve had several briefings from the biden team. A lot of these briefings are classified and i can tell you ive said it over the last couple of days, when you sit through these classified closeddoor meetings with the biden team. They say something that is very different than what you hear come out of the mouth of the commanderinchief on pennsylvania avenue. I wish every american could hear the biden Team Talk about knowingly mistakes that have been made, the difficulty and dangerous situation there, the threat streams that show how dangerous of a situation that is going on there. And then you have the president of the united states telling the american People Everything is under control. He told us just one week ago. The president of the united states told us there was not a serious threat in afghanistan. It is unfathomable to think it was one week ago. That Al Qaeda is not a threat. There is not an ongoing serious threat in afghanistan. And then you see whats happened over the last couple of hours and realize this president was lying to us all along or he is not in direct contact with the team that he leads. The leaders at the pentagon, the secretary of state. They are saying two completely different things. Harris but neither of them good for the american people or the americans and afghans who helped us oh than the grounds in afghanistan. Congressman Jim Banks with us this hour. Harris the pentagon says the number of casualties are not exactly known at this time. Reports of two explosions near kabul international airport including a confirmed bombing attack. Homicide bombing attack. U. S. Military personnel among the wounded. At least three marines as we reset here lets get more detail. Jennifer griffin national Security Correspondent at the pentagon. The latest were waiting to hear from the pentagon. You are reporting on the ground and what can you tell us. I want to clarify some reporting. First of all we are being told by pentagon and White House officials it is not accurate to say that the evacuation has ended. They are still planes taking off every 40 minutes with afghan evacuees, still measures in place to continue evacuations. They are obviously securing the perimeter at the airport. In terms of what we know from Fox News reporting, we know that there were two explosions, one Suicide Bombing outside the Abbey Gate. Another explosion at the Barron Hotel. We know a Fire Fight ensued. Described to me by my sources as a complex terror attack. The assumption right now is that while there is no confirmation of who is responsible for this complex terror attack, that Isis K had been warning about this kind of attack, the assumption right now is that this was carried out by an isis cell. There had been warnings about it for days and why the State Department told americans to not come to those Gates Last Night to evacuate those gates. Americans and other afghans are told to leave those gates. They will not get into those gates at this point. In terms of casualties, i myself have seen video where i could count at least a dozen dead afghan civilians outside the Abbey Gate. It was heartrending, the lifeless bodies, women, children, the taliban are saying at least 13 dead. We know from Tolo News reports of casualties coming to the surgical center in kabul. 30 casualties have arrived. Among those six dead. The Casualty Figures will rise. I can tell you from the video i saw, i havent seen that kind of Blood Shed in a long time and it is devastating. We do know this is from our own reporting that three marines were injured in the attack. We do not know further information about their situation but im told at least one is in very serious condition. Everyone, the numbers will change, the reports from the ground, we got it in almost realtime but two explosions, one at the Barron Hotel where the 169 americans were airlifted a few days ago to safety at the airport. Evacuation is continuing but americans and others are told not to go to the airport at this time. Harris. Harris you know, jennifer, it is less of a question and just a comeinality of minds here, something that you and i will often say to each other and well say it on the air. No matter what the decisions have been, our american Men And Women who have put themselves in Harms Way, some of them i have read left before they could pack up the gear they needed and been in the same clothes for many days. Those Military Personnel are heroes at this moment and they are working with their lives at stake to make sure that people get off the ground. I dont feel like im hearing that enough. There is a lot of politics and stuff going on. There are people who have served there that are watching now this unfold and they have no words for what is unfolding. It should not have been this way but we want to throw some love toward our military because boy do they deserve it right now. It is important to remember there are still 5200 u. S. Service members in Harms Way at the airport right now trying to evacuate as many afghans safely as possible. There are three marines who were wounded in this suicide bomb blast. Some may have even given their lives. This is a dangerous mission. They knew it was a dangerous mission. The pentagon and White House knew that it was a dangerous mission. But right now its not a time for congressmen and people on The Hill saying could have, should have. It is time to look at the reality. They got 100,000 evacuees out since August 14th and still trying to rescue americans who are trapped outside of the airport. There are active measures in place and what i have seen behind the scenes here at the pentagon and with military sources in afghanistan is nothing short of heroic. Harris absolutely. Quickly before i let you go weve been hearing so much and even Congressman Banks who served there and could tell us more detail how Isis K is not new, but what kind of danger awaits people on the ground. I have a question, jennifer that, i hope maybe you or someone can ask the pentagon. What kinds of relationships do we know that