White house. Fox news producers where they are when it went down. I am John Roberts and this is America Reports, and hello to you. Hello, john, i am Jacqui Heinrich in for sandra smith. And given up and just an hour, at least two people shot open fire while others on The Street ran for their lives, Video Capture by the producers inside a restaurant showing diners ducking for cover, the Rooftop Camera caught the sound of bullets flying. [gunshots] John People in the logan Circle Neighborhood said that they heard guns around Last Night, one of the victims ended up inside the front of the restaurant that they were in as they were escorted out the back. Pete hegseth will join us with thoughts on all of this rising violence in america in just a moment. Jacqui we begin with Lucas Tomlinson on the scene for us in d. C. Hey, lucas. Hey, always, on the corner of 14th and riggs, but a different story Last Night, one of d. C. s popular neighborhoods when gunfire erupted at 8 00 p. M. , this is what it sounded like. [gunshots] witnesses described a War Zone Last Night, two men were wounded when 2030 shots ring out with hundreds of people enjoying dinner in crowded restaurants, many dining outside on a busy thursday night, and Caroline Mckee who brought in that video, and police described the suspect as a black male, two men seen flying the crime scene. And the d. C. Police department will use any overtime necessary to stop the recent surge in crime. I can assure every resident and not just mpd, but d. C. Government will be checking everything that we are doing to make sure that we are addressing it as fast as we can to stop the shootings. D. C. Crossed at the 100 Homicide Mark two weeks ago, it is the earliest they have crossed that threshold in 18 years, carjackings are up 74 percent in d. C. This year compared to last year, the shooting on 14th Street just days after the shooting outside a Mass Park sending thousands of Panic Fans many with small children rushing to the exit. After Mayor Courtney was shot and killed not far from the ballpark. The man who witnessed the shooting Last Night from a restaurant across The Street described the scene. We saw him coming with a Gunshot Wound and we knew that this was real and not just firecrackers. Speak of the suspect from last Night Shooting and the suspects at Nationals Park and the killing of courtney remain at large. Jacqui Lucas Tomlinson, thank you for that report. John we will recap what we saw, a Gunman Opening Fire on the d. C. Street packed with people. Producers were there on the scene and captured in the diners checking in the restaurant they were in. Here is another view of the chaos from a nearby rooftop. [gunshots] john pete hegseth, this is not a bad neighborhood, this is the hub of nightlife in washington, d. C. It is packed with restaurants where all of the young people working on Capitol Hill go, What In The World we have to ask is going on . John, none of this happens in a vacuum. I am on The Streets of washington, d. C. , and last year when the riots occurred when it was happening across the country, members of lafayette square, i was holding in the Riot Shield and was they are, and deployed across the city to try to defend businesses from being looted, burned, and think about what has happened since then . Since then criminals the appeal will further embolden, they feel like they more or less got away with it, charges are dropped, Bail Reform means that people are arrested and released, the police have been told they will be defended, City Government is entirely compute scum of the mayor is saying we will pay overtime over the last year paying Lip Service which disparages her Police Officers on the ground. In addition to that, you have family breakdown, Gang Violence on the rise, and we are just now paying attention, because it is a nice neighborhood and was the national ballpark. This is the reality for too many citizens and residents of d. C. Who dont live in those nicer areas where people who are in the news happened to being nearby. So its Popping Up, but all a result of the fact that we Demoralize Police and they talk about reimagining all the time, reimagining Law Enforcement, which is really just leftwing we dont have an answer other than sending police in any situation that can escalate at any moment which is why sending a social worker does not work. As Police Officers who do routine traffic stops all the time . Jacqui pete, Jacqui Heinrich era, there was so shooting in southwest d. C. , this one happen in a nicer neighborhood in northwest, so it got the eyeballs, but this is an issue all over the city. What the Justice Department is doing launching the Strike Force including washington, d. C. , to try to crack down on Gun Trafficking, is that enough . Of course not, the Business Administration is all about root causes when it comes to our southern border, which also doesnt address the problem they are, but not about root causes when it comes to Gang Violence. This is Gang Violence, human trafficking, Drug And Drug trafficking, people caught in the Cross Fire, and in the underserved communities that live with the consequences the most through unserious leadership. That know in the back of their mind im only a Police Officer and power in an neighborhood is what stops this type of crowd cycle. John hey, pete, they have weighed in on this and laying the blame at the foot of the politicians staying for the past 18 months the d. C. City council has legislated away all of the constitutional tools that Police Officers used to keep violence out of the city. We have lost over 400 officers he said since they began attacking the police and not a single one has been replaced by a new hire. So really pointing at the just looking across the country. Of course it has, they are making rational decisions based on the profession they love and the job that they do with that is protecting and serving people. I saw it in the military context, if you believe your commanders or your leadership will not have your back when you go and do difficult things, why be proactive . Why do that job at all if you are going to be in the middle of a War Zone without the tools that you need to intervene . So this is a City Losing Officers in an increasingly lawless environment, but i want to bring it to what happened a year ago, if they saw what they did wherever they wanted to do it, and finding new moments to do it in a stronger Police Force in the process, they have a problem with this and yell about the guns and know it is a lie, thats not what is going to address this, most of them are obtained illegally and they have to find a way to do it anyway. It is cops on The Streets empowered to do their job that will address these problems. John the mayor was yelling about illegal Guns Yesterday after this happen, lets listen to what Muriel Bowser said. I am outraged, the cheapest outrage, the community should be outraged, what we saw tonight and unfortunately what we saw over the last several days is an illegal firearm recently used on d. C. Streets. John is this a case of you reap what you sow . Saying im going to shoot the place up, this is criminals with illegal guns, addressing that, but not being enforced . Correct, and d. C. Has some of the strongest Gun Laws on the books, just like chicago, just like Los Angeles, just like other places where we have seen, minneapolis where we have seen crime rise. This is emboldening criminals and Demoralize Police, and leadership totally adrift, defining them because they are beholden to the Left Wing base, and it all comes back to certain moments that happen in minneapolis when the Police Precinct was taken over and last year in washington, d. C. , that these politicians have never recovered from and instead mischaracterize the police and falling with the activists, and we wonder why we get this. We wonder when the left will wake up to the reality that is pointing the finger at cops makes lawlessness more likely. John as always thank you for joining us today, well see you tomorrow on fox friends. We will talk more about crime in america including the situation going on in st. Louis. Jacqui one thing that gets lost in this conversation is when you dont have, you talk about police not being visible, but you need people to investigate the crimes, and you have no suspects, no arrests in any of these. John Robert Conti who is head of the d. C. Police said that they will be prosecuted to the fullest extent of the wall, but what does that mean . Because even if you find them and arrest them, a lot of times they go to walk. So its really a shame what is happening in d. C. Jacqui its terrifying. John you are up. Jacqui thank you, john. Crisis at the southern border, the Safety Rule looks imminent, and origins tell fox that the move will be a complete disaster. With the border in Del Rio, texas, take a look. Hey, jacqui, good afternoon to you, not slowing down at all, a massive group showing up this morning, showing in the Video Right now. This is a group of 250 migrants who showed up to the Border Gate here in Del Rio in hopes of Being Led into the united states. These folks from all over the world not just those northern triangle countries that were mostly haitians, but also a few from africa and even a guy who came from as far away as india. What happened is what we have seen all this week long, they opened up the gates and led every single one of them through, process them, pick them up, load them up on the Border Patrol buses and have the big crowd of 400 that happen on monday, but keep in mind these are the people that are willing to turn themselves in. Not trying to turn away. They get picked up by human smugglers, and this is what happen sometimes. Take a look at this Video Right here, and given to the State Troopers right here in Del Rio, trying to pull over an suv. You see the suv guns it, takes off and engages in a pursuit. So taking them down the road a bit and what you will see is that S Suv Driver bails out. If the driver off and you see an endless stream of