If you make enough money and you are paying taxes, if you end up in a situation where you get to deduct 2,000 per child as a tax benefit. You dont get it back, but you get to deduct it. If you are a minimum wage worker, youre not paying much tax. You get no benefit. So we put in place, and my republican colleagues share the view to. None are voting for it but i think they shared as well. Up to 3,000 per child six years and older in 3600 for a child that is under six years of age. That means two parents and two young kids, they get a check back from the government for 7,000, 200 in their pocket. I will benefit more than 65 million children. All of the data shows that it will cut Child Poverty in half this year. Cut it in half. It would extend until at least the year 2025. Whats going to happen in 2025, suppressed nose, the tax cuts of the last president expired and we are going to go back to being put 2 trillion in debt. They were going to compete with what tax credit theirs are. I think we need to start getting tats rates and tax credits to the middle class families instead of just the very wealth. And heres what it doesnt do. It doesnt add a single penny toward deficit. It is paid for by making sure that Corporate America and the wealthiest 1 pay their fair share. Ive come from the Corporate Capital of the world. More corporations are in the state of delaware than the rest of the nation combined. I am not anticorporate but its about time that they start paying their fair share. Its about making a choice. You have 50 corporations making 40 billion and they didnt pay a single penny of taxes. Not a single penny. I dont want to punish anybody but everybody should ship them. Everybody should pay something along the road here. Its about who the economy serves. Here is an example of that choice. If the ask the top 1 to pay the same tax rate they paid in 2001 when george bush was president , that would generate 13 billion a year. That is enough for us to take 11 of that 13 billion to pay for two years of Community College free for every child in america. So whats fair . Go from 36 to 39. 6 like it used to be . Just think about it and what better for america. Not democrat, republican, individual. Whats going to grow america more . Whats going to make us more competitive, stronger . Whats going make us better educated smirk for folks at home, i would like to ask the question. I do want to give the wealthiest people in another tax cut or do you want to give every High School Graduate the ability to earn a Community College degree on their way to good paying jobs or on their way to four years of school. Health care, i. T. , cybersecurity, you name it. For also so long weve had a twotiered tax system. Some of the wealthiest americans avoid playing their fair share. My plan revitalizes the capacity of the irs to crack down. There is a number of studies from the former secretary of treasury on that millionaires and billionaires are able to avoid taxes and cheat and avoid taxes because we have so few agents at the irs. The consensus is that if you increase the Disclosure Requirements for banks and institutions, you will have two steps. Two steps would recover 70 billion per year. That currently goes unreported and unpaid. Weve been hearing about this in the past ten. Instead of cutting the numbers, we should be increasing. Not hounding anyone. Making people pay there. Their fair share . Its more important to shield millionaires from paying more or making sure that children have opportunities . If i had 1 million in stock that i bought and it made 1 million and i was going to cash it in, i would have to pay capital game on that Million Dollars. A person passes away and leaves the stock to their son or daughter. They dont have to pay anything on their multimillion gain and they sell that stock. Thats a lot of money. They may be decent and honorable people and they are. The last things americans need with that amount of wealth is another tax break. Only the gains for people making above 2 million a year. In the Capital Gains rate for people making more than a Million Dollars year. That would affect three tenths of all taxpayers. That raises 40 billion a year for the next ten years. I keep hearing from the press a bite and its going to raise your taxes. Anybody making less than 400,000 a year it will not pay a single penny in taxes and we will not increase the deficit either unlike the last gigantic tax cut that increase the deficit by 2 trillion. Its about increasing the system and boosting the economy. No longer will they play lower taxes on the secretary in their office. When i know what we do . That would take take that money and extend the middle and it task lot and expend child care tax credit. I mentioned earlier, that 1700 and the pockets of families with two kids. Just closing these loopholes by taxing Investment Income at the same rate for the wealthiest americans would have enough to extend this through 2025. So i ask again. Is it more important to keep these tax holes for millionaires. Theyre good people, not bad folks, or would we rather put 72 million in the pockets of working moms and dads every year if they have children . Trickledown economics has never worked. For too long weve had an economy that gives every break in the world for folks who need at the least. Its time to grow the economy from the bottom up in the middle out. We can choose to give hardWorking Families a break. A tax break. We can choose to invest in our students. We can choose to invest in an economy that rewards work not just wealth and the choice that i am making in the vast majority that American People support is to give people a shot. They dont even have the chance. The American People have never ever let their country down. Imagine if we give them a full chance. Imagine what it would mean for them, their families, and for a country. In the United States of america, theres nothing we have been unable to do if we have done it together. So lets get together. Lets get this done. Because the truth of the matter is, we can do this and grow the economy. I wont go on all the other statistics but this can grow the economy another trillion dollars. This can grow the economy and everybody will be better off. I want to thank you all for doing your part here to make sure that not only you are educating and giving people a real shot at a real life consistent with their talents and their capacities.
