Neil all right. The Erie Reaction to rescuers just arriving on the scene within minutes after the collapse of this Florida Condominium And wondering not only how it could have happened but what the heck happened And could anyone survive it. We still dont know after all of this time. Welcome, everybody. Im neil cavuto, this is your world. Indications a few moments ago that the president of the United States does plan to visit this area on thursday to see for himself what remains a rescue operation. Theyre not changing their minds on that. This at a time when we have 11 confirmed dead, 150 individuals still of yet unaccounted for. The latest right now from Phil Keating onside at surfside. Phil . Hi, neil. The Roundtheclock Search And Rescue Mission continues. For the past 22 hours, not a single new victim has been recovered or any survivor has been find. Were into day 6. The total numbers are the same as they were last night at 7 00 p. M. 11 confirmed fatalities And 150 unacounted for. Heres more of the newly acquired Audio Tape from the first responders as they pulled up on the scene. Were looking at an mci. Start setting up an area for the walking wounded. Affirmative, this is going to be an mci. Mci means mass Casualty Incident. Last week, 36 hours before collapse, show a building needing major repairs. The Condo Tower was about to begin 16 worth of renovations. A partial Pool Contractor came by to make a bid. He shared these photos with the Miami Herald And the Ground Level Garage And the Pool Equipment Room two days before the collapse showing cracks in concrete And severely corroded rebar under the pool. He also said there was stAnding water all over the parking garage. A spokesman for the Condo Association released this. The board retained experted And trusted experts And at no time were they told imminent threat of danger or collapse. All urban And-rescue'>Search And Rescue teams are onside using dogs, sonar And robots tunnelling looking for pockets where a resident could be alive. A Block North of the Champlain Shower South is the sister building, the Champlain Showers north built by the same developer at the same time in the early 80s with a similar design And the same materials. Concerned And worried residents decided to hire an Engineering Firm that today spent hours inspecting the building thoroughly. One of the residented that was contacted in the north tower, he said hes not scared. He feels like his building is solid. But about 1 4 of the residents have voluntarily evacuated. Neil . Martha phil, thanks very much. Phil keating. Jose diaz is very familiar with this gentleman. The Miami Date Board of county commissioners chairman. Commissioner, very good to have you. These latest tapes bring home the total confusion among rescuers arriving on site minutes after the collapse of the building. This fear that it could be a mass Casualty Incident And i know youre continuing Hes Rescue efforts, but how is that going right now . Especially at a time when we have the confirmation of 11 dead, 150 unaccounted for. Can you tell us . Were doing everything in our myth, everything within the ability that can be done to do to rescue these people that is being done. We have just happened this this disaster occurred in the area where you saw team 1, the most World Renown teams in the world of And-rescue'>Search And Rescue. They were on this building immediately as, you know that call went out basically apart when they send everybody at that moment when police arrived And they told us destruction. It was incredible. Weve had the very best working. 35 people immediately accounted for. Worked And rescued. It was an incredible scene And still persists to be an incredible scene. These guys are heros. They dont stop working, 24 hours a day. And im telling you in the worst conditions, we had a fire there. We had a constant fire with the smoke. Trying to put it out with water. The rain has not stopped. We had between 50 And 60 chance of rain every day. When its not raining, its incredible heat. So every condition that is possible negative to these And-women'>Men And Women, they have endured them. And their hope is hopes of finding these people alive. When you talk with them, theyll tell you that they have a lot of hope. They really want to they believe in the crevices can save people. Theyre working very hard, neil. Neil No Doubt about that, jose. Im wondering, theyre hopeful to find people. I get that. Is there any sign, you hear any noise, anything that leads you or your And-women'>Men And Women to believe that people are alive And under all that rubble . You know, they hear some types of noises And stuff like that. What that noise actually is, they havent really stated. I know that they have the hope. These are very professional people. They do this And they know what youre doing. We have people that not only our team, we have teams throughout the state of florida, the mexican teams are coming in. The people that have all the experience in the world when it comes to these types of Building Collapses. As far as that concern, when i went to the earthquake in haiti, we got there, we were taking a lot of supplies, medical supplies And so on. As we drove by, we would see a commotion of people jumping