illegal immigrants storm out of that vehicle one after another over and over and over. It seems neverending. The trooper went after the driver, he was able to catch that driver. The reason he went after him was he was hoping to get more information on stashes, but the migrants ended up getting away, the trooper got the driver. We have a second video to show you also here in Del Rio, these pursuits are so common this was another State Trooper last week pursuing a Pickup Truck that had a human Smuggler Smuggling more illegal immigrants, and pulls off to the side of the road, same thing, they bail out of the vehicle, and go running into the brush and you will see several Law Enforcement agencies, State Troopers, and Border Patrol go chasing after them, all of them including the driver ended up being caught. Look at this video from this week on new mailers numerous ride alongs with texas State Troopers. They are stopping a lot of human traffickers. In the troopers are frustrated saying this is happening every single day. Listen. It is nightly. The same thing happened Last Night. That when we had six undocumented migrants in the vehicle. So i do this every day. This is exactly why in texas, Greg Abbott sent a Lone Star that Sent Hundreds of troopers all from across the state to right here in the border of Del Rio and the rio grande valley. If he had not have done that, a lot of the smugglers would be able to drive freely and get away. Texas dds telling me since operation Lone Star earlier this year, the State Troopers have been involved in more than 470 vehicle pursuits. Send it back to you. Jacqui something at the border for us. John the White House downplaying a link to a leftist Activist Group that wants teachers to disrupt whiteness and other forms of oppression in School Guidelines including that was just an error. The former Secretary Betsy devos is not buying it telling Fox News Fox News their defenses and absolute falsehood. Live from the White House now with more on the latest of this. This all stems from a report of the Department Of Education a lengthy Report Help to schools navigate through the pandemic because they reopen, but as you mention very deep inside of it was information citing the Abolitionist Teaching Network. A group that supports critical Race Theory also adds tools to antiracist therapy for white educators as they were cited in this report, the White House says that was never meant to happen. It was an error and a lengthy document to include the citation as a specific site does not represent the Administrations View and we dont endorse the recommendations of this group, and i believe it has been removed or in the process of being removed. Critics are not buying it, claiming the biden administration presses for more information about race into the classroom. And betsy devos, now among those. This notion it was a mistake is a falsehood. And a reflection of the Department Of Education. In virginia, the debate over critical Race Theory with headlines including the election. Later tonight, President Biden Campaigning on behalf of the democrat in that race, Terry Mccallum will be holding an event in arlington just a little bit across from the White House this evening. But it has had a big impact so far, and the republican candidate is going to talk about it. John braving the lawn mowing equipment, thanks so much. Jacqui. Jacqui joining us now to talk about it, Radio Talk Show host and Fox News contributor richard fowler, and director kathy medley, thank you for being with us. Good to be here. Jacqui on top of the error they are calling it it appears that you Department Of Education removed a language that could have prioritized grants for schools teaching 1619 projects after a lot of backlash. They are saying as of monday it appears that opposes diversity of all students, but they wont get a competitive edge, so with that context in mind and the most recent error, how likely is it that promoting this philosophy of critical Race Theory was in fact an error . I will go to you first and then have richard answer. This is no coincidence, this is coordinated, and i encourage you to follow the break comes. And since we know that the nea of the national Teachers Union is promoting critical Race Theory and teachers putting it in their curriculum. And who has been at the White House three times, the head of the nea. It is absolutely coordinated, it is starting from the top and being promoted throughout the agencys and we are seeing it as a pers abrasive issue throughout so many local School Districts because parents have seen it as they appear over the shoulder of their kids who have been on zoom for the last year. Jacqui richard, your answer to that . Thank you for having me, jackie, we are talking about the work of the president to keep pringle, and if you read her op, you would find that she is not talking about critical Race Theory at all, she is advocating for educators to teach American History at its basic, what happened in america history. The fact that we had enslaved people for 100 years, and 100 years of jim crow, and then we had redlining and a failed War On Drugs that impacted people of color in this country, thats what it talks about and to be clear, if you were a Parent Peering over your students shoulder during the pandemic, and found that they were teaching the truth about america history, critical Race Theory edit finest is something you dont encounter until you get to University Level Study because it is a very complex Subject Matter beyond the understanding of a kindergartner, an eighth grader, or for that matter a senior in High School that talks about to the basis of The System and how they operate and bypass racial inclinations and how we should encounter systems and is not anything that a kindergartner would understand. And i have to interrupt really quick. We have to go to the White House Press Briefing, because Peter Doocy is asking questions on this. We have heard about updating the mass mandate, do you know if there is any talk here about Updating Guidance to start shunning businesses down and places to have Vaccination Rates . Secretary psaki no, there has not. Those two things just for your public information purposes, one is that while we have seen, while we dont look at one week of data as an indication, you know, we talk about weekly averages, we did see larger numbers of unemployment claims in areas where there are lower Vaccination Rates. It was not enough data to draw a conclusion, im just noting it for all of you. I would note to that on the american Rescue Plan, The Way that we design that is for the impact and assistance across the country to be long lasting. And it is early on. And from the past, components of that package to businesses and organizations that will last for months to come. And on crime, the intersection that was shot up Last Night, only a mile and a half from here, they had lunch this summer, what is your message say to people who live in cities like this one who might worry about getting caught in the Cross Fire . Secretary psaki the messages at the cornerstone of the comprehensive plan to reduce Gun Violence is providing communities with the tools to reduce Gun Crime including in washington, d. C. , and a couple of steps specific to washington, d. C. , a lot of us live there or in the neighborhood communities or people on 14th Street in the neighborhood areas and for people who are not and are hearing this, there are a lot of restaurants there, a lot of foot traffic, this is a pretty popular part of the city many of us live in. It is one of d. C. s five area nations wide where doj launched Gun Trafficking just yesterday. Going to focus in the across jurisdictions to keep hands out of the dash guns out of the hands of criminals, and part of the Violence Intervention Period hoping to show strategies shown to reduce violence by as much as 60 . And taking advantage of the historic funding they have gotten through the Rescue Plan to bolster public safety. So the Budget Proposal would invest 59 Million from the Rescue Plan to reduce crime and add A Hundred new slots to the program and add 14 Million for Youth Safety initiatives. We are seeing this and feeling this even in our community here and its one of the city is that has focused on. As part of the collaborative, but in the last Week Or Half or so, a 6yearold girl was shot and killed, and Nationals Game had to be evacuated and then something Last Night where diners are diving for cover, so at what point will the residents reconsider the strategy . Secretary psaki we are just implementing our strategy to work in partnership with leaders including mayor bowers who has been a great partner to us in this effort with Gun Violence in rising cities across the country including washington. And these are just examples of that. Go ahead. Jacqui White House Press Secretary Jen Psaki taking some questions from Peter Doocy on the latest surge in crime on washington, d. C. , and on masks, i want to get your reaction, panel, and on the issue of crime we are hearing, i had to enter up, what is your take on the answer you are getting from the administration, they are basically just saying that they continue the strategy and wait and see how it plays out. Thanks for having me. The 6yearold that Peter Doocy talked about in that Press Conference happened blocks from my house. It dying because somebody with an illegal gun decided to shoot her in the presence of police. And to the Press Conference right after her death said that they were on the scene responding 30 seconds later. We need a conversation about how does Law Enforcement at the table and what can we do to assure that we are not showing it across columbia. And buying on a another state in d. C. , so how do we get illegal guns offer street so no more little nyas died because of people getting their hands on illegal guns. In your answer to that and i would like you to talk about initiatives in the administration trying to push the Gun Control to do police reform, and have not