We wonder where that location is its really just across the harbor, across from where we are and just outside of the Villa Lagrange which is where the two leaders met for some four hours. And what an extraordinary Press Conference we just saw from vladimir putin, really Coming Out of that bilateral meeting. And the extended bilateral meeting was an opportunity without challenge except from reporters to really spin this meeting anyway he wanted it basically saying that russian has nothing to do with the Cyber Attacks of the United States is been experiencing. Actually having the audacity to say that the United States is the Premier Location for Cyber Hackers Around The World to be operating from. Sandra President Putin would say he did not describe it as a hostile meeting, he called tone constructive. The tOne On Cyber Warfare was one of the biggest issues heading into this and he is that its not his country responsible for it, its the u. S. He described President Biden as experienced and noted several times, he says he is different on President Trump. The first thing i want to say as it was good staffing by Jake Sullivan and Secretary Blinken, not to put President Biden with President Putin. He was an expert at these events and he can go for hours at a time of answering questions without notecards. So vladimir putin came to the summit already taking a lot of chips off the table so i think he was probably in a great mood. Those are two very big wins from President Putin going into the summit, didnt even have to asking when he got there. Did you see any reason that would give him to stop with the maligned activities that hes been engaging in with the ukraine and crimea and russian troops on the border with ukraine, messing around with the u. S. Elections, allowing the cyber criminals free reign within russia . Is there anything that youve seen so far that would encourage him to stop that . The russian troops are there supporting separatists in georgia, the russian troops in syria, there is the equivalent of the taking place. The russians are involved in a not helpful manner in libya, i didnt see anything there. These mutual interests that we have havent seem to motivate them to do anything that would be helpful to the United States. The former Secretary Of State said that this shows enormous weakness, not to stand up together with pruden on that Stage And Talk to reporters. He said pruden showed up loaded for bear and the fact that you cant stand up six or 8 feet from your adversary and told the world what you talked about, he worries that the shows weakness. So set this up for you as we await the president to take questions from reporters. Unfortunately we seen a lot of weakness from President Biden as it relates to russia. We heard from pruden, we heard his side of the discussion and Mike Pompeo set a moment ago he hopes that bite and some clarity on the redlines in this discussion with putin. What do you want to hear . Id like to hear him confront on what russia has done to interfere with many aspects of american life. He saw the hacking of the pipelines. Does a lot of other Ransomware Attacks that we see, the disinformation that russia is very actively engaged in and of putin himself was engaged in more disinformation today. It was bizarre when earlier today President Biden was asked if he trusted 210 and He Said yes. How can you trust the former Kgb Agent, who has shown in the last few months of trying to undermine america and again, what theyve done with Cyber Attacks and attacking our allies and undermining our Energy Security and biden helping him do that, its time for President Biden to stand up to the bad actors like putin. Why did President Biden give him that gift on the Nordstrom Pipeline without at least addressing some of these other problems before he deals with something that hurts american Energy Security. Sandra what about that sort of deflection that appeared from pruden when it comes from the cyber acts that its not russia, its not his country, its the United States, Latin America . You pointed fingers elsewhere. Thats classic disinformation. We know a lot of it is coming from russia and we know it has continued to come from russia, the disinformation that comes from russia. Contrast that with President Trumps freewheeling style on calling on anybody whos in the room, and sparring with them as well. They smell weakness and when they stiff sniff it they will drive a truck through it. So many prominent republicans did Slam Biden in the case of Lindsey Graham for the appeasement of the World Leader by using the sort of language that he has and we will see if theres any change in that tone when we hear from the president moments from now. John and its obvious he will say something positive because he has two otherwise, this whole thing will be a waste of time. You heard President Putin say they were very constructive and had a big understanding of Each Others positions and while they might not agree with those positions they will try to move closer together to finding some common ground. The president said he thought they were plenty of areas where he could reach common ground and areas where he couldnt where he was prepared to respond very robustly. So we are definitely going to hear something positive come from the president. What will be interesting to hear those sandra are the areas where they continue to disagree particularly on cyber, Human Rights, american prisoners being held over there. Whats going on with ukraine and how hard President Biden says he pushed putin to try to countermand what putin said about not feeling any pressure from the american delegation at all. If you could give some background on the situation you are so familiar with, how this is going to go and how biden intends to call on those reporters. Well, i just finished the last meeting of this weeks long trip, the u. S. Russian summit. I know there is a lot of hype around this meeting but its pretty straightforward to me, the meeting. One, there is no substitute as those of you who have covered me for a while know for Facetoface Dialogue between leaders. None. President putin and i had a share unique responsibility to minister the relationships between two powerful and proud countries. The relationship that has to be stable and predictable. And it should be we should be able to cooperate where its our mutual interest. And it where we have differences, i want President Putin to understand why i say what i say and why i do what i do. And how he will respond to specific kinds of actions that harm american interests. Now i told President Putin, my agenda is not against Russia Or