up And down. That was the day that baby was rescued eight or nine days in. That was a baby. The most innocent little baby. It was rescued under a pile. So there is, you know, i believe i believe god is strong. The will And the faith that these people have hopefully we can find people alive. Thats our hope. Thats the hope that we have. Neil god is working through you, jose And your And-women'>Men And Women. Keep us posted. Its been a herculean challenge. All of this as questions continue about could any of this been avoided. The focus is on rescuing people, finding life. Trying to deal with that. But the issue keeps coming up from studies And surveys And problems that have popped up before. Some dating back years. Enter this next fellow, shimone from fiu who detected in the 1990s that the building might have been sinking at a rate of a couple millimeters a year. He joins us right now. Professor, thanks very much. Were you commissioned at the time to do this work, to study this particular building at the time . Was this part of a look at other buildings in the area . Thanks for having me. Shannon my study was very different in The Way it was conducted. I studied the purpose is to understAnd why we have so much flooding. Since 2000, there was a significant increase in flooding in the miami beach. So we tried to understAnd what contribute to that. How much is due to Sea Level Rise And how much is due to subsiding. So we use the Data Acquire in the 90s. The study was done in the past five years And published last year. So we didnt focus on any particular building. We studied all buildings in this area. We found this area where it subsided. Most of the area, the western part of the city, which is expected because that part of the city was built on wetlAnds. So they subsided. We found one particular case in the distant part of the city, which is supposed to be stable. So we didnt look at a particular building. It came out to look at the results of the space that that building was subsiding at a rate of 2 millimeter a year, which is very small. We cannot see it with our eyes but it can be detected with certain instruments. Neil so when you discovered this phenomenon, the sinking phenomenon, that something was going on over many years, you said it was relatively small amount in the scheme of things, represents couple hundreds of an inches in laymen terms, was anybody notified of that . Well, we notified the people that deal with Sea Level Rise And the harvard sustain ability about lAnd subsidance. That was the focus of our study. Not just the building. We can measure buildings that move. So we notified about our study to the right community. Neil so when you heard later on last week that this building, this condo had collapsed, professor, what did you think . Did you put two And two together And say hey, this is one of the buildings that we were looking at that had issues in the 1990s . No. When i heard about it, i was shocked like most other people. So pictures And the video, i didnt connect the dots. Where very journalists did find my study And looked And saw that we marked that building over there. So asked me is that correct. I looked in our publication. He reported in his paper And since then everybody got interested. Neil obviously. Professor, thanks very much. I did want to get the timeline on that. We would love to talk to you again as you put these pieces together for us. Meantime, President Biden indicated he does plan to visit the Condo Collapse Site himself along with the first lady. Meantime, he was wrapping things up, pushing infrastructure in wisconsin. The pressure is on him not necessarily coming from republicans but fellow democrats who are not satisfied after this. President biden in Wisconsin Today to help tout the 1. 2 trillion Infrastructure Bill that now has republicans on board. Democrats, that could be another issue. Well get to that. First, the big trip And how it went. Matt finn in lacrosse, wisconsin with more. Hi, matt. Hi, neil. The president spoke at a public Transit Facility along the mississippi recover. He touted the bipartisan truck deal. Many areas of Daily Life would be helped including high speed internet. This is a blue collar, blueprint to rebuild america And will rebuild millions of jobs with dignity, particularly those that dont require a four Year Or Twoyear degree. It will rebuild thousAnds of bridges as more than half of the countrys bridges are 50 years old And aims at 35,000 Electric Buses And Cap Old Gas Wells And make high speed accessible for And-position'>Everyone And Position america to compete with china who is way out working on. Biden says his plan will not raise taxes on anyone making under than 400,000. Hi, guys. I think its time to give ordinary people a Tax Break. The wealthy are doing fine. I mean it. I mean it. Why is this not a Tax Break for working folks when the stuff we give to the super wealthy are called Tax Breaks . Look, major action on clean energy, housing, care giving, child And paid leave, free community college. Democratic And republican senator as agree to this Infrastructure Deal last thursday. But democrats want more. The possibility of a second Reconciliation Bill that would include items that republicans do not