All because the Attorney General completing a report that just escorates him and he relationship with dozens of women. 179 people were interviewed on this, Tens Of Thousands of documents. Simply a report. The Attorney General in New York says shes done. Now growing questions as to whether the governor is done as well. Lets go to Bryan Llenas who has followed this better than anybody i know from the very beginning with the very latest. Hey, bryan. Hi, neil. New york Attorney Generals office releasing a stunningly detailed substantiated and corroborated report relying on 179 interviews with former and current Employees and state Employees. 74,000 emails and texts and witness accounts from the 11 accusers. Investigators found that Governor Cuomo indeed sexually harassed all 11 win, putting his hand under an assistants blouse, found out he inappropriately touched a State Trooper on her waist and made inappropriate sexual comments. The governor and his staff retaliated against at least one employee and fostered a hostile abusive intimidating workplace. These interviews and pieces of evidence reveal a deeply disturbing yet clear picture. Governor cuomo sexually harassed current and state Employees in violation of federal and state laws. In a taped response, Governor Cuomo denied all of the allegations. His office releasing their own 85page Response to the investigation. Only 26 pages of it were texts. The rest, dozens of photos showing Cuomo Hugging and kissing people. The governor said his everyday actions are being weaponized him by the accusers and others. He called the investigation politically bias. Listen. Were living in a super heated if not toxic political environment. That shouldnt be lost on anyone. Politics and bias are interwoven throughout every aspect of this situation. One would be naive to think otherwise. He reportedly confronted june kim, one of the two independent investigator and a former federal prosecutor to his face in a 11hour Interview questioning his fairness of independence because kim had prosecuted a former Senior Adviser in the past. Democrats that control the State Assembly held are holding an Emergency Meeting to discuss the next steps, perhaps impeachment. His Lieutenant Governor said nobody is above the law but she couldnt comment further since shes next in line of sussession. Chuck schumer and Kirsten Gillibrand says the governor should step aside. They add that New York deserves better leadership. We continue to believe that the governor should resign. Gillibrand was the first senator to call for the ouster of Al Franken three years ago over Sexual Harassment. Heart goes out to the women who have come forward after what they went through. I thank them for their courage. Democrats stopped short of demanding a civil rights probe. They said they should let prosecutors do their job. House Gop Conference Chair Elise Stefanik went further. Joe biden said he should be prosecuted and he should be. Multiple crimes were committed. A tree you of House Democrats Say Cuomo should step down. They have not said that before. Thats hakeem jeffries, Greg Meeks and Tom Swazzi from long island. Neil . Neil thanks, chad. Lets go to the former federal prosecutor. Katie, again, this was not in a criminal indictment. It was and independent probe conducted and led by the democratic Attorney General of New York. She stated at The End, now its in the hands of the legislature, the assembly and the governor himself. Is she right about this . This can go no further than that . Absolutely not, this can go very far. Thats the problem with Governor Cuomo making so many statements that can be used against him in any forum, whether its a criminal forum, Civil Forum if hes sued or an impeachment proceeding so certainly this is just an investigation. An investigation is not a finding of Guilt Or Determination of the matter. It is a starting point. Here Governor Cuomo did give an interview, a lengthy interview that talked about his side of the story. To many people this is an open and shut situation. Now, of course hes entitled to Due Process if theres actions taken. There can be any number of actions taken against him for sure. Neil you know, i remember the late Darrell Ford said that, you know, House Or Senate can go ahead and subject someone to impeachment depending on their whim at the moment. To a man and women, many of them are coming out to say resign. This is bad stuff. But to get impeachment going or some of the charges brought up here, the stuff of which impeachment measures are taken . Absolutely. If true, again, if true, this is an investigation, certainly any sort of criminal offenses of touching people without their consent would be enough to qualify for an impeachment, especially your own people working for you let alone the public. I dont think its a question if true. Governor cuomo has denied all of the allegations and that will have to be proven by whoever body is trying to take action against him. Distributely if proven i dont think thats a question whatsoever. Neil so lets play this out. The governor lost a lot of friends. I mentioned earlier and you and write talking that he was a Rock Star, the Guiding Light for his party and now a pariah. So now im wondering how much public will there is and how relevant he is. Right now the attention is on New York Citys Mayor on new restrictions and measures being taken without the governor having any input on this or so it would appear. What do you think . I think that he has not done himself any favors in how hes responded to these allegations. Theres ways and i defend people every day in Sexual Harassment cases. Theres ways to handle that and to get the Due Process you want. When you make these Blanket Statements calling people liars and not having the decency to let the case play out in a court, then i think people are not going to give you the benefit of the doubt that youre looking for. So i dont believe that Governor Cuomo will have much support after his statement that was released this morning