been successful in doing that bringing parties to the table to reach an agreement, where do you think that this should go . I take richards point about getting illegal guns off The Street, but when the president held a Press Conference coming he talked about Gun Control and lawabiding citizens, he talked about increasing the restrictions on people who are doing it the right way and coming back the right way and people thought that was a very tonedeaf response, because what you are seeing insidious is about people who are getting them the wrong way and not getting at the root causes of why there is such crime. Any mention Police Officers on the scene and that one incident, but what we have seen across the city in the country, frankly starting in earnest last summer with the riots and protests is that Police Officers were discouraged from engaging, they were discouraged from policing The Streets, because they did not have the support of their local mayors and elected officials and governors, and that has been a pervasive issue you have seen in a slew of Retirement And Induction forces and now you have whether it is Bowser Or Bausch and atlanta, or Mayor Lightfoot in chicago, or the White House saying we are just getting started on this. This has been the residual effect of them saying we dont have your back, Police Force, and now the criminals dont think that there is going to be any consequence further action, and thats why they become more pervasive, these criminal activities have become more pervasive. Jacqui looking at some live pictures from washington as police check the scene there, we have been waiting for answers about how this investigation might play out, obviously concerns that there is a suspect On The Run and as of yet to no. John supposed to be a Police Conference to address this more and more, but when you look at what is going on In The City of washington, d. C. , and clearly there has been some dangerous neighborhoods that remain dangerous, but to have a shooting outside of the National Stadium at the height of a Baseball Game last Saturday Night to have as richard was mentioning caught in the Cross Fire and writing on a scooter shot dead, and then Last Night in one of the most popular Night Spots with centers of gastronomy if you will in washington, d. C. , people, criminals brazenly running down the Street Shooting at each other while bystanders are caught in the Cross Fire, others ducking to take cover. I mean, it really does elevate it to a whole new level, we have thought about it a tragedy of crime that has been mostly in bad neighborhoods, but now it is all across the city, and that raises it to a brandnew level, not to say that if it is a bad neighborhood it should not be addressed, because it should, but now across the city and what americans consider some of the safest neighborhoods in washington, d. C. Jacqui people look at the numbers and say it last year it was a pandemic, of course there would be a surge, but the last time d. C. Had this many homicides this early in the year was 2003, statistically this just does not happen until usually october, so that is a big indicator that you really cannot ignore. Jacqui and i have lived in washington, d. C. , in 1999 through 2008 and back again in 2017, so i saw it in some of its worst cases and so i get better and now there seems to be very rapid return to the bad old days, we should say that in the same area several weeks ago a man was shot by and killed by a stray bullet and that logan Circle Neighborhood. So its not the first time that it has been subject to this sort of violence, but the fact that they are doing it at 8 00 at Night Firing weapons in the main part of Logan Circle really does increase the alarm that a lot of d. C. Residents are feeling about this rapid expansion of violent crime, but of course it is not just in washington, d. C. , it is in chicago. It is in new York City. We saw that 61yearold Woman in broad daylight in harlem being attacked by a group of four people. She was knocked down and hit over the head with a pot and they stole her cash in her walker. A like what world does that happen . And you see the mayors In The City asking for help, bowser asked President Biden for help last week sending another with any means necessary, to address the issue, Lori Lightfoot and chicago had a meeting with the president and asked for the Administration Help in addressing this. It will be really interesting to see if they are effective trying to disrupt the channel through which the guns are traffic. But this is a multiprong issue. Jacqui we have cassie and richard stowe, lets bring them back in, because obviously illegal guns are a huge problem, but also if you will the license to use and illegal gun at the height of the Dining Rush Hour in Logan Circle really is a kind of new phenomenon here that these criminals believe that they have license if you will to be brazen enough to do something like that and is that not an idea of not having enough police on The Streets . We heard d. C. Saying 400 officers have been lost and not replaced, lets listen here to richard conte, is he saying something . That we stand out here collectively and here together for a number of different reasons, in this transition. But what happened out here Last Night, i was out here Last Night, some of you may have just been out here, but that was unacceptable. Its unacceptable in any community. The reality is we have situations that happen like this in our city all across our city. It has been happening for a long time. Last year we had over 922 people shot in our city, last year. 198 people murdered in our city last year. This should be shocking to the conscience of every person in our city. I dont care where you live, it has the attention that it is gotten now because we had it at the national state level. But this issue that is crossing our city, they are too many guns in our city in washington, d. C. , Last Night before the shooting, officers in the third district required a firearm on vermont, right before that, a firearm at 14th Street. After the sound of gunshots right there. When the shooting happened, officers within five seconds of the shooting where it happened, that is unacceptable. It speaks to the brazenness of the criminals that are in these communities. And we deal with, some of them are our neighbors, some are and we have to figure out what we want to do In The City in terms of how we respond to this, we can take the political route and talk all of us about the quality, but i will give it to you straight where the issues are. And where the issues are is the ecosystem, the Justice System we have right now is not functional The Way that it should come in the courts are not open. That is a fact. Barely open. So cases from last year of violent criminals, they have not been disposed of, what do you think those individuals are . Do you want to take a guess . They are in communities. They are in communities, and they are cases have not been disposed of. We have to look at, other things happening that need to happen when we do place individuals under arrest, for carrying that gun there, for carrying the gun there, what happens with them . When it goes through The System, what is the outcome . What is the expected outcome . What do they expect from a person caught with a firearm, do we expect to see them at a neighborhood in three weeks . And if we do, are we saying that that is acceptable . Because most of the community as i have talked to have no clue what happens when these cases, they dont. But i will tell you the truth, the real issue is we have a vicious cycle of bad actors who do things, no accountability, and they end up back in communities, and the Police Officer, i guarantee you when we lock up whoever did this, they will be no stranger to us, i promise you. So i want us to make sure that we are reclaiming this community. My hope is that as we do this, this reverberates through our city, it should look like this. Right . Because there are a lot of corners that i go to after a murder has occurred, and it is just mean. Its just the officers. For the people who are closest to the pain. Thats where we get focused attention, right . When you are closest to the pain and you hear the gunshots in your community, that begs a different reaction versus a being someplace else and you just kind of happened to catch it on the news. This is real for some people, but it has been happening in communities all across the city and i am saying to you, i have seen the police over 30 years, born and raised right here In The City, starting my patrol career, right here in this district, and to The Way that we are going and the things that were doing, you cannot coddle violent criminals, you cannot treat violent criminals who are out in community is unsafe for you and your loved ones, for me and my loved ones. They might not want a job. They might not. They might not need services. What they may require is about suites to make it unsafe for us. And if thats what it requires, then thats what it requires. And we have to own that. We have to own it, because if not, we see more of this. We see more of this in our communities. And once someone dont make someone a shot, people are outraged. I am outraged every time. For those 922, a lot of those 998, i stood on the many of those. Many of them, watching family suffer when they dont have to because we are putting violent criminals, allowing them to be back out in communities. That is unacceptable. So what do we do about it . We have honest conversations with the people, the leadership the Police Chief, the council members, courts, whoever, this is the Police Department, we are easy targets, you can focus on the Police Department about the what the Police Department did or did not do, thats easy. Im challenging you to look at the entire system, the laws that are in place for people carrying guns in our community who do things for people and communities, violent acts are also things acceptable. Are they acceptable . And its whatever you say is acceptable, it is my responsibility to enforce that. That is my job to respond to those things at the community is saying this is what is standard. If some people knew what standard was, what the outcome was in some of these cases, it will blow your mind. Why is it that a guy who murdered somebody is out in a community after having been arrested two or three months later, two or three months prior with a firearm, what did we think he was going to do . For violent offenders is the highest we have seen anywhere. 