Getting people on planes and those planes in the air because there is nowhere to receive them . I will talk to you about just bottlenecks. I talked a little bit about that earlier. As we those that Depart Kabul and get to those staging bases within U Com or centcom, thats the coordination i was talking about earlier to insuring that we place, you know, evacuees in one of those 14 locations to prevent a bottleneck so as our increased throughput, increased that number that they are able to hold There Centcom and U Com are continuing to coordinate together and what the joint Staff And Trans com of where to put those evacuees to allow flights to continue to leave kabul. So as we look at those on kabul, there is no constraint of allowing flights to leave today. We still expect the throughput that We Saw in the last two days to be able to continue with no bottleneck at others. We continue to manage that on an hourly Minute Basis so we know where to fly people to. Do you have enough people in the Airport Compound now in kabul . I dont have the exact number. There are evacuees being processed through all stages of the process there to be ready to fly. You dont have the number . Its i dont have the exact number. We have folks ready to evacuate. We can get you the number on the airport now. As The General says, it changes by the hour. If you think about what we did yesterday, it is virtually do the math, it is almost 1,000 people per hour over the last 24 hours. It changes a lot. Its a fair question. Well take it and get you the number of what there is now. Caution you to understand that number constantly changes. Thats the whole goal is to keep the throughput so you get down to a certain level and then you get more and so you just keep moving people through. It is constantly fluid. Good morning. I know you said you are fixed on August 31st as departure date. I think we can probably find that number now, brook, can you get it and brings it up here . You had said earlier you are fixed on August 31st as a departure date. There is some discussion of the possibility of changing that mission. Does something like that fall under what you would call speculation or what you would call planning . Youve always made a distinction between those two when we ask you about possibility of things and i am trying to get clarity on that. Im completely sure i understand the question. Let me take a stab at it and if i failed you can tell me that. The president s direction has been to complete this withdrawal, this Evacuation And Withdrawal by the 31st of august. That is the direction that we are operating under and therefore that is driving a lot of our plans. You heard us say and you heard the secretary say that if there needed to be a conversation about changing that, that he would have that conversation. Im not going to get into internal deliberations about what people may be thinking one way or the other. But you heard the national Security Advisor say yesterday that he believes we can accomplish this mission by the end of the month. Were still driving toward the end of the month and thats where we are now. If and when there is any change to that well make it clear to the american people. In the past couple weeks The Pentagon has come under rightly or wrongly criticism for not planning for eventualities that seem to have happened in kabul. This seems to be a possible Event Walt of mission might have to extend past the deadline. Is there planning going on in the event it has to happen . Were a planning organization, tom. We plan for all manner of contingencies even as we execute the orders weve been given and thats what were doing right now. Youve always said the airlift is not the limiting factor. There are more people getting to the airport and getting out. What do you attribute that to . Expanding the perimeter or checkpoints getting more people through . We dont have the number are on how long are they spending there before theyre able to get on a plane within the last 48 hours the timeline of staying in kabul has been very short. As soon as we get people in and processed a flight every 45 minutes is a lot getting people out of there. So as we look at what have been the factors behind that, numerous. Weather continues to play in everybodys factor. Great coalition and partners and other People Volunteering Aircraft and as general lyon said yesterday the ability to not only get the aircraft coming into kabul but others providing aircraft to fly, you know, people from the Lily Pads or safe haifens into the states and moving them around has allowed us to keep that throughput going. Then also i think the continued ability to inform and get the word out of how to get into the gates, where to come, the processing of the of not only to the gates but the processing internally in kabul by our troops that are there continues to become more efficient. Are there more people showing up now than last week when there was so much panic . As we look at those showing up with the right documentation, the right people that have come i think is one factor that has allowed us to increase the throughput. I dont know if there has been the crush of the first few days has reduced as more Order And Structure around the airport has increased. Security, the Processing Flow itself has just gotten better and the crowds around the airport are smaller than they were before. So the situation around the airport right now is just not the same. It is not as chaotic as it was in the first couple of days. Ive spoken to Service Members and spouses on one of the bases that evacuees are expected to be held and they have a serious concern about covid. What are Service Members or anyone living on these bases being briefed to try to ease that concern . Obviously as of yesterday they are still very concerned about that issue. Sure, they have every right to be. Were in the midst of a pandemic and conducting one of the largest airlift operations in recent american history is no small feat in the best of circumstances. This is not the best. In addition were doing it in the midst of a covid pandemic. What i can tell you is that screening occurs at every stop, at every stage of the process, and we are doing the best we can to make sure that weve got enough visibility on everyones health. But again we