Somehow you have to show that these things really are aimed at disproportionately harming africanamerican or minority voters and there is nothing, very little show in georgia that would suggest that the case and this has to be balanced against the goal of integrity in election. Paul s the Justice Department did try to start back a little bit by saying in the lawsuit that the Georgia Legislature did have a discriminatory attempt. That pointed to a couple of comments by people in the legislature. You think that is enough for them to find a judge who will declare the Georgia Rule illegal . They might find a judge but in The End if youre going to an Appeals Court or goes back up to the report, the reigning provision for the line of the elite decision, you have to look at the totality of the circumstances and comments of individuals aside, the actual law itself does not necessarily inflict any burden particularly on minorities.