87 percent in that area for people who carry guns. They use them. I am Mad As Hell about this. And i hope yall are too. I really do. Because i like coming to The Street. I like going to check in and my chicken out of there and my crab, i love it. And i dont want to be afraid for my wife to go there because some knucklehead in communities decided to pull out a gun and fired at 8 20 in the evening. That is unacceptable. So what do we do about it . What do we do about it . Do we go to the regular spaces and say, we made plenty of legislation for a police looking at the entire system. Thats all i am asking for The System, how are we holding People Accountable . What is that accountability look like . Is it okay with you . On that note i want us to walk and talk. Okay, all right. You really should be. Yes, maam, we sure can. Yes, maam. Yep. We are not regularly in we dont know. Thats fine. [inaudible question] i think thats the first thing we need to do is we look at specifics, we look at locations and we follow them across. That is important. We understand from council members, we understand from police. We understand from the prosecutors and judges. We understand the different perspectives. Everybody has a perspective. And i think as residents we kind of try to understand these things how The System actually works, i think that we will be in the better place as a result of that. Sometimes having Community Form is Something Else, and when you have the representatives they are that talk about the different perspectives and their core samples. Lets say you have lets say you have a robbery and you have a guy charged with robbery, something like that. I will just use that as an example, well, the Process Range for that, lets say it is between two years in 15 years, a judge can issue a Sentence Or Guidance compliance with a person receiving two years of the penalty. Well, the person who does that does not have to do all two of those years. He or she might do a percentage of that time and then the rest of the time on probation is also considered a sense of Compliance Or Guideline compliance. So that person stuck that gun in your face and robbed you within a certain period of time was back out in the community. Is that time that we have set acceptable . Because when you talk about the issue especially when it comes from income of the issue is are you talking about Mass Incarceration . Im not talking about Mass Incarceration. Im talking about keeping people safe in communities. Hold on one second, sir, im going to come to you in a second. One second, okay . That is just a little bit of some of those things that happen at safety. That i think we need to look at. Yes, maam. I think what residents, whatever it is that residents want to see. I think its what residents want to see. We can go across the border to our neighbors. Why is it that they have us . They are poverty, they have why is it that they dont have an incarcerated way when it is committed to that in the community . And why is this disproportionate. Yes, maam. John that was some pretty extraordinary television we just saw there, chief Robert Conti of the d. C. Metro Police Department and Logan Circle where that terrifying shooting was Last Night, saying that the problem here is that these criminals get back out onto The Streets instead of being prosecuted and sent to jail, he said, jacqui, he his as Mad As Hell and we got to see the whole picture here. Its a combination of a lot of things, a legal guns in The Street and now legal Gun Owners which support legal guns in The Street, but also the criminal Justice System is not serving the community The Way that it needs to you, jacqui. Jacqui you can hear the frustration in his voice. One thing that stood out to me was he said that the courts are not open. And that that is a big cause of this. We heard the same thing from chicago mayor Lori Lightfoot. But there was a factcheck on that. And i think that the d. C. Police chief, we have those handy, and today looked into this and said the courts werent actually closed, they were backlogged, and as a result several Rights Group has made the argument against keeping people in jail while these backlogs were worked through because they found it to be inhumane, so its not that they are shut down in many cases, but they are backlogged, and i got people on The Street, it sounds like the d. C. Police chief was touching on that. John why dont we pause and listen to the conversation he is having with this woman here. Thats unacceptable behavior, so those people are identified, how we hold them accountable, that is the message. That guy did not recover. They took a gun off of him Last Night, what is happening with him right now, right now, because he could be back in community today. But these people have to deal with it, how are they going to deal with it . And i see them back in my community. And it breaks my heart. It breaks my heart, maam. And thats what im saying and we are calling attention to. Thats what im calling attention to. John Kent Williams with us, a Fox News contributor. You can hear as jacqui said, the frustration and chief contis voice. He is saying that he is Mad As Hell, and he pointed to an extraordinary stunning figure that there is a Recidivism Rate of violent criminals In The City of 87 , why arent these people off The Streets and imprisoned . John, you know, i heard the chief and i know him personally, chief contee, and i know that he is emotionally charged by what is going on In The City and rightfully so, the fact about it is it is shocking when you look at that Recidivism Rate of being individuals going through the criminal Justice System and being back on The Street, and he should be Mad As Hell. But he should be Mad As Hell at his City Council, it is his City Council that is moving to take money from his departments, money that is necessary and needed to protect the citizens they are in the district of columbia. Thats where it should start. It also should have chief contee needs to get together with the prosecutor and the Attorney General in d. C. , and the judicial system, the judges, and they need to work together. Ive seen the same crap go on in chicago. There you have mass shootings and mass killings, it is out of control. They know the answer and they know what they need to do. But unfortunately the criminal Justice System is failing the citizens not only in chicago, but all over this country. Jacqui todd, Jacqui Heinrich era, one thing stood out to me he said what does the community expect when a person is caught with a firearm . Do they expect to see them in the community again in three weeks, if we do, we say that that is acceptable. It dont you some parts of the community in d. C. , some neighborhoods do expect to see, no spec on The Street in two weeks. And this is a cry for help we have been hearing from many communities, but this incident was in northwest coming your take . Jacqui, it is not that they accurately expect to see the criminals in three weeks back on The Street, they absolutely see them back out on The Streets and within the 3week period. And that is what is causing problems within the community. The community wants to help Law Enforcement to bring criminals to suggest justice, but how do you think a citizen feels when they go and they report a crime, the guy is locked up, and the citizen can lead the Police Department, that person is back on The Street. That is very demoralizing. And i have to tell you, it is not the Police Departments fault. The Police Department can only make arrests, once they make arrests, the process in nevada rests with a prosecutor. And they are there in the district of columbia that is failing the citizens of the district of columbia. And that is the frustration that is on the mind of the chief of police. John we talked about this 30, 40 minutes ago, but it bears repeating, the chairman of the d. C. Police union said this about what is going on, for the past 18 months, the d. C. City council has legislated away all the constitutional tools that Police Officers used to keep violence out of the city. Losing over 400 officers since the city began attacking the police and not a single one has been replaced with a single higher. Used to be a member of the metropolitan holland metropolitan Police Department, what do you say to them today . Greg, it is absolutely 100 right. What you have is a City Council in the district of columbia that is trying to be politically correct, but not politically correct for the citizens of the district of columbia. They are more concerned about the constitutional right of these criminals, these thugs out here. Who are creating havoc in the neighborhood. They are less concerned about the citizens, and that is what greg its talking about. The City Council again is trying and did want to take money away from the Police Department that needs this money to protect the citizens they are. The chief is frustrated and rightfully so. Jacqui ted williams, former homicide detective, always appreciate your perspective, thank you for joining us. John again, seeing Robert Contee in The Streets holding court with some of the residents of the area really extraordinary piece of television, the new technology allows us to bring you live. Another big story we are watching this afternoon, mixed messaging from the White House on potential new mask guidance. Lets bring in marty makary, Health Policy and management at Johns Hopkins School of health, also Fox News contributor. The White House is discussing a