because he seems to not understand the problem here. The problem is that that kind of behavior is not acceptable even if thats how you always behaved. In fact, it makes it works. Neil the irony is a lot of these allegations came post whether he was understating the deaths and hospitalizations of older people and special care centers, Nursing Homes and the like. None of that was the subject of the Attorney Generals investigation. So the irony here is that the one thing that a lot of people thought cuomo was the most vulnerable isnt even on the radar when it comes to this latest case. Thats a good point. I think maybe that investigation or those allegations encouraged some people to come forward realizing this person is fallible. You have that problem when you have somebody in The Public Eye taking advantage of their position in power if thats what happened here. Yes that is a surprise. But perhaps that is what triggered these people to be able to come forward and make these reports. Neil where do you think this goes, katie . I know its a crap shoot. What is your bet . I think that Governor Cuomo is in for a lot of litigation. I think hes going to be sued by these victims. If hes not prosecutored, theres a question whether people will take them forward. I see people prosecuted for touching people in the workplace over the clothing. These allegation if true are much more egregious if that. On the political side, whether he resigns, i dont think hes looking like hes going to after his statement. He seems very indignant at this point. The impeachment will proceed. It should. That would be warranted given the gravity and the volume of these allegations against him. Neil to charlie gasparino on that. Charlie has been working the phones in New York. Governor cuomo is known as a relentless fighter. He is fighting this, right . His certainly not throwing in the towel at this point. You never know if Joe Biden says you must go. Who knows what will happen. I can tell you this, i spoke with people that are close to cuomo. As of now, heres his political calculus. Fight, fight, fight. Attack the investigation as politically motivated done by people that are political adversaries. One of the prosecutors tried to prosecute one of his aides at one point. Latisha james has eyes on the Governors Mansion herself. Shes looking to score political points. Attack it that way. And then basely Roll The Dice on this. The public itself is more concerned about covid than they are about these allegations. He believes if he can survive this, get some daylight and he gets to a primary, he will be facing a far left candidate for democratic party, which he believes he will beat and the republicans are likely to nominate a conservative, a trumpian conservative like lee zeldon. He can beat him. This is his survival guide. Its hard to predict these things. If biden comes out in a few minutes and says something forceful, he may be a political pariah where he figures that he has to he doesnt have much choice. This is from people that work with him, know him and spoken to people directly involved with him. He thinks he can win it. Neil how are they responding to the governors own response. He said look, im i come from a family of huggers. People raise their eyebrows at that. He threw his dad under the bus. But what you make of his strategy here. Like you say, hes not up for reelection. He wants a fourth term. We know from the past, his father sought a fourth Term And George pataki was looking for a fourth term. Its hard to do. What are you hearing about how he plans to just keep going through this . That time is on his side. That the opposition really isnt coalescing around the central figure. What is to make of that . Well, i think what hes going to do or at least thats what theyre telling me, hes going to throw some shade on the allegations themselves. Hes going to say who hasnt said something stupid once in a while. Who hasnt touched someone by accident or what was inappropriate a year ago is what is appropriate a year ago is inappropriate today. These are things hes going to do to show that these instances werent the huge disclosures that they were. They were much more innocent. Thats what im hearing. If you look back in history, the Clinton Impeachment trial ended up with him being acquitted by the senate on Perjury And Obstruction of justice charges. In the clinton days, too, even though he was acquitted and very much along party lines, there were a number of democrats that were quite forceful in their condemnation in his behavior. So he created this fatigue within the democratic party and this kind of Back Wash and this recrimination and frustration with the leader of their party that you can easily see happening here. On that mask reversal, a senior white House Official says the Delta Variant and the data theyre seeing from last may is very different from the data coming in right now. Still some doctors that i talk with think that making a sweeping reversal on Mask Recommendations based on a small study in a town in massachusetts may be premature. More studies will be coming out and the cdc plans to follow whatever the science says. On capitol hill, democratic senators are saying the Mask Mandates and wearing masks may need to be expanded. Right now eight states across the country have Mask Mandates. Hawaii and louisiana have a true mandate that means every one regardless of Vaccination Status have to wear a mask indoors. The other six like california and New York only mandate masks for the unvaccinated. Many local governments have their own mandates like sacramento, st. Louis, san francisco. New York City does not have a Mask Mandate for everyone. The city becomes the first in the country to require proof of vaccination to visit restaurants and gyms. Listen. The cdc strongly recommends people wear masks indoors if they live in an area where the Delta Variant spread is high. That includes about 80 of the nations counties with states like louisiana, arkansas, florida, Missouri And Alabama