the taliban has the a group like that . Is it monetary based . What is it . How is it that they were able to do so much damage . The others, there are a lot of people who hate us on the ground there. Is the taliban giving them free rein of the ground . Right now the taliban including the Haqqani Network, part of the taliban, they took the government of kabul. They are sitting in the president ial palace, Haqqani Brothers are in charge of security in kabul. The Haqqani Network and the taliban are no friends of Isis K. Isis k would like to kill taliban as much as they would like to kill americans. You have competing Terror Groups who are out to a, kill americans and b, try to create mayhem and kill as many women and children to create the images that well see broadcast to show that they have pushed the americans out of afghanistan just like they did with the soviets. So you then have a smaller number, but active number of Al Qaeda, who set off that Suit Side Bombing outside the airport, nobody knows at this point. Im in direct touch with the people who will know first and no attribution. But to suggest the taliban and Isis K have teamed up right now. We dont have evidence of that. The taliban from what ive been hearing from pentagon officials fighting them trying to kill them for the last 20 years, they have had to negotiate with them. It has been a very fraught situation. The c. I. A. Director flew out and met with baradar. In is a surreal situation for anyone who served in afghanistan. We dont know who is responsible for the bombing. Harris complete me cut in. We dont know for sure who did what. But this could be a coordinated attack and may be this is in all caps, ongoing as an event with more to come. It says it is hard to brief members unless they can get to a single, local, secured location and why information is so fragmented right now. Theyre unable to get the information. This is a complex, coordinated attack bringing together multiple attacks that appear to have taken place one at Abbey Gate and one at the Barron Hotel. More Suicide Bombers in the area unclear. All gates closed and open in a limited way and all americans are being asked to evacuate the area. Very difficult situation on the ground. Obviously what appears to be a growing number, at least 13 casualties, growing number of casualties on the ground. Tragic situation right now unfolding. Harris wait a minute. You just gave different numbers and weve been really delicate with our reporting of the numbers. We understand there is also a way to give families of Service Members injured or killed. You seem to have a different number. Where is that coming from and what does that entail . The number that ive heard was 13 not 13 americans, to be clear. But what we heard is at least 13 afghans. That was being confirmed by some taliban sources. Take it for what its worth. The taliban are obviously a brutal Group And Shouldnt take what they are saying. They are saying 13. Bodies are being taken away from the scene. To be clear not americans but total at this time. Maybe that number will grow if there were two attacks. As you know, The Fog Of War as these things take place in complex situations the numbers may change and numbers of attacks may change in realtime. Harris we learn more about where people may have been. Barron hotel the second explosion site. It is a rolling situation and as were Learning Congress is trying to brief itself as we wait to hear more detail coming from the ground and from The Hill, where would people necessarily be congregating . Theyve been told to get to the airport and then yesterday too dangerous to get to the airport. If you are caught in the middle and you no he the Barron Hotel is where people gather to wait outside the gate you might go there. Are there other locations where there might be people who we could just talk about them like people. You are absolutely right. Doesnt matter. 13 afghans, three marines, together these are Human Beings who have helped us. Were in this together. And the enemy must know where they are. They are hitting them. Thats right. The tragedy of the situation is were talking about American Citizens, american Green Card Holders, afghan nationals who have helped us, fought alongside our soldiers. They lost over 60,000 soldiers in the 20year conflict. Weve lossed 2500 soldiers in the conflict. As you point out we have american military members right there on the ground right now heroes going to try to save these lives of americans and afghan allies all in Harms Way. They are congregating At The Gates where they are being let into the airport. Thousands of people at various gates around the airport. I dont want to describe which gates people are at. But i will say this. There are taliban checkpoints all around the airport that you have to proceed through just to get to The Gates that they are being advised to go to. At times theyre being told draw back from The Gates, step back. They are told if you want to get out of the country before withdrawal happens you have to go to The Gates. There is a tension. What were telling our own citizens and Green Card Holders and our allies. Harris at the national Security Institute what kind of information would you be able to gather and then tell us about the communications there at the at checkpoints . Were hearing multiple reports that passports are being ripped up from afghan nationals that really what they are seeking are the blue passports. Those are ours. You know, the problem with having an open border. I want to broaden this out now. Those blue passports are gold. They can be utilized, manipulated. We have done everything to encrypt what we can but you are probably i would think at the institute pretty familiar with what they are looking for. You have the show some form of i. D. They are focusing on afghan what appear to them to be afghan national who may have u. S. Green cards and passports or the like. In theory under the agreement we have with them they are supposed to let those people through and proceed to