are really the focus is on getting the numbers out. So there is an Elementry Screening done at kabul for those who have symptoms. Additional screenings at the Safe Havens and upon arrival here in the united states there is screening thats done as well. So its on everybodys mind, believe me. We are mindful of the health of our Air Crew and our troops at the airport. It is a constant process and we are not leaving anything for granted. Were taking it seriously. [inaudible] i dont know the exact medical process. Thank you. We are hearing different statements from the White House, pentagon. For Example Number of troops, operation in kabul, etc. Can you talk about why there is is there a Communication Issue at the highest level of the united states . Whats the dissonance youre talking about . For example, biden says Al Qaeda gone from afghanistan but blinken say there is Al Qaeda. So we can see different statements from the White House, different coming from The Pentagon. Is there a Communication Issue from the highest level . You are reading way more into things than you need to. Were cited on the fact there is still an Al Qaeda threat in afghanistan and as well as Al Qaeda affiliates we know are there. Weve said that consistently. There is no gap in understanding here. For example, psaki say 11,000 americans in afghanistan. But you say 10,000 Dlsh Dlsh 5,000 and 10,000. Different statement is why i want to ask. Defense Department Cant speak specifically to the number of americans in afghanistan. I think we already addressed this earlier in the briefing. There is no firm, certain, hard number on that. Not every american that goes to afghanistan has to tell the government theyre there. Weve made it clear any american that wants to leave well find a way to get the information to them to help them make the right decisions for transportation out of the country. But everybody cited this is a dangerous perilous environment. It is very dynamic and fluid and we are doing the best we can to move as many people as we can as fast as we can. If they cannot reach the airport, the americans, dont taliban and Isis Threat for them if they stay somewhere and they cant communicate . They understand afghanistan is a dangerous place right now. Were trying to move as many americans as fast as we can and want to get it done before the end of the month. Can you address the situation and the conditions in qatar to be described as the 14 different way stations. The three main hubs are ramstein, qatar and bahrain. Are there way more now . Lets set this a little bit. Yes, those are three main hubs but we are adding to that. You have seen italy, u. S. Military installations in italy and in spain provide additional capability and other countries in the Gulf Region who are willing to take on a temporary basis some individuals. So it is a bigger, broader hub and spoke network than it was a few days ago. I will let The General fill that out for you. On your first question just let me level set right away. We are aware of and as concerned as anybody about what had been some terrible Sanitation Conditions at qatar that were facilitated by the sheer numbers and the speed with which those numbers got there. And we all recognize that. Nobody nobody here wants anyone to be less than safe, secure, comfortable and well cared for as they go through this process. We take it very seriously but well be the first to admit that the conditions there could have been better. They are improving now. I wont Stand Up here and tell you they are perfect because theyre not. Evacuees continue to flow into qatar. And there is a lot on the ground right now and as The General said were working hard to clear out that population to ease the pressure there and continue to move these people along their way to their new lives. Nobody is making excuses. Nobody is ducking from this. We recognize that things were and in many ways still are not at the level of sanitation and good hygiene we want. I can tell you that from the secretary on down, everybody is focused on trying to improve that and you saw a statement from central command last night. They are taking measures to ease that pressure and improve conditions there and something well watch not just there but at every other temporary Safe Haven that we are operating from. You said you dont think there is a crush around the Kabul Airport or less of one . The Crowd Size is smaller now than it was in those first few days. And so we arent experiencing to the degree we did last monday the physical crush and chaos. Im not suggesting that there arent desperate people outside that airport who want in absolutely. We arent ignoring that. Im saying to meghans question we arent seeing the same pressure put on the system now that there was in the early days. First go back to question, so approximately right now 5,000 are on the Kabul Airport going through the processing. Continuing to be manifested and ready to fly. Gates are still open. We will continue to assess those numbers throughout the day. When we go back to hubs and spokes i will give you the macro and then we can get back to you on the real details of there. Within the centcom and the U Com we have main hubs. Think of it ramstein going into qatar. Within the last 24 to 72 hours both commands have started building up and going from an initial Operating Capability to get what we would call smaller Satellite Areas to insure that with the throughput that weve had, that we can safely keep those people there on their way to the united states. As we look at capabilities, i talked about this a little bit earlier, but a lot of work has been done in the last 48 hours of bringing in more portable Hand Washing stations, Refrigeration Trucks to insure there is Cool Water and the food is there to insure that people have these humanitarian capabilities. I will also say as a Scheduling Note this Afternoons Briefing i will be joined by The General of Northern Command and The General of the European Command and they can address some specific questions about the temporary Safe Havens and you can talk to them directly. Any of them that want to leave and we have to assume thats all of them, they will be evacuated. Yes. How many do you estimate . I dont have an exact number. As we talked about before somewhere in the