return to potential Mask Mandates, a local issue, but State Governors and local politicians do look to the White House White House for guidance on all of this, certainly the cdc as well, where do you think this is all heading . Are we going backwards in time . We are concerned about delta because it is uncharted territory. We dont have good data On Transmission among those who are vaccinated, but we can have a surgical approach, there is about ten or 20 percent in america who do not have vaccination or natural immunity, and 50 percent in the new cases are coming from parts of five states, the rural areas of missouri and alabama, florida, texas, so imposing restrictions on parts of the country with high population immunity because some of those areas are having outbreaks among unvaccinated people is not the right approach. When we do mandates, we politicize one of the tools and fighting infections in the future which is masks. John quite upset about this, blaming unvaccinated people for driving the pandemic, or state has fewer than 40 of residents who are vaccinated. The businesses, more schools, more organizations were requiring vaccines before people can either come back to work or go back to school, whatever, and that is beginning to drive Vaccination Rates a little bit higher than they have been, is that a good way to go about encouraging people to get to vaccines . I think that you win win with more bees than fire, and you alienate fewer people, one of the problems with the mandates is they ignore natural immunity, people have a good reason to avoid vaccination as they may already be immune. And people are conflating two different things in america. One is outbreaks in these areas with low vaccination. That is very surgical and localized and the others break through infections which are mild and asymptomatic. These are two separate things and we should not complete the two. John Something Else Popping Up in the news in terms of Coronavirus Vaccine is the potential for Booster Shots for certain people and maybe at some Point Everyone as well. What do you know about that, doc . In the past the Booster Conversation was driven by the Pharma Industry and many people are frustrated, and by The Way, it hurts with trying to encourage people to get vaccinated, but the data is pretty compelling right now for those that are immune suppressed, may be older people who have a weakened Immune System could benefit. I have already been giving boosters as a third dose to patients who have organ transplants, and i think that is becoming standard of care very quickly. John thank you for hanging with us through the delay as we followed chief Robert Contee on The Streets of washington, d. C. We appreciate seeing you today and hope you have a great weekend. You too, thanks. Spin on top story now, fall out from the shooting in d. C. We may get another update from the Police Chief in just moments. Plus the White House says they have not made a decision on updating mask guidance, but there are local leaders asking folks to mask up again following the science. Address my fellow veterans. One of the benefits that our country gives us as veterans is the powerful Va Home Loan Benefit. It lets us refinance 100 of our homes value, not just 80 like other loans. Thats a big difference. John Fox News alert to begin a new hour, and after a night of horror here in the Nations Capital, good afternoon, welcome to the second hour of America Reports, i am John Roberts from washington, good to see you again. Jacqui Gunshots Ringing Out on a busy street lined with bars and restaurants, a Terrifying Scene less than 2 miles from the White House. [gunshots] john two people were shot Last Night. Two other Fox News producers happen to be at a restaurant in the area when the shooting unfolded, this is the video that they took of people cowering inside that restaurant hitting the floor to stay away from the flying bullets. The violence forcing people to dock, hide underneath tables, the Police Chief speaking on the scene moments ago saying he is Mad As Hell about it. It is unacceptable in any community. The reality is we have this happening for a long time. And 198 people murdered in our city last year. I dont care where you live, it has gotten the attention it has gone now because it happened where it happened, because we had an incident at the National Stadium, but this issue that is across our city, there are two too many times in washington, d. C. , before the shooting happened, the officers, officers assigned in the third district, they recovered a Firearm Off of an individual on vermont, right before that, here 14th and irving street, after the sound of gunshots right up there. When the shooting happened officers within five seconds of the shooting where it happened, that is unacceptable. Jacqui lets had to Lucas Tomlinson. Dont worry about it. Hey, jacqui. Just moments ago chief contee walked by here handing out flyers and a 10,000 reward for information leading to who is behind that shooting Last Night, when a d. C. s most popular neighborhoods. Now Jen Psaki spoke just moments ago at the White House. The cornerstone of reducing Gun Violence is providing communities with the tools to reduce Gun Crime including washington, d. C. In a few minutes later d. C. Police to release this new video of two suspects, one in last lat nights shooting described as a War Zone. Two men shot and wounded when 20 to 30 shots were fired with hundreds of people enjoying dinner in crowded restaurants many dining outside on one of the nicest evenings this summer. Muriel bowser once the Police Department to use any overtime necessary to stop the surgeon recent crime. Over the 100 Homicide Mark two weeks ago. The earliest time they have crossed that in 18 years. And carjackings 74 percent in d. C. Compared to last year. To the shooting on 14th Street days after the shooting after Nationals Park, sending thousands of fans rushing for the exits. It comes to us on a week after Anaya Courtney was shot and killed by a stray bullet not far from the ballpark. The man who witnessed the shooting with Chief Contee Walking in described the violence. We saw a guy coming with a Gunshot Wound and knew immediately that this was real and not just firecrackers. The suspects from last Night Shooting remain at large as did the suspect from the killing of nyiah courtney. John crime and the Nations Capital has gotten so bad the only way to stay safe is to get out of the city. One former resident is speaking out saying it is a single woman she had to leave, Beverly Hallberg joins us now, Senior Fellow at the independent Womens Forum and president of district media group. Good to be with you from your new home in South Carolina after you moved after he left d. C. I want to remind folks of what it sounded Last Night and one of the most popular Eatery Districts of washington, d. C. And normally taken to be a safe neighborhood as gunshots rang out Last Night shortly after 8 00. Listen here. [gunshots] sounded like a wild west, in the shooting in Logan Circle after the shooting outside National Stadium last Saturday Night and as well the killing of a 6yearold girl in Southeast Washington, d. C. Its just extraordinary what seems to be happening in this Nations Capital. You got out, beverly, because of the rising crime last year, what do you make of what is going on in this city and other cities across america including new York City and chicago . I saw when i came to d. C. 20 years ago that there were a lot of crimes, there were homicides and things like theft and then the city changed, it got better, and what ive seen since covid has started is that the city has declined and i found myself as a single person living alone, whether it was my car continuing to get broken into. I was followed while i was running with a Man Yelling at me because i was running without a mask. I had scammers coming to my door and i thought if they defund the Police Movement is still here and i dont blame the police for that, i think that they have had a lot of attacks at them and been demoralized, i am for the police, but i knew that if i called, i was not sure that they were going to respond. And if a man broke into my house, i was not sure that i was going to be able to protect myself coming in even to be able to get the right to own a gun in washington, d. C. , there were too many hoops to jump through in order to protect myself, so i made a hard decision of leaving my home for 20 years because i did not think that the police were given the tools they needed to respond to me. So i find all of this tragic, and left hoping i was wrong about the city continuing to go on the decline, but what we have seen in the past week and months prior it seems like it is only getting worse. John the chairman of the police, state not only have they been given the tools to take care of crime, but the tools have been taken away from them. Im watching chief contee going in and out of businesses, eventually he will come up to a podium that has been set up, we expect to give a Press Conference, so we may have to jump in with that. When you look at the statistics, beverly, over the last year coming year to date there have been 455 assaults with guns here in washington, d. C. , that is an uptick from 2020 when at this point there were 422, but as chief pointed out, last year records for homicides that were set back in a collapsing of what was 2004, 198 homicides in the district of columbia. Do you attribute this to politicians . Do you attribute this to the Justice System . What do you think is really responsible for all of this . When i saw this was when covid started in the shutdowns happen and even when there were these protocols pitting people against each other through a loss of jobs, so economically it led to this, but the change in the violence In The City was when they defund the Police Movement started. When that started, it seemed that crime had the surge In The City and i felt that and i experienced it and felt that i needed to leave. And by The