We used to invest more in Research And Development than any country in the world. China was number 8. Excuse me, number 9. We now are number 8. China is Number One dominic 1 china is number 1. We cant let that be sustained. The future is going to be determined by the best minds in the world, by those who break through new barriers. It has, china, the largest, fastest growing electrical Vehicle Market in the world. The key parts of the electric vehicle is the battery. Right now, 80 of the Manufacturing Capacity of those batteries is done in china. The battery for the f150, we went down to georgia and took care of that. It allows them to corner the market on supplies, raw materials, for those batteries. Important in almost all lithium, 90 , comes from countries like australia, which lead the world in mining these kinds of critical materials. Its not that china is better at technology, that its much more innovative. Remember our labs in the united states, our universities, our automakers, led in the development of this technology. Today, china has a bigger Manufacturing Scale than all other countries, and they are using that to make these batteries not just in china, but in germany and mexico. They are exporting those Electric Vehicles Around The World, with sites on the american market. They think they are going to win. Ive got news for them. They will not win this race. [applause] we cant let them. We have to move fast. Thats what you are doing here. President obama and i, when barack and i were in office, thats what we were going to do. Remember 2009 . The Auto Industry was sliding on its back i got criticized in The Press because i was the autoguy, pushing. Guess what . We were told wed never be able to sell americanmade cars at the same rate as before, but we didnt listen we bet on you, the american Auto Worker here and we extended a stepped up and save more than 1 Million jobs. We said Fuel Efficiency standards [applause] fuelefficient vehicles. Through the recovery act, we made the largest investment in clean Energy And Battery technology ever. The big 3 have emerged from the crisis in a position to sell millions of vehicles made right here in the usa. Then, the previous administration came into office. They rollback the standard we dominic they rollback the standards we set they let the federal Tax Credit expire, penalizing autoworkers for selling most Electric Vehicles at the time. They announced infrastructure and announced it and announced it every week 4 years. They didnt do a damn thing, didnt get the job done. Folks, the rest of the world is moving ahead. They are not waiting for the united states of america. Government, labor, industry working together, have to step up. We have a playbook that will work. We are going to set a new pace for Electric Vehicles. That means that of the previous Administrations Rollback in efficiency standards, setting strong, clear targets where we need to go. It means passing the american Jobs Plan to do three things 1, transform our infrastructure. All infrastructure is ranked 38th in the world. This is the united states of america, for Gods Sake we are going to put americans to work, modernizing our roads, highways, airports, Rail And Transit systems. That includes putting ibew members and Union Workers to work installing 50,000 Charging Stations along our roads and highways. [applause] our homes and our apartments. The ibew is ready to do it, and they can. We are going to boost our Manufacturing Capacity. Thats why the american Jobs Plan invested in new and retooled union facilities, grants to kickstart a new battery and parts production, loans and Tax Credits to boost manufacturing of these clean vehicles, but also makes the largest investment in Research And Development in generations. Thats going to help innovate manufacturing, building Supply Chains, for batteries and semiconductions and a small chips that make Electric Trucks and cars go, to be more reliable than they are now. It matters. The little things matter We Saw last night, the United States Senate voted, overwhelmingly, to begin work on part of the bill ive been pushing to strengthen our Innovation And Infrastructure by investing in Research And Development manufacturing. I dont remember the exact number, but it was 83something, a bipartisan vote. Its a good first step. Your members of congress here in michigan, they know the value of manufacturing as well as anyone and are vital in pushing forward that bill and others. Never again should we be in a situation we face today, with semiconductor shortages. The united States Cant Manufacture semiconductors. We are at the beginning. You know, i think some people think im too, too proud of what the united states always did come and why i get so frustrated when we are sliding. I make no apologies for it. We know these kinds of federal investments work. It was the Defense Department and nasa that got the modern Semiconductor Industry on its feet decades ago. We started it, your tax dollars. Our own Department Of Energy pioneered and transformed when barack and i were in office. Through the recovery act, grants and loans, Battery Prices dropped 80 . 80 . We were looking forward. We need that same mindset today. We have to look forward, and, you know, we have to work to support consumers and these fleets. That means new Purchasing Incentives for consumers to buy my clean vehicles, like before f150, a product made right here in america, but all the pieces must be made in america. It means spurring demand by converting the federal governments enormous fleet of vehicles into clean vehicles, supporting electric transit systems, and school buses. Folks, when i got elected, i signed an Executive Order saying we are going to Buy American. As president , i get to award contracts in the area of 600000000000dominic 600 Billion 700 billion. Guess what . Im not letting a contract through a company that does not hire americans, have allamerican parts, and have a Supply Chain that is not an american product Supply Chain. [applause] by the way, thats not violating any trade agreement. Its been the law since the 30s, but No One has had the Courage And Nerve to insist on it being applied. Its no violation of the World Trade Organization or anything else. If we are spending american tax dollars, we are able to say Buy American, but theres a lot of