neighborhood of 500 to 600. We know afghan forces are there at the airport with us and actually helping us in the Security Mission and they will all be able to come out. Even if they dont have sivs. They will all be able to come out. What is happening to the money intended to go for afghan Security Fund . Obviously were working closely with congress on that. But that money is being held now. Absolutely. Let me get to the phones. In addition to not getting one side of the room i havent done a good job on the phones. Dan. Good morning. Thanks for taking my call. Looking to check in just to get some information on whats going on At The Gates . Weve heard a lot of frustration with some of these veterans groups and other organizations trying to assist people to get to the gates and through the gates. Sounds like there is at least to some Degree Inconsistencies on who is being allowed in and when they are being allowed in and some chaos there to a degree understandable but frustrating. Gates continue the coordination there is the critical piece of understanding getting through the checkpoints. That has been a lot of the work thats been done over the last 48 hours is the coordination between u. S. Forces forward there, the commanders, to insure who comes through and what checkpoints that people are coming through to expedite things. The key has been we have had an increase in information coming to the commanders on the ground of who needs to come. I think that has been one of the increase in our throughput is understanding in all of the populations of who is where and who needs to come through the gates so that we can provide better information which gate, when to come in to make sure the conditions are set to come on to the Kabul Airport. Okay. Time for a couple more. You have been very patient. I wanted to go back to the airport. I know you dont want to speak about the deadline and, you know, but whenever the u. S. Troops are leaving, are you speaking with the taliban about the security of the airport to allow the airport to remain open. Ill let The General take it. I would just say we are in daily communication with the taliban about the Security Situation at the airport now. Our focus from a Military Perspective is going to be right now the plan is to end this mission on the 31st of august. I dont want to suggest thats not what we are planning on. As we get there, as i said earlier, we want to preserve as much capability as long as we can to continue to conduct evacuations while safely removing our people and our equipment all at the same time. Thats our focus right now is on properly executing the mission and effectively and safely drawing it down. Ill ask The General if he has any other thoughts. I think when you talk about transition, absolutely there is planning going on of how to transition all of the space that we currently occupy here in the future. Okay. Just a followup to my previous question. For those when are they being told when they arrive for processing and once theyre there . What are they being told . Once they are arriving are they being told hey, whats the process for those who may have symptoms . I dont know how they get the information about where they need to go, which gates they need to go to etc. What are they being told . Let me take the question and see if we can get an answer to that. What theyre being told and how the process is being done varies at each location. There are different demands. Demands at the airport in terms of timing is a much more urgent than it would be at ramstein. So whether there is much greater medical capability. You know that reporters have been called on sometimes it can get a little testy but ill focus on two things right now. August 31st. It seems to be that this administration will try to stick to that. Of course we have know the flip the taliban says you better. Tough times with closest allies brought on by this afghanistan catastrophe. They talked about the conditions on the ground in qatar and how when people arrive we know its past unsanitary. Nearly inhumane conditions people are finding at some of the dropoff points once they leave afghanistan. They now have 14 of those sites but they made it very clear particularly the spokesman for The Pentagon there, John Kirby, made it very clear these other states have come on board to take these refugees in a temporarybased fashion. We dont really know what that means. We dont know what the agreements are going to look like. Those are important things to go down the road. President biden has a critical decision to make, however, and this is it. Will he try to keep troops past his selfimposed August 31st deadline . Im Harris Faulkner and youre in the Faulkner Focus. All of this in the scramble to evacuate americans and our afghan allies from taliban controlled territories. President biden has met virtually with g7 leaders today. They all want that August 31st deadline to withdraw american troops extended. But the taliban have threatened. There will be consequences if america stays past bidens promised date. Press Secretary Jen Psaki Yesterday insisted no one will be left behind. I want to bring in now general Jack Keane in focus now. Im summing up some of the headlines here. What popped to you, general . Well first of all, look, at this illconceived Hasty Withdrawal they got off on the wrong foot. Things have been going well at the Kabul Airport now for some time. To get out 21,000 people out of the Kabul Airport in a 24hour Period where there is no instruments there to fly at night and they are only using one runway, this is america at its best. We do strategic Airlift Mobility Bar none compared to anybody in the world and we can execute complicated logistics operations. Were taking people to four continents and 21 countries and not surprising that maybe a few of them arent exactly ready with full up hygienic conditions upon arrival. Harris sure. There is to be commended. Everybody involved in this operation deserves a lot of credit for getting this kind of throughput going out of that somewhat diminished airport. The second thing is there is still frustration outside that gate as we all know from dealing with people who are trying to gain access to the airport. Its in three categories primarily. One is American Citizens, two, those