Way, fox has done a good job covering the Crime Wave, but i think it is tragic that the reason why there is mainstream coverage of this today is because of one affluent neighborhood that received unfortunately a horrific thing this past week, but in southeast d. C. We are seeing neighborhoods who are experiencing this on a daily basis. There is a reason why 80 of minorities in this country say they dont want to defund the police. But the spotlight has not been on them until now. Im glad there is finally coverage, but it has been certain neighborhoods in d. C. That have been dealing with this on a daily basis, and thats why we do need to stack up the police, they are there to help the most vulnerable and i hope there is a change in course by the City Council. John as we were saying last hour, its a tragedy that it happens in certain neighborhoods in washington, d. C. , but the fact that it is spreading out into areas that have typically been immune to this and much lower Crime Rates and that people are now getting attention. It is really changing the tone of the whole thing. The d. C. Mayor Muriel Bowser seems to be backtracking on what she and the City Council were saying in june where she wanted to defund the police. Now saying she will do whatever it takes to put more officers on The Streets in these communities. Is this a case of be careful what you wish for because it might just come true . Exactly, its not just washington, d. C. , we have seen in cities across country with the increasing Crime Wave, and if anybody spoke against the defund the Police Movement, they were called horrific things for suggesting this would not work. At the same point we have the city of minneapolis that is continuing to push forward with the banning the police altogether and having the whole alternate way of dealing with the crime. But the reality is that it is women and children and neighborhoods in the cities are the ones that bear the brunt of these poor decisions. John you have been heavily involved in politics in washington when you are a part of the independent Womens Forum, what do you think the political ramifications of this this november because there are elections this november and November 2022 when it comes to the congressional elections, what will the impact be . I think it will be huge, i think that it is a test to see what people thought of the policy as of Joe Biden who has been president for six months and i would say between the defund the Police Movement which we know from public polling is unpopular coming also have critical Race Theory being pushed, and a lot of disagreement among americans with vaccines, whether or not those will be mandated in the potential of there being a Mask Mandate coming down the pike as well. I think we have a lot of issues, and by The Way, also inflation going up, things cost a lot. I do think there could be a republican wave this fall which will be interesting to see what could come in the midterms. I think that liberals will have to change their course, i dont think the american people are buying what they are giving, because it is impacting all of us on a daily basis. John we appreciate your thoughts, thank you for being with us today. Thank you. John to one woman saying i cant live here anymore its too dangerous and a lot of people on Like Beverly do not have the ability to be able to move out of washington, d. C. , and have to live in is very, very dangerous neighborhoods which are becoming more and more dangerous. Jacqui the point about this being an issue in the midterm touched on another thing, when the economy is tough, the crime goes up and it was interesting, one of the top democratic pollsters was just recently warning the biden administration coming have to pay attention to inflation, because this will show up in the midterm, Women Voters pay attention to these issues and this is all tied together in a way that is going to become a focus in 2022. John the defund the Police Movement has backfired. While we wait for the police in washington and the chief to come out to the podium, we will head to new York City, cops releasing shocking video of people savagely beating a woman with a Cooking Pot in harlem and stealing her walker. Lauren green is live in new York City, we asked the question What In The World is going on in washington, d. C. . What the heck is going on in new york . What happened was a heated verbal exchange quickly became a physically violent. It was all caught on Video Surveillance and i must warn you that this video is actually used disturbing. According to the nypd it started with a verbal dispute then the woman in yellow strikes first and wrestles the 65yearold Woman with the walker to the sidewalk and then two women beat her using even a Metal Pot after the attack then robbed the victim of 22 cash and her walker. The woman whose identity has not been released to the public reportedly does not know why they attacked her. Newark police are looking for these people, three women and one man between the ages of 2030. They are added to the roster of the dramatic rise in violent crime in large urban areas that one expert says is negligent consequences of moves to defund the police. You have taken money from the Police Budget and you expect Police Officers to do their job. As you saw, those people kick to the hell out of the 61yearold Woman, and not concerned about Law Enforcement as you look at that video. Its a very sad tragedy in new york. The victim was taken to the hospital and is reportedly in stable condition. The police are asking, new York Police are asking for the Publics Health to identify those attackers. If you have any information you can call crime stoppers. Back to you, john. John in a lot of cases people are standing by watching all of this because they dont know if maybe the people doing the beating might have a gun in their pocket as well. There was a man who was standing by thinking that he was going to wait for the ambulance to show up, he never did anything. He reportedly did not call you there. John its amazing what is going on in our cities across america. Thank you very much. Jacqui the follow up on the story we told you yesterday is a st. Louis judge calls out a liberal city prosecutor, saint kim Gardens Office abandon its duty to prosecute those charged with crime. This after three Murder Cases were dismissed within a week. Joe vaccaro, st. Louis and chairman of the safety committee, thank you for being with us. Thank you for having me. I am outraged the same as anyone should be at that when you have a prosecutor that claims to be helping people, this hurts the people that live in the neighborhoods where most of the crime takes place. And a lot of the older people that i work with that live in those neighborhoods are not happy. They will say all the time, quit telling us how we are supposed to live, or how we are supposed to be as black people, that we are living in our homes and we are laying on our floors as shots come through, yesterday i know that there was somewhat of a group that came up to City Hall to complain about this, you know, when you are letting murderers go, thats a crime in itself, and then as i am hearing more and more about this, apparently the prosecutor that was supposed to be handling this case had quit, but she did a day or two ago, and then they say that her name was forged on multiple documents. Those are legal documents. And if that is true, she needs to go. Jacqui i want to ask you, the mother of Dwight Washington who was accused killer got a Plea Deal without consulting the family is speaking out. Heres what she told martha maccallum, listen to the sound here. They had accepted a Plea Deal and this particular prosecutor asked me in fact what happened, and i said what do you mean what happened in the situation with my son between me and the defendant, i said, i am in texas, isnt that supposed to be your job to investigate . Well i knew, i am just starting, and by The Way, there will be no trial. Jacqui and the Police Officers association says there is no accountability for criminals. What do you think needs to happen here . I actually agree with the association and think i saw the ethical society speaking out yesterday. Im not positive, this is just insanity. I dont have any other way, i wish i could sit here and say, well, i can justify this. We are getting so weak on crime we are skewing numbers to make crime look like it is less when it is not to. People are fleeing the city, our numbers will be down. This whole defund the police coming in known, and i actually have two of my children that are in the Police Department, and you can just see the wind going out of the sails out of them and their friends that are saying, you know, we try, we try really hard. Jacqui thank you for being with us. We have to go to the d. C. Presser, Police Chief speaking again. Here at 14th and riggs, we still only look at the individuals that are responsible for this. And up to a 10,000 reward for anyone who has information related to the shootings that occurred here Last Night, i just want to echo my comments, ive been talking to Business Owners along The Way. Ive been talking to residents along The Way, and people are really Mad As Hell right now, and i dont blame them. I am too. Thats the reality coming in the other reality is i think that people are sick and tired of being sick and tired, i think that people want to ensure that there is accountability for what is happening in our communities. When these individuals are caught, somebody please look at those images, look at that vehicle. If you recognize i vehicle and who was operating a vehicle, please call us. 202 or text as an honest belief 250411. In my formal statement i will answer any questions you might have at this minute. Yes, right here. Reporter the woman that spoke with you, in the community, she is not seeing like we are seeing here today, what would you say to people in general . What i said to that woman specifically she said 14th in irving, we had officers there is the Focus