Reporter we are basically on private ranch land. This is a popular smuggling route. Thousands of migrants are crossing the Rio Grande River on a daily basis. Some get caught, some dont. This is a popular smuggling route. Ranch owners have seen a steady increase in migration since february, theyve are fences cut, property vandalized. Theres a group that has a network of Trail Cameras that are maintained and monitored realtime by the Border Patrol and texas dps. They show large groups and individuals in the deep brush trying to avoid detection. WhAt Theyre really trying to avoid is the checkpoint, which is about two miles from where i am. What happens is the smugglers drop off the migrants south of the checkpoint and they cut in to the east or the west and they cut the fences and come up these roads, like where i am right now, and then theyll get picked up, say on a road like this one here. And then Theyll Or Theyll jump out of the brush on highway 281 and then theyll get picked up and theyll go north like to houston, chicago, New York, miami, whatever. So the volunteers have been around as i said for 15 years. And they assist Law Enforcement. They call it in. They bring call the Border Patrol. They monitor and shadow some of these groups, if you will, as they go through this heavy brush and then theyll call the Border Patrol and basically let them know where the groups are hiding. The Land Owners were so frustrated with all the Property Damage and all the threats to their families and their employees and then the dead bodies showing up, they opened up their property to us to go out there and try to help the Border Patrol and Texas Rangers and Law Enforcement help apprehend the Smugglers P and ae many people that were coming in. Reporter they have 300 members and have access to Property And Theyll do this kind of thing and i think the important thing to note is this is rough country. And its real hard to spot groups from the air because of the heavy mesquite and oak. Unless you land and get a vehicle in here, people are really difficult to find. But its also very forbidding. Theyve got women and children and they need a lot of attention. Theyre getting processed first, then the single adult males and they cant keep up with the volume, more than anything else. If youre talking about a scope which is roads and bridges and internet and tunnels and airports and waterways, we can be pretty close. If youre talking about Spending Hundreds of billions of dollars to benefit public service unions, then were far apart. Reporter now, the president s calling on Tax Increases for wealthier americans and corporate americans to pay for new spending but some republicans are very concerned thAt These kind of new taxes could kill economic growth. The White House are pushing back, insisting thAt The economy and businesses can stomach tax hikes. We think we can raise those taxes on corporations and fund the things that make the economy grow, bridges, roads, airports, rail. Thats what creates jobs, thats what gets the economy humming. Lets see what kind of programming that is, lets talk about pay force, lets get serious about really trying to reach a negotiated Infrastructure Package and im very encouraged by this. I talked to a lot of my colleagues and certainly constantly talking with White House and others and i just feel like theres a real desire and will for us to work together on something we traditionally worked together on through many, many years. Let me follow up on that. The republican Counter Offer is 568 billion, over five years or so. The White House plans a 2. 2 trillion. Is there a sweet spot in there that could be appealing to both sides . Well, what i think you have to do is look At The president s plan at 2. 2 trillion, has a lot of social infrastructure, human infrastructure, and other things that i dont think if you ask somebody on the street here in West Virginia what does infrastructure mean to you, it doesnt meet that definition. Infrastructure were talking physical roads, bridges, ports, waterways, broad band, you know and those types of really jobcreating Infrastructure Projects that we need to modernize our transportation and other systems. Were working with the White House and i think its been very open door. Weve been very encouraged to keep moving forward and thats what were going to do and until somebody tells me that its not working anymore, im going to try to reach that sweet spot that were looking for to be able to work together to get a bill across the table. Youre known for that, rolling up your sleeves, sitting down and trying to hammer out a deal. One big obstacle, they would like to raise the corporate Tax Rate from 21 to 28 . How do you bridge that gap . Well, i think its important to note thAt The republican plan that i put forward with a lot of other ranking members of the committees does not have a Tax Increase in there. We think we can pay for this with expanded User Fees that would be people who are now not even paying into the use of the highways, like Electric Vehicles and others, we think that repurposing some of the covid, particularly the city, State Dollars where they can now not use that for hard infrastructure except for water infrastructure, we should be able to open up that window for them which will make our dollars go farther. I think thAt Theres a lot of creative solutions out there that dont involve raising taxes. I personally dont want to see taxes go up. I think its the wrong time to be doing that and i dont think if we really concentrate on what we want to get done in terms of infrastructure, i dont think its necessary and that would be very difficult to get a Core Member of our republican caucus to go along with that if that was the direction thAt The president insisted upon. The president would like to spend another 1. 