the airport. Thats the agreement we made with them and in theory thats whats supposed to be happening. In reality on the ground. The organization that were coordinating with like allied airlift. A group of West Point graduates and other members of the afghan He Vac Group and Human Rights Organizations working to coordinate to get people through the checkpoints to the airport and into the airport on flights out of the country really are doing the job the government is also trying to work on. Helping make this happen. We are learning about information to help make it happen. What were seeing to be candid with you is americans, Green Card Holders and citizens being harassed at the checkpoints and gates and afghan allies who dont have the blue passports and dont have Green Cards even more so being beaten, tear gassed. It is a very difficult and tragic situation on the ground right now and it is still the only way to get them out. They have to go to the airport and get on the airplanes. It is a very tough situation. Harris i dont know if you heard Congressman Banks who served in afghanistan for a period ever time and has gone back as a lawmaker. Part of the issue would be opening another airfield and i asked him directly do we put troops on the ground to go back and try to reopen bagram . Are people squatting at our base basically or are they squatting at the other Air Fields . Its treacherous even to try to get access on the ground at these other airports. It would be more than reopening. You would have to put enough forces there, nato, u. S. Allied forces and ours, i would imagine, to secure an even longer stretch to get to that airport. It seems like as Big A job or bigger than securing kabul. As you pointed out you have to do something. And you have to do it fast. I would imagine that we are getting some indication of what we might hear. What do you know . We are working to confirm a Reuters Bulletin that just crossed that says the president s meeting with the israeli Prime Minister who is in town has been delayed indefinitely to some point later on today. Ive reached out to some officials but they reuters is citing an israeli official. There is already a ton of israeli officials and press here at the White House. They were ready to take some photos. Starting five minutes ago if they stuck to the schedule of President Biden meeting with Bennett Meeting about regional security issues. That is not happening right now as the president continues to be briefed on the latest. We have not seen or heard anything from him. Ive been referred by White House officials at high levels to the Defense Department for any updates about what potentially could be coming next. The president had a lot of tough talk for the taliban in the last couple days. It was 10 days ago that he warned them that the united states would respond with devastating force if the taliban interfered with the american evacuation effort. Way too early to know who is responsible for this attack. Harris of course. We also dont know because we havent heard from the president that whoever is responsible will also be met with devastating force from the u. S. Military. We hope to get that information. The Press Briefing with Jen Psaki is supposed to start in 25 minutes. The last couple days as developments have been happening those have been delayed. Dont be surprised if it doesnt go off right at noon. But before the end of the day we should have an opportunity to ask questions of her and at least hear something from the president. Harris peter, yesterday you got into a back and forth. I think it was yesterday you and Jen Psaki in the Press Briefing room often get into the back and forths and illuminate so much for us. Very revealing in the process at times. One question that you asked was whether or not it is still u. S. Policy not to negotiate with terrorists. And as you say 10 days ago the president had tough words against the taliban. Is there some confusion over the fact that they are terrorists . Well, its all about language around here, harris. A couple of days ago the White House insisted they dont want to use the word stranded for the 1500 or so now americans that we know have been told not to try to go to the airport. They say they dont negotiate with terrorists. They instead say they have active discussions with the taliban. As Jennifer Griffin was explaining earlier the Taliban Controls Kabul right now. They are allied with the Haqqani Network, a State Department designated Terror Group and it is a very confusing time right now in afghanistan as the u. S. Leaves and all these other Groups Rush in. But the u. S. Officials are basically saying they had no choice but to talk to the taliban. After 20 years President Biden said in his remarks where he did not take any questions. The last time he talked about afghanistan was two days ago and he said basically the u. S. Effort relies on continued coordination with the taliban. They dont like the word trust. They are specific about the language. They dont like to say they trust the taliban but they were relying on the taliban. They were counting on the taliban to insure safe passage to the airport for americans and also for the afghans who might be eligible for these special immigrant visas. Afghans who helped us. It seems like despite the president s promises over the last couple months that if somebody helped us, we were going to get them out. It seems like that is very, very unlikely to happen by the deadline. We hope to get some more information about the status of that or what possibly changed from when the president is telling us well get these people out to now. What i want is for biden to acknowledge that this plan has failed and that he needs a new plan. He needs to reset the Chest Board and Gain Superiority over the enemy. There is a myth if we left we would end a war. That was always a myth. The war is clearly not ended. You cant unilaterally end a war. It takes two to tango and these people will never stop fighting us. Their capabilities are still intact.