Patrol Last Night and they recovered a gun from that individual in that community Last Night, and all what i also said is that now it is our responsibility to watch that case, lets see what happens with that case, did it get paper, what happens when it goes through the judicial system . How is that individual held accountable for his actions . Our officers where they are in the community, somebody brazenly fired shots in that Community A Gun was taken off The Street and an illegal firearm was taken off The Street, how do we hold them accountable . Reporter with individual shootings helping with the department and how do you catch that . We will do what we do, we will arrest people and lock them up, im asking for the Justice System to do their part in terms of making sure that these folks are held accountable. Im asking Community Members, join with me. If you are sick and tired of being sick and tired, join with me. My voice is only about one voice and ive been saying this for a long time. Ive been In The City for 30 years and in this city all my life, but i have been in this Police Department for over 30 years. This is the same movement, when i was a boy growing up, the same movement, when are we going to do something different . And what different looks like which does not happen is accountability. People are not ready to have that conversation. When i start talking about accountability people talk Mass Incarceration, im not talking about Mass Incarceration, im talking at holding People Accountable who make it unsafe for you, for me, and for the people around here walking around who made it unsafe for nyiah courtney, who made it unsafe for the young man who lost his life Over In Ward seven Last Night. Im talking about those individuals who brazenly use illegal firearms in our street. Another firearm recovered Last Night, 1100 block, moments before this, when are we going to be sick and tired of being sick and tired . These need to be echoed beyond the space where i am. People who are responsible for making decisions, call them up and let him know, send them an email, whatever it is, the mayor has supported and what im trying to do here, saying, hey, chief, whatever overtime you need, make sure you use whatever you need, and i appreciate that from the mayor, but that does not solve all problems, the reality is we have a workforce and a definitive amount of resources. 200 officers left this year than what i have last year, with that being said, what im going to do with these resources . I Cant Work these officers to death. I wont have them out here making bad decisions and getting involved and use of force incidents. We need to make sure that we are Police Department of major city Police Department in a Nations Capital that we are properly staffed where it is we need to be. I know thats a long answer, but thats the truth. Reporter the calls to defund the police helping you . Reporter how is it an issue that you dont have resources . You dont see this going down where Joe Biden lives. I see it happening every place. Maam, in our city we had over 922 people shot last year. That shocking to most people, because most people dont see that. I see it every day. 198 people lost their lives in our streets last year. The White House, and may be close they are, but i tell you what, where it is Popping Up is where we see Pain Points for people where it is happening and People Cant sit down or walked on The Street with her kids, thats when people start to speak up about the issue. All im doing is amplifying something that has been happening In The City my entire life. Ive been here all my life. I grew up in carbon, everybody knows who i am, i know who they are, the good, the bad coming in the otherwise paired and the one thing i know about the city is if you dont hold People Accountable for the things that they do, people will continue to engage in bad behavior, we are not holding People Accountable. Reporter hey, chief, you said i was next. This gentleman, then you, then you. Reporter are calls to defund the police helping you . I dont think that those calls are helping right now. Those are conversations, i dont fund the Police Department, those are conversations that legislators and whoever else, you can point out to them. Reporter doesnt make you mad, the defund the police . Reporter cameras on every single building, house and are responsible to find these people . Individuals are operating in stolen cars, the second thing this is not a movie, crimes arent solved in 60 minutes, it does not have been that way. The car is probably stolen, might not be, i dont know, it is part of the investigation, the key point is when we do identify these individuals, lets think about the individuals who we locked up in 2020 during covid that have not been through a judicial process, where do you think those individuals are today . They are out in communities right now, individuals who have been locked up for a violent crime, individuals who have been locked up with firearms are in our communities today. This gentleman here, this gentleman here. Reporter we saw what happened, what are your comments to philadelphia i am asking the people who are in the community, not asking, but letting folks know that our Police Officers will be out here. Every available resource that we have we are putting out to communities to assist in communities, not just from a visible patrol presence, but in addition with the investigation. They have to be investigated, so our detectives are working hard and we continue to make progress on the cases we are dealing with, but i want the community to know that i stand by them and i am with them. And Astley Community to be with me on this issue, my voice is one voice, but im asking for the community to amplify what is going on in our streets, one last question. Reporter one of the merchants on The Street Last Night, [indistinguishable] i wish i knew, but one thing i am seeing since you asked the question about drug dealers, we have taken on a mindset that marijuana is not really a big issue in our city, i can tell you that marijuana undoubtedly is connected to violent crimes that we are seeing in our communities. When you have something where people get high reward, they can make a lot of money by selling illegal marijuana, and the risk is low, the risk for accountability is low, that creates a very, very, very bad situation, because those individuals get robbed. Those individuals get shot at. To those individuals get involved in disputes all across our city. Im seeing it happen more and more all across our city in different wards. Last year we had a murder in ward 3 on Western Avenue tied to an illegal Marijuana Pop up. Here on North Capitol Street another illegal Marijuana Place that somebody entered into a gun, Duct Tape Somebody and put a gun to somebodys head in there. Unlawful Marijuana Pop soap. Unlawful distribution of Marijuana And Community as is a bad recipe for disaster. And again, think about it. People, what is the risk for people . Is there a prosecution that is going to happen . Is there a prosecution of a guy with marijuana . Ive heard some Community Members saying they are Keeping Scales on them where they measure out the marijuana so that the police are not able to lock them up. Thats something we have to look at as a community. I know marijuana, not a big issue, but its tied to violent crime we are seeing in our city. Thank you for your questions. We are a little bit more than 200 cops right now. Jacqui just really interesting to hear the chief, he is emphatic in his frustration. You can hear it in his voice, and he talks about staffing being an issue, john. And saying the city city, the seat of government should be more secure in the nation, but they dont have enough police, to that point it is an issue on Capitol Hill, Capitol Police have fewer officers right now than they did before january 6th, and the hard truth is you cant get Funding Past and the capital appropriation, that goes very quick through the house because you have progressives who are refusing to support it. Nancy pelosi was whipping the votes at the last minute, got a few in the squad to vote present, but not passing the legislation to get funding and put these things in action while the defund the Police Debate continues, they are real impacts In The City is coming you can hear about how troublesome that is. John lets face it, this has never been a safe city as you think it should be, southeast d. C. Has always been a real haven for crime and now spreading throughout the entire city, and i think that the Money Statement from the Police Chief this afternoon when he was asked if the defund the Police Movement is helping, he said i dont think those calls are helping. Lets bring in republican Arkansas Senator Tom cotton who has been listening to all of this, let me get your thoughts on what happened In The City Last Night in Logan Circle, am sure that you have been out in that area, and what the Police Chief was saying this afternoon, senator. In washington, d. C. , like so many of our cities is facing a historic Crime Wave this summer, it has been long and steady in building, and i know the liberal media of washington is paying more Attention Today because it happened in a nice part of town outside a fancy restaurant where politicians and bureaucrats eat, but it has been going on for a long time. A Little Black Girl lost her life last weekend in Southeast Washington from shooting. They are shooting outside Nationals Park just last weekend as well. And this is all a result of naive and foolish policies that are letting prisoners out of jail early. Sometimes because of false claims that we have an over Incarceration Problem in this country are exaggerated fears about the coronavirus, not sending Violence Repeat felons to jail before they faced a jury because of city is eliminating their bail system. Of city is defunding their police, and general antithat i hear about all across the country from officers who tell me the retention is terrible and recruiting