8 trillion on Education And Safety Net Type programs. Is it your senses willing to go it ayou loan on that or is there some way to get republicans onboard with at least part of that proposal . Well, im sure the conversations will continue but i think theres a realization that is trillions and trillions of dollars of programs that we really havent fully talked about here in the congress. You know, do we want to go with two years of free community college, preschool. What is our appetite for paid family leave, all these kinds of i think valuable discussions but we havent had them. I think thAt The president will try to go his own way with the Democrat Caucus through reconciliation. I think its a tall order for him. When most people think about what infrastructure means to their family, their community, theyre not thinking about it from the perspective of washington, that infrastructure is a narrow set of issues that only washington will talk about. Most people think infrastructure is the bridge in their hometown, its also the way to get to work. The bridge permits people getting to work, is getting help for the person in their family that needs longterm care, the perm in their family that might have a disability that needs community based resources, the child that needs Child Care. For a lot of families, infrastructure is pretty broad because thats in the real world, not the world of washington. We have a great opportunity here not only to invest in physical infrastructure but to invest in the ways that families function. For example, in the proposal, im leading the effort on seniors, people with disabilities, lifting up the workforce. We cant pay people 12 an hour, weve got 800,000 waiting. That number is zero and it seems like the democrat versus taken an interesting approach here, put a bunch of things in the barrel, calling them infrastructure and then you ask the american people are you for spending more money on infrastructure and they say yes. Is that fair . Well, mike, theres no question when you do polling on this, just give you one example. Just my Home And Community based Services Proposal that i worked with the president on and a lot of democrats, so far no republican, well see what happens. But just that alone is popular with more than 70 of the american people including 55 senate republicans. So i guess are all those republicans wrong thAt That should be a part of infrastructure . I think also in the family plan, when youre talking about early education, giving people giving more education, maybe two years At The beginning of their life and two years of community college, High School we need to help with education so people can get the jobs of the future. Most people are thinking about the future and they also know weve had a Tax Code thats been rigged for 40 years for rich people and big corporations. So this is about 6 Trillion in proposed new spending. This is not monopoly money. Can you raise taxes enough to pay for all this. The good news is that President Biden outlined a series of proposals that will get a lot of scrutiny, on the Jobs Part of the proposal and the families part. The corporate Tax Rate his proposal to go up to 28 i agree with. That alone, thats just one change alone that gives you about 740 billion. How about the topAt The top rate, people At The top paying more. That and some changes could get more from the that can get you another 700 billion. So a lot of dollars here in the Tax Code but weve had powerful interests breaking the code all these years many i think its time that american workers and american families get a lift. According to the story in the post, the aft suggested slowing down the opening of in Person Learning and they reportedly object lidgeed. They are citing internal emails. We must urge the inclusion of clear closure triggers in the guidance. Another says we were able to review a copy of the Draft Guidance Document over the weekend and were able to provide some initial feedback to several staff this morning about possible ways to strengthen the document. No, No One is canceling them. They are hugely prominent figures, have held some of the top jobs in the country. If there was an attempt to cancel them, it went very badly. What democrats need to do is have a nuanced conversation like President Biden and Vice President harris did about the difference between america being racist and the systemic challenges facing people of color in this country and im glad Senator Scott revived his statement from last week to include that, to talk about whats going on in the criminal justice system. We could go further to talk abouten equal outcomes in healthcare for black and brown people in the country, in terms of the environment, what went on in flint, michigan would not have gone on in a white community. Those are the conversations we should be having, not can he selling people, not using slurs. We need to hammer home the point about policy, that democrats support policies that uplift people who are traditionally disen franchised and i think thats how you have a conversation with someone like Senator Scott or with people who are thinking about who theyre going to vote for. Are democrats putting out the policies that will lift more people who have been disenfranchised out. Thats how you have the conversation. Mike some are looking at Senator Scott as potential president ial candidate next cycle. How do you think hes handling this right now. I think hes handling it very well. I think he did an amazing job. He has an amazing record. Remember, he was one of the key architects behind the Opportunity Zone Conversation and those issues to jessicas point, those are issues that real people care about to try and uplift people who need help and thats an appropriate role for government to do and i think hes a wonderful spokesperson for it.