exceptions. If you dont have the parts available, you can go abroad and get it, and anyone can say i cant find it here. Im going somewhere. Not anymore. Theyve got to go through the White House. Its not a joke. Nobody can get that exception now. Theres thousands of companies out there that are able to do, small companies, 315 people, who can supply those pieces if they know they can compete for them. My brother has an expression, a guy named Pete Mcglocklin is a great basketball player, he played for providence, a great, close friend. Joe, you got to know how to know. We dont know dont mike let the american companies know what is available to them we dont let american companies know what is available to them. We will have a facility in the White House to let people know whats needed. Theres another thing we have in our playbook thats going to outcompete other nations. The biggest secret we have come at american worker. [applause] the biggest secret we have the american worker. [applause] it is our ace in that deck. I know many of you are watching at home that are like the folks i grew up with In Scranton and claymont, delaware. They feel left out, left behind. This economy is rapidly changing. I understand it. I really do. We will leave No One behind. There will be 90 of the jobs created in my american Jobs Plan that do not require bachelors degrees. 75 percent dont require an associates degree. We are going to be working with companies and Community Colleges and technical schools and apprentices and Training Programs to make sure that american workers will be prepared to compete with anyone in the world, just like ford does with its Workforce Training Center here in dearborn. When we invest in our infrastructure, we will Buy American products, materials, services from american businesses made in america. We will do everything in our power to encourage and protect the right of workers to unionize and collectively bargain. [applause] i met with i think more than a dozen ceos of major fortune 500 companies. We started off, i said i want to be clear with you im a union guy. Every one of them but one said i understand. Now, they are realizing what ford realizes, that you are the best workers available, the best trained, the most capable, and you save, overall. Bottom line, the american Jobs Plan is a Blue Collar to rebuild america. [applause] we need automakers and other companies to invest in america, and not take the benefits of our expand Electric Vehicles and Battery Manufacturing Production abroad. We need to deepen your partnership with uaw, pay good wages, health communities, like dearborn, across the country. We need to come together as a nation. The Vice President and i have had a number of meetings in the Oval Office with republican leaders in congress and members of congress. We believe we can find a bipartisan deal in infrastructure. We look forward to hearing more details on their proposal, which they are going to submit a Counter Proposal later today or tomorrow. We made one thing clear we will compromise, but doing nothing is not an option. Doing nothing is not an option. The world is not waiting, i say for a second time. I will conclude with this. Last month, i kept my commitment to convene the leaders of the major economies Around The World russia, china, japan, india, the European Union to convene the mall, 48 or 50 heads of state, President S, prime ministers. A meeting that i hosted by the White House on the most consequential issue facing the world climate crisis. I made it clear at the outset as each of these folks came on that ive long believed, when i think of the climate crisis, beyond its devastation to live in the health of our very planet, i think jobs. I think jobs when i think climate change. I think about the uaw workers here today, wanting to make sure that the world can see that there was a consensus, that we are in an Inflection Point in our history, and almost every major leader in the world spoke to it. If we act to save the planet, we can create millions of good paying jobs, generate significant economic Growth And Opportunity to raise the standards for people not only here, but Around The World. I want to put the world on Notice America is back. America is back [applause] the competition for the 21st century, the future will be built right here in america. Look at this plant. We are moving, we are working again, we are dreaming again, we are discovering again, we are leading the world again we shown Each Other in the world that there is no quitting america, theres simply no quite in america. He said its a bluecollar Bill Blueprints to rebuild america. Lets remember at the same time, there are a lot of cars being made in this country by nonUnion Workers as well, even though the president did not give them a shout out. The President Saying he wants to put in 50,000 Charging Stations for Electric Vehicles across the country. Sandra, thats going to be measured in terms of years if not decades, not weeks and months. I think this administration is betting heavy on Electric Vehicles. They think thats the future, and that is where they are putting their money. Theres critics of this move, saying the market should drive this, and wondering or hearkening back to the obama administrations efforts to prop up solar companies like solyndra by giving them money. This situation seems different. Theres more buyin, but not a ton across the country as of yet. They are looking to change this. In this environment, you have people like Senator Rob Portman tweeting out there are more Job Openings in the united states right now than at any point in our nations history. Its time to stop paying people more to stay home and return to work. This is a different scenario about propping up the energy of electricity, electric vehicle effort, but it still raises questions about the amount of money thats being poured in, or wished for, by the Biden Administration. John brett to come up what We Saw last week with the colonial Pipeline Shutdown and the southeast literally drying up with gasoline and a matter of days, its a cautionary tale about how quickly you can push this whole transition. Im sure many people in america would love to own an electric car. It has to be an organic process where you transition from one to the other, and stopping construction on pipelines before you get the