is worse. You want to stop the Crime Wave, we have to get tough on crime and start backing Law Enforcement. John as we pointed out a second ago, he does not think that the calls to defund police are helping, last hour when we followed him as he was walking around The Streets in Logan Circle he cited a stunning statistic that among this group of violent criminals, the Recidivism Rate is 87 . So if you are not locking them up, they are going to be back in the Community Toot sweet and committing crimes all over again. This happened in arkansas just last month. A woman with her Rap Sheet as long as your Arm Ran over a Police Officer and dragged him to his death. Shouldve been in jail awaiting her trial for more than half a Dozen Drug and other violent offenses, she wasnt, why . Because of exaggerated fears about coronavirus. And i have to say, if it is balancing between the lives of our Law Enforcement and innocent civilians and the potential risk, just a potential risk of coronavirus, to serious and repeat felons, its no mystery we need to come down on that balance. John many other things to talk about as well as china and calls for a new investigation into the origins of coronavirus, here is what the Director General of the w. H. O. Said last week, listen here. We are asking china to be transparent and open to incorporate that we ask for the days of the pandemic. John so you have the Director General who seemed to be in the pocket of china calling them to be transparent opening up for a second investigation, and china told the United Nations to pound sand any surprises . Not exactly shocking they are, john and china has Member Lion covering up about the pandemic from the very beginning, the World Health Organization director has been in chinas back pocket from the very beginning when he denied there was a pandemic and they are the ones that sent the phony commission to wuhan earlier this year to investigate it. That included peter designate, The American Nonprofit Executive who Tony Fauci used to funnel hundreds of thousands of your dollars to the wuhan lab. What is clear is that any evidence about what happened in that lab or witnesses has probably been destroyed as witnesses have been killed or at least disappear it is very unlikely we will get a definitive answer as some defector who answers to the country, so what will President Biden do to lower the boom on china . Hold them accountable for unleashing the plague on the world. There is a lot we could be doing that we are not doing. John i want to ask you about Mask Mandates, we had President Biden the other day in the Town Hall say that he believes that the cdc will soon issue guidance calling on all students under the age of 12 to wear masks in school, some people looked at that and said he is putting his thumb on the scale and telling the cdc what to do, ron desantis, governor of florida said he is having none of that, listen to what he said yesterday. There has been talked about potentially people advocating at the federal level imposing compulsory mask on kids. We are not doing that in florida, okay. We need our kids to breathe. John after that the White House came out and criticized disantos, listen to what Jen Psaki said. It is not aligned with Public Health guidelines, we know the masks are not the most comfortable thing. I will say that my kids are quite adjusted to them. John the federal government can issue guidance, not mandates to anything other than federal employees are people who work at the national park. So you have a governor of florida saying this is not the right thing to do in the White House coming down on them for it, is that the White Houses role . No, john. But first of all, let me say, nobody looked at the cdc or elected Tony Fauci to make these decisions, advisers advice, elected officials decide. And the american people looked to Joe Biden and the members of congress and our governors and State Legislatures to make the statements for us. If you turn it over to Public Health bureaucrats, the only thing they will consider is what they think is in the best interest of Public Health. They will not balance off interests whether people can make a living to put food on the table or their kids can learn in school in an integral part of which seeing each others faces to understand emotion and so forth, and we are not doing it in arkansas either. Our legislature passed a law that prohibits any school from wearing masks exactly as it should be. John it supposed to be local control of School Boards and to the legislatures are the ones who can make the decision based on the guidance, but the White House wants to lean in on this issue very heavily. Senator Tom Cotton of the great state of arkansas come good to see you today and in the Grocery Store Yesterday as well. Thank you, john. John we have something in common, we both get groceries. It is another very good reason why parent should continue to raise their voices. Jacqui that was former Secretary Betsy devos slamming the biden administration and not eyeing their reasoning that it was an error to include a link on a radical Teaching Group in their school reopening guidelines. Joining us now is Christopher Rufo, Senior Fellow at the manhattan institute. Thanks for being with us. White House Secretary Jen Psaki said the reference to the Abolitionist Teaching Network was more than 1,000 citations, essentially making the case that it accidentally slipped through. Assuming that is true, should they be more vigilant if that is the case . They should be more vigilant, but this is not an isolated incident. Its a broader pattern of the biden Administration Department of promoting critical royce theory. We know that months ago, Secretary Miguel Cardona who has been a huge supporter of crt, try to create national incentives for an local School Districts, and after 30,000 comments trashing their proposal, they backed down. One time they give them the benefit of the doubt, but they have an established pattern of trying to push the radical ideology, thankfully we are watching and rallying the people of the country against it and in these two instances, they backed down. Jacqui you are referring to a Grant Proposal that referenced the 1619 project, somewhat controversial product to that was put out about a year ago and also supportively quoted by Ebert And X kennedy how to be an antiracist, all of this in the Grant Proposals that could have prioritized funding for schools, in that language i just looked at it earlier today it is now removed and there was a reference to the Civics Philosophy is being valued, but a pledge that they would not have been given outside importance if the proposal applicants did indeed submit an application that centered on that. What do you make of the toeing the line saying that we want to teach civics, we value diversity of experiences with experiences, but then we are not really making that official recommendation . Yeah, i think that what you see over and over what the advocates of critical Race Theory as they play a linguistic shell games. They are always changing the language in the definition, changing words, but underlying all these euphemisms and vague, and constantly mutating phrases, you see as consistent ideology, the ideology that says that america is a fundamentally racist country and says that all whites are inherently racist, and the ideology that says schoolchildren should be categorized as oppressor and oppressed based on the unchangeable racial categories, this is the philosophy that is dominating leftwing education. They can put a kind of Bandaid Language over when they get caught, but we should know that this is what is driving the shift in american parents need to get activated not just at the federal level, but the state and local level to push back. Spin on the Education Secretary has pledged on the hill that the department is not going to get involved in school curriculum, would you say that there guidelines are more curated than past administrations, or are they living up to that . I think right technically, the Department Of Education thankfully does not have authority over local districts, but its what we see as they are trying to use their leverage in covid reopening plans to embed and kind of leave in this ideology into everything that they do, we know that for example the Abolitionist Teaching Network that promotes radical concepts such as spirit murder, we know that they have been presenting at the Department Of Education in the past, these are the hangers on that are constantly around the orbit of bureaucracy, and when we have a chance during the change of administration, we need to cut out the ideologues and stop the flow of public dollars to radical philosophy is that seek to undermine the Core Premise of the united states and the constitution, this battle is raging right now. But unfortunately it will not be done until we can take decisive action. Jacqui Christopher Rufo, we have to leave it there, thank you for joining us. John i was watching the Press Briefing when Peter Doocy was asking Jen Psaki of the questions about the citation and was linked embedded in the school reopening program. And the one question that i had on my mind when Jen Psaki said repeatedly that we dont agree with the policies of this group, then why was it in there in the first place . Jacqui i wont suggest that i know an answer to that. I mean, i think that they are going to have a hard time getting around that. Its not once, but twice when you have the Grant Proposal and now there is this. And it begs the question, how did it get in there . Speak to somebody what they were doing when they link to it. Putting a hyperlink in a document is not necessarily something you can do accidentally. At the Tamarac Fires south of Lake Tahoe one of dozens of massive blazes raging through the western united states right now. William La Jeunesse live in Los Angeles with more in the fires. Because of the drought and higher temperatures across the west, fires burning earlier, faster, and more intense.
