Theres some experts say thats because enough people stopped looking for work and dropped out of the labor force. Republicans have charged thats because the covid era extra 300 a week in Unemployment Benefits is too good to pass up. A former Obama Economist agrees with part of that. Jason furman said this. These factors interacted with Unemployment Insurance which can allow workers to take longer to rethink their careers, find jobs in new industries and negotiate for higher wages but can also slow Employment Growth and prolong longterm unemployment. So will President Biden try to quickly pull the plug on the extra benefits . The answer is no. The program itself provides a critical Support Network to the american people and the american economy. The Jobs Numbers are booming. They could be booming even more. The problem is getting enough workers for employers who are having a devil of a time doing that. What is happen something. Youre right, neil. We have Eight Million open jobs. While were all pleased to see 500 on a jobs gained, should have been more. We need to be filling the open jobs more quickly than what we are right now. Were in the height of the Summer System for a lot of small businesses across this country. This is when they make their year. And if they cant open and service the customers that are ready to visit their stores, theyre not going to make it. This is a Work Force Shortage crisis. And we need to start treating it like one. Neil what was interesting, neil, is that a lot of your Member Employers across the country are saying right now that that effort is getting to be so tough right now, its slowing down the economy in their neck of the woods. Can you explain that . Yes, thats right. You see it at the restaurant when announces that they can no longer do Lunch Service because they dont have enough staff to do Lunch Service. You can go to the construction industry. We surveyed this commercial construction industry. About 1 3 of commercial contractors told us theyre turning down jobs right now because they dont have enough workers to do the work that they already have. So that is true in manufacturing, true in retail, this is a widespread problem. All of these people unemployed, were not getting them back fast enough. We have to start understanding why, why 13 of the unemployed have turned down a Job Offer in the last year. Why 30 of the currently unemployed say they dont expect to return to work this year or next year. Thats a problem. You know, even in areas where they have taken those extended Unemployment Benefits away, not as many as you would have thought have returned or ventured in to the work force. This might be something else. What do you think it could be . Weve had 25 states announce an end to the benefits. Under the federal law, when you announce it, then you have to wait 30 days to cancel those benefits. So we havent had any states pull those back yet. As i mentioned, we went and surveyed the unemployed to ask them why theyre not returning to work. 16 said because theyre getting enough benefits from unemployment and from other stimulus checks that they dont feel the need to return to work. 24 said access to child care. So theres a lot of reasons going on here. If we dont solving some of these problems employers wont be able to fill the jobs and our recovery will stall in its tracks. Martha switching gears slightly though. The chamber must be encouraged by talk out of the biden White House that it could scrap the hike in corporate taxes, settle on a 15 minimum global tax to entice more support for the Infrastructure Package. How is the chamber with that . Were glad to see these negotiations are on going. Pleased to hear that talks will continue monday. They should continue. Both sides have to give a little here. We know that a Infrastructure Package is more expansive than many republicans wants and not as expansive as democrats wants. Thats a sweet pot. This Job Report shows were in the midst of a historic Labor Market Recovery that is delivering real tangible benefits to the american families and to the american economy. The first four months since this president took the oath of office, theres been over Two Million jobs created. Thats an underlying pace of over 540,000 jobs per month. That is unprecedented at the beginning of any president ial administration. We saw wage gains in todays report. We saw an over 400,000 decline in longterm employment. I heard the Tail End of your conversation with neil. Those Two Million jobs, theyre net new jobs. Theyre not robots. Theyre people that have come in to the Job Market and gotten work. So yes, theres some Supply Constraints and Bottle Necks that are working throughout the economy. I think the Labor Market is sending a clear Price Slash Wage signal for workers to get back and theyre responding. Were in the midst of a strong Labor Market Recovery, very beneficial to the middle class. Neil so maybe by that, we dont need to do as much to spur the economy. What do you make of that . Some say and the president s 6 Trillion budget, a lot going out and we dont need as much going out because the economy is firing up. I think you have to be careful lurching from position to position on this. Last month if you looked at the Jobs Number, youd say we need to do more. Folks thought we need to do less this month. So the reason were in the midst of this historic job Market Recovery is very much because of the measures in the american Rescue Plan as well as the resiliency and the sticktoitiveness of the american work force. Shots in arms, checks in pockets. One of the most important variables is the rate of vaccination. The vaccine rate, which is 75 for seniors, over 50 for adults. If you look at working age adults, the rate has been climbing, climbing sharply that is very important. One of the reasons, one of the barriers between people in the Job Market. The virus is not vanquished from the land. The efforts of the team here have been tremendously important kicking up that vacs rate. That is one issue where the Rescue Plans Finger Prints are on the strong Labor Market results. Neil you mentioned the covid and the vaccination progress. Its proven to be a key Negotiating Feature in the discussion for infrastructure. The president is open to use 70 Billion for that to pay for the Infrastructure Package. Republicans want more. Close to 700 billion. Do you see a significant increase in tapping covid funds to close the potential Infrastructure Deal . I think the Infrastructure Deal needs to be viewed separately from the Rescue Plan in the sense that the resources in there are as i have been stressing are very much in play in generating a historic economic recovery. Weve been talking about jobs. I can easily talk about gdp growth, which is forecasted to be growing at either high single digit or double digit rates. Those resources are in the economy. We saw state and local governments hire 100,000 teachers or educators last month. Theyre still down over a million. Theres much more work to do there in the state and local funds need to go to help there. The president has elaborated a very detailed set of Revenue Measures to help pay for the longer term infrastructure plan, a plan that spends out over eight to ten years and the negotiations are ongoing as you well know.