having the highest Sevenday Transmission rates. Neil neil all right. Aishah, sorry about that. The president of the United States now at the White House. This is a very different variant than what weve dealt with previously. Its highly transmissible and causing a new wave of cases. It accounts for over 80 of all covid19 cases in the United States today. Experts tell us that were going to see the cases rise in the weeks ahead, a largely preventible tragedy that will get worse before it gets better what is difference about this surge from previous ones is we have the tools to prevent this rise in cases from shutting down our businesses, our schools, our society as we saw what happened last year. While the cases are on the rise, its important to note that we have not seen a comparable rise in hospitalizations or deaths in most areas of the country. Thats because 165 Million americans are fully vaccinated. Including 80 of the most vulnerable americans, our seniors. The best line of defense against the Delta Variant is the vaccine. Its as simple as that, period. The vaccine. I want to be crystal clear what is happening in the country today. We have a pandemic of the unvaccinated. I know theres a lot of misinformation out there so heres the facts. If youre vaccinated, youre highly unlikely to get covid19. Even if you do, the chances are that you wont show any symptoms and if you do, theyll most likely be very mild. Vaccinated people almost never are hospitalized with covid19. According to one recent study, 95 of overall covid19 hospitalizations are among those not fully vaccinated. The data shows in all the cases, hospitalizations and deaths due to covid19 are from the unvaccinated population. Last month a study showed that over 99 of covid19 deaths of among the Unvaccinated People. 99 . That means that if youre unvaccinated, youre much more likely to get covid19, two, get hospitalized and three die if you get it. This is a tragedy. People are dying and will die who dont have to die. The data is absolutely clear. As ive said, we have a pandemic of the unvaccinated. Think of it this way. 191 Million americans have gotten at least one shot, including 70 of adults over the age of 18. 165 Million americans are fully vaccinated. About 90 Million americans are eligible for vaccines and still havent gotten their first shot. I think theres a clear link between the lowest i know, i dont think, actually, the lowest vaccinated states and the states of the highest Case Rates. This past week the most vaccinated state in america, vermont, has seen just five new cases, five per day of covid19 for every 100,000 people that live in that state. That means on any given day, only 30 people in the entire state of vermont got covid19. Nearby maine, which has vaccinated 80 of their adults has seen six new cases per 100,000. The state with the lowest Vaccination Rates are seeing ten to 20 times as many new cases per 100,000 people. Its moving like wild fire through the unvaccinated community. Its heart breaking, particularly because its preventible. Thats why were doing everything we can to get more people vaccinated. Were seeing real results. The past two weeks, weve seen a 55 increase in the average number of new people getting vaccinated every day. The last seven days alone, nearly Three Million americans have gotten the first shot. Thats the highest seven Day Total in a month. Importantly, the past two weeks, the eight states 20 the highest current Case Rates have seen a doubling of the number of people newly vaccinated each day. The message is getting through apparently. Louisiana has seen a 212 increase in the average number of newly vaccinated people in that state per day going from 3,600 to over 11,000 people vaccinated per day. Arkansas is up 99 . Mississippi is up 125 . Alabama is up 186 . Going from 3,200 to 9,150 people vaccinated per day. This will make a big difference. These are encouraging signs. We have to continue our aggressive efforts to vaccinate the unvaccinated. Last week i announced additional steps to incentivize americans to get vaccinated. Including calling on states to offer 100 for anyone willing to step up and get a vaccination shot. You know, already minnesota and New Mexico have done that. North carolina announced the 100 incentive today. Places have offered the 100 that would be good. It get vaccinated three times. All kidding aside, offers for the 100 vaccination have seen an Up Tick of 25 . We announced that small and medium size businesses will be fully reimbursed for offering paid time off for Employees to get vaccinated. And for them to take that Child Or Parent to get vaccinated. I announced some tough sometimes unpopular steps to keep people safe and our economy strong. All federal workers must report vaccinate status or be subject to strict requirements. Any federal worker that does not attest to their Vaccination Status or is not vaccinated will require to mask to matter where they work, test once or twice a week, socially distance and generally will not be allowed to travel for work. I directed my administration to take steps to apply similar standards to all federal contractors. If you want to do business with the federal government, get your workers vaccinated. I also directed the pentagon to look at adding covid19 to the list of vaccinations that are required for our troops. Others are required. I approved the Department Of Veterans Affairs to require doctors, nurses and other Healthcare Workers that care for our veterans to be vaccinated. The good news is that now many are following the federal governments lead. The past several days, states and local officials have come out to impose similar vaccination mandates. The private sector is stepping up as well. Even fox has vaccination requirements. Want to thank walmart, google, Tyson Foods for requiring vaccinations for Employees. I know this isnt easy. I will have their backs and the backs of other private public sector leaders if they take such steps. Others have the client to step up, i