who have already been approved for their special immigrant visa, and then those who have applications in and had those am mri indications for some time and they get turned away and others who are afghans who partnered with us. Harris they are being pushed away. Something had to improve there, though, because the access has improved at kabul. Although there is still some frustrations. Dealing with the date certain listen, 31 August is their goal. Harris i will step in for a second. I want to get to the part where The Pentagon pushes back when we start to do the numbers. We have sourcing through now just moments ago the Press Secretary John Kirby from The Pentagon told Jennifer Griffin it will take several days for u. S. Forces to leave afghanistan ahead of that August 31st deadline. It is 8 1 2 hours ahead there. It is nightfall. You were talking about the diminished nighttime operations that can go on there helping out the situation. That means we have about 6 1 2 days before that deadline august 24th, 8 1 2 hours ahead, it is already nighttime. Now you have to get out of there on or before is how that works until midnight August 31st. How many days will it take just to get the military out, not to mention getting the right number in terms of how many people are still on the ground americans . Everybody cares about everybody, general. But we have to know how many americans are on the ground and the Pentagon And State department still arent saying that. There are two questions there really. A couple issues there. As i said, the date should have been a goal and make a declaration well stay as long as it take ickx to get everybody out. Tell that to the taliban and tell them youll suffer the consequences if you interfere with it. Yes, the taliban does own kabul as Secretary Blinken so correctly identified but we, the united states, are in control of our own destiny, believe me. And weve got the backup Military Power to insure destiny comes out in the way we want. We can make that plain to the taliban leadership if we havent already. I do think we should be giving the american people some estimate of what it is were really dealing with. Even though thats an estimate thats moving. American people can handle that. Tell us what the estimate is and amount of americans we believe are there, even though that estimate will change probably every 24 hours, even faster than that. The same thing about what is the total population do you estimate based on you are in contact with, everyone you are talking to in terms of what the total Afghan Population is. We certainly have the ability to give the american people those kind of facts. The same thing you were asking for. Number of americans in afghanistan outside those gates at the airport that we have to get. Watch. My question is can this administration tell the american people how many americans it has evacuated from afghanistan. And if you cannot can you please explain not the denominator. Why cant you just say the number . I think well leave it at several thousand right now. I understand that is not a satisfying answer to you. I would tell you that the number literally changes almost by the hour. I understand, barbara. Well leave it at several thousand for right now. Harris well leave it at several thousand for right now and well have to roll up out of here in 6 1 2 days. Our u. S. Forces will be gone and the taliban say they better. What does that tell you . Well, it tells me they do have an estimate certainly of the numbers. Harris they just dont want to tell us. Yeah. The fact that its so fluid and dynamic is why they dont want to tell us. We can handle that. Explain it to us. It comes down to our will and resolve to get everybody out. We obviously have the resources to do that. Weve been demonstrating that for a number of days now. We have an efficient operation going at the airport. Challenge is getting to the airport. The other thing that is still we have not got a sufficient answer to is what about all the people, American Citizens and afghans that cannot get to the Kabul Airport. Cant get to kabul because the roads are all cut off. The Taliban Controls in the other part of the country. Its a reasonable question do we have plans to get those people likely after coordination with the taliban or without coordination with the taliban to establish some hubs out there and get them out of the country. If we dont have plans to do that, then explain to the american people why we dont, why thats not feasible even though it may be desirable to conduct that operation. Harris how will we account for the ones that dont come home . The biden administration across the board from the president all the way across to the d. O. D. And State Department americans who want to come home, well get those americans. General, how many americans of those thousands do you think want to stay in hell in afghanistan once we pull out . Thats what it is going to be with the taliban leading. I have no idea. But here is what i do know. Our national honor here is on the line to get all of our American Citizens out and all of our afghan partners. The administration, every indication they have is that they intend to do just that. I would be a lot more comfortable if they made the declaration well stay and make certain thats done regardless of how long it takes. That would add a degree of comfort i think to a lot of people out there as well that were not just going to have an arbitrary date 31 August. Thats okay to be a goal but we wont walk away and leave people behind t. That would be unbelievably shameful and i just cant fathom the thought that the united States Government would walk away from American Citizens that could potentially become hostages in a foreign land. I cant get my head around that. Harris you said it. Our national honor is on the line and the other component of this is we cannot tolerate americans being taken hostage. We can reidentify infrastructure into whatever we want it to be. We can call, you know, Judicial Activism whatever we want it to be. Listening to your interview with General Keane i believe were honor bound to help everyone out but i sit here and watch this unfolding, harris, i dont think we have our arms around the full cost, the longterm implications of this ad hoc haphazard reactive.