support like adjustments to medicare And climate change proposals. A short while ago, the president made his customary stop for Ice Cream. A reporter joked if he ordered Rocky Road because of how rocky the Infrastructure Agreement has been. Heres how that played out. Youre not getting Rocky Road for infrastructure . Were going to get it done. Okay . Give me a go. The president ordered a mix of cookies And And-strawberry'>Cream And Strawberry Ice Cream for the record, neil. Neil im glad we know that. Thank you. Matt finn in lacrosse, wisconsin on all of that. The president will have a devil of a time with democrats it seems more than republicans. Lets get the read on that with Deanna Lowe from the Washington Examiner And charlie gasparino. Thanks for joining me. What is the problem the president has with the lift . They think hes left out too much, right . Theres the Aoc Wing of the left that will never be happy if its not a 6 Trillion Billion with a Green New Deal And automatic of the socialist goodies that she wants. But theres a case to be made this is a brute force bill. America has some of the best bridges And roads in the oecd in terms of Failure Rate And in terms of quality. One of the most important things that biden does have in this bill, two aspects, broad bAnd And railways. But the issue is you cant just build new Train Lines or extend existing Train Lines And expect the traffic to follow. Where progressives like Richie Torrez get it right you have an affordable Housing Issue And And-use'>LAnd Use issue. This is something where biden would be consider to tethering that federal funding to dezoning And allowing more Housing Density attached to the Train Lines. Otherwise you have trains to nowhere. Neil charlie, the bigger issue is whatever democrats try to concoct in another follow up Spending Package even though it wont be attached to this And a Yay Or Nay that the president seemed to indicate last week, that would be a tough sell. This infrastructure may be more of a sell. How do your guys that you talk to see it . Exactly that. You can get some this infrastructure, everybody likes it until you get to the details. By The Way, wasnt the last time a Infrastructure Bill we didnt talk about Infrastructure Bills so much. We keep implementing them And we still have allegedly lousy roads And bridges. Its not that bad to begin with. State And localities are supposed to do most of, this be that as it may, republicans, you know, its something to talk about. They spend money on roads And bridges. Where the republicans wont go on board is this is the Tax Increases And the Green New Dealtype stuff. Thats why it was in my view smart to break it up. I cant understAnd why Aoc Is And the left is that sort of Tone Deaf to this thing. If you break it up, you can get this through. You get this through And do the stuff the neil i dont know. They might get this one through. I dont know if it will lead to anything after infrastructure for the foreseeable future. What are you hearing . Yeah, to his point, it was a mistake that they tried to just do this omnibus, breaking it up would have made it more tenable. Now the progressive wing of the party saying we arent going to go forward with you know, a bipartisan bill unless we get a guaranteed massive Reconciliation Bill, which puts biden in a bind. He alienates the republicans who he requires to get this passed in reconciliation And the left that is threatening to nuke the bipartisan bill. Very good point. Charlie, real quickly. Wall street doesnt seem to care. I hate to look through that prism. They think steady as she goes, nothing to worry about. More money, more stimulus, they love that whether its paid for or not. Real quick. Yeah. They care about the fed. As long as the fed keeps Interest Rates at zero, they dont care. Neil i care about you guys. Very good. Meantime here, one of the things that was fascinating about todays republicanonly examination into the origins of covid was that there wasnt any Democrat Participation at all. That was by design. It critical to our nation And future generations that we develop a bipartisan consensus on the truth of what happened. I respectfully encourage the entire congress to come together as Truth Seekers And truth tellers to accomplish this objective. Neil that wont happen. No democratic participation today. Dr. Fauci, other key players not participating today. So is all this for not . Trying to get to the bottom of how it all began with covid. Dr. Bob is back with us. Doctor, im going to take the leap here that well never know how it started. The chinese are not cooperating And the democrats are not participating. Thats the problem. You wont looking at the politics but the fear like something like this could happen again. What do you think now . Theres no question that we could have something like this happen again. Whether it emanates from china is the real question. China seems to be the source of most of the coronavirus And chronic Sars Kind of infections that weve seen in the last 30 years. Most of the scientists believe the world is contracting, you can go from one end to the other in a day that yes, well have another pAndemic. The point is that we need to get to the origins of this virus And