Cbo was going to give us credit for half of pay fors as they did and another half that a reasonable person would look at and say thats a pay for but they wont give us credit. Congress has put money out there for federal Unemployment Insurance subsidies, about 53 Billion of that will not be spent so the congress puts it out and we repurpose that to this bill. 53 Billion already allocated, repurposed, cbo doesnt give us credit but a reasonable person would say thats a pay for and we feel okay about it. One more thing to add, tim did an analysis, cbo for 10 years, tim went out 30 years. The university of pennsylvania. They say a decrease of Deficit And Increase in the economy because of the longterm benefits of major infrastructure. So i think members will have a better sense of how to balance those out and what needs to be included after they actually see the the Infrastructure Bill come over from the senate. Congressman well, first of all, before i coming to congress i was a worker and i built bridges and Highrise Office towers, i was working for 20 years so i know the importance of putting people back to work. I know the importance of, look, weve got, i think over 6400 structurally deficient bridges across the united states that are really ticking time bombs. We have to go in there and make repairs, a lot of infrastructure thats in need. I know fully well the need for the resources and also helped put all of the americans back to work that have been forced out as this pandemic eases, so i fully understand the gravity of the situation.