find it disappointing. Worst of all, some State Officials are passing laws and Signing Order that for bid people from doing the right thing. Seven States Ban masks and even in School Districts even for young children that cannot get vaccinated. Some states have banned businesses and universities from requiring workers and students to be masked or vaccinated. The most extreme of those measures is like the one in texas that say State Universities or Community Colleges could be fined if it allow as teacher to ask her unvaccinated students to wear a mask. What are we doing . Covid19 is a national challenge. Must come together, we have to come together, All Of Us as a country to solve it. Make no mistake. The escalation of cases is particularly concentrated in states with low Vaccination Rates. Just two states. Florida and Texas Accounts for 1 3 of all new covid19 cases in the entire country. Just two states. Look, we need leadership from everyone. If some governors are not doing the right thing, they should allow businesses and universities to do the right thing. I say to the governors, please help. Youre not going to help, get out of the way of the people that are trying to do the right thing. Use your power to save lives. Ive made it our first and top priority to have a vaccine available for every single american from the day i got elected. That was my priority. Let me be clear. We have a supply for every single american. That will never change. At the same time, its also in our national interest to share our vaccines with the world, which gets me to the second thing i wanted to discuss today. We know that covid19 in other countries stifles economic growth, disrupts supply chains, Risks Instability and weakness of governments. As weve seen in the United States, the key to growing economies is to vaccinate people. So just as the american economy is recovering, its in all of our interests to have global the global economy begin to recover as well. This is about our values. Any call for a moratorium based on the supreme courts recent decision is likely to face obstacles. There were people theres folks saying it took too long for this to happen. Look, the courts made it clear that the existing moratorium was not constitutional. It wouldnt stand. They made that clear back in July 15 or july 18. Meantime, what i have been pushing for and calling for is we have billions of dollars given to states to provide for rent and utilities for those people who cant afford to stay in their homes because they cant or an Apartment And Cant pay their rent. So were urging them to distribute funds to the landlords. That would take care of the vast majority to keep people in their apartments now. So that is what were working on. Some states have done it, some communities have. But they have not. The money is there. Its not we dont have to send it out. Its been sent out to the states and counties. Billions of dollars for the expressed purpose of providing for back Rent And Rent of people who are in the middle of this crisis. Thats there. Thats what were pushing now. Weve been pushing that. That is the immediate thing to do. Take one more question. There was an expectation that you would be announcing new vaccines to the world today. Other than the ones you promised. Are you ready to send more to the world . Are they bringing more vaccines to brazil tomorrow . Are they announcing more vaccines overall . Theres a an announcement there. Theres a need for several billion doses around the world. We have committed to over half A Billion doses. The administration is about to announce a new partial Eviction Moratorium covid related. Can you tell us any more about that and are you sure its going to pass supreme Court Muster . The answer is two fold. One, ive sought out constitutional scholars to determine whether is the best possibility that would come from Executive Action or the cdcs judgment, what could they do that was most likely to pass muster constitutionally. The bulk of the constitutional scholarship says that its not likely to pass constitutional muster. Number 1. But theres several key scholars that think that it may and its worth the effort. But the present the courts ruled on the present Eviction Moratorium. So i think what youre going to see i want to make it clear, i told you i would not tell the Justice Department or the medical experts, scientists what they should say or do. So i dont want to get ahead. The cdc has to i asked the cdc to go back and consider other options that may be available to them. Youre going to hear from them what those other options are. I have been informed theyre about to make a judgment as the potential other options. Whether that option will pass constitutional measure with this administration, I Cant tell you. I dont know. Theres a few scholars that say it will and others that say its not likely to. At a minimum, by the time it gets litigated, will probably give some additional time while were getting the 45 Billion out to people that are in fact behind in the rent and dont have the money. Thats why it was passed in the act that we passed in the beginning, my administration. It went to the states. We were under the impression and the states were moving this money out relatively rapidly. So for example, if im in an apartment, if youre in an apartment and youre behind on four or five Months Rent and lets say your rent is 2,000 a month im making this up out of the blue. Youre behind. You need 10,000 to catch up. Hardly anybody has that 10,000. But Theres Money that the states have that they can give to the landlord that 10,000. To the back rent. The future rent is unlikely the hope is since they have been made whole to that point that they would be incline because the economy is growing not to throw someone out in the street, keep that person no guarantee keep the person in the apartment, keep the kids in the same School District and count on being able to have the opportunity for that person to be able to who may be im employed to pay their rent.