Anyone else, its for the american people. Fighting covid19, rebuilding our economy, reestablishing relationships Around The World with our allies and friends and protecting the american people, thats my responsibility as president. I also told them that no president of the United States could keep pace with the american people if they did not speak out to defend our democratic values to stand up for the universal and fundamental freedoms that all Men And Women have in our view. Such is part of the dna of our country. So Human Rights is going to always be on the table. Its not about just going after russia when they violate Human Rights, its about who we are. How could i be the president of the United States of america and not speak out against the violation of Human Rights . I told them that unlike other countries including russia we are uniquely a product and an idea. You heard me say this before again and again and im going to keep saying it. Whats that idea . Dont derive our rights from the government. We possess them because we are born, period. And we yield them to a government. So the form i pointed out to them, thats why we are going to raise our concerns about cases like alexia. I will continue to raise issues of fundamental Human Rights because thats what we are and who we are. The idea is we hold these Truths Selfevident for all Men And Women. We havent lived up to them completely but weve always widened the arc of commitment and include it in more more people. I raised the case of two wrongfully imprisoned american citizens, Paul Whalen and trevor rita. I also raise the ability of radio free Europe And Radio liberty to operate and the importance of Prepress And Freedom of speech. I made it clear that we will not tolerate attempts to violate our democratic sovereignty or stabilize our democratic elections and we would respond. Bottom line, i told President Putin we need to have some basic rules of the road is that we can all abide by. I also said there are areas where there is a mutual interest to cooperate. For our people, russian and american people but also the benefit of and the security of the world. One of those areas is a strategic ability. You ask me many times what was i going to discuss with putin . Now i can tell you what i was intending to do all along and that is to discuss and raise the issue of strategic ability and try to set up a mechanism where we would deal with it. We discussed in detail the next steps that our country should take on Arms Control measures and the steps we need to take to reduce the risk of unintended conflict. Im pleased that you agreed today to launch a bilateral strategic stability dialogue. Diplomatic speak for saying, get our Military Experts and our diplomats together to work on a mechanism that can lead to the control of new and dangerous sophisticated weapons that are coming on the scene now that reduce the times of response, that raise the prospects of accidental war. We went into some detail of what those Weapon Systems were. Another area we spent a great deal of time on was cyber and cybersecurity. I talked about the proposition that certain critical infrastructure should be offlimits to attack. It. I gave them a list and if im not mistaken, i dont have it in front of me, 16 specific entities. 16 defined as critical infrastructure under u. S. Policy. From the Energy Sector to our water systems. Of course, the principle is one thing. It has to be backed up by practice. Responsible countries need to take action against criminals who conduct ransomware activities on their territory. So we agreed to task experts in both of our countries to work on specific understanding about whats offlimits and follow up specific cases that originate in other countries, either of our countries. There is a long list of other things that we spent time on. From the urgent need to preserve and reopen the humanitarian in syria, because people are starving to death. How to build it and how it is in the interest of both russia and the United States to ensure that iran does not acquire nuclear weapons. We agreed to work together, because as much as Russias Interest as ours. And how we ensure the arctic remains. We talked about the need for us to be able to have some kind of Modus Operandi that we dealt with, making sure the arctic was in fact a free zone. To how we could each contribute to the shared effort preventing the resurgence of terrorism in afghanistan, its very much in the interest of russia not to have a resurgence of terrorism in afghanistan. There are also areas that are challenging and i communicated the United States unwavering commitment to the sovereignty and territorial integrity of ukraine. We pursued diplomacy related to the agreement and we shared our concern about belarus, he didnt disagree with what happened. He just said there was perspective of what to do about it. I know you have a lot of questions, but let me close with this. There can be no Mistake Or Reppert misrepresentations about what i want to communicate. Identify areas of practical work that our two countries can do to benefit the world. Communicative directly that the United States will respond to actions that impair our interest and those of our allies. We have to make them or not make. We will find out within the next six months to a year whether or not we actually have a strategic dialogue that matters. We will find out whether we work to deal with everything from release of people in russian persons or not. We will find out whether we have a Cybersecurity Arrangement that begins to bring some order. Because look. The country but most are likely to be damaged with the failure to do that, or the major countries. For example when i talked about the pipeline that cyber hit for 5 million, that Ransomware Hit in the United States i looked at him and said how would you feel if ransomware took on the pipelines from the Oil Fields . They are not able to dictate what happens in the world. They are other nations of significant consequence, i. E. The United States of america being one of them. What do you think happens when you say its not about hurting him, and then he dies in prison. He doesnt know exactly what it is but its significant. And if, in fact, they violate his basic norms we will respond. He knows. In a cyber way. Number two, i think the last thing he wants now is a Cold War. Not quoting him, because i dont think thats appropriate. You have a Multithousand Mile Border with china. China is moving ahead hellbent on election as they say seeking to be the most powerful economy in the world, the largest and most powerful military in the world. You are