where it came from in china. It seems to be most likely the wuhan lab. I think well know eventually. Neil you know, meantime, doctor, the delta virus, continues whatever theyre californiaing calling it stubborn. It is shutting things down in asia, australia And the fights in this country since they make up or a large percentage of the new case thats it could be a problem here. I know you tell me the various vaccines address it. But if you have not been vaccinated, are you vulnerable to it . Yes, if youre not vaccinated, neil, youre definitely vulnerable to it. Thats the reason in california theyre saying, okay, now back to wearing masks in closed spaces. You cant go across the borders in malaysia or in parts of the Far East like thailAnd. We know australia is having a lock down now And new zealAnd is being very careful with their borders. So this is a concern. The viruses do mutate And will continue to mutate. The question is whether the mutations will get to the point that our vaccinations wont be effective. Thats my big worry. Neil all right. Well see what happens, dr. Bob, thanks. I apologize for the truncated nature of this. Were keeping track of these spikes in crime. Leave it to no less than former democratic president ial cAndidate Michael Dukakis to issue a warming to fellow democrats, this Crime Thing is a big deal. Act like it. Hes next. Oh dont burn down the duplex. Terminix. [music And Sound Effects played in reverse] this. Is our shot. The covid19 vaccines are ready. And so is walgreens, with Pharmacy Experts ready to make it easy for you to get it safely, for free. Because this is our shot. At getting back together. Welcome back to that same old place that you laughed about well, the names have all changed since you hung around welcome back, america. It sure is good to see you. Neil so republicans are to blame for the latest spike in crime in this country . Peter doocy at the White House trying to get to the bottom of that. A lot of research in the process. What did you find out . The why houses newest line is the republicans voted to defund the police because they voted against the covid19 Stimulus Package in the american Rescue Plan. That funding has been used to keep cops on The Beat. At the time that was local Police Departments might have a pAndemicrelated budget shortfall. Not because we have to keep cops on The Beat because of a crime wave. Because of Budget Shortfalls they had to fire police is something that helped them address crime in their local communities. The text of the american Rescue Plan does not mention police. Tape of republicans saying they want to defund the police is hard to fund. Tape of democrats saying that is easier to find. I am for defunding the police. I support the defund movement, this is about the investment in our communities which have historically been divested. People are criticizing why use the Word Defund . Its like this is the world that is coming from the street. So with all that on the record, republicans are accusing democrats of trying to rewrite history. Theyre trying to blame republicans now for the Dumpster Fire that they created. So were going to continue to call them out on their extremist radical agenda that included defunding the police. President biden has not addressed this back And forth yet today. Hes on his way back to the White House from that Infrastructure Event in lacrosse, wisconsin. Neil . Neil peter, thanks very much. All of this defund the Police Talk that democrats have been raising back And forth since the floyd tragedy Worries Michael dukakas. He says this better stop or were all going to lose. Take a look. Its nuts, neil. Weve spent the last 20 years, Bill Clinton was a huge advocate of Community Policing. We transformed policing in many parts of the country, maybe not all. What is Community Policing . Its not too complicated. You build a relationship with police And people of mutual respect. Community respects the police And the police respects the community. Its worked particularly well. One of them is the city of boston. Which has the lowest Homicide Rate in america, neil. So responsive strong police in the streets, in the community with their citizens And has made a huge difference. Its not just boston. Its lots of places. Even with the pAndemic And the promises that have gone with it, violence in boston this year is down a little bit from last year. So this works. But you have to work at it, you have to train police, police themselves have to be committed. Its made a huge difference. Neil i remember well when crime was a big one in your 1988 quest for the White House. The whole Willie Horton Ad And all of that. The irony is that i remember at the time, you had very low crime in boston as you just stated remains the case now. Your opponent at the time in the austin area, texas, you know, had much higher crime levels. Im not here to play politics. I am curious, governor, about whether youre sending a signal to the democrats that you let this issue go or you start running on the defund the Police Movement, youre burned. Is that what youre saying . I think the defund the Police Movement is already in the process of dying. Take a look at new york. The fact of the matter is that we need police. They have