alternative in place, as We Saw, can cause problems. Bret it is a little cart before the horse, as you are talking about emissions. Where is the electricity coming from . As far as stopping the emissions are changing the dynamic, if you are going to change the pipe one structure in the country, if you are going to change from Natural Gas plants to wind and solar, thats going to be a big transition. John a developing story in our nations capital, the second case of a mysterious Brain Illness now being reported. This one at the entrance to the White House grounds off of the south lawn. Feds trying to get to the bottom of it, as questions grow over whether russia could be behind it. Former Cia Chief of station Dan Hoffman spent decades with the Agency And Military and state department. He joins us just a moment. Officials have reported there are now 130 suspected victims being treated for brain injuries, debilitating headaches, and vertigo. These serious attacks, the havana syndrome, i should say, what do we need to know about this, as now it is the second potential attack thats been reported in d. C. . Dan this is a challenge for our Intelligence Community. Russia has the Means And Motive to conduct these attacks. There is some evidence out there that points to vladimir putin, a Kgb Operative in the kremlin, being responsible, starting with a former colleague, mark par mirabilis, targeted in a mosque out Hotel Room in 2017. The Soviet Union has a long history of mounting Microwave Attacks against the u. S. Embassy, in the 70s and 80s. Vladimir putin has used asymmetrical espionage or chemical weapons attacks in nepal and the united kingdom. Polonium 210 was used to kill a former Fsb Officer as well. Hes not beyond using these ruthless attacks. In this case, its up to our Intelligence Community to collect the fact into them, for the policy makers, the Biden Administration, to find some leverage to induce russia to stop doing this. The Soldier Expected Terrorists or nuclear weapons in north korea, and he said you do, all of you. When the people are in harms way, theres nothing more important. John whether it was the attacks in Havana Or Russia or china, and now in the white House Complex behind me, the symptoms seem to be fairly common, in terms of their character headache, sleeplessness, vertigo, nausea, Neck Pain among them. As i look behind me, in terms of opportunities as to where you could deploy such a weapon, weve got mostly government buildings, other places that are easily in line of sight, seen by the Secret Service who hold posts on the top of the White House. Jennifer griffin talked about a system that might fit into a pickup truck. Where could you deploy such a weapon in this small area behind me . Dan thats a good question to be asking, certainly a requirement that would be delivered to the Intelligence Community, working with the department of the defense. Could this sort of weapon be mounted on a vehicle . Could it be handheld . The russians are good with technology. Their gdp is roughly the size of italy, no disrespect to the italians. They are good at Cloak And Dagger espionage. They may have made improvements in this capability and found a way to launch it. Mercedes certainly, there has to be, like jonathan mentioned, there is this crosssection between susan Bermans Murder and the missing wife who we will also presume is murdered, but it hasnt been proven. The body has never been found. Because you already see who the witnesses are going to come forward the Witness List seems to be a host of individuals who knew of the violent relationship that the dursts had during the time she was still, presumably, living, and during that time, there was this violent history. They are going to set up the violent history between the dursts and the friendship between susan berman. The biggest blow to the defense was that hot mike. It was the focus of a motion limiting the defense attorneys they fought hard to keep that statement out of the jurors purview, but the judge disagreed, said that it was going to come in, qualified as a confession. The jury is going to hear that statement, and thats a devastating blow. The attorneys continue to try to delay the trial, but at this point, what we are probably not going to see is durst take the stand. They are going to continue to make motions. There have been motions before yesterday. You will see motions for mistrial, setting the stage for some sort of appeal in the event that this continues. This is a 45 months ahead, and theres lots of witnesses that are going to come forward, and the real Center Stone comes from the mouth of durst himself. You can obviously look on ourselves, now weve got live pictures. In the courtroom, durst is in a wheelchair wearing a mask, appears frail. The judge admonished him for not showing up yesterday. Dominic Judge Mark Windham says as long as trial will Go On, we are told, without him, even if he refuses to come. As you can see, some activity there with the wheelchair. I will try to get information on what exactly is happening in this moment, but first, i want you to hear the case there that they are making about dursts health. It mistrial is playing apart, but i will ask you about that, what a juror found out. We will play the Sound Bite first and then go back to the courtroom. This is something thats very serious, and the doctor simply says the question is not whether he can endure the rigors of the trial. The question is whether he can survive at all. Sandra they are just making the case that hes not healthy enough to stand trial. Mercedes the judge has whether its being a fair trial reported to durst, versus his health. The judges have already made the determination that competency does not conflict. He will proceed. I know that attorneys will continue to make this motion for a mistrial, and certainly, they are going to raise the issue of competency if, at some point, they can show that durst is no longer confident because his physical elements of income too overwhelming. At that point, the judge may have to revisit this whole issue of the trial, and may, at that point, suspended indefinitely. Sandra another update from the courtroom is that a juror was removed for an article regarding this case, then texted another juror about that, and that juror found her and told her not to share that info with her.