in a situation where your economy is struggling and you need to move it in a more aggressive way in terms of growing it. And i dont think its a cold where mike wore of the United States. This is not a Kumbaya Moment as we used to say i can the 60s, but its clearly not in anybodys interest. Its for us to be in a situation where we are in a new Cold War. And he understands that, hes laying down his arms and saying, come on. He still i believe is concerned about being encircled. And they are looking to me taken down Et Cetera. Yes, yes and yes. Let me go back to the first part. The reason it didnt go longer is because when the last time the two Heads Of State spent two hours and direct conversation across the table going into excruciating detail . You may know of a time but i dont, i can think of one. So we didnt need, my Secretary Of State was with me the whole time and our ambassador Et Cetera brought everybody in. We had covered so much and so there was a summary done by him and by me of what we covered. Lever off and blank and talked about what we covered and we raised things that required more Amplification Or Nature we didnt have any misunderstanding. So it was kind of after two hours there, we looked at Each Other like, okay. What next . What is going to happen next . We need to be able to look back and look ahead and 36 months. What i thought we could accomplish together and what in fact if there were violations of american sovereignty, what we could do. He asked us about it in the sand. He said that he hopes that we are able to maintain some Peace And Security and he felt like i said that has a lot to do with you. He indicated he was prepared to help on afghanistan and we can quote help on iran and we told him what we wanted to do do relative to some economic and physical security to the people of Syria And Libya so we had those discussions. Think so much mr. President. He said you didnt issue any threats. When the ultimatums made when it comes to ransomware and how will you measure its effects especially when it comes to these working groups on russian Meddling And Cybersecurity . Is going to be really easy. These are for example on cybersecurity, they will work out and they take action against Ransomware Criminals on russian territory, they didnt do it. I dont think they planted in this case. And are they going to act . We will find out. What can we commit to act in terms of anything affecting and violating international norms that negatively affect russia . What are we going to agree to do . I think we will have real opportunities to move and i think one of the things that i noticed when we have the larger meat is for people who are very, very wellinformed started thinking, you know, this could be a real problem. What happens if that outfit were sitting in Florida Or Maine and took action as a i said on their single lifeline to their economy . That would be devastating. And you can see them kind of go, we do that but like, whoa. Its in Everyones Interest to be active. We will see what happens with these groups we put together. Mr. President , when President Putin was questioned today about Human Rights, He Said the reason why hes cracking down on Opposition Leaders is because he doesnt want something like January 6th to happen in russia and He Said he also doesnt want to see groups formed like black lives matter. What is your response to that . Speak to my response was kind of what i communicated it, i think thats a ridiculous comparison. Its one thing for it literally criminals to break through, cordon, go into the capital, kill a Police Officer and beheld unaccountable than it is for people objectively marching on the capital and saying you are not allowing me to speak freely or do a, b, or c. But that doesnt seem to be what President Biden was focused on, personalities and international norms, and they have to stop their maligned activities. And he did raise something that was important and that did pull the russians back from the chinese. One of our constant themes for the russians was he had a long border with china, you dont have shared interests with china and so i think he emphasized that in his Press Conference and i was happy to see those comments. Also He Said hes not opposed to trading with russia so those are the carrots, but they are also have to be some consequences for for maligned behavior and it doesnt sound like those things were discussed at all. Sandra exactly what we just saw played out after so many hours of meetings between these two World Leaders, biden took questions for 22 minutes, and going back to you your point about no strident action taken, those were President Bidens own words in the News Conference although he did describe the talks with putin as positive. Based on that in the limited time they gave reporters on the ground, do you see the meeting and the summit as something that changes anything . You see it as worth it . If he did change anything, biden says it will take 36 months to really see the impact of it. When would you be able to judge that . Again, he talked about several things they were going to put their diplomats together to work on and by President Bidens own nature hes had in three to six months this is the successor. This is not a summit that they are going to be able to spend on Air Force one, this is some great success with no breakthroughs and it no deals, no americans returned. And they finished up and created Energy Independence of Western Europe on russia, there was nothing to return to the new start extension. We will have to hope for those things in the future. My problem is my experience with the russians, and if you give them something for free they pocket it and when they come back to the negotiating table, they say what do you have for me now. Every industry in the country now is scrambling to find out if they are on the list or they are going to claim that they are part of one of the industries on the list. Thats a problem with giving a list like that because its kind of open season on the folks that arent on the list. But over the last few years weve seen democrats, and we decided that america is racist. Is that for the last four years we have systemic racism. Now if you think about that Stomach Racism means that the system supports racism, that somehow we push racism. That is fundamentally different because we may have some problems now and then and we can focus on those problems but the system does not support racism in america. That is outrageous and no one should be surprised when the chinese bring it up and the russians bring it up, and we got a problem with politics in the United States.