to be good police, they have to work closely And constructively with the communities And the communities themselves have to have respect for police in their communities. If they do that, it makes a huge difference. You mentioned the new york mayoral race. A guy with 20 Years Police Department experience appears to be the early odds on favorite And winner. Im wondering if that race might have changed democrats view about how to hAndle this issue. Well, first, remember, youre talking about a lot of democrats. Im just a narrow slice. Im a proud democrat, a progressive. But im for excellent Community Policing And the same is true of democrats all over the country. I think in new york the results will have an impact. Neil how about a alexAndria ocasiocortez, governor . Someone who has made this a big cause And saying, you know, you cant equate the two. You still have to stAnd tough against beliefs, you still have to question how much money is committed to them what do you think of her And that strategy . Look, i think the new York Results will have a real impact. They will. But its more than just new york. Its a commitment to this idea of policing, which is relevant, whether youre talking about small towns or big cities. Weve seen it work. I think youre going to see a significant change at least those folks that are arguing to defunding the police makes no sense. Neil are you worried for your party . No, im not worried for my party. I dont see anything on the other side that offers anything constructive or precedent at all. I dont know what has happened to the republican party. Its sad. But meantime, i dont have to tell you, democrats have to make sense. They have to do important And good things And i hope And expect we will do so. Neil remember the thousAnds that was trump deported when he was in the White House . It looks like his successor is trying to bring a good many of them back after this. M, You Oughta customize your Car Insurance with liberty mutual, so you only pay for what you need. Oh um, doug can we talk about something other than work, its the weekend. Yeah, yeah. Follow me. realtor so, any questions . wife well take it realtor great. vo it will haunt your senses. The Heartpounding Audi Suv family. Neil all right. Apparently when youre deported, it doesnt mean forever. Were told the biden administration is reviewing thousAnds of cases of those deported back to mexico or points south. Mercedes cohen, our legal eagle on whether they can do that And where this is going. Mercedes, what do you think . Great to see you, neil. Theres a lot of reasons why individuals have been deported may want to return to the United States. They may have family here And they may have been the sole provider of their families as well. Maybe their overstayed their welcome And were deported. These are individuals that had children here And werent able to petition for them to stay. Aside from the others, they might be grounds nor asylum. Maybe when they return to their Mother Country theyre now under siege or political opponents in their country of origin which could pose a physical threat to their safety, which would allow them to seek asylum in the United States. So theres shifting sAnds when it comes to why individuals have been deported And may return to the United States. Neil has that ever happened, mercedes . It has. So lets just say for instance the individual have been deported for a felony. Those individuals, if they do petition to return, most of them are not allowed back in. If theres individuals that have overstayed their welcome And seeking other reasons to come back to the United States, it has happened. Year ago, back in my college days, i used to help individuals seeking asylum And back in their country of origin or deported as a result of an expired visa, these are cases that i worked on. So yes, its absolutely possible. And it depends on once the paperwork is done And when they come before the aoj at the immigration Nationalization Office what happens to their pet ticks. Neil so you have to remember youre in a Country Or Environment where you feel your life or your livelihood is in jeopardy. Is that good enough for asylum . That would be about half of south america these days. How would you define it . Would be individuals that were either they had already been subject to physical violence, they had been in prison. These are the cases i worked on. These are the cases that are the more successful asylum cases permitted here. If their lives are threatened. If they have already been in prison, if they had physical assaults by members of the Government Or Law enforcement. If they have fallen into categories where in their particular county of origin theyre a risk. Maybe homosexuality is criminal And their lives are at risk as a result. So there are definite reasons why individuals can seek asylum And they can do so successfully. So to your point, neil, they are heavily scrutinized. Theres difficult circumstances around the globe in other countries And a And-plea'>Passion And Plea to come back here where its safe that ins is used to. A lot of individuals want to come here for completely different experience And be safe. Neil report. Well watch it. Mercedes, thanks for clarifying that.
